Has biodiversity ‘all but disappeared from the global dialogue on sustainable development’ as Sanderson & Redford (2003) fear? Here we explore the poverty reduction imperative that dominates the current agendas of most international development agencies, question the absence of biodiversity conservation from this agenda, and debate the role of the United Nations Millennium Development Goals in building bridges between the two.

Sanderson & Redford's (2003) correct insistence that poverty alleviation programmes ought more actively to include conservation would be well matched by an awareness of the impacts of some conservation policies, particularly the establishment of strictly protected areas, on local livelihoods. Lands protected as wilderness require the removal or exclusion of people and are locally costly. Wilderness protection requires, we argue, far more awareness of the nature and extent of these costs wherever conservation interests have to be served by people's absence.

The relationship between poverty alleviation and biodiversity conservation has been the subject of intense debate amongst academics and development practitioners for several decades, yet consensus on how to reconcile these two disparate goals is far from being reached. The debate is often characterized by polemics between different camps, particularly on which strategy works best. Without trivializing the quality of scholarship within this debate, we argue that it is delineated by two major factors. Firstly, residents of rich countries and residents of poor countries are often assumed to be in opposition on this matter. On the one hand, some analysts tend to blame the loss of biodiversity on alleged excessive use of natural resources by residents of poor countries, while on the other hand there are those who blame residents of rich countries for alleged unsustainable livelihood strategies. Secondly, the debate on the contested relationship between biodiversity conservation and poverty alleviation is often characterized by a tussle between proponents of biodiversity conservation and human rights/anti-poverty activists.

The relationship between poverty alleviation and biodiversity conservation continues to vex conservationists and social analysts alike. The three responses to our earlier Guest Editorial (Sanderson & Redford, 2003) help refine the arguments and shape the angles from which to approach the debate, but neither the editorial nor the responses satisfy entirely. What missing pieces must be found and fitted to the puzzle?

Across their range jaguars Panthera onca are important conservation icons for several reasons: their important role in ecosystems as top carnivores, their cultural and economic value, and their potential conflicts with livestock. However, jaguars have historically been difficult to monitor. This paper outlines the first application of a systematic camera trapping methodology for abundance estimation of jaguars. The methodology was initially developed to estimate tiger abundance in India. We used a grid of camera traps deployed for 2 months, identified individual animals from their pelage patterns, and estimated population abundance using capture-recapture statistical models. We applied this methodology in a total of five study sites in the Mayan rainforest of Belize, the Chaco dry forest of Bolivia, and the Amazonian rainforest of Bolivia. Densities were 2.4–8.8 adult individuals per 100 km2, based on 7–11 observed animals, 16–37 combined ‘captures’ and ‘recaptures’, 486–2,280 trap nights, and sample areas of 107–458 km2. The sampling technique will be used to continue long-term monitoring of jaguar populations at the same sites, to compare with further sites, and to develop population models. This method is currently the only systematic population survey technique for jaguars, and has the potential to be applied to other species with individually recognizable markings.

This paper addresses the conservation status of the spectacled bear Tremarctos ornatus in the northern Andes (Venezuela, Colombia and Ecuador) by analysing the degree of range fragmentation and estimating habitat availability. From satellite images we constructed maps of remnant habitat blocks, consisting of Andean forest and páramo (high elevation shrublands and grassland) ecosystems. This information was overlain with a road map to determine potential isolation of populations, and a human accessibility model was used to estimate the core area of each block. This analysis revealed that the species' range is fragmented by landscape transformation and roads into 113 blocks >100 km2, representing 42% of the original extent of the bear's distribution. Forty percent of the blocks are <500 km2, and only nine are >5,000 km2. However, taking into account only core area, 56% of the blocks are <500 km2 and only six are >5,000 km2. In addition, many blocks have internal patches of colonization, further reducing habitat quality. This effect is more severe in smaller fragments, where internal disturbances constitute a high proportion of the block area. We used a high population density estimate of 0.25, a medium density of 0.11 and a low density of 0.04 bears per km2 to estimate population sizes. Twenty-nine populations are likely to have >500 individuals with the high estimate, but only nine with the medium and one with the low estimate (largest estimated population was 9,048 bears). These estimates are much lower if only the core area of blocks is used. Hunting has been identified as a major threat for many bear populations. Our analyses indicate that a regional conservation strategy for spectacled bear should focus on maintaining or increasing habitat availability in larger blocks, and reducing human-induced mortality across the region.

The Vulnerable Pampas meadowlark Sturnella defilippii (Family Icteridae) is a Neotropical grassland bird that suffered a severe population reduction and range contraction during the 20th century. Formerly distributed across most of the pampas grasslands, it is now confined to the southern tip of its original range. There are small groups of wintering birds in southern Brazil, a small reproductive population in eastern Uruguay, and the main reproductive population occurs on the southern pampas grasslands of Argentina. In this paper we report the results of an extensive field survey of these southern pampas grasslands, carried out to estimate the pampas meadowlark's population size and to identify the factors potentially responsible for its range contraction. During the 1999 breeding season we surveyed a total of 296 sample locations (transects, randomly selected points, and sites checked for nesting site reoccupation). We found 66 reproductive groups of pampas meadowlarks. The minimum population size and extent of occurrence were estimated to be 28,000 individuals and 4,810 km2, respectively. This value represents a range contraction of c. 30% compared to that estimated in a study carried out between 1992 and 1996. Pampas meadowlarks reoccupied natural grassland sites for nesting that were used in previous breeding seasons when these sites remained undisturbed. Habitat transformation appears to be the main factor causing the range contraction of the pampas meadowlark. We suggest that long-term monitoring of this population and its preferred habitat, the natural grasslands, is required in order to ensure the conservation of this species.

The Critically Endangered mangrove finch Cactospiza (=Camarhynchus) heliobates is now confined to Isabela Island in the Galápagos Islands and is exclusively found in mangrove forests. Formerly it occurred also on neighbouring Fernandina Island, but is apparently extinct there. The population size and ecology of the species was relatively unknown until 1994. We conducted surveys, habitat assessments and behavioural observations of the species between 1996 and 2000. Although Isabela Island has approximately 760 ha of mangrove forests, breeding was confirmed at only two sites, comprising 32 ha in total, on the north-western coast. Our estimate of the population in these two areas is 100 individuals. Additionally, 3–5 territories (which probably contained breeding individuals) were discovered on the south-eastern coast. A comparison of habitat parameters showed that tree height and amount of dead wood were significantly higher within than outside territories, and these are therefore likely to be important habitat components for this species. As considerable structural differences were detected between the two sites holding the main populations and all other mangrove stands on Isabela, it seems possible that the latter are sub-optimal habitat. We therefore conclude that one of the reasons for the very limited distribution of the species is habitat degradation caused by hitherto unknown factors.

In order to describe the resting and pupping habitat of the Critically Endangered Mediterranean monk seal Monachus monachus and facilitate the identification of preferences by the species for suitable habitat for resting and pupping, 94 sea caves in the archipelago of Madeira were located, charted, and categorized using six characteristics. A cluster analysis indicated that there are eight different types of cave, in three groups. Observations of cave usage indicate that monk seals in the archipelago do not appear to exhibit a preference for certain cave types for resting. When taking care of young, however, the species appears to prefer sea caves that have beaches above sea level during high tide and long entrance corridors. Based on these preferences we believe that although there is a large number of caves in the area that are suitable for resting, only 16 (17%) of the caves are suitable for pupping. The survival of the Critically Endangered Mediterranean monk seal will depend on the allocation of sufficient suitable habitat for reproduction.

A case study is given of a conservation management planning exercise underway in Cat Tien National Park and its surrounding areas in southern Vietnam. The importance of reliable information in this process is demonstrated using the Park's mammalian diversity. Opportunities and constraints to engage the local communities in conservation management planning and implementation are reviewed. The spatial element in protected area management planning is stressed; in some areas strict preservation management regimes are needed to conserve critical biodiversity values while in other areas conservation benefits could be gained from engaging local communities in resource management. Pragmatic conservation management planning decisions address identified threats, to be resolved by re-demarcation of boundaries, resettlement of people, and community-based conservation initiatives. These should result in a more viable Park as well as provide more secure livelihood conditions for the people elsewhere. This case study is put in the context of the wider conservation management debate.

The Chinese giant salamander Andrias davidianus is the largest living amphibian. Most wild populations are threatened and some are already extinct. The Chinese government has declared the species a Class II Protected Species, and it is listed as Critically Endangered in the Chinese Red Book of Amphibians and Reptiles and as Data Deficient on the IUCN Red List. Populations of the species have declined sharply in both range and number since the 1950s because of habitat loss and fragmentation, and hunting for the commercial luxury food trade. Remaining populations appear to be distributed in 12 areas across 17 provinces in the mountainous areas of the middle Yangtze, Yellow and Pearl Rivers. Since the 1980s, 14 nature reserves, with a total area of more than 355,000 ha, have been established for the conservation of the Chinese giant salamander. We carried out habitat and questionnaire surveys for the species in 13 locations, and based on the results and on the little amount of published information, most of it in Chinese, we assess the current status of the species and make recommendations for its conservation management. Conservation of the Chinese giant salamander should be given a high priority and considered an important part of wetland management.

This paper reports the first systematic survey of the marine turtles of the 80 km of Gambian coastline, and brings together new data and all past records and reports of marine turtles in The Gambia. Green turtles Chelonia mydas are the most abundant turtles and this is the only species so far observed nesting in The Gambia, with peak nesting between August and October. Although 75% (60 km) of The Gambian coastline appears to be suitable for turtle nesting, most nesting activity is confined to the southern coastline. Offshore foraging habitat is apparently extensive. Strandings of green turtles, olive ridley turtles Lepidochelys olivacea, leatherback turtles Dermochelys coriacea and hawksbill turtles Eretmochelys imbricata have been recorded, but we were unable to find evidence for loggerhead turtles Caretta caretta. Threats are mainly of human origin, and include illegal harvesting of eggs, juveniles and adults, as well as mortality as fisheries bycatch, including trawling. One stranded green turtle apparently had fibropapilloma disease. The major threat to nesting habitats is erosion and unregulated development of the coast for tourism. Marine turtles are fully protected under Gambian law. Other national efforts to conserve turtles in The Gambia are described and assessed.

Information on the densities of threatened species in non-protected areas is crucial for assessing the degree of isolation of adjacent protected areas and consequently their potential for preserving species from extinction. Relatively few studies, however, provide such information. We present the results of a survey of the densities of two great ape species, the gorilla Gorilla gorilla gorilla and chimpanzee Pan troglodytes troglodytes, in a non-protected area on the northern periphery of Dja Faunal Reserve, Cameroon. Densities of chimpanzees and gorillas were estimated to be 1.1 and 3.8 weaned individuals per km2, respectively. The results confirm that gorillas prefer building nests in vegetation types with limited visibility, and that within preferred vegetation types for nesting, gorillas select patches that are the most difficult to penetrate, resulting in less conspicuous nests. Although the opposite tendencies were exhibited by chimpanzees, no firm conclusions could be drawn from our data. Despite its non-protected status and past and ongoing logging activities in the area, the densities of gorillas and chimpanzees on the northern periphery of Dja Faunal Reserve are comparable to those found within the reserve itself, indicating the need for developing alternative conservation action to protect these important populations. The creation of a Communal Wildlife Zone in this area is legislatively possible, and could be an effective conservation tool because it has to originate from the local people.

Mankyua chejuense, a fern endemic to Cheju Island, Republic of Korea, which lies 120 km south of the Korean Peninsula, appears to be restricted to five extant subpopulations in the north-east of the Island, with a total population of c. 1,300 individuals. Major threats to the existence of the species include shifting cultivation, plantation, overuse of basaltic rocks that are part of the species' microhabitat, farming and pasturage, and the construction of roads and golf courses in lowland areas. The information currently available for the species indicates that it should be categorized as Critically Endangered on the IUCN Red List. For conservation of the species it needs to be included on the national threatened species list, and its habitat designated as an ecological reserve. Intensive surveys are required in order to establish whether there are any other extant subpopulations of the species, and the presently known subpopulations require long-term monitoring and continuous protection.

Increased traffic volumes worldwide are contributing to amphibian declines, and measures to reduce the occurrence of road kills are needed. One possible measure is the construction of underpasses through which animals can pass under roads, but little is known about whether amphibians will choose tunnels if given a choice or about their preferences for different tunnel types. We tested the preferences of three anuran species for two kinds of concrete amphibian tunnels currently used in France. One was a tunnel lined with soil, the other a bare concrete pipe. The animals could use the tunnels or bypass them over a grassy area. Water frogs Rana esculenta and common toads Bufo bufo showed a preference for the tunnels, whereas agile frogs Rana dalmatina avoided them. Among the individuals that chose either of the tunnels, all species showed a significant preference for the tunnel lined with soil. These results indicate that species differ in their preferences and in their likelihood of using underpasses when given a choice. This highlights the fact that there is no unique solution to the problem, and underpasses are only one of the possible mitigation measures that need to be assessed.

The lesser kestrel Falco naumanni is a cavity-nesting falcon that breeds colonially in steppe-like habitats. Circum-Mediterranean populations declined sharply during the 20th century and the species is categorized as Vulnerable on the IUCN Red List. We investigated the numbers of breeding pairs in Kazakhstan, previously considered to be an important area for the species, where it still inhabits natural steppe and semi-natural grasslands and breeds on cliffs. The availability of cliffs for nesting does not seem to be limiting as most cliffs are unoccupied. However, lesser kestrels tended to breed on small cliffs, where larger predatory raptors are scarcer. Abundance of lesser kestrels was also related to land use. Cliffs in semi-natural grasslands were apparently preferred over those in natural steppe, while those in agricultural landscapes were avoided despite the lower presence there of larger raptors. Large-scale transformation of steppe and grasslands into intensive agriculture might have reduced lesser kestrel numbers, and with the development of new agricultural projects, monitoring and conservation programmes for lesser kestrel populations are urgently required in Kazakhstan.
