Facing dwindling birthrates, East Asia has shown unprecedented fertility-oriented family policy expansion. Despite this shared objective, this research argues that East Asian family policy has varied in ‘inclusiveness’, namely, the extent to which it equally promotes all births, irrespective of familial socioeconomic status in particular. Firstly, from an inclusiveness-centred perspective, this article builds three different ideal pronatalist family policy approaches: the ‘inclusive’, where pronatalist family support is provided for almost everyone; the ‘selective’, where it is more accessible to middle-/upper-income households; and the ‘residual’, where it is concentrated on low-income classes. Guided by this conceptual framework, it compares Japan, South Korea, Singapore and Taiwan. It reveals that Japan and Singapore promoted a selective path, and Taiwan favoured a residual one, whilst South Korea pioneered more inclusive support. However, it also suggests that the other three societies recently adopted more inclusive pronatalist family policies, especially during and after the COVID-19 pandemic.

Antinatalism assigns reproduction a negative value. There should be fewer or no births. Those who say that there should be fewer births have been called conditional antinatalists. A better name for their view would be selective pronatalism. Those who say that there should be no births face two challenges. They must define the scope of their no-birth policy. Does it apply only to human or sentient beings or can it also be extended to all organic life, perhaps even to machine consciousness? And whatever the scope, they have to justify the eventual extinction of humankind or other life forms, an inevitable consequence of unconditional antinatalism. Different axiologies and moral theories produce different responses to these challenges. It is argued that a two-value conflict-sensitive negative utilitarianism would produce a kind and reasonable justification for ending at least human and factory-animal reproduction. The conclusion is purely moral and supports only voluntary extinction for humankind.

This paper argues that uterine transplants are a potentially dangerous distraction from the development of alternative methods of providing reproductive options for women with absolute uterine factor infertility (AUFI). We consider two alternatives in particular: the bioengineering of wombs using stem cells (which would carry fewer risks than uterine transplants) and ectogenesis (which would not require surgical intervention for either the prospective mother with AUFI or a womb donor). Whether biologically or mechanically engineered, these womb replacements could provide a way for women to have children, including genetically related offspring for those who would value this possibility. Most importantly, this alternative would avoid the challenge of sourcing wombs for transplant, a practice that we argue would likely be exploitative and unethical. Continued research into bioengineering and ectogenesis will therefore remain morally important despite the recent development of uterine transplantation, even if the procedure reaches routine clinical application.

Natalism constitutes one of the main values of Israeli society, to the extent that the state’s explicit policy is to encourage and heavily finance childbearing. Whatever the reasons for this pronatalist ideology may be – religious, cultural, or politico-demographic – the fact is that, in twenty-first century Israel, motherhood is still considered a biological imperative; and a Jewish-Israeli woman’s reproductive body is implicitly mobilized for national needs. Against the backdrop of this persistent pro-birth agenda, in this study Dror Harari and Gillit Kroul discuss a noteworthy number of recently staged one-woman shows that critically debate the Israeli ‘fertility religion’ and the physical and emotional distress that it causes for the infertile and childfree woman. These autobiographical performances of infertility are seen as a sub-genre of Israeli critical disability performance, in that they manifest the idea that what defines the infertile as disabled is not (only) the woman’s biological deficiency but, rather, her inability to fulfil her national gendered role.
