El siguiente artículo analiza el estado actual de la perspectiva de redes intelectuales, especialmente en el cruce con los estudios literarios en América Latina. Partiendo de sus primeros trabajos, discute las mentadas estabilidad y transdisciplinariedad del campo de estudio, proponiendo un corpus de referencia para las estructuras de sociabilidad literaria. Posteriormente, el artículo revisa críticamente los tópicos, métodos y restricciones, así como las actuales indeterminaciones conceptuales y metodológicas, que sugieren que este es aún un campo en construcción. Finalmente, se proponen algunas ideas novedosas que podrían contribuir al desarrollo interdisciplinario del campo, extendiendo las potencialidades y ventajas de esta perspectiva a los estudios de literatura latinoamericana.

The scholarship seeking to explain the ineffectiveness of violence against women (VAW) laws has focused on the lack of resources or will to implement these laws. Less attention has been given to how these laws are crafted and positioned in the legal hierarchy, which may undermine them from the start. This article focuses on four cases from Central America, a region where fifty-five laws to protect women from violence were passed between 1960 and 2018, yet VAW continues. It finds that the legal positioning and language of these laws prioritize family unity while undermining women’s rights to protection; thus, these laws fail by design. The article identifies four legal placements that delay (El Salvador), undermine (Honduras), diminish (Nicaragua), or render abstract (Guatemala) the effectiveness of VAW laws in the context of penal and judicial codes. This work has direct policy implications and broader relevance beyond the cases examined here.

From the moment it launched its armed insurgency in 1980 until the death of its former leader in September 2021, Peru’s Shining Path mesmerized observers. The Maoist group had a well-established reputation as a personality cult whose members were fanatically devoted to Abimael Guzmán, the messianic leader they revered as “Presidente Gonzalo.” According to this narrative, referred to here as the “Gonzalo mystique,” Shining Path zealots were prepared to submit to Guzmán’s authority and will—no matter how violent or suicidal—because they viewed him as a messiah-prophet who would usher in a new era of communist utopia. Drawing on newly available sources, including the minutes of Shining Path’s 1988–1989 congress, this article complicates the Gonzalo mystique narrative, tracing the unrelenting efforts by middle- and high-ranking militants to challenge, undermine, disobey, and even unseat Guzmán throughout the insurgency. Far from seeing their leader as the undisputed cosmocrat of the popular imagination, these militants recognized Guzmán for who he was: a deeply flawed man with errant ideas, including a dubious interpretation of Maoism, problematic military strategy, and a revolutionary path that was anything but shining.

While global history’s emphasis on networks and its de-emphasis on the nation has brought about a fruitful platform for exploring interregional connections, this article argues that a global history recentered in the periphery and willing to draw from its rich national historiographies has the potential to reveal new forms of globalization and connection. It takes Argentina as an exemplary case to consider the ways in which tracing one nation’s many transnational and global orientations might bring to light motivations, geographical dimensions, and fields of power previously unseen.

Black women who seek and win elected office are changing the political landscape in the Americas. In Latin America, this shift became widely recognized when Epsy Campbell Barr became the first Black woman vice president in Costa Rica in 2018. Her election builds on the work of three generations of women whose engagement in formal politics is rooted in their intertwined identities as Black, women, and of West Indian descent. By recovering a racialized, gendered, and ethnicized lineage of community activism, relationships, and networking—which I call “Little’s links” to honor the legacy of the writer and activist Eulalia Bernard Little—I argue that in Costa Rica, Caribbean identity and Black motherhood politics have influenced Black women’s engagement in national politics. This account of these other (and mothers’) political routes to state power for Afro-Caribbean women in Costa Rica complements current explanations of Black women’s participation in national politics elsewhere.

From 2016 to 2019, the backlash in Brazil against so-called gender ideology framed gender dissidence as a reason for the country’s perceived decline, playing a central role in the rise of Bolsonarismo, a movement increasingly identified as fascist. In this gender-hostile environment, I examine Brazil’s first trans men’s soccer team, the Meninos Bons de Bola (MBB), and its use of nudity as a response to the political shift rightward and to tell a story about the precarity of minoritized groups across the Americas. The team’s changing approach to trans representation exposes the period as a watershed in Brazilian politics. The MBB’s naked protest during this time of governmental change reveals resistance to the machinations of Brazilian fascism, including censorship, backlash, and shaming. By asserting that the MBB were never just about futebol, the team uses the national sport to enact trans politics and to claim belonging beyond the bounds of normative citizenship.

This article explores how sex and violence were part of the everyday making of the soldier in the Peruvian armed forces during the internal armed conflict between 1980 and 2000. In-depth interviews with Peruvian veterans indicate the importance of sex and violence in soldiers’ experience of becoming a combatant. The article analyzes the ambiguity in soldiers’ narratives about sex and violence, coercion, and consent, and how they are implicated in both receiving and enacting sexualized violence. In particular, authors discuss veterans’ accounts of collective experiences of sexualized hazing, abuse of women and girls, porn and prostitution, and references to gang rape. Soldiers, while in the army, experience intimacy through performative practices of sex and violence—which profoundly affect their interactions with one another—and the violence they perpetrate against enemy populations. These military intimacies, encouraged through institutional as well as cultural practices, help explain the prevalence of widespread sexual violence during the conflict.

Same-sex marriage has risen to the top of political agendas across Latin America, but it is still illegal in many countries. Public support about the issue varies greatly, and the roles of the courts, presidents, and legislatures have also differed. This article focuses on legislators because they are charged with representing the public and converting demands into policy. Although many legislatures have now voted on the issue, the literature has not intensively examined the policy makers’ attitudes toward same-sex marriage. This study applies a theoretical framework that extends theories considering context and social contact and uses a survey of the region’s legislators to study the correlates of support for same-sex marriage. Although the study also tests for individual-level variables (e.g., gender and ideology), the models focus on the contextual role of religiosity. The results show that having more secular colleagues encourages even pious legislators to support same-sex marriage.

En este trabajo estudio la institucionalización de la investigación indígena, considerando los conflictos políticos, epistemológicos y ontológicos que intervienen en su desarrollo. Analizo y comparo cuatro instituciones afiliadas al Consejo Regional Indígena del Cauca (CRIC) de Colombia, una de las organizaciones indígenas que más ha avanzado en este proceso en Latinoamérica. Basándome en conversaciones con los y las intelectuales orgánicas del CRIC —investigadores/as indígenas y colaboradores/as— y en documentos institucionales, argumento que las diversas formas de concebir y practicar la investigación dan cuenta de un proceso de ontologización que implica un cambio radical respecto del sentido, los sujetos y las relaciones involucradas en su desarrollo. Planteo que dicho proceso obliga a redefinir la noción moderna de investigar, pero indago, al mismo tiempo, en las tensiones que esta tendencia presenta al interior del CRIC.

This article presents a cultural analysis of the Chilean TV series El reemplazante (The substitute). The series ran on TVN (National Television of Chile) from 2012 to 2013, and it is currently available on Netflix. The show broke televisual consensus in Chile that made the production of TV series invested in promoting dissenting political viewpoints virtually impossible. As such, El reemplazante can be conceived as an antecedent of the 2019 social uprising and as an alternative model of critical TV in Chile and Latin America. The article first examines the mediation between the patriarchal and racist model of the superhero teacher and the construction of a popular subjectivity that disrupts said model. It then deals with the hyperrealist aesthetic of the show as a privileged mode of enacting a social critique on TV, and it addresses the representation of the city and its geographies of segregation as a gateway to unpacking the problematic of education in neoliberal Chile. The conclusion reflects on the abrupt cancellation of the show and the limits that the Chilean production model places on TV series with transformative intentions.

This article explores the experience of the Afro-Colombian movement over the course of two peace processes, investigating the relationship between opportunities for participation and effective inclusion. The 1991 Constituent Assembly that emerged from the peace processes of the late 1980s presented a particularly open opportunity for civil society participation, and yet the Afro-Colombian movement was unable to gain representation in negotiations for a new constitution. In the 2016 peace process with the Fuerzas Armadas Revolucionarias de Colombia, or FARC, despite insistence from the government that its negotiations with FARC were exclusively bilateral, the Afro movement was able to gain a seat at the table along with its Indigenous counterparts and generate a commitment from both parties to protect ethnic rights, known as the Capítulo Étnico (Ethnic Chapter). In contrast to existing literature that focuses on international actors as drivers of inclusion, we argue that effective inclusion reflects in large part the internal capacity, coherence, and unity of the movements themselves.

International reconsideration of Mexican film noir is a recent phenomenon. For decades, Mexican film criticism tended to dismiss the importance of this tradition and even to deny its existence, often citing the presence of melodramatic elements in would-be noir films and the lack of a crime novel tradition for screen adaptations. By comparing two Mexican films to similar American productions and examining the local political and economic conditions of the former, this article argues that Mexican film noir had its own pessimistic viewpoints, which were borrowed from journalism and the illustrated press. These viewpoints were based on existing social ailments and delivered relevant criticism of the institutions, classism, and sexual norms of the postrevolutionary Mexican state of the 1940s and 1950s.

La historia de la literatura universal contiene capítulos latinoamericanos vitales, como el del boom. La universalidad y la posibilidad de trascender lo nacional son recursos distribuidos inequitativamente, como argumentará este artículo en discusión con trabajos que decretan la democratización de la literatura. Este artículo analiza las condiciones que hacen posible la circulación latinoamericana del escritor argentino César Aira mediante la reconstrucción de las ediciones de sus libros en México, central para la edición en castellano. Este análisis, en primer lugar, complejiza la polarización del campo editorial; en segundo, indaga en los modos como editoriales distintas responden a la concentración y extranjerización; en tercero, produce conocimiento sobre un escritor con creciente prestigio internacional; y por último, sostiene la productividad metodológica de las trayectorias editoriales de escritores. Se propone que las editoriales son centrales para estudiar los lazos regionales e hipotetiza que las editoriales medianas que apuestan por catálogos de literatura latinoamericana a largo plazo parecen empresas improbables.

A substantial amount of scholarly work has been conducted on considerations (or lack thereof) of gender in the context of peace negotiations. While gender-specific concerns, particularly those focused on women’s empowerment, are now emphasized in the language of international and national organizations involved in peacebuilding (e.g., UN Security Council Resolution 1325), many times this language is just “talk.” Often, on-the-ground practice and policy does not reflect the lived experiences of women in post-accord or transitional contexts. This article analyzes the change in roles and the roles available to women in pre-negotiation and framework-setting negotiation processes between the Colombian government and nonstate armed actors. The study examines the negotiations between the Colombian government under the Juan Manuel Santos administration and the Fuerzas Armadas Revolucionarios de Colombia (FARC) in 2012–2016 to interrogate the ways that women, feminist groups, and women’s organizations play a role in pre-negotiation processes.

Este artículo estudia la cultura afrobarroca y la soberanía negra de los afromexicanos a través del análisis de la descripción de dos performances de “reyes negros” que se encuentran en la “Relación de las fiestas insignes que en la Ciudad de México se hicieron en la dedicación de la Iglesia de la Casa Profesa y beatificación de nuestro Santo Padre Ignacio” de 1610. La finalidad de este análisis es triple. Primero se busca distinguir estos reyes negros festivos de los presuntos reyes negros rebeldes. En segundo lugar, y más central al artículo, se busca exponer la cultura afrobarroca que los afrodescendientes desarrollaron en el México colonial, resaltando su agencia cultural, social y política en la formación de esa cultura. Por último, a luz de esa triple agencia, se teoriza sobre su soberanía, o autonomía y libertad en darle el carácter que quisieron a su cultura criolla.

Criminal violence in Latin American cities is increasing. Meanwhile, with urbanization, greater numbers of people are moving to cities and into the crossfire. What self-protection strategies do residents adopt to keep safe in violent cities? Drawing on qualitative data from Medellín, Colombia, and Monterrey, Mexico, we document the strategies residents use to stay safe. We synthesize insights from studies of civil war, criminal governance, and urban violence to construct an analytical framework to systematically catalog and name these strategies. We posit that the type of violence residents face—indiscriminate or targeted—influences the strategies they pursue. Responding to either the indiscriminate or targeted form, residents employ survival strategies to avoid, withstand, or confront violence. Our research underscores the centrality of agency for residents’ “staying power” amid urban violence.

Do large-scale and unexpected events, such as natural disasters, affect elections? This article studies the political dimension of the 19-S earthquake that hit Mexico City in 2017, a few months before the 2018 elections. Using fine-grained geospatial data, the results show that candidates from the city-level incumbent Partido de la Revolución Democrática (PRD) had a small increase in vote share in 2018 compared to the previous election in precincts more exposed to damaged caused by the earthquake (in terms of both distance-based and per capita measures), accounting for the seismic profile and socioeconomic characteristics of the neighborhood. The article shows that the implementation of disaster-recovery policy explains part of this relationship. Moreover, voters were as electorally responsive to a future risk reduction strategy as to a reconstruction credit.

This study explores the evolution of individual attitudes toward homosexuality in Chile during the period 1998–2018. Based on microdata from the International Social Survey Programme, it finds evidence of a significant rise in the share of people accepting homosexual relationships, from 5.4 percent to 38.5 percent of the population. Observable individual-level socioeconomic characteristics are responsible for only 3.6 percentage points of this shift. In particular, the increase in educational attainment and generational replacement help to explain this trend and account for an increase of 2.6 percentage points (roughly 45 percent of the initial level of acceptance). Nevertheless, the bulk of this shift is due to structural changes in Chilean society, which may have increased acceptance across all the demographic subgroups considered in the analysis.

Tax evasion can be considered as a systemic fraud in which different parties such as taxpayers, lawyers, banks, and multinational entities interact. Here, accountants are key agents owing to their legal liability in tax reporting and their knowledge on accounting rules. The present study analyzes the role that accountants play in firms tax evasion by presenting evidence from a randomized field experiment carried out with microenterprises in Ecuador’s tax system in early 2016. The article evaluates to what extent a notification of accountants is more effective in increasing tax reporting than a notification of taxpayers, through five different treatments. The results show that simultaneous persuasive notifications of both accountants and taxpayers were the unique treatment that significantly increased firms’ declared income tax. Furthermore, it was shown that penalty notifications of accountants, rather than taxpayers only, were the most significant treatment at reducing revenue underreporting.
