Why did we witness such a strong growth of anti-liberal forces twenty-five years after the triumph of liberalism? The answer is twofold. First, authoritarian populism has not sneaked into a given political space but is co-constitutive of a new cleavage in most modern societies. Authoritarian populists speak to the issues of this cleavage. Second, the rise of this new cleavage and authoritarian populists cannot be reduced to one of the two well-known explanations, namely the economic insecurity perspective and cultural backlash perspective. This current paper develops a political explanation that integrates struggles over policies with a focus on endogenous dynamics of political institutions in and beyond democracies. In this account, it is the historical compromise between labor and capital that has triggered a dynamic in which the rise of so-called non-majoritarian institutions (NMIs)—such as central banks, constitutional courts, and international organizations (IOs)—have locked in liberal policies in most consolidated democracies. This explanation brings together the party cartelization thesis with the observation that NMIs are a major target of contemporary populism. The explanatory model is probed by translating it into descriptive propositions and by showing step by step how the sequence unfolded in electoral democracies.

Engaged pluralism entails active interaction, debate, and learning from each other. I argue that individuals need to undertake the challenges arising from engaged pluralism to ensure a healthy, vibrant disciplinary future, and for a democracy that thrives. I consciously extend the term “engagement” to apply not only to understanding across sub-disciplines and different grounds of knowledge, but also to addressing research to the needs of society. There are golden opportunities centered around the benefits of a more open, rigorous, and contentious science that can be maximized through focused engagement around methodologies and methods. In short, two primary themes encapsulate my views on where our discipline should be heading. First, the pursuit of engaged methodological pluralism in our scholarship is critical. Second, supporting democratic principles and civic engagement, which is at the core of the American Political Science Association and has continued, in ebbs and flows, throughout the discipline’s life, is necessary.

How do social movement organizations involved in abortion debates leverage a global crisis to pursue their goals? In recent months there has been media coverage of how anti-abortion actors in the United States attempted to use the COVID-19 pandemic to restrict access to abortion by classifying abortion as a non-essential medical procedure. Was the crisis “exploited” by social movement organizations (SMOs) in other countries? I bring together Crisis Exploitation Theory and the concept of discursive opportunity structures to test whether social movement organizations exploit crisis in ways similar to elites, with those seeking change being more likely to capitalize on the opportunities provided by the crisis. Because Twitter tends to be on the frontlines of political debate—especially during a pandemic—a dataset is compiled of over 12,000 Tweets from the accounts of SMOs involved in abortion debates across four countries to analyze the patterns in how they responded to the pandemic. The results suggest that crisis may disrupt expectations about SMO behavior and that anti- and pro-abortion rights organizations at times framed the crisis as both a “threat” and as an “opportunity.”

This article presents evidence that exposure to officer-involved deaths of low-threat Black victims increases political interest and voter turnout among Black respondents under age 40 to the 2016 Collaborative Multiracial Post-Election Survey. Victim race, threat level, and visibility affect the likelihood that an officer-involved death will mobilize political interest. Political interest and voter turnout are higher among the treatment group, which was exposed to high-visibility/low-threat Black victims only before participating in the CMPS, than in the control group, which was exposed to such victims only after taking the survey. Exposing young Black respondents to all victims without accounting for threat, visibility, or race does not affect political interest or voter turnout, suggesting the importance of these factors for mobilization. The findings clarify the role that Black Lives Matter activists, journalists, and watchdog groups can play in countering the police actions that shape the visibility and framing of Black victims of police violence.

Recent events have raised concern about potential threats to democracy within Western countries. If Western citizens who are open to authoritarian governance share a common set of political preferences, then authoritarian elites can attract mass coalitions that are willing to subvert democracy to achieve shared ideological goals. With this in mind, we explored which ideological groups are most open to authoritarian governance within Western general publics using World Values Survey data from fourteen Western democracies and three recent Latin American Public Opinion Project samples from Canada and the United States. Two key findings emerged. First, cultural conservatism was consistently associated with openness to authoritarian governance. Second, within half of the democracies studied, including all of the English-speaking ones, Western citizens holding a protection-based attitude package—combining cultural conservatism with left economic attitudes—were the most open to authoritarian governance. Within other countries, protection-based and consistently right-wing attitude packages were associated with similarly high levels of openness to authoritarian governance. We discuss implications for radical right populism and the possibility of splitting potentially undemocratic mass coalitions along economic lines.

In the spring and summer of 2020, a remarkable number of Americans participated in a remarkable number of protests in support of Black Lives Matter. How did the general public understand these protests, and where does support for the movement stand overall? We answer this question by drawing on several national surveys from 2020 and then examining the results of a framing experiment we conducted in June 2020. We structure the story we find in two parts—the partisans and the persuadables—both of whom are important to understanding public views of Black Lives Matter. Democrats and Republicans differ strongly in their views of the movement but are similar in the firmness of those views, which did not change in response to our framing experiment. Nonpartisans, in contrast, were more persuadable, though their reactions to some of our frames were conditioned by racial resentment. We conclude by setting the movement in historical context and assessing its impact, which we describe as complicated and contradictory but consequential.

Non-uniform compliance with public policy by citizens can undermine the effectiveness of government, particularly during crises. Mitigation policies intended to combat the novel coronavirus offer a real-world measure of citizen compliance, allowing us to examine the determinants of asymmetrical responsiveness. Analyzing county-level cellphone data, we leverage staggered roll-out to estimate the causal effect of stay-at-home orders on mobility using a difference-in-differences strategy. We find movement is significantly curtailed, and examination of descriptive heterogeneous effects suggests the key roles that partisanship and trust play in producing irregular compliance. We find that Republican-leaning counties comply less than Democratic-leaning ones, which we argue underlines the importance of trust in science and acceptance of large-scale government policies for compliance. However, this partisan compliance gap shrinks when directives are given by Republican leaders, suggesting citizens are more trusting of co-partisan leaders. Furthermore, we find that higher levels of social trust increase compliance; yet these gains attenuate or intensify depending upon community-level partisan sentiments. Our study provides a real-world, behavioral measure that demonstrates the influence of partisanship, social trust, and their interaction on citizen welfare. Finally, we argue that our results speak to how trust in government may impact successful containment of the COVID-19 pandemic.

In the academic literature, Hungary and Poland are often cited as paradigmatic cases of democratic backsliding. However, as the backsliding narrative gained traction, the term has been applied to the rest of the post-communist region, including the Czech Republic and Slovakia. We suggest that this diagnosis is in part based on conceptual stretching, and set out to rescue the concept as an analytical tool. We then assess the extent of backsliding in the four Visegrád countries, explaining backsliding (and the relative lack of it) in terms of motive, opportunity, and the strength or weakness of opposing or constraining forces. We conclude that the situation is not as desperate as some commentators would have it: democratic backsliding in Hungary and Poland was contingent on a few exceptional factors, and EU leaders therefore need not be paralysed by the fear of contagion when they contemplate forceful action against backsliding member states.

A growing literature demonstrates the importance of both race and skin color in one’s lived experiences, including interactions with police. Media discourse and anti-police brutality movements consistently emphasize race while little, if any, attention is given to skin color. This paper seeks to examine how Black Americans navigate the multidimensionality of race with respect to organizing efforts against institutionalized racism. Do Black Americans perceive skin color as informing police interactions or support incorporating skin color into anti-brutality movement messaging? Is self-identified skin color associated with these views? A combination of sixty-seven in-depth interviews and two national surveys of Black Americans reveals widespread recognition that darker-skinned Black people are more likely to be brutalized by police and feelings that Black Lives Matter organizing is implicitly associated with skin color. Yet there is general hesitancy for movement messaging to explicitly engage with subgroup disparities based on characteristics like skin color or gender. Among self-identified darker-skinned individuals, skin color is perceived as even more tightly interwoven with policing and there is more openness to discussing skin color alongside race. Overall, this mixed-methods project highlights how Black Americans perceive the multidimensionality of racialized interactions and, in search of justice, strategize responses through social movement organizing.

Our understanding of modern authoritarianism lacks a satisfying explanation for the genuine popularity of autocrats. While most of the literature on authoritarianism focuses on coercion, institutional manipulation, or clientelism, many contemporary autocrats clearly enjoy enthusiastic support even in times of economic stagnation or decline. We argue that part of the solution lies in unpacking the role of emotions in building support for rulers. Drawing on a unique panel survey conducted shortly before and after Russia’s annexation of Crimea, we discover that the resulting “rally” around the authoritarian flag involves much more than simply support for the leader or a simple increase in nationalism. Rather, we witness a broad shift in respondents’ emotional orientation. Driven by the shared experience of the Crimean “moment,” this shift improves people’s evaluation of their social, political, and economic surroundings in the present, the future—and even the past. The result is a new explanation of the nonmaterial means through which autocrats may succeed in bolstering their legitimacy.

Political scientists have long asserted that populists use simpler language than their mainstream rivals to appeal to ordinary people and distance themselves from elites. However, there is little comparative evidence in support of that claim. In this study, we investigate the linguistic simplicity of four right-wing populists compared to their principal opponents in the United States, France, United Kingdom, and Italy. We do so by analysing a corpus of approximately one million words from leaders’ speeches, using a series of linguistics measures for evaluating simplicity. Contrary to expectations, we find that Donald Trump was only slightly simpler than Hillary Clinton, while Nigel Farage in the UK and Marine Le Pen in France were more complex than their main rivals, and Italy’s Matteo Salvini was simpler on some measures but not others. We conclude that the simple language claim is not borne out and that other aspects of the received wisdom about populism should be re-examined.

We draw on new and original data to examine both partisan and systemic inequities that have fueled the spread of COVID-19 in Native America. We show how continued political marginalization of Native Americans has compounded longstanding inequalities and endangered the lives of Native peoples. Native nations have experienced disproportionate effects from prior health epidemics and pandemics, and in 2020, Native communities have seen greater rates of infection, hospitalization, and death from COVID-19. We find that Native nations have more COVID-19 cases if they are located in states with a higher ratio of Trump supporters and reside in states with Republican governors. Where there is longstanding marginalization, measured by lack of clean water on tribal lands and health information in Native languages, we find more COVID-19 cases. Federal law enables non-members to flout tribal health regulations while on tribal lands, and correspondingly, we find that COVID-19 cases rise when non-members travel onto tribal lands. Our findings engage the literatures on Native American politics, health policy within U.S. federalism, and structural health inequalities, and should be of interest to both scholars and practitioners interested in understanding COVID-19 outcomes across Tribes in the United States.

What explains variation in populist radical right (PRR) support within Western democracies? Specifically, why is contemporary PRR support often and increasingly stronger in areas seemingly detached from the effects of globalization, transnationalism, or immigration, the key issues these parties emphasize? This study articulates a theory of residential constraints to deepen understanding of these spatial patterns. I hypothesize that when citizens are residentially constrained—that is, when their means of reacting to local conditions and “voting with their feet” are limited—they are more likely to support PRR parties. To test this claim, I use a multimethod research design and exploit both quantitative and qualitative evidence from France, an important case of long-standing and geographically divided PRR support. I demonstrate that the PRR performs well in areas where locals’ access to services and opportunities is compromised and where opportunities and incentives to relocate are blocked by residential constraints. Residential constraints thus generate a set of relative economic grievances and render them highly salient in localities that may otherwise appear unaffected by more objective hardships and structural decay.

The COVID-19 pandemic provides a unique opportunity to examine how local governments respond to a public health crisis amid high levels of partisan polarization. As an arena that has historically been relatively insulated from national partisan cleavages, public schools provide a useful window into understanding the growing nationalization of local politics. Leveraging the fact that all school districts had to adopt a reopening plan in fall 2020, we assess the factors that influenced school district reopening decisions. We find that mass partisanship and vested interests best explain the degree to which schools reopened. Republican (Democratic) districts were far more (less) likely to reopen in person, while districts with stronger unions relied more on remote learning. Notably, we find little connection between reopening decisions and indicators measuring the severity of the virus. Finally, public schools were sensitive to the threat of student exit. Districts located in counties with more Catholic schools were somewhat more likely to reopen in person. We assess the implications of these findings for U.S. education policy and the study of local government more generally.

Under what conditions do nation-wide mass protests in authoritarian regimes produce new local activist organizations? Based on sixty-five interviews and over 1,000 media reports, internal documents, and social media posts, I compare the organization-building process in the “For Fair Elections” (FFE) protests of 2011–2012 across four Russian regions. I argue that mass protests are more likely to leave behind new social movement organizations (SMOs) when the local and the national interact, i.e., when long-standing activists on the ground perceive an opportunity to use the protests for their ongoing local struggles. Where new SMOs are established, their composition, activity pattern, and inner structure follow the tactical and organizational repertoires of veteran activists that were shaped by their local political environments. This argument illuminates the functioning of electoral authoritarian regimes from a subnational perspective and identifies conditions under which a bottom-up challenge to an authoritarian political system can drive local civil society development.

How do local citizens publicly converse online about the protests that follow when police kill Black residents? And do participants reflect local publics? Here we examine racial justice protests in Baton Rouge after police killed Alton Sterling in 2016. Local news streamed the protests on Facebook Live. In comments appearing below the video, locals supported and attacked each other in real-time while watching protests unfold. We assess a representative sample of these comments. First, we find surprising demographic and political representativeness in comments compared to census data and a local survey. We also document extensive hostile rhetoric corresponding with commenter traits and expressed views. Finally, we find more “likes” for comments by women, college-educated people, and locals. Violent and racially derogatory comments by Blacks received fewer likes, but similar comments by whites went unpenalized. The results illuminate social media functions in local politics, racial disparities in contentious digital dialogues, and political communication’s dual roles in strengthening and undermining multiracial democracy.
