California has now largely completed a process for establishing marine protected areas (MPAs) that may be considered a model for other jurisdictions seeking to meet obligations under the Convention on Biological Diversity. In the Californian process, a team of scientists established guidelines on the size and spacing of MPAs, as well as requirements for habitat representation and replication. The final outcomes, in terms of proportion of the coast encompassed by MPAs and the distribution and sizes of MPAs, were largely a result of decisions taken by the advisory scientists, rather than by the designated decision makers. Future legislation must recognize the uncertainties associated with benefits of MPAs and specifically allow for adaptive management including explicit experimental tests of uncertainties. The science team should define at the outset the major uncertainties about impacts, and deliberate experimentation and adaptive management should be essential parts of each design. Future legislation should be much more specific about the objectives of the MPAs and specify the percentage of the area that should be set aside as MPAs. Finally, quantitative models rather than guidelines should be used to evaluate the consequences of alternative designs.

The conservation of many species depends on sustainable economic activities that shape their habitats. The economic use of these anthropogenic habitats may change quickly owing to world trade globalization, market reorientations, price volatility or shifts in subsidy policies. The recent financial crisis has produced a global impact on the world economy. How this may have affected the use of habitats beneficial to biodiversity has not yet been documented. However, consequences could be particularly acute for species sensitive to climate change, jeopardizing long-term conservation efforts.

Many conservation interventions seek to change resource users' behaviour through the creation and enforcement of rules. Their success depends on changing the incentives of potential rule-breakers and those who monitor and enforce compliance. Project implementers may use payments to encourage monitoring and sanctions to deter rule breaking but there has been little research to examine the effectiveness of such approaches in promoting compliance with conservation rules. The effects of payments and sanctions on poaching in a hypothetical community-based conservation project were investigated using an individual-based model incorporating individual heterogeneity and a realistic range of behaviours. Individuals could choose to poach, monitor others' behaviour, or ‘cheat’ (claim a fee without actually monitoring behaviour). They could also invest in avoidance to reduce their probability of being detected breaking rules. Community-level outcomes emerged from individuals’ choices and strategic interactions. The model demonstrates that payments and sanctions can interact strongly with one another and that their effects depend on the economic context in which they are applied. Sanctions were more reliable than payments in reducing poaching and, in some circumstances, payments produced perverse effects. It is thus important to consider individual-level heterogeneity and strategic decision-making when designing interventions aimed at changing human behaviour.

Extractive reserves account for a significant proportion of the remaining intact forest within Brazilian Amazonia. Managers of extractive reserves need to understand the livelihood strategies adopted by rural Amazonians in order to implement projects that benefit the livelihoods of local residents whilst maintaining forest integrity. Whilst resident populations are often descended from immigrant rubber-tappers, dynamic economic and social conditions have led to a recent diversification of land-use practices. This two-year study in two large contiguous extractive reserves encompassing both unflooded (terra firme) and seasonally flooded (várzea) forest, shows the degree to which local livelihood strategies of different settlements are heterogeneous. Extractive offtake of forest products and fish catches and agricultural activities, together with income from sales, for 82 households in 10 communities were quantified in detail by means of weekly surveys. The survey data were combined with interviews to examine the demographic and wealth profile, and engagement in alternative activities, in 181 households across 27 communities. All households and communities were engaged in all three subsistence activity types, but there was large variation in engagement with income-generating activities. Households within a community showed considerable congruence in their income-generating activity profiles, but there was significant variation between communities. Yields from agriculture and fishing were more temporally stable than extraction of highly-seasonal forest products. Generalized linear mixed models showed that forest type was consistently important in explaining yields of both agrarian and extractive products. Communities with greater access to terra firme forest were inherently more agricultural, and strongly committed to manioc production. Communities with greater access to flooded forest, however, showed a greater dependence on fishing. Conservation should be more attuned to the diversity and dynamism of livelihood strategies in protected areas; in particular, reserve managers and policy makers should account for the effect of local variation in physical geography when designing sustainable development projects.

Brazil's rate of deforestation has declined by more than 70% since 2004, a dynamic unimaginable even a decade ago. Even the worst drought in more than 100 years (2010) produced a flat clearing profile from 2009–2010, an unexpected result, since dry periods usually have clearing spikes. While deforestation continues throughout the tropics (and Amazonia), and the recent change in Brazil's Forest Code has produced a modest increase in deforestation, there are significant processes that are slowing clearing and fostering woodland recovery. This paper outlines the multiplicities and interdisciplinarities of political ecologies, policies, politics scientific approaches and technologies that have moderated forest conversion and shaped Amazonia's unusual, and unusually effective development and conservation conjunctures in Brazil's post-authoritarian period. New institutional framings, ideologies, political decentralization, globalizations and an expanded arena for new social movements and civil society provided the context for this transformation. Changing environmental institutions, discourses and the relatively redistributive social pact that underpinned President Ignacio (Lula) da Silva's administration had a significant role in promoting more resilient land uses, monitoring, compliance and new markets, while regional social movements and national and international commodity boycotts affected more damaging ones. Finally, other forms of payment for environmental services, such as REDD (Reducing Emissions from Deforestation and forest Degradation) and REDD+ are changing the value of standing forests. This paper describes how complex interdisciplinarities shaped the politics, policies and practices that slowed forest clearing. However, Amazonia's politics are extremely dynamic: destabilizing processes, violence and indifferent national leadership could still reverse this remarkable turnaround.

Amazonia is one of the world's leading suppliers of timber and the Amazonian timber industry is an important source of regional income, however the economic benefits of this market are associated with environmental damage, mainly when the wood is removed illegally. The Anavilhanas National Park, located in the Brazilian state of Amazonas, has been subjected to illegal logging and elaboration of control programmes requires knowledge of the distribution of timber species and the intensity of logging. This study examines the density and growth rate of the five most harvested tree species in the Park, the spatial distribution of illegal logging operations and their effects on population structure. In total, 2332 trees with diameter at breast height greater than 10 cm, as well as stumps of cut trees, were sampled, and dendrochronology was used to estimate growth rates. Some size classes of Virola surinamensis trees and species within the family Lauraceae decreased in abundance as harvesting intensity increased. Growth rates of the most abundant species of Lauraceae, Ocotea cymbarum, were high, indicating stands may recover quickly when harvesting stops. The population structure of Calophyllum brasiliense showed no negative effects due to logging, but its low growth rate and stand distribution suggest that continued exploitation may endanger these populations. Logging had no detectable negative effects on the size structure of populations of Macrolobium acaciifolium or Hevea spp., and their high growth rates suggest that they will not be threatened by current logging rates. Overall growth rates in the Anavilhanas archipelago are higher than those recorded in other black-water floodplain forest (igapó). Logging of most species (except Lauraceae spp., which have the highest market value) is concentrated in the southern region of the Park, which has more human settlements close by. There was no general relationship between harvesting intensity and geographic distance to human settlements, but there was a tendency for harvesting to be higher in sites with concentrations of trees of high market value. Potential strategies to control illegal logging activities in the Anavilhanas archipelago include encouragement of sustainable logging in Park buffer zones and stimulation of ecotourism initiatives in the southern region of the Park. Ecotourism development can provide an economic alternative to illegal logging for local communities and inhibit logging by increasing vigilance.

The scientific literature (including some of the most high-profile papers) on the ecological and fisheries effects of permanent no-take marine reserves is dominated by examples from hard tropical and warm temperate ecosystems. It appears to have been tacitly assumed that inference from these studies can directly inform expectations of marine reserve effects in cooler temperate and cold temperate waters. Trends in peer-reviewed studies indicate that the empirical basis for this assumption is tenuous because of a relative lack of research effort in cooler seas, and differences between tropical and temperate regions in ecology, seasonality, the nature of fisheries and prevailing governance regimes.

Assessment of the suitability of anthropogenic landscapes for wildlife species is crucial for setting priorities for biodiversity conservation. This study aimed to analyse the environmental suitability of a highly fragmented region of the Brazilian Atlantic Forest, one of the world's 25 recognized biodiversity hotspots, for forest bird species. Eight forest bird species were selected for the analyses, based on point counts (n = 122) conducted in April–September 2006 and January–March 2009. Six additional variables (landscape diversity, distance from forest and streams, aspect, elevation and slope) were modelled in Maxent for (1) actual and (2) simulated land cover, based on the forest expansion required by existing Brazilian forest legislation. Models were evaluated by bootstrap or jackknife methods and their performance was assessed by AUC, omission error, binomial probability or p value. All predictive models were statistically significant, with high AUC values and low omission errors. A small proportion of the actual landscape (24.41 ± 6.31%) was suitable for forest bird species. The simulated landscapes lead to an increase of c.30% in total suitable areas. In average, models predicted a small increase (23.69 ± 6.95%) in the area of suitable native forest for bird species. Being close to forest increased the environmental suitability of landscapes for all bird species; landscape diversity was also a significant factor for some species. In conclusion, this study demonstrates that species distribution modelling (SDM) successfully predicted bird distribution across a heterogeneous landscape at fine spatial resolution, as all models were biologically relevant and statistically significant. The use of landscape variables as predictors contributed significantly to the results, particularly for species distributions over small extents and at fine scales. This is the first study to evaluate the environmental suitability of the remaining Brazilian Atlantic Forest for bird species in an agricultural landscape, and provides important additional data for regional environmental planning.

The implementation of an international programme for reducing carbon emissions from deforestation and degradation (REDD) can help to mitigate climate change and bring numerous benefits to environmental conservation. Information on land change modelling and carbon mapping can contribute to quantify future carbon emissions from deforestation. However limitations in data availability and technical capabilities may constitute an obstacle for countries interested in participating in the REDD programme. This paper evaluates the influence of quantity and allocation of mapped carbon stocks and expected deforestation on the prediction of carbon emissions from deforestation. The paper introduces the conceptual space where quantity and allocation are involved in predicting carbon emissions, and then uses the concepts to predict carbon emissions in the Brazilian Amazon, using previously published information about carbon mapping and deforestation modelling. Results showed that variation in quantity of carbon among carbon maps was the most influential component of uncertainty, followed by quantity of predicted deforestation. Spatial allocation of carbon within carbon maps was less influential than quantity of carbon in the maps. For most of the carbon maps, spatial allocation of deforestation had a minor but variable effect on the prediction of carbon emissions relative to the other components. The influence of spatial carbon allocation reaches its maximum when 50% of the initial forest area is deforested. The method can be applied to other case studies to evaluate the interacting effects of quantity and allocation of carbon with future deforestation on the prediction of carbon emissions from deforestation.

Policies play a pivotal role in determining land change. Uruguay has been subject to first a rise and then decline in plantations of exotic trees as a result of internal Uruguayan government policies, and a recent substantial increase in soybean cultivation that may be attributed to Argentinean policies. To properly assess the relationship between land change and changes in land-use policies, vegetation change for Uruguay from 2001 to 2009 was mapped using MODIS imagery. Between 2001 and 2009, the area covered by exotic tree plantations declined by 1435 km2, and 34 681 km2 of herbaceous cover was converted to agricultural cover, mainly soybean cultivation. Uruguay and Argentina implemented land-use policy changes following the 2002 economic collapse. Rapid increase in exotic tree plantations, mainly in the 1990s, may have been stimulated by Uruguayan government incentives, while their recent decline coincides with the subsequent elimination of these incentives. The rapid increase in soybean production may be largely attributed to recent tax regimes in Argentina and lack of export tax in Uruguay combining to provide a favourable financial climate for Uruguayan soybean cultivation. Soybean cultivation is predicted to continue to expand in Uruguay, while exotic tree plantations should also increase in importance owing to the recent establishment of the world's largest pulp mill.

Seamounts throughout the world's oceans can support diverse and abundant fish communities. Many have been subject to commercial deep-sea bottom trawl fisheries and have exhibited ‘boom and bust’ characteristics. There is growing concern about the effect of fishing on fragile and vulnerable benthic invertebrate species. This review examines why deep-sea fisheries have generally failed, and recommends measures that are necessary to improve their sustainability. Much is based on lessons learned in the south-west Pacific that may be more generally applicable to global deep-sea fisheries. Sustainable fisheries require highly precautionary feature-based catch limits, and credible and timely stock assessment advice. Management also needs to consider fishing impacts on the benthic habitat, and while reducing and spreading fishing effort on seamounts is beneficial for fish stocks, it can have a negative effect on the benthos. To balance exploitation and conservation, elements of spatial management are required, whereby some seamounts are protected before any fishing has occurred. Protected areas should include entire seamounts, and multiple seamounts in a network. A management regime should incorporate closed seamounts, open seamounts for fishing, and management of adjacent slope areas where these are important for the productivity of fish and invertebrate populations.

Throughout the world tourism is a tool for economic growth, conservation and improved quality of life for local residents, yet negative environmental impacts and economic leakages are common. Since the impacts of tourism are variable, it is important to understand which businesses are providing conservation and community benefits. Commercial success is often cited as an important determinant of sustainable behaviour, however, little research examines relationships between commercial success and provision of conservation and community benefits. Tour operators (businesses that organize and run tours) and agencies (businesses that sell tours operated by others) offering nature-based tours and travel services in Costa Rica were surveyed to answer the following questions: is commercial success in tourism ventures associated with conservation behaviour and the provision of benefits to local communities? If so, what factors are most associated with commercial success? Commercially successful entrepreneurs provided environmental education to visitors, supported conservation groups or initiatives, reduced, reused and/or recycled waste, used environmentally friendly equipment, and built formal partnerships with community members. Typically, these entrepreneurs had larger businesses, greater perceived success (relative to other similar businesses), and more growth (both in terms of visitors and employees). However, the extent to which entrepreneurs educated and employed local people, purchased supplies locally, and patronized local hotels and lodges was not related to commercial success. Overall, a relationship existed between an entrepreneur's level of commercial success and the provision of conservation benefits, but there was little evidence supporting a relationship between commercial success and community benefits. Nevertheless, most tourism businesses reported that they do provide benefits to local communities regardless of their level of commercial success. Therefore, in a country like Costa Rica, with a long history of using tourism as a conservation and community development tool, this study showed that tourism can benefit the environment and local people.

Human population is a predictor of mammal extinction risk, an indicator of conservation conflict and habitat conversion, and is thus associated with the threats to primate species. Priority areas that represent endemic primates in Atlantic Forest were identified where all counties had the same cost or where the costs of counties varied according to human population size (HPS); networks for both approaches consisted of nine counties. In the networks without human constraint, the average HPS was not higher than expected by chance alone. In the approach with human population constraint, HPS was not lower than the average of the null distribution. Although it is possible to minimize human conservation conflict, available occurrence data of endemic primates seems to be related to highly populated areas. The sum of HPS is greater in counties with some occurrence data than expected by chance. Conservation conflicts in the Atlantic Forest will continue to exist once this is the Brazilian most populous region, and data availability is directly related to counties' HPS. Field surveys are necessary to minimize Wallacean shortfall and efforts must be made to maintain the few natural areas remaining in this biome to promote the conservation of endemic primates and other biodiversity elements.

Red-legged partridge (Alectoris rufa) populations have significantly declined in the Iberian Peninsula (by > 50% between 1973 and 2002). This decline has been attributed to the drastic changes that have occurred in traditional agricultural landscapes, among other factors. This paper assesses the relationship between landscape change and the changes in areas favourable to partridges. The areas favourable to partridges in Andalusia (southern Spain), and the environmental and land-use factors that determined these areas, were identified for both the 1960s and the 1990s. Land-use changes were analysed both throughout the study area and for areas where favourability for partridges has either improved or worsened during recent decades. Both the location and the factors determining areas favourable to red-legged partridges have changed substantially over recent decades. In the 1960s, areas favourable to partridges were associated mainly with natural vegetation in mountainous areas, whereas, by the 1990s, favourable areas were associated with large low-lying croplands; such change may be attributable to regional land-use changes. The percentage area of the main natural vegetation variables positively correlated to partridge favourability in the 1960s model (mainly pastures and open scrubland) had decreased in areas that had become unfavourable to the species (such as mountain areas), and risen where partridge favourability increased. By the 1990s, the land area favourable to partridges had decreased by c. 10% (c. 6000 km2) in southern Spain, whereas land use unfavourable to partridges markedly increased (> 100%; an increase of c. 3000 km2). Landscape suitable for partridges has thus become severely impoverished over recent decades in the Iberian Peninsula. Management measures aimed at improving the landscape for farmland birds should be encouraged to conserve red-legged partridge populations in southern Spain.

Studies of marine reserves typically focus upon differences in the size and abundance of target organisms inside versus outside reserve borders, but they seldom provide spatially explicit measurements of how reserves influence mortality rates. This study investigated mortality rates for female California spiny lobster (Panulirus interruptus) at multiple sites inside and outside of three marine reserves at the Santa Barbara Channel Islands, California, USA. Mean total mortality (Z) of female lobsters was lower at sites inside reserves (Z = 0.22 [± 0.05 SE]) than at sites outside reserves (Z = 0.59 [± 0.02 SE]). Mean mortality at all sites inside reserves, and among sites near reserve centres (where Z = 0.17 [± 0.05 SE]), was similar to estimates of natural mortality for other temperate spiny lobster species. Among sites inside reserves, there was a positive relationship between mortality and proximity to reserve borders, but this relationship was absent among sites outside reserves. Mortality estimates were much more variable among sites inside reserves than at sites in fished areas. This variation is probably due to differential emigration rates from the three reserves, as well as site-specific ecological factors that influence population structure, demonstrating the importance of spatially explicit reserve sampling and understanding how ecological heterogeneity influences fisheries models.

Brazil nut collection is key to reconciling sustainable economic development with forest conservation in the Amazon. Whether the activity is profitable, however, remains uncertain due to the paucity of information on spatial distribution and productivity of trees as well as the costs of collection and processing. To fill this gap, this study developed and used a spatially-explicit rent model of Brazil nut production to assess yields and potential profits (rents) from the Brazil nut concessions in Madre de Dios (Peru), under three scenarios of processing and management (unshelled, shelled and shelled-certified nuts). Potential annual production in the region was estimated to be 14.1 ± 2.4 thousand tonnes of unshelled nuts; at 2008 regional sale prices this corresponded to profits of between US$ 3.1 ± 0.5 ha−1 yr−1 for unshelled nuts to US$ 8.4 ± 1.4 ha−1 yr−1 for shelled-certified nuts. Investment of c. US$ 14−17 ha−1 is required to develop certified production in Madre de Dios concessions; this would approximately triple rents in these areas. Such investment could be channelled through REDD+ projects; sustainable management of Brazil nut concessions may contribute to a 42–43% reduction in deforestation in Madre de Dios by 2050.

Conservation policy typically excludes people from national parks and manages encroachment by law enforcement. However, local people continue to extract resources from protected areas by boundary encroachment and poaching. This paper quantifies the patterns of illegal resource extraction from Kibale National Park in Uganda, the demand for Park resources by communities bordering the Park, and examines whether designated resource access agreements reduce illegal extraction. Sections of the Park boundary were examined and human entry trails, wood extraction, livestock grazing, and animal poaching signs were quantified. Levels of illegal extraction were compared with the demand for and admitted illegal access to resources inside the Park, collected in a survey of households located near the Park. Extraction was also compared between villages with and without negotiated resources access agreements. The most wanted and extracted resource from the Park was wood for fuel and construction. Implementation of resource access agreements with local community associations was found to be an effective means of reducing illegal extraction, but only if the association members profited from the agreement.

Incentives used to encourage local residents to support conservation range from integrated conservation and development projects (ICDPs), which indirectly connect improved livelihoods with biodiversity protection, to direct payments for ecosystem services (PES). A unique hybrid between these two strategies, the Arabuko-Sokoke Schools and Ecotourism Scheme (ASSETS), provides secondary-school bursaries to encourage stewardship of a biodiverse highly-imperiled Kenyan forest. Household surveys and semi-structured interviews were used to assess the effectiveness of ASSETS by comparing attitudes and perceptions toward the forest among scheme beneficiaries and non-beneficiaries. The most commonly identified benefit of the forest was resource extraction (for example fuelwood), followed by ecosystem services (such as source of rain). Those in favour of forest clearing tended not to be ASSETS beneficiaries, were less-educated, and were less likely to mention ecosystem services and tourism as forest benefits. ASSETS appears to shape pro-conservation attitudes among beneficiaries and foster a sense of responsibility toward the forest. Challenges for ASSETS are similar to those faced by many conservation and development projects, namely unsteady funding and the risk that the extremely poor may be overlooked. ASSETS may serve as an effective hybrid between the PES and ICDP approaches, and such educational support provides a promising conservation incentive.

No-take marine reserves directly promote the recovery of predatory species, which can have negative indirect effects on prey populations in reserves. When harvesting also occurs on prey species there is potential conflict between the direct and indirect effects of protection, and reserves may not have conservation benefits for prey species. For example, sea urchins are fished in many regions, but may decline in reserves due to increased predation rates. To investigate this potential conflict, this paper compares density, size, biomass and reproductive potential of both a harvested and an unharvested urchin species between a long-term reserve and unprotected sites in California. Consistent with density-mediated indirect interactions, densities of the unharvested species were 3.4-times higher at unprotected sites compared to reserve sites. However, for the harvested species, densities were comparable between reserve and unprotected sites. Both species were consistently larger at reserve sites, and the biomass and reproductive potential of the harvested species was 4.8- and 7.0-times higher, respectively, than at unprotected sites. This is likely due to differences in size-selectivity between harvesting and predators, and potential compensatory effects of predators. While the generality of these effects needs to be tested, these results suggest mechanisms whereby reserves can benefit both predator and prey species.

Payment for ecosystem services (PES) has been widely promoted as an effective and efficient model for conservation; however, few studies have empirically examined how the market-based approach interacts with farmer's decision-making processes and their abilities to sustain new conservation practices. This paper examines the sustainability of a PES silvopastoral programme in Colombia from peasant farmers’ perspectives. Programme participants were asked questions regarding their perceived ability to continue with the silvopastoral practices, the influence of the economic benefits and contracts on behavioural change, and the programme's impacts on self-determination, innovation and social learning; factors considered critical for sustained resource management. While the participants expressed a need for the PES programme practices, less than half stated that they would continue with the silvopastoral measures and only 13% understood that part of their contractual commitment was to conserve forests. Ten per cent of the participants considered themselves the principal decision-maker in the farm-level changes and only one participant had altered the prescribed practices, despite a common perception that some techniques were not suitable for the region. The results suggest a need to re-examine the degree to which the PES model in fact encourages adaptive management practices and sustained land-use behaviours in peasant communities.
