  • As Myanmar's military adjusts to life with its former opponents holding elected office, Conflict in Myanmar showcases innovative research by a rising generation of scholars, analysts and practitioners about the past five years of political transformation. Each of its seventeen chapters, from participants in the 2015 Myanmar Update conference held at the Australian National University, builds on theoretically informed, evidence-based research to grapple with significant questions about ongoing violence and political contention.   • Small and medium-sized enterprises (SMEs) account for more than 90 per cent of all businesses in the Asia-Pacific region - an area which is rapidly updating its competition laws and regulations to encourage greater entrepreneurship and open, dynamic economies. Yet SMEs are almost invisible when those competition policies and laws are developed and enforced. SMEs are often quite different businesses than large, multinational corporations, but their nature, significance and characteristics are often overlooked. This book seeks to rectify the relative neglect in research and policy discussions on the role of the SME sector in competition policy and law. Drawing on contributions from a wide range of competition regulators, lawyers, academics, consultants and advisers to the SME sector, it addresses such important issues as:

    perceptions and views of small businesses about competition law;
    regulator engagement and education of the SME sector;

  • Twenty-five years ago, the governments of Singapore, Malaysia, and Indonesia agreed to jointly promote the city-state, the state of Johor in Malaysia, and the Riau Islands in Indonesia. Facilitated by common cultural references, a more distant shared history, and complementary attributes, interactions between the three territories developed quickly. Logistics networks have proliferated and production chains link firms based in one location with affiliates or transport facilities in the other territories. These cross-border links have enabled all three locations to develop their economies and enjoy rising standards of living.Initially economic in nature, the interactions between Singapore, Johor, and the Riau Islands have multiplied and grown deeper. Today, people cross the borders to work, go to school, or avail of an increasing range of goods and services. New political, social, and cultural phenomena have developed. Policymakers in the various territories now need to reconcile economic imperatives and issues of identity and sovereignty. Enabled by their proximity and increasing opportunities, families have also begun to straddle borders, with resulting questions about citizenship and belonging. Using the Cross-Border Region framework - which seeks to analyse these three territories as one entity simultaneously divided and bound together by its borders - this book brings together scholars from a range of disciplines. Its 18 chapters and more than 20 maps examine the interaction between Singapore, Johor, and the Riau Islands over the past quarter-century, and seek to shed light on how these territories could develop in the future.

  • Asia has witnessed a proliferation of free trade agreements (FTAs) since the turn of the millennium. The first regional agreement – the ASEAN FTA – was transformed into the ASEAN Economic Community at the end of 2015. In the meantime, ASEAN forged five ASEAN+1 FTAs and began to negotiate a sixteen-member Regional Comprehensive Economic Partnership (RCEP) Agreement. In parallel, the U.S.-led Trans-Pacific Partnership (TPP), supporting U.S. foreign policy of "Pivot to Asia", was broadly agreed in October 2015. The RCEP and the TPP are accompanied by other mega-regional integration processes developing elsewhere in the world, including the Transatlantic Trade and Investment Partnership for the European Union and the United States, and the Pacific Alliance among four Latin American member states. Meanwhile, APEC is also striving to meet its Bogor Goal targets and create a Free Trade Area of the Asia-Pacific.Each of these mega-regionals aims to achieve greater trade and investment liberalization and facilitation and more harmonized trade and investment rules so that all member economies can participate in the global value chain of production. Instead of undermining, these regional exercises can be building blocks for a more liberal global trading system supported by the World Trade Organization.This book ruminates on these regional agreements, their economic and strategic rationales and challenges during negotiations and afterwards. The book brings together eminent scholars and experts to deepen our understanding of the complex nature of the mega-regional trade agreements and their implications.   • The study of historical Buddhism in premodern and early modern Southeast Asia stands at an exciting and transformative juncture. Interdisciplinary scholarship is marked by a commitment to the careful examination of local and vernacular expressions of Buddhist culture as well as to reconsiderations of long-standing questions concerning the diffusion of and relationships among varied texts, forms of representation, and religious identities, ideas, and practices. The twelve essays in this collection, written by leading scholars in Buddhist Studies and Southeast Asian history, epigraphy, and archaeology, comprise the latest research in the field to deal with the dynamics of mainland and (pen)insular Buddhism between the sixth and nineteenth centuries C.E.   • The aftermath of the global economic breakdown in 2008–9 underscores the risks facing Southeast Asia's growth prospects. Although the region has demonstrated exceptional resilience to external shocks emanating from economic powerhouses around the globe, Southeast Asia is in dire need of an optimal policy mix of macroeconomic and trade policy measures that differ by country, underpin domestic demand, and revive domestic economies. This book offers in-depth, region-specific economic policy discourse that illuminates how a policy push is at work in the region, and sheds light on room for strengthening regional cooperation.

    This book aims to: (1) discuss the developments of macroeconomic and trade-policy mix against the backdrop of the eurozone sovereign debt crisis and economic prospects for major countries in Southeast Asia (i.e., Singapore, Thailand, Malaysia, Indonesia, and Vietnam); (2) assess the effectiveness of policy responses to the global economic unrest; (3) identify opportunities and challenges facing Southeast Asia in the midst of the global economic slump when developing Southeast Asia leverages on an ever-expanding role in the global business environment; (4) rethink the East Asian model of growth where enormous gains were driven principally by export demands from advanced economies; and (5) pioneer the key areas of regional cooperation and macroeconomic and trade policy reforms that may potentially strengthen regional economies.

  • This book examines common themes related to gender and ageing in countries in Southeast Asia. Derived from quantitative or qualitative methods of data collection and analysis, the chapters reveal how ageing has become tempered by globalization, cultural values, family structures, women's emancipation and empowerment, social networks, government policies, and religion. The chapters are concerned primarily with the following questions related to gender and ageing: (a) how do women and men experience old age? (b) do women and men have different means of coping financially and socially in their old age? (c) does having engaged in wage work for longer periods of time serve as an advantage to older men in contrast to older women? (d) does a woman's primary role as caregiver serve to disadvantage her in old age? (e) what kinds of identities have older women and men constructed for themselves? (f) do women and men prepare for ageing differently and has this preparation been mediated by educational levels? (g) does having a higher level of education make a difference to how one experiences ageing? (h) how does class shape the way women and men cope in old age? and (i) what does it mean to be a 'single' older person who has either lost a spouse through death or has never been married? Because the book employs a cross-country analysis, readers gain an understanding of contemporary emergent trends not only in each of the countries but also in Southeast Asia as a whole. Wherever relevant, some chapters have also identified similarities in trends on gender and ageing between countries in the Western hemisphere and those in Southeast Asia to highlight broader patterns across the world."The share of the elderly in Southeast Asia's population is steadily rising, and it is increasingly important to understand and plan for the implications of this trend. While in some aspects, the situation of older women and men in the region is similar, their life experiences of education, marriage, child-raising, work, and social networks differ, and this makes for different issues as they grow older.   • Since 1957, Malaysia's economic development has been an account of growth, transformation, and of structural change. More than 75 per cent of its gross domestic product (GDP) comes from the manufacturing and services sectors. However, Malaysia is stuck in a middle-income trap and is facing challenges on the economic and political front. In June 2010, Prime Minister Najib Razak unveiled the 10th Malaysian Plan (2011-15) to chart the development of Malaysia from a middle- to high-income nation. This publication represents a policy-oriented stocktake and evaluation by academics, policy-makers, and business people on Malaysia's achievements, present work-in-progress endeavours, and some of the future challenges facing the nation in its pursuit to achieve a developed high-income country status.

  • ASEAN has an abiding interest in peace and stability in this region and in freedom of navigation in and overflight above the South China Sea. Much of ASEAN's commerce, including its members' traded food and energy resources, passes through or over the South China Sea. The stakes for ASEAN and its members in the South China Sea are very high. This book is the product of a conference on 'Entering Uncharted Waters? ASEAN and the South China Sea Dispute', initiated to remind all claimants to bring their claims as close as possible to the provisions of the 1982 UN Convention on the Law of the Sea. After all, ASEAN has sought to promote the rule of law in the region. The conference and this book were inspired by the following objectives: peace, stability, freedom of navigation and overflight, confidence building, cooperation, and the rule of law.

  • This book provides examples of possible triple-win solutions for simultaneously reducing poverty, raising the quality of the environment, and adapting to climate change. The book provides empirical evidence and observations from sixteen case studies in Southeast and East Asia, and from the Pacific. It argues that a spatial approach focussing on the environments in which the poor and vulnerable live, would trigger changes for development policies and implementation that better balance environmental and social concerns. In line with the post-2015 Millennium Development Goals (MDG) and Sustainable Development Goals (SDG) agenda, emphasizing integrated development approaches for the slum poor, the upland poor, the dryland poor, the coastal poor, and the flood-affected wetland poor, would also bring the environment and poverty agenda closer.The book emerged from a cooperation of the Asian Development Bank (ADB) with the Institute of Southeast Asian Studies (ISEAS) in partnership with experts from research institutes and think-tanks in the Asian region.

ASEAN Economic Community Scorecard

  • During the 13th ASEAN Summit in November 2007, ASEAN Leaders endorsed the ASEAN Economic Community (AEC) Blueprint, which laid the foundation of creating a “single market and production base” among the ten Southeast Asian economies. Soon after that, ASEAN faced great uncertainties in the light of the 2008 global financial crisis and continues to remain cautious in the face of the ongoing global economic weakness. Despite this, the region is forging ahead with its commitment to carry out economic liberalization and cooperation as stipulated in the AEC Blueprint. The official AEC scorecard, published in March 2012, stated that ASEAN had achieved 68.2 per cent of its targets for the 2008–11 period.The official AEC scorecard is expected to track the implementation of measures and the achievement of milestones committed in the AEC Strategic Schedule. However, the scorecard, in its current form, is too brief and general to be useful for the ASEAN citizens. This book attempts to fill this gap and evaluates the current status of and the progress towards the milestones of the AEC Blueprint. The overall message of the book is that even though ASEAN may miss some of its integration goals by 31 December 2015, it will certainly deliver some of the key initiatives — tariff elimination, establishing the ASEAN Single Window, laying the foundation of the regional investment initiative, advancing tourism services, moving ahead with ASEAN connectivity and the realization of ASEAN +1 free trade agreements. AEC’s goal of forming an equitable and competitive regional economy will continue to be a work in progress. AEC 2015 is going to be a historic milestone that will raise ASEAN’s profile and will help the region to maintain its centrality in the international community.

  • The large market size and abundant resources of the Greater Mekong Subregion (GMS), including a large, motivated and cheap workforce, a rich agricultural base, extensive timber and fisheries resources, considerable potential mineral resources, and vast energy resources have seen the subregion increasingly recognized as a new frontier of Southeast Asian economic strength. This book aims to assess the recent economic, social and political developments in the GMS and identify emerging opportunities and challenges facing the successful transition towards a market-driven economy. The countries of the GMS are at a critical juncture where subregional efforts and cooperation must be made to fully address the rapidly evolving issues that are vital to appropriate policy formation, yet which remain widely debatable. The deliberations here shed light on the development stages and offer policy recommendations for pushing forward subregional cooperation.

Enhancing ASEAN's Connectivity

  • ASEAN has a goal to create an economic community by 2015. To achieve the goal, connectivity among the member states needs to be given due importance. In 2010, ASEAN adopted the Master Plan on ASEAN Connectivity (MPAC), which looked at physical, institutional and people-to-people connectivity. It pinned down fifteen priority projects which can potentially transform the ASEAN region, providing the conditions for a single market and production base. But MPAC is an expensive initiative, and funding remains a major challenge. The private sector needs to be actively involved as a number of infrastructure projects identified in the MPAC are lacking substantial investment.This book looks at the current state of ASEAN's physical connectivity and challenges in building better infrastructure. It contains a collection of papers that discuss specific issues pertaining to each kind of physical connectivity transportation infrastructure, telecom connectivity, ICT and energy infrastructure. The book concludes with the steps needed to be taken for implementation of the various plans, and policy recommendations.

  • With the world watching closely, Myanmar began a process of political, administrative and institutional transition from 30 January 2011. After convening the parliament, elected in November 2010, the former military regime transferred power to a new government headed by former Prime Minister (and retired general), U Thein Sein. With parliamentary processes restored in Myanmar's new capital of Naypyitaw, Thein Sein's government announced a wide-ranging reform agenda, and began releasing political prisoners and easing press censorship. Pivotal meetings between Thein Sein and Aung San Suu Kyi led to amendment of the Election Law and the National League for Democracy contesting by-elections in April 2012. The 2011 Myanmar/Burma update conference considered the openings offered by these political changes and media reforms and the potential opportunities for international assistance. Obstacles covered include impediments to the rule of law, the continuation of human rights abuses, the impunity of the Army, and the failure to end ethnic insurgency.
