Most studies of the post-Soviet space often explicitly or implicitly analyze Russia not as a new independent state but as the political successor of the USSR, thereby almost automatically leading to conclusions about Russian neo-imperialism. This paper explains how distorted discourses on the Soviet legacy originated and how they obstruct equal relations between Russia and other former Soviet republics using the example of the Baltic states.

This article sheds light on the Euro-Atlantic discourse in Georgia by situating it in a wider frame. It provides an analysis of its Euro-Atlantic orientation by presenting it as a continuation of past efforts to involve European powers in Georgian affairs and highlights changing trends in this aspect of contemporary foreign policy. Far from determining whether or not the Georgians are European, the different arguments that have been used to support Georgian “Europeanness” are evaluated to assess its role in the national identity construction process. Focusing primarily on the United National Movement government led by Mikheil Saakashvili, we demonstrate how the Euro-Atlantic discourse has been employed domestically by the political elite as a legitimacy management strategy and explore its function in seeking Western patronage, a key foreign policy goal.

Following Kosovo's declaration of independence in February 2008, the European Union deployed a rule of law mission in Kosovo (EULEX). While EULEX and its supporters have argued that the mission has the potential to succeed, critics claim that the mission has failed to significantly improve Kosovo's rule of law institutions, to address the rule of law vacuum in the north of Kosovo, and to prosecute high-level organized crime and corruption. I argue that the critics are correct, and explain that the mission is fundamentally flawed due to its neutrality about Kosovo's independence, its rejection of conditionality and capacity building, and its difficulty investigating politicized crimes. Consequently, the mission cannot overcome the inherent challenges of building the rule of law in Kosovo, namely the desire of the Kosovo Albanian majority for independence and the connection between politics and criminality. The paper concludes that EULEX should not be renewed, since the mission's main functions could be better fulfilled by other international organizations, namely the NATO-led Kosovo Force and the European Union Office.

Territorial arrangements for managing interethnic relations within states are far from consensual. Although self-governance for minorities is commonly advocated, international documents are ambiguously formulated. Conflicting pairs of principles, territoriality vs. personality, and self-determination vs. territorial integrity, along with diverging state interests account for this gap. Together, the articles in this special section address the territoriality principle and its hardly operative practice on the ground, with particular attention to European cases. An additional theme reveals itself in the articles: the ambiguity of minority recognition politics. This introductory article briefly presents these two common themes, followed by an outline of three recent proposals discussed especially in Eastern Europe that seek to bypass the controversial territorial autonomy model: cultural rights in municipalities with a “substantial” proportion of minority members; the cultural autonomy model; and European regionalism and multi-level governance.

This article illustrates the evolution experienced by the identity-making strategies pursued through the propagandistic exploitation of Kazakhstani foreign policy. Periodical readjustments in the focus of foreign policy rhetoric led the Kazakhstani regime to reshape the identity of the population, in order to promote forms of self-perception almost exclusively associable with the leadership that ruled the country in the post-Soviet era. Identity-making, in this context, became a crucial link in (and a key driver for) the progressive subjugation of foreign policy rhetoric to the logic of regime-building, intended here as the ensemble of concerted efforts aimed to increase the population's compliance with the leaderships' authoritarian outlooks.

The Pussy Riot affair was a massive international cause célèbre that ignited a widespread movement of support for the jailed activists around the world. The case tells us a lot about Russian society, the Russian state, and Western perceptions of Russia. It also raises gender as a frame of analysis, something that has been largely overlooked in 20 years of work by mainstream political scientists analyzing Russia's transition to democracy. It has important implications for how Western feminist categories can be applied to the Russian context. This introduction summarizes the main events associated with the trail of the three group members who were accused of staging a “punk prayer” performance in the Cathedral of Christ the Savior in February 2012. It also introduces the findings of the six papers that make up this special section.

The Romanian Academy (and much of the country's historical establishment) is packed with Holocaust deniers and trivializers, many of whom indulge in Holocaust obfuscation against the background of the post-Communist “competitive martyrdom” between the victims of the Holocaust and the Gulag. Quite a few of these deniers and trivializers are also former secret police informers. On closer examination, however, it turns out that explaining the reluctance to face the country's “dark past” as being the independent variable resultant of the post “Romanianization” of the Communist Party and its Securitate is a partial explanation at best. A substantially more convincing one might be provided by scrutinizing the phenomenon as the product of post-mnemonic cultural traumas.

This article considers Pussy Riot as a feminist project, placing their actions and the regime's reactions in the context of three post-9/11 developments in gender and sexuality politics in Russia. First, I assert that Pussy Riot's stunts are a logical reaction to the Kremlin's masculinity-based nation-rebuilding scheme, which was a cover for crude homophobic misogyny. Second, Pussy Riot is part of the informal feminism emerging in Russia, a response to nongovernmental organization (NGO) feminism and the regime's repression of NGO feminism, albeit likely to be outflanked by regime-supported thuggery. Third, the members of Pussy Riot were so harshly prosecuted because they - swearing, covered up and disloyal - violated the political cleaner role that the Kremlin has given women in the last few years. Feminist social scientists have long looked for politics outside of formal institutions and processes. The Pussy Riot affair makes clear how much gender is central to the informal politics that gender-blind observers of Russia have come to see as crucial to understanding Russia's regime.

The 1989/1991 demise of European communist regimes created a powerful impulse for the investigation of memory cultures at Cold War borders and, subsequently, for reflections on the creation of new European border regimes. The four studies included in this special section investigate these two processes on a micro level of their dynamics in new and old borderlands from the perspectives of history, anthropology and political science. At the same time, they explore the relations between the everyday life experience of borderland communities and larger historical and political processes, sometimes going back to the re-drawing of European borders in the aftermath of the First World War.

It is the hybrid nature of borders as at the same time separating and connecting (Anzaldúa 1987; Gupta and Fergusson 1997), as the place where “a transition between two worlds is most pronounced” (Van Gennep 1960 paraphrased in Berdahl 1999, 12) that makes them such an attractive and interdisciplinary site of research. It is of interest to geographers, historians, anthropologists, sociologists and other social scientists (e.g. Donnan and Wilson 1994; Anderson 1997; Ganster et al. 1997; Breysach, Paszek, and Tölle 2003; Wastl-Walter 2010). Daphne Berdahl sees boundaries as “symbols through which states, nations, and localities define themselves. They define at once territorial limits and sociocultural space” (Berdahl 1999, 3). Border research distinguishes between “border,” “bordering,” and “borderland” or “frontier” (the term first defined by Turner 1921). While borders connote a dividing line, borderlands connote an area, and bordering refers to the process of border- and borderland-creation. Borders are established through a three-stage process of allocation, delimitation and demarcation: a territory is first placed (allocated) under the jurisdiction of a government, then an imaginary line is drawn (delimited) on a map, and finally the boundary is marked with physical markers (demarcated) in the terrain (Sahlins 1989, 2). Borderlands or frontier zones are “privileged sites for the articulation of national distinctions” (Sahlins 1989, 271), and as such are places where difference is produced and institutionalized through territorial sovereignty, but also constantly renegotiated by multiple actors.

After first outlining the notion of anti-Semitism, the predominant survey method used for researching it, and the history of the presence and the current (near) absence of Jews in Poland, this article gives the results of different surveys of various kinds of anti-Semitism in this country, including the authors’ own, and discusses the findings of their qualitative study – focus group interviews with members of three different Catholic communities from three different cities. The qualitative study confirmed the hypothesis that imagined and stereotypical rather than real Jews are the objects of modern anti-Semitism in Poland, while real historical and stereotypically perceived Jews are the objects of its religious and post-Holocaust variants. The roots of religious anti-Semitism lie in the not entirely absorbed teachings of the Catholic Church on the Jewish deicide charge. Religious anti-Semitism supports modern and post-Holocaust kinds of anti-Semitism. Modern anti-Semitism is rooted in poor education, lack of interest in the Jewish history of Poland, lack of inter-group contact, and persisting stereotypes of Jews. Among the various Catholic communities of Poles, there are considerable differences in attitudes to Jews. The qualitative study also revealed a methodological deficiency in the standard survey questions intended to measure anti-Semitism, which are sometimes understood as questions about facts rather than about opinions.

South Tyrol (Italy), with its three officially recognized language groups (Germans, Italians and Ladins), is a successful model of how a minority problem can be solved. It is based upon the principle of dissociative conflict resolution, which means separating the language groups as much as possible between themselves, as well as the principle of consociational democracy, which focuses primarily on the cooperation between the language groups’ elites. In the last few years it has been observed that while the institutional frame has not changed, society has, thereby starting to undermine the existing political and institutional system from below. This concerns mainly the ethnic division, which is being questioned more and more by civil society, as well as aspects of cooperation between the elites. As a consequence of this process, South Tyrol's autonomy is moving toward further integration, with the latter again translating into strengthening the two factors of territoriality and identity.

This article examines the current heroization of Ukrainian nationalist leader, Stepan Bandera, as manifested in monuments and commemorative practices. It offers a topographic survey that reveals the extent and variety of modes of Bandera heroization. It examines the esthetic and historical controversies that surround Bandera memorialization. It enquires into the personal motivations and political strategies that underlie the effort to project the chosen image of Bandera upon the public space in highly visible terms. It suggests that the campaign in favor of memorializing Bandera can best be understood in performative terms. It is in depicting Bandera as a hero of Ukraine that Bandera becomes a hero of Ukraine.

Based on statistical sources, this paper examines to what extent citizens of the most advanced provincial cities in fin-de-siècle Hungary were multilingual. I argue that multilingualism was a far less present phenomenon than scholarship suggests. The exact features of multilingualism were closely connected to the local social relations (religion, gender, etc.) and market of languages. The growing nationalism promoted by the Hungarian government and the expansion of Magyar public space had an ambiguous impact on multilingualism, depending on the local society.

During the twentieth century the region of Subcarpathia belonged to several different states: the Austro-Hungarian Monarchy, Czechoslovakia, the independent Carpatho-Ukraine, the Hungarian Kingdom, the Soviet Union and finally to Ukraine. Today it borders four member states of the European Union (Poland, the Slovak Republic, Hungary and Romania), and due to its history several ethnicities and languages, religions and cultures live side by side in this region. However, as a consequence of the different language and minority policies in Subcarpathia, we cannot find a common language that everybody knows regardless of age, gender, education, religion or place of residence. The lack of a lingua franca makes dialogue between ethnicities difficult, sometimes even impossible. In this article we outline the main features of the regional, minority and language policies of the different states that existed at the various historical stages. We believe that the in-depth analysis of the history of this region can help find a model that could be useful not only in the region but also in the wider context of similarly multinational, linguistically diverse, culturally colorful territories in the Carpathian Basin and states in East-Central Europe.

This paper examines the intellectual underpinnings of the nationalism articulated by the followers of Marshal Józef Piłsudski (Piłsudskiites), who ruled Poland between 1926 and 1939. Scholarly consensus holds that modern Polish nationalism was solely the domain of the National Democratic movement. Conversely, the Piłsudskiites' conception of the nation is generally seen as anachronistic, poorly articulated, self-contradictory, and lacking a deeper intellectual foundation. Focusing on the formative years of the Second Polish Republic (1918-1922), this paper draws a link between Piłsudskiite political thought and the philosophy of the heterodox Marxist theorist Stanislaw Brzozowski. Re-examining the early writings of Piłsudski's followers in light of Brzozowski's philosophy, the paper presents the argument that “Piłsudskiite nationalism” was in fact deeply constructivist, surprisingly sophisticated, and no less “modern” than the nationalist discourse articulated by the National Democrats. In the process, the article interrogates and problematizes the classic “ethnic” vs. “civic” typology of nationalist movements.

The Czech–German borderlands are an archetypal European border region. They evoke not only Cold War histories, but also shelter layers of European memories of the ethnic reshaping of early post-war Europe. By means of life story interviews with German speakers of the border region, this article analyzes the symbolic meaning of and the individual dealing with the local Iron Curtain. It will shed light on the biographical and narrative interconnectedness of experiences of ethnic cleansing in the early post-war period and retrospective perceptions of the Iron Curtain in these borderlands. In particular, it inquires whether and to what extent the local Iron Curtain intensified fractures caused by the region's post-and pre-war attempts to halt the multiethnic composition of the border communities. The article suggests that the local Czech–German Iron Curtain would have never endured as strongly if the border communities’ common identity had not already been severely damaged in the course of the region's traumatic history and forced population transfers.

In 1929–1934 Galician intellectuals who emigrated to Soviet Ukraine from abroad were subject to mass repression. This article demonstrates how the party and the Soviet secret police discredited and eliminated this intelligentsia. Leading party officials perceived Galicians as possessing a strong sense of national identity and internal unity, and therefore an obstacle to plans for homogenizing Soviet Ukraine. The research draws on Ukrainian periodicals published in the early 1930s, on files relating to two major group criminal cases that were conducted in the early 1930s and that are now available to scholars in the Security Service archives of Ukraine (the former Soviet secret police archives), and on recent scholarship in the field. The archival evidence demonstrates that the cases were fabricated and the charges against Galicians were constructed as part of a planned “anti-nationalist” campaign.

While Pussy Riot's “Punk Prayer” and its aftermath constituted something of a turning point for Russia politically - as well as personally for the women imprisoned afterwards - it was neither the first nor last of Pussy Riot's endeavors. Among other things, their series of songs, published as video clips on the web, endorsed mass protest against the Putin regime, criticized state-sponsored homophobia, and praised feminism as a possible curative for Russia's many ills. In setting forth their ideas, however, Pussy Riot's lyricists made use of traditional masculine and feminine gender norms as well as homophobia, wielding these against their opponents in the regime and thereby reinforcing them in ways that other self-identified Russian feminists found problematic at best.

In this article, I review Pussy Riot's collection of songs in chronological order, highlighting the areas where gender norms and apparent misogyny, sexism, and homophobia appear. I weave my explications of the content of Pussy Riot's productions in with the responses of Russian feminist activists to Pussy Riot's lyrics and actions. Taking into account the views of some non-feminist Russian commentators in addition to self-identified feminist activists, I discuss a range of evaluations of the content of Pussy Riot's compositions, as well as differing appraisals of the means that Pussy Riot employed to achieve what they viewed as feminist ends: undermining or even unseating the Putin regime.

The disintegration of the Union of Soviet Socialist Republics (USSR) resulted in demographic shifts and drew new boundaries in a once borderless region. The South Caucasus, an area that has been characterized by its linguistic diversity witnessed one of the most destructive interethnic wars in the former USSR. Fought between Armenia and Azerbaijan over the Armenian enclave of Nagorno-Karabakh, it resulted in the removal of the Azerbaijani population. Two decades later the political status of the self-declared Nagorno-Karabakh Republic remains unresolved, but apparently a new linguistic self-identity of the population takes shape. While possibilities for extensive sociolinguistic research are limited, linguistic landscape research provides insights into patterns of individual and public language use. This paper analyzes the linguistic landscapes of Stepanakert, the capital of Nagorno-Karabakh, and establishes functional domains of the languages visible. Furthermore, it traces remnants of an Azerbaijani linguistic landscape in abandoned settlements and documents patterns of language use in rural parts of the territory. The demographic situation suggests a majority of Armenians, yet the results point toward a bilingual situation with Russian as a language of wider communication. On the other hand, the study shows the link between the removal of Azerbaijani from the public sphere and the eradication of Azerbaijani culture.

The need to handle ethnocultural diversity and the external pressures of Euro-Atlantic integration have led to the development of complex minority rights regimes in Central and Southeast European states. The aim of this paper is to perform a comparative analysis of the political representation dimension of these regimes, and to investigate how the regulations in this domain are related to the more general attitude of states toward diversity recognition and registration. For this purpose, we classify the states according to a series of variables concerning the manner in which ethnocultural diversity is recognized and portrayed, as well as the regulations concerning the representation of minorities, and identify patterns of their incidence. The formal-legal analysis of the constitutions, minority protection laws and of the electoral legislation of the included countries reveals a clear connection between the general attitude of the state toward diversity and the incidence of autonomies, and a less unequivocal, yet strong relationship in the case of minority representation in the national polity.
