The Rhône watershed extends over almost one hundred thousands square kilometers, i.e. one fifth of the metropolitan French territory. The Rhône is the major River entering the Western Mediterranean Sea as it generates the main source of sediments and freshwater (50%) to the sea, with an average water discharge of 1700 m3 s-1. The River input affects primary production significantly in the north-western Mediterranean area and plays a leading role on the marine ecosystem functioning in the whole Gulf of Lion. Almost twenty nuclear reactors are situated along the Rhône valley, representing Europe’s biggest concentration of nuclear power plants. Down flow all these installations the spent fuel reprocessing plant of Marcoule released over many years most of the liquid radioactive wastes including plutonium isotopes in the Rhône river. Artificial radionuclides also originate from the weathering of the catchment basin labeled by both the global and the Chernobyl accident atmospheric fallout. These radioactive inputs have led to a permanent contamination of the Rhône river waters. Long-term chronological series of artificial radionuclide activities within the waters at the lower reaches of the Rhône river were acquired from 1979 to 2002. These data give evidence for various radioecological responses of the aquatic system over years. Based on these observations several major radioecological sensitivity factors for river waters are identified.

Dans le n° 1 du volume 26 de « radioprotection » (1991), j’évoquais la naissance de la revue, en novembre 1966, et je rappelais les sommaires des cinq premiers numéros. La création d’une rubrique d’inspiration historique me permet de présenter, de manière détaillée, trente trois ans d’existence de la revue. L’exposé est divisé en cinq tranches chronologiquement successives, chacune correspondant à un responsable : 1966-1979 (13 ans), Henri François, Norbert Chassende Baroz, Anne-Marie Beau ; 1979-1982 (3 ans), André Teste du Bailler et Anne-Marie Beau ; 1982-1987 (5 ans), Pierre Bovard et Anne-Marie Beau ; 1987-1996 (9 ans), Daniel Blanc et Anne-Marie Beau (jusqu’à la fin de 1995) ; depuis 1996, Henri Métivier et un comité de rédaction secondé par une équipe.

Selenium is essential for most of living organisms. In normoxic to moderately hypoxic freshwaters, Se exists predominantly in the (+VI) and (+IV) oxidation states as selenate and selenite respectively, whereas in the biota it is incorporated as Se (-II) or Se (0). At low concentrations, it acts against oxidative damages, but it may be toxic at higher levels. In filter feeders, such as the freshwater bivalve Corbicula fluminea, the ventilatory activity is a primary limiting step that controls the water influx and therefore the delivery of contaminants. A number of different parameters such as algal food density or presence of contaminant can influence the ventilation and hence the bioaccumulation potential of the contaminant. We report here a set of short-term experiments performed to study the effects of different forms of dissolved Se (selenite, selenate, selenomethionine) and algal-bound Se on the ventilatory activity of Corbicula fluminea and to evaluate the Se bioaccumulation. All experiments were performed on a 3-day exposure period after acclimatizing the organisms during a 7-day period to the synthetic water, at a regulated algal density. Both bioaccumulation and ventilatory activity of Se exposed groups, in comparison to these of the reference group, varied greatly according to the form of Se used.

In this paper our current knowledge of the mechanisms underlying the induction of bystander effects by low dose low LET ionizing radiation is reviewed in the context of relevance to radiation protection issues. The question of how bystander effects may be related to observed adaptive responses, systemic genomic instability or other effects of low doses exposures is also considered. Bystander effects appear to be the result of a generalized stress response in tissues or cells. The signals may be produced by all exposed cells, but the response may require additional system parameters to exist in order to be expressed. The major response involving low LET radiation exposure discussed in the existing literature is a death response. This can manifest as apoptotic cell death, terminal differentiation, reproductive cell death or necrosis. While a death response might appear to be adverse, the position is argued in this paper, that it can in fact be protective and remove damaged cells from the reproducing population. Since many cell populations carry damaged cells without being exposed to radiation (so-called “background damage”), it is possible that low dose radiation exposures cause removal of cells damaged by agents other than the test dose of radiation. This mechanism would lead to the production of “u- or n-shaped” dose response curves. In this scenario, the level of harmful or beneficial response will be related to the background damage carried by the cell population and the genetic program determining response to damage. This model may be particularly important when attempting to predict the consequences of mixed exposures involving radiation and other environmental stressors on biota.

Public exposure to radioactive gas radon and its progeny present in the air results in the largest contribution to total effective dose received by human beings. It is therefore of great concern to monitor radon concentration in energy conserved air tight buildings. Measurements of radon in the Fatima Jinnah Women University (FJWU) have been carried out for investigation and comparison of radon concentration in the new and old buildings of the campus at Rawalpindi, Pakistan. The study was done because according to the international guidelines concerning environmental problems, it is necessary to evaluate and know the radon levels, especially since most of the natural radiation dose to human beings comes from radon gas and its progeny. Solid State Nuclear Track Detectors (SSNTDs) being efficient, therefore, the measurements were carried out by passive, time integrated method, using CR-39 detector in polythene bags. The detectors were exposed for more than six month in various loctations indoors and outdoors. The detectorswere etched using NaOH, the tracks were counted manually, and the track density was converted to radon concentration. Radon concentration varied from 31 to213 Bq.m–3 in old building and from 27 to 143 Bq.m–3 in new buildings, showing slight elevated values in the old buildings. Radon concentration values were found to be less than the values quoted by radiation protection agencies. Radiation dose due to radon varied in the university campus depending on occupancy factor.

Les techniques employées pour quantifier les émetteurs bêta purs (3H, 14C, 90Sr, 36Cl, 63Ni…) dans les matrices environnementales sont basées sur une sélectivité physico-chimique de l’élément suivi d’une mesure par scintillation liquide ou comptage proportionnel. Nous avons étudié une configuration de mesure simple, basée sur des détecteurs silicium minces (PIPS), afin d’obtenir une sélectivité spectrométrique couplée ou non à une sélectivité physico-chimique. La quantification de sources pures montre que les limites de détection sont du même ordre de grandeur que celles obtenues par les méthodes conventionnelles avec l’avantage de préciser la présence d’interférents résiduels. De même, pour des mesures de surveillance ou de contrôle réglementaire, excluant une préparation chimique importante, la contribution des radionucléides naturels est souvent à la base de la mise en œuvre de mesures complémentaires. Cette contribution des naturels peut être observée afin d’exclure la nécessité de ces mesures complémentaires même si les seuils globaux réglementaires sont dépassés.

Widespread contamination occurred in the building in which radiation waste was handled. An occurrence of internal contamination of workers was also suspected. Therefore, workers were measured in vivo and bioassay was performed too. Estimation of committed effective dose had to be based on results of excretion analysis as irremovable surface contamination occurred on the skin and hair of workers, thus influencing results of in vivo measurements. The results of bioassay of 7 workers are presented. Intakes and committed effective doses were calculated from excretion data using IMBA Professional Plus software. The best fits for the most of workers were obtained when combination of acute and chronic intakes was used. Acute intakes varied from 135 Bq to 1300 Bq, chronic intakes from 0.03 Bq/d to 0.3 Bq/d. Committed effective doses from 3 to 36 mSv were estimated for individual workers.

A “Facility-Exposure Matrix” (FEM) is proposed to assess exposure to chemical carcinogens and radionuclides in a cohort of nuclear workers. Exposures are to be attributed in the following way: a worker reports to an administrative unit and/or is monitored for exposure to ionising radiation in a specific workplace. These units are connected with a list of facilities for which exposure is assessed through a group of experts. The entire process of the FEM applied in one of the nuclear centres included in the study shows that the FEM is feasible: exposure durations as well as groups of correlated exposures are presented but have to be considered as possible rather than positive exposures. Considering the number of facilities to assess (330), ways to simplify the method are proposed: (i) the list of exposures will be restricted to 18 chemical products retained from an extensive bibliography study; (ii) for each of the following classes of facilities: nuclear reactors, fuel fabrication, high-activity laboratories and radiation chemistry, accelerators and irradiators, waste treatment, biology, reprocessing, fusion, occupational exposure will be deduced from the information already gathered by the initial method. Besides taking into account confusion factors in the low doses epidemiological study of nuclear workers, the matrix should help in the assessment of internal contamination and chemical exposures in the nuclear industry.

L’anthroporadiamétrie pulmonaire est une méthode de choix pour la surveillance des travailleurs de l’industrie nucléaire exposés à un risque de contamination interne. Un certain nombre de difficultés est cependant rencontré avec cette technique, difficultés principalement liées aux conditions d'étalonnage, conduisant à des incertitudes et des erreurs systématiques importantes sur les résultats. En effet, l’utilisation de fantômes physiques d'étalonnage reste un facteur limitant et engendre d’importantes corrections en vue d’une extrapolation à un individu donné. Une perspective prometteuse pour diminuer les erreurs systématiques consiste à étalonner de façon individuelle le système de mesure avec des fantômes numériques spécifiques aux personnes à mesurer. Dans ce but, une interface appelée ŒDIPE (Outil d’Évaluation de la Dose Interne PErsonnalisée), associant fantômes numériques voxélisés et calcul Monte Carlo (MCNP), a été développée au Laboratoire d’Évaluation de la Dose Interne de l’IRSN. Le but de l’étude proposée ici est de montrer le potentiel de cette technique pour la simulation réaliste de la mesure anthroporadiamétrique des actinides dans les poumons. Après la présentation de l’interface ŒDIPE pour la mesure pulmonaire, sa validation est présentée en utilisant un fantôme d'étalonnage couramment utilisé (fantôme Livermore). Ensuite, une comparaison de différents fantômes thoraciques d’étalonnage par rapport au fantôme numérique d’une personne (fantôme de Zubal) a été effectuée afin de montrer les variations d’étalonnage engendrées par les différences morphologiques de ces fantômes et donc la nécessité d’un étalonnage plus spécifique par individu. Enfin, des approches de contaminations inhomogènes ont été réalisées afin de montrer l’intérêt de la technique pour l’étude des variations des facteurs d'étalonnage en fonction de la répartition des radioéléments dans les poumons. Les différents résultats montrent le potentiel de cette technique pour l'étalonnage réaliste des installations anthroporadiamétriques.

Radionuclides can occur in the environment either through chronic releases of nuclear facilities, or due to incidents or accidents. In order to study there behaviors in the environment (migration, retention, transfer, ...) and in human organisms (metabolism, retention, excretion), it is of prime importance to know their solution chemistry, and more particularly thermodynamic equilibrium constants, allowing to calculate their speciation. In fact, speciation governs the migration, the bioavailability and the toxicity of elements. Moreover, this knowledge is also of great interest for decorporation or decontamination purposes. In this framework, a CEA working group on speciation has been created in order to share data both on thermodynamic constants and on analytical speciation methods, interesting chemists, environmentalists and biologists. It has been focused, in a first time, on actinides and a choice of specific ligands considered to be most representative of environmental and biological media. The thermodynamic database used is BASSIST (developed by CEA) in interaction with the speciation model JCHESS. Different examples are then presented on the selection of data (thermodynamic constants, ligands of interest) through benchmark exercises to test our state of knowledge in this area. Also, analytical methods to determine thermodynamic constants or direct speciation are discussed.

Depuis sa création en 1928, la Commission internationale de protection radiologique (CIPR) produit régulièrement des recommandations sur la protection contre les rayonnements ionisants ; ces recommandations sont habituellement reprises par les organisations internationales et par les États. Depuis 1990, date des recommandations les plus récentes (Publication 60), la progression des connaissances scientifiques, les développements techniques, le retour d’expérience et le souci d’adhérer à l’évolution de la société, ont incité la CIPR à modifier son système de protection. Le tout dernier projet de recommandations, récemment rendu public pour consultation et appel de propositions, est décrit et discuté.

Simultaneous consideration of the irradiation time and the cumulative dose is necessary for evaluating the risk of long-term exposure to radiation at low dose. This study intends to examine several numerical relationships between doses and dose rates in biological responses to gamma radiation. Data on inhibition of [3H] thymidine uptake and micronucleus formation in human osteosarcoma cells were analyzed using the median effective dose (MED) as a measure of the risk. MEDs were calculated using parameters estimated by fitting general logistic curves to the dose-response relationships for each group defined by irradiation time. Both biological responses, the inhibition of [3H] thymidine uptake and micronucleus formation, decreased sharply when the dose rates were less than 0.01 Gy/h. Exponential functions were fitted to the log relationships between MEDs and dose rates. This modified exponential model described well the quantitative effect of dose rates on MEDs, and suggested that risk is extremely low at very low dose rates.

To meet the growing practical need in risk analysis in Russia health risk assessment tools and regulations have been developed in the frame of few federal research programs. One of the objectives and directions of this development is to produce common, unified basis of health risk analysis for different sources of risk. A specific risk index $\Re$ has been proposed for safety decision-making (establishing safety standards and other levels of protective actions, comparison of various sources of risk, etc.). The index $\Re$ is defined as the partial mathematical expectation of lost years of healthy life (LLE) due to exposure during a year to a risk source considered. The more concrete determinations of this index for different risk sources derived from the common definition of $\Re$ are given. Generic safety standards (GSS) for the public and occupational workers have been suggested in terms of this index. Secondary specific safety standards have been derived from GSS for ionising radiation and a number of other risk sources including environmental chemical pollutants. Other general and derived levels for decision-making have also been proposed including the “de-minimus" level. Some examples of risk comparison are demonstrated in the frame of different comparison tasks.

Depuis le tragique accident du réacteur n° 4, les unités 1, 2 et 3 de la centrale de Tchernobyl (ChNPP) ont été successivement arrêtées. Or, depuis l’indépendance de l’Ukraine en 1991, la Russie n’assure plus le traitement du combustible irradié ukrainien. L’Ukraine, avec l’aide de la Communauté internationale, a donc envisagé une solution d’attente. En juillet 1999, à l’issue d’un appel d’offres international, le ministère ukrainien, EnergoAtom, retient un consortium de trois entreprises françaises, Framatome, Vinci Construction et Bouygues Travaux Publics, est retenu pour la construction d’un centre de stockage intermédiaire de longue durée du combustible usé des unités 1, 2 et 3, l’« Intérim Storage Facility-2 » (ISF-2). La construction démarre en mars 2000. La spécificité de ce chantier de génie civil est son déroulement dans la zone d’exclusion, au voisinage immédiat de la centrale accidentée. Les exigences de sécurité radiologique liées à l’implantation d’un tel chantier dans un environnement contaminé font l’objet de la présente synthèse. Après une description succincte du projet, de son environnement et des dispositions de sécurité radiologique, l’article présente les particularités du chantier. Le contexte local de culture de sûreté, différent de celui existant en Europe, a pu parfois générer de l’incompréhension ou des malentendus entre les acteurs occidentaux et ukrainiens et créer quelques difficultés. Afin de développer une prise de conscience du risque radiologique, l’ensemble du personnel expatrié et ukrainien a reçu une formation pendant toute la durée du chantier. Grâce aux importants moyens engagés et aux actions de prévention, de formation et de contrôle, le chantier s’est déroulé sans problème majeur. L’expérience ainsi acquise peut indubitablement apporter un enseignement profitable pour des situations semblables.

Au cours des exercices récents d’intercomparaison, les estimations de dose interne et d’incorporation calculées par les différents participants à partir des données de surveillance ont montré une grande variabilité. Ceci est dû principalement à la diversité des méthodes et des hypothèses appliquées dans la procédure d’évaluation. À partir de ce constat, le besoin d’une harmonisation des procédures a été formulé à travers un projet de recherche européen dans le cadre du 5e PCRD. Le but de ce projet, IDEAS, est de proposer un guide pratique pour homogénéiser les évaluations de dose interne et d’incorporation. Le projet IDEAS a débuté en octobre 2001 et s’achèvera en mai 2005. Huit institutions de sept pays européens y participent. Il est aussi fait appel aux contributions de professionnels de la dosimétrie interne de toute l’Europe pour assurer un large consensus au résultat du projet. IDEAS s’intéresse de près à certains des objectifs du comité 2 de la CIPR et les deux groupes entretiennent une étroite collaboration depuis 2003. Afin de s’assurer que les conseils soient applicables à un large spectre de situations concrètes, la première étape a été la compilation d’une base de données bien documentée de cas de contamination interne. En parallèle, une version améliorée d’un logiciel déjà existant a été développée et distribuée aux partenaires pour une utilisation dans la suite du projet. Un grand nombre des cas de la base de données a été évalué indépendamment par les partenaires du projet en utilisant le même logiciel et les résultats ont été analysés. Sur la base de ces évaluations, une première version du guide a été éditée et discutée avec les professionnels de la dosimétrie du monde entier par le biais d’un séminaire virtuel sur Internet en juin 2004. Les indications seront révisées et affinées à partir des discussions et expériences rapportées au cours de ce séminaire virtuel ainsi que du résultat de l’exercice d’intercomparaison qui sera organisé dans le cadre du projet et ouvert à tous les professionnels de la dosimétrie interne.
