Abstract. Legislative scholars have paid almost no attention to explanations for the level of compensation provided to legislators, either within a country or cross-nationally, despite its importance to members and institutions. I posit a simple theory based on state wealth to explain differences in legislative pay. I test this theory using two novel data sets, one on 35 national assemblies, the other on subnational assemblies in Australia, Canada, Germany and the United States. Analysis of these data reveals that national or state wealth is strongly associated with legislator compensation. This finding is consistent with an intriguing analog in the labour economics literature.

Les érudits du monde législatif ne se sont guère penchés sur les raisons des divers niveaux de rémunération des législateurs, à l'échelle nationale ou transnationale, malgré l'importance du sujet pour les institutions et les membres des législatures. Pour expliquer cette disparité, j'avance une simple théorie fondée sur la richesse des États. J'évalue ensuite cette théorie en m'appuyant sur deux nouvelles bases de données, la première portant sur 35 assemblées nationales et l'autre sur des assemblées sous-nationales en Australie, au Canada, en Allemagne et aux États-Unis. Ces analyses statistiques démontrent qu'il existe effectivement un lien étroit entre la richesse de l'État et la rémunération des législateurs. Cette constatation est confirmée par une analogie fascinante dans la littérature sur l'économique du travail.

Abstract. This article examines the impact of neoliberalism on provincial policies aimed at addressing the problem of violence against women during a period (1985–2005) when welfare state retrenchment convergence has been documented both provincially and in a variety of Western democracies, including in Canada. Using measurements of both aggregate government expenditures and qualitative evaluations of anti-violence policy progression during this time frame, my analysis questions the existence of welfare state convergence in both Ontario and British Columbia. Instead, it demonstrates evidence of pronounced anti-violence policy divergence in both cases, which is better explained by a partisan theory of public policy framework.

Résumé. Cet article examine l'incidence du néolibéralisme sur les politiques provinciales visant à enrayer le problème de la violence faite aux femmes au cours de la période 1985–2005. Cette période coïncide avec la remise en question de l'État providence, phénomène largement documenté à l'échelle provinciale comme dans diverses démocraties occidentales, incluant le Canada. En mesurant les dépenses publiques d'agrégat ainsi que les évaluations qualitatives de l'évolution des politiques contre la violence durant cette période, mon analyse remet en question l'existence d'une convergence dans l'évolution de l'État providence en Ontario et en Colombie-Britannique. En fait, elle démontre plutôt l'évidence d'une divergence prononcée de politiques dans les deux cas, qui peut être mieux expliquée par une théorie “partisane” des politiques publiques.

Résumé. La forme, le style du discours des hommes politiques sont révélateurs de leurs personnalités et de leurs stratégies de communication. Pour analyser les styles des premiers ministres québécois, un corpus comprenant 789 discours officiels prononcés de 1960 à 2005 a été soumis à une analyse de stylistique quantitative. Nous avons analysé les catégories grammaticales, le maniement des verbes et des noms, la longueur et la structure des phrases. Cette comparaison statistique montre des différences significatives entre les premiers ministres et révèle également la stratégie de communication privilégiée par chacun d'eux.

Abstract. The style of politician speeches reveals their personalities and their communication strategies. In order to analyse the style of Quebec prime ministers, from 1960 to 2005, a corpus of 789 speeches have been built up and a quantitative stylistic analysis has been applied to it. The main indicators used are the grammatical categories, especially the verbs and pronouns, the length and the structure of the sentences. This statistical comparison shows some important differences between the styles of the prime ministers and between the communication strategies they have followed.

Abstract. The creation of an autonomous region of Nunavik within the province of Quebec would constitute a new phase in the development of Canadian federalism. Although there is no existing domestic model for such a political arrangement, the system of nested federalism in the Russian Federation offers a useful comparative tool for examining the internal and external features of the emerging system of government in Nunavik, as well as the challenges of operationalizing and embedding such a system within the Canadian federal structure. This article outlines the basic principles of nested federalism and considers them in light of recent developments in the region of Nunavik, including the initialing of an “Agreement in Principle concerning the amalgamation of certain public institutions and the creation of the Nunavik Regional Government” between the regional, provincial and federal governments in August 2007. The article concludes that although the Agreement in Principle does not entrench the types of intergovernmental mechanisms and jurisdictional powers that were recommended by the 2001 Report of the Nunavik Commission and that are necessary to the proper functioning of a nested federal arrangement, the political amalgamation outlined in this document represents a significant step forward in terms of creating an institutional framework for an autonomous, nested region in Nunavik.

Résumé. La création d'une région autonome du Nunavik à l'intérieur de la province du Québec constituerait une nouvelle phase dans le développement du fédéralisme canadien. Bien qu'il n'y ait aucun modèle domestique existant d'un tel arrangement politique le système de fédéralisme “encastré” dans la Fédération Russe offre un outil comparatif utile pour examiner les caractéristiques internes et externes du système de gouvernement émergeant au Nunavik. L'exemple russe démontre aussi les défis fonctionnels liés à l'établissement d'un tel système à l'intérieur de la structure fédérale existante au Canada. Cet article développe les principes de base d'un “fédéralisme encastré” et les considère en vue des développements récents dans la région du Nunavik, incluant les négociations pour un “Entente de principe sur la fusion de certaines institutions publiques et la création du gouvernement régional du Nunavik” entre les différents gouvernements régional, provincial et fédéral en août 2007. L'article conclut que bien que l'Accord de Principe n'inclut pas les types de mécanismes intergouvernementaux et les pouvoirs juridictionnels qui étaient recommandés dans le Rapport de 2001 de la Commission de Nunavik et qui sont nécessaires au bon fonctionnement d'un arrangement fédéral “encastré,” le fusionnement politique développé dans ce document représente un pas en avant significatif dans la construction institutionnelle d'un Nunavik autonome à l'intérieur du Québec.

Abstract. Building on an international literature that stresses the growing importance of cities in both the economy and governance, this paper proceeds from the premise that national government support is essential to the maintenance of a social safety net, but that a great deal of local initiative is also necessary in order to ensure that national government funds are spent in a manner appropriate to the very different conditions in different cities. The paper focuses on a case in which a municipal government initiated a tri-level government program. Winnipeg officials and politicians developed a proposal for federal and provincial participation in a locally created welfare-to-work scheme, a scheme that, unlike conventional workfare, offered union wages and training leading to well-paid work. The municipal government provided on-the-job training for workers selected from the welfare rolls to carry out infrastructure upgrades and financed the project with money the federal and provincial governments saved on welfare payments. The paper argues that the municipal government was uniquely well placed to identify needed work, as well as to choose welfare recipients who would be able to benefit from the job training on offer. In this case, therefore, we argue that local initiative was essential to the success of this federally and provincially financed welfare-to-work program. The findings of the theoretical literature we review suggest that it could eventually become a precedent for further municipal and local activism along similar lines.

S'inspirant d'une littérature internationale—comprenant les contributions de Canadiens tels que Magnusson, Elkins et Courcherne—qui souligne l'importance croissante des villes dans l'économie et la gouvernance, et s'inspirant également du savoir déjà acquis sur le fédéralisme de fond, cette communication part de la prémisse que l'appui du gouvernement fédéral est indispensable au maintien d'un filet de sécurité sociale, mais que l'initiative locale est très importante pour assurer que les fonds versés par le gouvernement national soient exploités d'une manière qui réponde aux circonstances particulières des villes différentes. La présente communication porte sur un projet lancé par une administration municipale mais destiné aux trois niveaux de gouvernement. En effet, ce sont les employés et l'administration de la Ville de Winnipeg qui ont mis sur pied un projet de retour au travail pour les bénéficiaires d'une aide sociale auquel les gouvernements fédéral et provincial devaient participer. Contrairement aux programmes conventionnels de travaux d'utilité publique, ce projet offrait un salaire conforme aux règles syndicales en même temps qu'une formation sur le lieu de travail. C'est le gouvernement municipal qui assurait cette formation aux individus choisis de la liste des bénéficiaires d'une aide sociale et dont le travail consistait à hausser l'infrastructure. C'est aussi le gouvernement municipal qui finançait le projet avec l'argent que les gouvernements fédéral et provincial avaient économisé sur les fonds de solidarité. La communication prétend que le gouvernement municipal est particulièrement bien placé pour identifier les travaux nécessaires et pour sélectionner les bénéficiaires d'aide sociale les plus capables de profiter de la formation donnée sur le poste de travail. Nous prétendons donc que, dans ce cas, le succès de ce programme de retour au travail pour les bénéficiaires d'une aide sociale, financé aux niveaux fédéral et provincial, dépendait de l'initiative locale. La littérature théorique que nous avons passée en revue suggère que ce projet puisse finir par devenir le modèle pour d'autres activités municipales et locales du même genre.

Abstract. Between 1885 and 1923 Canada imposed a discriminatory head-tax on Chinese immigrants. In 2006 Canada implemented a material redress program intended to resolve this historical injustice, but aspects of this program have been subjected to vigorous criticism by those seeking greater inclusivity. Paying particular attention to the program's intergenerational aspects, this study explores how the current program's conceptualization of a valid redress claim is situated with respect to both its critics and to domestic and international precedents. Recognizing the dynamic potentiality of redress, the study explores aspects of why and how Canada's understandings of historical redress are politically implicated.

Résumé. Entre 1885 et 1923 le Canada a imposé un impôt discriminatoire aux immigrés chinois. En 2006, le Canada a mis en oeuvre un programme de réparation afin de redresser cette injustice historique, mais certains aspects de ce programme sont vivement critiqués par les partisans d'une plus grande inclusivité. Se concentrant en particulier sur les aspects intergénérationnels du programme, cette étude analyse la manière dont le programme actuel situe la conceptualisation d'une demande légitime de réparation en fonction à la fois de ses détracteurs et de précédents nationaux et internationaux. Prenant en compte le potentiel dynamique de la réparation, cette étude analyse les implications politiques de la démarche canadienne de redressement historique.

Abstract. The 1982 Mexican presidential decision to statize all domestic commercial banks was meant to reset state bank capital relations and salvage some form of state-led capitalism. However, bank statization had the counterintuitive and ultimately unintended consequence of enabling a more rapid transition to neoliberalism, financialization and market-led capitalism than otherwise may have been possible. The implications of this are profound as alternatives to neoliberalism that seek a return to state-led development are ultimately flawed without more collective, local, and substantively democratic calls for the control of credit and, hence, human development.

La décision présidentielle mexicaine de 1982 d'étatiser toutes les banques commerciales domestiques avait pour but la reconfiguration des relations capitalistes État-banque afin de récupérer une certaine forme de capitalisme étatique. Or, ce processus eu pour conséquences inattendues l'accélération de la transition au néolibéralisme, à la financiarisation et au capitalisme de marché. Les implications sont profondes pour les alternatives au néolibéralisme qui, cherchant un retour au capitalisme d'État, s'avèrent inefficaces sans un contrôle collectif, local et démocratique du crédit et, par ricochet, du développement humain.

Abstract. For much of the post-war period of welfare state formation, T.H. Marshall's idea of shared entitlement to universal social rights of citizenship formed the theoretical foundations of social democratic political reforms and legitimacy. This approach has been updated by contemporary egalitarian theorists, such as John Rawls. The ongoing politics of restructuring have led to a growing number of arguments against the motivational capacity of an institutional account of social unity. This paper examines a particular argument against rights-based citizenship—David Miller's theory of nationality. Miller argues that “pure” citizenship rests on self-interest, and thus when differences in risk are explicit it can only legitimate minimal redistribution. Strong welfare states require pre-political ties and must be embedded in the ethical relations of shared nationality. Against Miller's position, it is advanced that shared citizenship has both effective motivational and moral dimensions. It can also address the problems the nationality thesis faces in reconciling its account of motivation with the moral diversity that is constitutive of pluralist societies.

Dans l'après-guerre, au moment de la formation des Etats-providence, la mise en place et la justification des politiques social-démocrates s'appuyèrent en grande majorité sur la théorie de T.H. Marshall à propos du rôle joué par les droits sociaux dans l'intégration civique. Cette approche a été actualisée par des théoriciens égalitariens tels que John Rawls. Les politiques actuelles de restructuration de l'Etat-providence ont provoqué la multiplication d'un certain type de critiques soulignant les insuffisances de cette approche institutionnelle du lien social en termes de ressources motivationnelles. Cet article examine l'une ces critiques, formulée par David Miller dans sa théorie sur la nationalité. Miller soutient que la citoyenneté “pure” repose sur l'intérêt personnel et qu'elle ne peut justifier qu'une redistribution minimale, lorsque les différences engagées sont manifestes. Pour affirmer leur autorité, les Etats-providence ont besoin d'être fondés sur des liens prépolitiques et soutenus par les rapports de solidarité d'une nationalité commune. A l'encontre de la position défendue par Miller, on avancera que la citoyenneté possède de façon effective une dimension qui est à la fois morale et motivationnelle. En outre, elle est à même d'affronter les problèmes que soulève la thèse sur la nationalité, en réconciliant sa conception de la motivation avec la diversité morale inhérente aux sociétés pluralistes.

Abstract. This article assesses the economic development of Canadian provinces in the context provided by the theory of convergence. Two basic questions will be asked and to some extent answered. First, to what degree do the Canadian provinces reveal convergence over time in terms of general economic performance? Second, what are the implications of convergence theory for Canadian provincial policy? These questions combine to give the article a purpose that is both academic and policy relevant in nature.

Four additional sections make up this article. The first explains the central place of convergence theory within the study of development, most notably as related to peripheries or lagging economies. Second, convergence theory is discussed within the special and interesting setting of the Canadian economy. Third, the research design and data analysis are presented. The results suggest that convergence is serving as a natural and highly robust corrective to regional disparity. Fourth, and finally, conclusions are offered and policy implications derived.

Résumé. Cet article examine le développement économique des provinces canadiennes dans le cadre de la théorie de la convergence. Il pose deux grandes questions, auxquelles il répond en partie. Premièrement, dans quelle mesure les provinces canadiennes présentent-elles une convergence à long terme pour ce qui est de leur performance économique? Deuxièmement, quelles sont les implications de la théorie de la convergence pour les politiques provinciales ? Par ces deux questions, le présent article revêt à la fois une portée académique et une pertinence en matière de politique publique.

L'article comprend également quatre parties. La première explique la place centrale qu'occupe la théorie de la convergence dans l'étude du développement économique, notamment en ce qui concerne les périphéries ou les économies accusant un certain retard. La deuxième discute la théorie de la convergence dans le cadre spécifique et intéressant de l'économie canadienne. La troisième précise le cadre d'analyse et dévoile l'analyse des données. Les résultats démontrent que la convergence représente un correctif naturel et fort efficace des disparités régionales. La quatrième et dernière partie présente les conclusions et quelques implications politiques qui en découlent.

Freedom of Speech in Early Stuart England, David Colclough, Cambridge: Cambridge University Press, 2005, pp. 314.

The rhetorical lynchpin of this fascinating book's central argument is the concept of parrhesia, which is a Greek term that began life as a catch-all expression for the quality of speech belonging to citizens of the polis (6). Colclough implies that the tradition of parrhesia took a circular route via the freedom of expression inherent in the group rights of Greek citizens to the need for frank expression of unpleasant truths by courtiers to their rulers. This transition required that “frankness” be elevated to the status of a virtue once it became apparent that rulers did not always make decisions in the best interest of the state. After the Reformation in northern Europe this virtue evolved into a religious imperative in the face of sectarian persecution and in England, especially, this imperative naturally extended itself to the admonition of monarchs who encroached on their citizens' religious freedoms. Religious conflict led to war, war required economic investment and soon the religious imperative to oppose the wrong-headed heretic blended with a protestant parliament's right to admonish the monarch on purely secular matters. Thus, under the Stuarts, parrhesia eventually came to resume its original sense as the right and duty of a free subject to speak out in public without fear that his desire to preserve the common good would be prosecuted under laws aimed at the seditious and libelous. It is but a rising sense of the secular that enables us to recognize the change in values that led an onerous religious duty to become the unimpeachable liberal right we so casually assert today.

Russia Transformed: Developing Popular Support for a New Regime, Richard Rose, William Mishler and Neil Munro, Cambridge and New York: Cambridge University Press, 2006, pp. xii, 226.

This monograph analyzes major findings of fourteen years of public opinion research in Russia carried out under the New Russia Barometer survey research project, which Rose and colleagues conducted in conjunction with the Levada Centre in Russia. Rose, Mishler and Munro offer a clearly written, focused discussion that puts complex data into perspective. The work's major contribution is its systematic evaluation of the evolution of Russian citizens' political attitudes from 1992 to 2005. As the authors note in their dedication to the volume, their surveys included over 28,000 people across Russia (the methodology is outlined on pp. 70–75). As such, the book's authority in providing an accurate reflection of citizens' views is indisputable. Much to their credit, the authors render their findings readily understandable to readers who are not expert in survey research design or quantitative methods.

Escaping the Resource Curse, Macartan Humphreys, Jeffrey D. Sachs and Joseph E. Stiglitz, eds., Foreword by George Soros; New York: Columbia University Press, 2007, pp. xviii, 408.

Escaping the Resource Curse provides economic and political analysis of resource curse theories as well as practical policy advice to governments on managing oil and gas developments. Twelve chapters by natural resource specialists from multiple disciplines discuss a broad range of oil and gas development issues in three sections, “Dealing with Oil Corporations,” “Managing the Macroeconomy,” and “Handling the Politics.” Beyond the specific policy advice elaborated in detail throughout (relating primarily to transparency), the book succeeds in its accessible analysis of resource curse theories and state-industry tensions as well as its reinterpretation of oil wealth.

Parole d'historiens. Anthologie des réflexions sur l'histoire au Québec, Éric Bédard et Julien Goyette (dirs), Les Presses de l'Université de Montréal, 2006, 492 pages.

Cette anthologie de réflexions sur la pratique historienne au Québec est issue du désir de faire connaître les essais, les bilans et les réflexions théoriques sur l'historiographie au Québec depuis le dix-huitième siècle. Deux historiens québécois, Éric Bédard et Julien Goyette, en sont les tributaires. Par ce projet de publication de textes d'historiens de chez nous s'échelonnant sur près de trois siècles, les présentateurs de l'ouvrage voulaient aussi faire réfléchir sur la théorie et la pratique historique actuelle. Comme le souligne Bédard dans l'introduction de l'ouvrage, il s'agit de “nourrir [les] réflexions sur l'écriture de l'histoire au Québec et les finalités de la recherche” (11). En outre, bien que la discipline historique soit traditionnellement rattachée au domaine des Arts et Lettres, les historiens se sont toujours interrogés sur l'histoire en tant que discipline des sciences humaines et ils ont tenté de répondre aux grandes questions sur le sens et le rôle de l'histoire. L'histoire est-elle une science ou un grand récit ? L'historien doit-il être attentif aux enjeux présents ou tenter d'en faire abstraction ? L'historien est-il un chercheur en quête de vérité ou un critique des grands mythes de la nation ? Democracy in Europe: The EU and National Polities, Vivien A. Schmidt, Oxford: Oxford University Press, 2006, pp. 326.

Vivien Schmidt is a specialist on the European Union (EU) who, like most, believes that it has taken over most of the functions of the member-states, that it is a pluralist democracy superior to theirs, that it is necessary and beneficial and the wave of the future. The only problem remaining to complete the subordination of the member-states posed in her book is that their politicians have not yet found the language or discourse to convince the public of these self-evident and unavoidable truths.

Making Political Science Matter is a response to Making Social Science Matter: Why Social Inquiry Fails and How It Can Succeed Again by Bent Flyvbjerg, Professor of Planning at Aalborg University, Denmark (Cambridge: Cambridge University Press, 2001). Making Political Science Matter is a collection of fourteen essays on methodological issues in political science. Its overarching aim is “to move the conversation forward in the hopes of seeing the possibility of a rejuvenated political science” (11).

Homeless and at Home in America: Evidence for the Dignity of the Human Soul in Our Time and Place, Peter Augustine Lawler, South Bend IN: St. Augustine's Press, 2007, pp. 229, index.

“We Americans are the most homeless and the most at home people of the West today” (1). This is the central paradox of Peter Augustine Lawler's latest book, Homeless and at Home in America. It is a collection of essays (some previously published elsewhere) on a wide variety of topics, from Rod Dreher's Crunchy Cons and bioethics to Casablanca and Tocqueville. The chapters, though, fit well together and are linked by a set of related themes. The book, written in Lawler's usual engaging and often humorous style, presents a fascinating argument from one of the chief proponents of what he calls the “‘crowd’ of American faith-based, non-libertarian, Strauss influenced thinkers” (Stuck with Virtue, Wilmington: ISI Books, 2005, viii). This group is part of a growing school of thought Lawler refers to as “conservative postmodernism—postmodernism rightly understood” (134), which “is associated with Aleksandr Solzhenitsyn and American literary Thomists such as Marion Montgomery, Walker Percy, and Flannery O'Connor” (135). Tocqueville is one of their favorite authors. This line of thought is a reaction against modernity for its failure to comprehend what it means to be truly human, that is, as creatures that occupy the “middle class” between beasts and God.

Les Allemands du Québec. Parcours et discours d'une communauté méconnue, Manuel Meune, Les Éditions du Méridien, 2003.

Le fait qu'en France, le nouveau Président Nicolas Sarkozy ait proposé et finalement créé un ministère de l'Immigration et l'Identité nationale met en évidence – s'il en est besoin – l'importance des questions et des problèmes qui y sont liés, à l'heure de la mondialisation, même pour une nation aussi vieille et aussi consciente de ses racines que la nation française. Les observations et les analyses que nous propose Manuel Meune dans cet ouvrage sont donc d'une actualité sans cesse renouvelée même si ses données ont été recueillies dans la première moitié des années 1990.

Rural Women's Leadership in Atlantic Canada: Firsthand Perspectives on Local Public Life and Participation in Electoral Politics, Louise Carbert, Toronto: University of Toronto Press, 2006, pp. 177, index.

In her latest work, Louise Carbert peers beneath the surface of formal electoral processes to explore how rural, female community leaders in Atlantic Canada view politics. She focuses on this group to explain a curious pattern: rural women are much less likely to secure public office than women located in urban areas, and this holds true at all three levels of government. Through interviewing women representing the typical recruitment pool from which political parties draw candidates, the author aims to identify the presence of barriers to female electoral participation specifically salient to rural women. This is no easy task in part because such an objective necessitates sifting through the inconsequential details of grassroots politics to locate and interpret underlying patterns of power. Carbert's approach is innovative and provocative, and many scholars will appreciate this work's inductive method and rich anecdotal basis. At the same time, readers scouting for clear answers may be left frustrated by the work's complex set of conclusions concerning exactly why few rural women successfully navigate the “slushy intersections” of politics, family life and the economic environment in pursuit of a political career.

The Arctic Promise: Legal and Political Autonomy of Greenland and Nunavut, Natalia Loukacheva, Toronto: University of Toronto Press, 2007, pp. xii, 255.

Is there political space for a northern vision of governance? This book is a comparative evaluation of Inuit efforts to realize autonomy within the Danish realm and Canadian federation through the creation and evolution of Greenland and Nunavut. A comparative legal and historical analysis is used to make normative claims about Inuit autonomy in these two jurisdictions. The concept of autonomy is defined by the author as “equivalent to self-government in the context of an internal right to self-determination” (6). It is argued that there is no need for Inuit in either territory to pursue a special type of indigenous autonomy because Inuit legal and political aspirations can be realized through existing arrangements. Loukacheva claims, “The Inuit majorities of Nunavut and Greenland in practice are turning de jure territorial forms of governance into de facto indigenous ones” (40). The evidence presented in this book may not constitute the last word on Inuit autonomy, but it sure is provocative.
