Roads and automobility on the African continent are commonly encountered with a rather ambivalent stance, both by Africans and Africanist scholars. This ambivalence emerges from what Adeline Masquelier describes as the ‘profoundly contradictory nature of roads as objects of both fascination and terror’ (2002: 381). In her widely received article on ‘road mythographies’ surrounding Niger's Route 1, Masquelier draws a vivid picture of the ‘contradictory aspects of the road as a space of both fear and desire’ (ibid.: 831). She highlights, in particular, how roadside residents perceive automotive travel as ‘a process fraught with risky and contradictory possibilities’ (ibid.: 832). A ‘pioneering study in the ethnography of roads’ (Campbell 2012: 498), Masquelier's account of people's profound ambivalence towards roads, mobility and transport in post-colonial Niger has been a source of inspiration for a range of scholars who have explored in a similar vein the intricate entanglement of people with (auto)mobility, space and modernity, both in Africa and elsewhere (see, for example, Khan 2006; Klaeger 2009; Dalakoglou 2010; Hart 2011). Five articles in this volume press ahead with the analytic theme of the ambivalence of roads. Through their historic analyses and ethnographic observations, the assembled case studies from Senegal, Ghana, Sudan, Kenya and Tanzania give a strong sense of how the perils and possibilities of roads, roadsides, traffic and transport have been and continue to be embraced in the everyday lives of colonial and post-colonial subjects.

How are publics of protection and care defined in African cities today? The effects of globalization and neo-liberal policies on urban space are well documented. From London to São Paulo, denationalization, privatization, offshoring and cuts in state expenditure are creating enclaves and exclusions, resulting in fragmented, stratified social geographies (see Caldeira 2000; Ong 2006; Harvey 2006; Murray 2011). ‘Networked archipelagoes’, islands connected by transnational circulations of capital, displace other spatial relations and imaginaries. Spaces of encompassment, especially, such as ‘the nation’ or simply ‘society’ as defined by inclusion within a whole, lose practical value and intellectual purchase as referents of citizenship (Gupta and Ferguson 2002; Ferguson 2005). In African cities, where humanitarian, experimental or market logics dominate the distribution of sanitation and healthcare, this fragmentation is particularly stark (see, for example, Redfield 2006, 2012; Fassin 2007; Bredeloup et al. 2008; Nguyen 2012). Privilege and crisis interrupt older contiguities, delineating spaces and times of exception. The ‘public’ of health is defined by survival or consumption, obscuring the human as bearer of civic rights and responsibilities, as inhabitants of ‘objective’ material worlds ‘common to all of us’ (Arendt 1958: 52). Is it possible, under these conditions, to enact and imagine public health as a project of citizens, animated in civic space?

In a comparative perspective, literacy has been closely associated with techniques of the self and with the emergence of modern subjectivities. But what happens when literacy is developed without genres such as diary keeping being widespread? Scrutinizing grassroots practices, this article demonstrates that even people who are not confronted with established forms of self-writing engage with literacy in ways that bear an imprint of their lives and subjectivities. Drawing on an ethnographic study in one village in southern Mali, it sets a socio-historical background where writing practices arise primarily as responses to the pressure of rural management. Yet the local discourses on the value of writing are suffused with notions of privacy. The article focuses on the unstable but shared practice of keeping a notebook for farming as well personal notations. Through a detailed analysis of two notebooks, it advocates for a set of distinctions between the individual, the private and the self that helps disentangle the issue of writing and self. This leads to a contrasted view of the local engagements with literacy. The question of the crystallization of notebook keeping as a genre remains open.

The contemporary construction of the past is crucial for the successful vindication of political rights in Africa. Often, however, more than a single past proves potentially valid as a claim to land and office. When arguments of the past, furthermore, intertwine with competing projections of legitimate forms of land control, complex combinations of claims emerge. The ubiquity of ‘the past’ in African politics and the increasing competition over space suggest that the naturalness with which some refer to the past and others conceive of space should be under constant scrutiny. Based on work in northern Ghana, the article argues that the contemporary construction of the past, as either tradition or history, and the competing projections of land control, as either property or political territory, interdigitate in complex ways. This affords certain rhetorical or discursive combinations that competing social elite groups instrumentalize. Each group sees its interests best served by a particular reading of the past and a particular conception of space.

Since the Second World War, the Kenyan city of Kisumu has been an important site of medical research and public health interventions – on malaria and other vector-borne diseases, and lately on HIV and related infections. This article compares the work and lives of two generations of local workers in public health research, each central to science in the city at their time: staff of the Ministry of Health's Division of Vector Borne Disease (DVBD) in the decades after independence, and temporary employees of the Kenyan Medical Research Institute (KEMRI) in its collaboration with the US government's Centers for Disease Control and Prevention (CDC) in the early twenty-first century. Against the backdrop of changes to the city, which stagnated during the 1970s and 1980s, became an epicentre of the East African AIDS epidemic, and underwent an economic boom of sorts from the late 1990s – at least partly driven by HIV research and intervention programmes – the article examines the spaces and movements of health research workers, and their experience of the city in time. The now elderly DVBD workers' accounts are pervaded by memories of anticipated progress and the convergence of life and work in the civic wholes of nation and city; by chagrin about decay; and by nostalgia for lost hopes. Today's young KEMRI/CDC workers' short-term contracts, and the fragmented city they inhabit and study, make for less bounded and predictable spaces and temporalities. Their urban lives and work take shape between remainders and remembrances of past projects, the exhaustion of everyday struggles to make a living and a meaningful life, and the search for new forms of urban order and civic purpose.

In this article, I focus on the place of road safety in Kenyan legislative history since independence in 1963 as a way of illustrating the analytic value of speed for the anthropology of the state. Road safety, a highly visible public concern in Kenya since the 1960s, offers us a way to rethink the temporal dangers and uncertainties of automotive travel under global capitalism, but also to go further in seeking out historical continuities in Kenya's post-colonial aspirations for safer and more efficient roads. This focus on road safety takes us from Africanization, in the 1960s and 1970s, to the regulatory reforms of the 1990s and 2000s in the guise of neo-liberalism. From the vociferous complaints and debates of Kenyan politicians about imported Peugeots being dangerous to drive on Kenya's rough and sparsely tarmacked roads in 1964, to the much publicized traffic crackdown of 2003, the so-called ‘Michuki Rules’, road safety is a field of study ideally suited to the analysis of infrastructural power and its transformations and continuities over a four-decade period. What is of analytic interest here is the new value of speed in an East African region that has aggressively embraced automobility as a vehicle for enhancing state sovereignty in a globalized economy.

This article investigates practices of speech and sociability in open radio debates in Kampala to decipher imaginaries of citizenship in contemporary Uganda. In these ebimeeza (‘round tables’ in Luganda, also called ‘people's parliaments’) orators are engaged in practices of social distinction when compared to those they call the ‘common men’. These spaces of discussion reflect the importance of education in local representations of legitimacy and morality, whether in Buganda ‘neotraditional’ mobilizations or Museveni's modernist vision of politics. The ebimeeza and the government ban imposed on them in 2009 reveal the entrenchment of the vision of a ‘bifurcated’ public sphere, the separation of a sphere of ‘development’ and a sphere of ‘politics’, the latter being only accessible to educated ‘enlightened’ individuals – despite the revolutionary discourse and the institutionalization of the Movementist ‘grassroots democracy’ model in 1986.

Pharmacy students at the Cheikh Anta Diop University in Dakar must research and write a thesis to graduate. Thésards who took topics in analytical chemistry and toxicology describe their thesis work as a temporary opportunity to perform ‘street-level’ public health research that they regard as ‘relevant’ to the quality of people's lives. Expecting futures in the private commercial sector, thésards regretfully leave the thesis behind. This article explores the parenthetical nature of this moment – its brief openings and more durable closures – as part of the history of ways of being a pharmacist in post-colonial Senegal. The thesis as an interlude in students’ biographies, curtailed by narrowed horizons of expectation, evokes other contractions: in the range of professional roles open to Senegalese pharmacists, and in the circuits of public health with which they might engage. For thésards, fieldwork, government work and commercial work entail spatial practices and imaginations; different ways of moving around the city and of tracing urban space that define pharmacists’ roles in terms of the modes through which they engage with broader collectivities. Mapping thésards’ parenthesis in Dakar is a means of capturing both their urban experience of work and the intertwining spatial, temporal and affective dimensions associated with this work. The past, probable and possible trajectories of pharmacy work are imprinted and imagined in the space of the city as field, market and polis. Pharmacists’ prospects and aspirations are caught up in broader shifts in how education, (un)employment and entrepreneurship animate relations of association and exchange in Senegal.

Most development interventions targeting rural women's economic empowerment measure success through returns from women's on-farm or off-farm activities and the income they generate. This article suggests that special emphasis needs to be laid on income control, not just its generation, in order to take account of the more or less subtle socio-cultural obstacles and other structures of constraint hindering women in this regard. The article draws from ethnographic case studies conducted for a doctoral dissertation project in south-west Burkina Faso to show how women in cotton-farming zones strategize to circumvent customary rules and control their on-farm incomes. The context is an organic cotton-farming project targeting women. I argue that understanding these constraints and strategies provides policy makers and development practitioners with tools for a better grasp of the social landscape – and that this, in turn, enables them to reach empowerment goals.

Using a case study of a rural town in the Ashanti Region, this article explores transformations in enterprise, property relations and informal governance that have occurred since Ghana embarked on a period of neo-liberal economic and political restructuring in the mid-1980s. Rather than a linear move away from state-controlled markets and authoritarian rule toward privatization and democratic decentralization, Ghana has witnessed a proliferation of authorities and economic enterprises, both formal and informal, that defy clear-cut distinctions between public and private property and institutions. In the town described here, as in many other localities in Ghana, chiefs have figured prominently as both instigators and examples of transformations in economic and governing practices and institutions.

During his term as President, Abdoulaye Wade of Senegal sought to make tangible and proximal his ‘vision’ for the country's future through the construction and rehabilitation of vital arteries in the capital, Dakar. Drawing on extensive ethnographic research, this essay takes as its focus these ambitious road projects and their local interpretations and everyday effects. I argue that Dakar's infrastructural transformation made spectacularly visible not only distant and implausible futures but also a very particular vision of the present that rationalized, emphasized, and even celebrated the everyday hardships wrought by infrastructural change. Avowedly ahistorical and centred squarely on the individual, these discourses of hardship cast infrastructural change as a future-focused project brought about through ‘temporary’ inconveniences and disruptions endured for the sake of the nation. What emerges from this analysis is a more complex view of neo-liberal reform and urban change in contemporary Africa.

Debates over land tenure have been instrumental to state-building in South Sudan since the 2005 Comprehensive Peace Agreement (CPA). Focusing on the local dynamics of post-conflict reconstruction in the town of Juba, this article argues that amidst the political and institutional change inaugurated by the transition from war to peace, debates over land provided a basis for the negotiation of the South Sudanese state. Actors at a variety of levels employed competing interpretations of rights to land as state-building strategies – as tools towards promoting particular visions of the state and of citizenship.

Focusing on Gbekebor, a small rural community in Burutu Local Government Area in Delta State, this article examines the rise of small-scale artisanal oil refineries in the oil-rich Niger Delta area in south-eastern Nigeria. Mostly owned and run by unemployed youth in the Delta region, this informal underground oil economy is a classic example of the ways in which the mass of disgruntled youth in Nigeria have now evolved their own new survival strategies in the face of inauspicious social and economic conditions in everyday life. In the article, therefore, I argue that the growth of illegal refineries in the Niger Delta region represents ordinary people's desperate search for economic and social justice for themselves and their communities when the state and superordinate economic regimes (oil corporations) operating in the Delta area have connived to deny ordinary people their social and economic rights as citizens.

Over the past fifteen years, the city of Kisumu in western Kenya has emerged as an epicentre of ‘global health’ interventions, organized by non-governmental and transnational groups. These interventions involve concrete, practical engagements with the city's populations, but also imaginations and desires, as they intersect with residents’ expectations of development. This article follows the hopes, aspirations and trajectories of people who attach themselves as volunteers to these interventions, or who hope to do so through a process they describe as ‘tarmacking’. In exploring how volunteers orient themselves to ideas of ‘empowerment’ that are promoted by NGOs and also have influence outside institutional settings, it examines the relations between the landscapes of intervention, the spatial-temporal horizons, and the geographies of responsibility emergent in the city. Through its association with ‘moving ahead’ and with development, empowerment implies movement towards some kind of future. While there is a widely shared sense among volunteers that they are going somewhere, just where that might be is not clearly articulated. Rather than attempt to pinpoint this destination, this article follows their trajectories in an attempt to grasp why and how it remains obscure.

This article follows the careers of two African drivers in social environments that circumscribed their movement and access to technology. It begins with Vincent Njovu, whose memoir, The First Driver of Tanganyika, describes the driver's ability to navigate racial hierarchies of movement and technology, including the unlikely circumstances in which he fell in love with an ideal colonial machine. It then explores post-colonial cultures of gender and modernization by using the unpublished memoirs of Hawa Ramadhani, a woman who used automotive skills learned among nuns in the 1940s to become Tanzania's most respected driver. Paired together, the life histories of these drivers challenge historical narratives in which movement and technology (roads and motor vehicles, in particular) are used to discuss Africa's marginalization and decline. Instead, they show how transgressive practices of mobility can be used to challenge social and political orders and inspire new ways to think and act at uncertain historical junctures. Roads in these narratives are defined less by their danger than by their potential to turn unlikely individuals into heroes.

This contribution examines the truck stop on the desert track known as the Forty Days Road that connects the Sudanese capital with Darfur and the regions beyond. The truck stop is represented as the main roadside institution to regulate roadside sociality, channel the relationships between travelling and roadside folk, and generally mediate between residents and strangers. On the one hand, it serves as a gateway to small-town Sudan and the hinterland, providing the social infrastructure for the commercial flow of trucks, commodities and passengers as well as for the flow of news and fashions. On the other hand, by catering for the needs of passing truck drivers and other travellers, it operates as a safe haven. It provides shelter in the most comprehensive sense of the word and thus constitutes a protected place for recovering from the pains of travelling. At the same time, however, these roadside practices of brokerage and hospitality also serve the resident society of small-town Sudan as a means to keep the travelling strangers safely apart in a circumscribed domain and, thus, keep the influences from the road in quarantine.

This article examines, through different processes of changing land use and land tenure, the various types of formal and informal contractual relations existing in two areas of the Niger Basin in southern Mali that are dominated economically by two parastatal companies: Compagnie Malienne pour le Développement du Textile (CMDT) and Office du Niger (ON). The article shows how the production interventions of these two companies shape the framework of land administration in the Niger Basin and the context in which customary relations operate, and lead to the commodification of land relations. It traces the various routes, contracts and arrangements through which people gain access to agricultural land. Besides describing the various transactions in land and contractual relationships, the article also analyses land leasing, sharecropping and various other ways of gaining secondary rights through prestations and loans. Finally, it describes the various land conflicts, the actors involved in making various claims on land and claims to land administration, and the institutions and institutional pluralism that emerge in conflict resolution. The article links these to the increasing commodification of land and agriculture, and the domination of policy by economic liberalism.

In Nigerian cities, as across much of Africa, sanitation practices at zone, ward and street levels inscribe – in patterns of circulation and interaction around waste – not only the hopes and fears of urban residents and managers, but also the aspirations and failures encoded in colonial and post-colonial national and regional histories. Adjusting to numerous challenges – the interplay of racist colonial zoning strategies, rapid post-colonial urban expansion, the withdrawal of public services amid the liberalization programmes of the 1980s, the increasingly abject character of the social contract, and the ongoing tenuousness of economic life and activity – urban environmental sanitation in Nigeria has long struggled to keep pace with the historical dynamics of the country's emergent metropolises. Following the activities of a cohort of inspectors and volunteers at the Ministry of Environment and Water Resources, Oyo State, this article examines the politics of performance and coercion surrounding the monthly observance of Environmental Sanitation Day in Ibadan amid the heightened political tensions of the electoral season in 2011.

This article examines the genealogies of the Ìlàjẹ and the narrative of belonging that reinforces claims to ownership of land and natural resources such as oil. The article maps how oil flow stations, pipelines and platforms have come to represent an ancestral promise of wealth to many members of Ìlàjẹ communities. This claim making is embedded in a mythic origin that continuously reinforces a distinct identity that projects an imagined community connected to the Yorùbá of south-west Nigeria as well as the oil-rich Niger Delta region. While many scholars have studied the myth of origin of the Yorùbá, in most cases focusing on rituals and political imagination that intersect with linguistic evidence in determining Yorùbá identity, these scholars have often neglected the centrality of these myths to oil resources. Thus, I investigate how the Ìlàjẹ narrative of belonging creates its own specificity of ‘ownership’ of natural resources through ritual performances connected to migration and dispersal of subject populations. I examine how such narratives create spaces of opportunity for the organization of protests against multinational oil corporations and the Nigerian state.
