Approximately 13 million Chinese lack hukou, the formal household registration. This prevents them from claiming full citizenship rights, including social welfare, formal identity documents and employment in the state sector. The government blames birth planning policies for the unregistered population, but this explanation ignores the role of internal migration. Because citizenship rights are locally determined and the hukou system is locally managed, migrants face significant barriers to registering their children. This article systematically analyses the political determinants of the unregistered population nationwide. Based on a logit analysis of a sample of 2.5 million children from the 2000 census, I find that children born in violation of the one-child policy do have lower rates of registration and that children born to migrant mothers are four times more likely to be unregistered than registered. Continuing government focus on the effect of birth planning ignores the more fundamental institutional barriers inherent in the hukou system.

Chinese citizens commonly take to the internet to voice complaints concerning their daily lives. The political hierarchy in China dictates that local governments are primarily responsible for addressing such grievances. This study investigates how local governments deal with online complaints and finds that they respond in a variety of ways and that their choice of a particular form of response is shaped by the pressure generated by the complaint and the cost of resolving it. This study contributes to the understanding of government responsiveness in China by directly assessing the quality of governmental responses and by measuring the pressure and costs faced by the government when dealing with online complaints. It also explains how the Chinese government, without having to rely on censorship, shields regime legitimacy from media exposure.

Research suggests that cause lawyers are a diverse group. Death penalty lawyers with attachment to political institutions and a strong commitment to procedurals tend to have a unique path to professional identification, participation in the legal process and acquiring the ability to affect case outcomes. Borrowing from Hilbink's typologies and Liu and Halliday's analytical framework, this study examines in detail the practices of proceduralist and progressive elite lawyers. It uses a high-profile capital case, the Nian Bin case, as a case study to analyse the motivation and strategies of the lead defence lawyer in the context of progressive proceduralist cause lawyers. Relevant theoretical and policy implications as well as suggestions for future studies are discussed.

Drawing on ethnographic data from the sanitation industry in Wenzhou and Guangzhou, we investigate different patterns of work organization in each city. We find that supplementary informal work can serve to subsidize low family income and therefore stabilize formal but exploitative work. In Wenzhou, the family team model creates time and space for one spouse to engage in informal work while still receiving a wage from the employer. This additional informal work significantly increases net family income, which neutralizes worker demands for better wages and working conditions in the formal sector. In contrast, Guangzhou workers are subject to relatively rigid spatio-temporal controls, impeding them from participating in informal work to supplement their formal wages. Despite receiving higher wages and more benefits, these workers are highly wage dependent and express much greater discontent than their equivalents in Wenzhou. Theoretically, we contribute to the literature on informality through a discussion of “ancillary informal work,” highlighting how access to certain kinds of informal work both subsidizes and is facilitated by formal sector employment.

This article develops an integrated perspective to study whether formalization can significantly reduce precariousness for informal workers. This perspective combines the analysis of employment dualism with that of rural–urban dualism and the analysis of the production sphere with that of the social reproduction sphere. By applying this integrated framework to the case of a state-owned enterprise (SOE) in China, this article finds that formalization does little to reduce precariousness for the migrant agency workers there. Migrant agency workers in China are in a precarious position not only because of their employment status but also because of their incomplete citizenship and the commodification of social reproduction materials. With the compensation gap between formal and agency workers narrowed primarily owing to the deterioration of formal employment, formalization has little effect on increasing the income of agency workers or alleviating the financial pressure upon them in the sphere of social reproduction; neither can formalization raise migrants up to full citizenship or reduce related precariousness.

This article employs a feminist political economy perspective to explore the connection between e-commerce, entrepreneurship and gender in rural China. It discusses gendered engagement with, and discourses of, the new digital economy represented by Taobao villages, and asks: how has the success of rural e-commerce impacted the evolving gender mandate and hierarchy in a competitive market economy in rural China? Has rural women's participation in digital economic activities changed their gendered roles and the patriarchal structure in their family and village? This article argues that women's socioeconomic enablement does not necessarily translate into cultural and political empowerment. The enabling potential of female entrepreneurship is tempered by traditional constraints on women and digital capitalist exploitation of their cheap, flexible and docile labour.

Using examples from village reconstruction programmes in rural China, we show that local cadres often prioritize project visibility over publicized policy goals. While central policies and the academic literature emphasized land reclamation or rural welfare, local cadres – and the projects they designed – tended instead to focus on projecting an image of urban, wealthy villagers. Where such image-driven behaviour is most deleterious to villagers, it can evince opposition. We observe that some areas avoid conflict by making these projects voluntary or adjusting projects to local conditions. However, we provide a case study of a village with strong village leadership, showing that contrary to recent claims that village cadres are increasingly impotent, some maintain the authority to override widespread objections from villagers.

As Chinese investors set up business operations in Africa, disagreements between Chinese and Africans regarding work attitudes have emerged. A prevailing view is that cultural differences cause tensions between groups with regards to the meaning of “hard work,” “discipline” and “eating bitterness.” However, we argue that conflicting perceptions of work ethics between Chinese and Africans are instead caused by evolving notions of time that accompany a transition from a pre-capitalist manner of production to that of industrial capitalism. First, we refute the assumption that culture determines work ethics. Second, we show that when a society industrializes, its notions of work ethics and time perception change; we then show how China's industrialization impacts its approaches to operations in Africa. Third, we use two case studies of Chinese investments in Tanzania and Ethiopia to illustrate how Chinese managers are changing African workers’ attitudes through time discipline. Finally, we discuss the implications of a convergence of work ethics between Chinese and Africans.

In May 2017, Taiwan's Constitutional Court reached a landmark decision that marriage should be opened to same-sex couples within two years, making Taiwan potentially the first country in Asia to realize marriage equality. How can we explain the success of the LGBT movement here? I argue that explanations based on cultural proclivity, public opinion, and linkages to world society, are inadequate. This article adopts a “political process” explanation by looking at changes in the political context and how they facilitate the movement for marriage equality. I maintain that electoral system reform in 2008, the eruption of the Sunflower Movement in 2014, and the electoral victory of the Democratic Progressive Party in 2016, stimulated Taiwan's LGBT mobilization, allowing it to eventually overcome opposition from the church-based countermovement.

In spring 1962, 60,000 individuals fled from northern Xinjiang into the Soviet Union. Known as the “Yi–Ta” incident, the mass exodus sparked a major flare up in Sino-Soviet relations. This article draws on declassified Chinese and Russian-language archival sources and provides one of the first in-depth interpretations of the event and its aftermath. It argues that although the Chinese government blamed the Soviet Union for the Yi-Ta incident, leaders in Beijing and Xinjiang also recognized the domestic roots of the disturbance, such as serious material deficits in northern Xinjiang and tensions between minority peoples and the party-state. The Chinese government's diplomatic sparring with Moscow over the mass exodus reflected Mao Zedong's continued influence on Chinese foreign policy, despite claims by scholars that Mao had retreated from policymaking during this period.

Increasing numbers of Chinese and Japanese speakers have been reporting that their ability to handwrite Chinese characters has been steadily diminishing, a phenomenon which is most likely a result of the growing reliance upon digital technologies. This so-called “character amnesia” has recently attracted a great deal of concern from a large number of observers, especially within the People's Republic of China. Unsurprisingly, many of the concerned participants involved in the discourse on this issue tend to rely on various empirical means in order to illustrate why they consider “character amnesia” such a worrying phenomenon. This article argues, however, that the bulk of this empirical support is unreliable and/or invalid. The article also suggests possible amendments which could hopefully lead to a better understanding of this important subject.
