Le 21 mars 1992, la majorité des électeurs de la république du Tatarstan s'exprime en faveur de la constitution d'un État souverain, « sujet de droit international réglant ses relations avec la Russie et les autres républiques sur des traités fondés sur le principe de l'égalité entre les parties ». Le Tatarstan vient-il subitement de devenir un État digne de reconnaissance internationale ? D'une superficie de 68.000 km2, campée entre la Volga, voie de communication commerciale nord-sud de la Russie et le massif de l'Oural, frontière imaginée de l'Europe, la république du Tatarstan, territoire historique des Tatars dits « de la Volga », constitue, de manière paradoxale, le cœur géographique de la Russie. Au xixe siècle, Alexandre Dumas disait déjà de sa capitale, Kazan, qu'elle « est une de ces villes que l'on voit à travers le mirage de l'histoire. Ses souvenirs tatars sont encore si frais que l'on ne pent s'habituer à voir en elle une ville russe, bien qu'elle en partage le désordre ». Le Tatarstan doit-il être considéré comme une région russe ou bien comme une nation distincte ? Si le résultat du référendum nous incite à entrevoir l'émergence politique d'une nation, l'analyse de la structure de la société du Tatarstan, ainsi que l'examen des événements et des stratégies politiques dans la république et dans les relations de celles-ci avec le pouvoir central soviétique puis russe conduit à relativiser la portée de cette volonté d' « indépendance » et à s'interroger sur les objectifs réels de celle-ci.

Um 1880 fand in Deutschland eine heftige Kontroverse statt, die von der Berliner Universität ausging, welche dann auch am stärksten in sie involviert war. Entfesselt wurde der Streit durch einen Artikel in den Preußischen Jahrbüchern vom November 1879. Autor und späterer Wortführer der einen Seite war der Berliner Historiker Heinrich v. Treitschke. Seine Kontrahenten auf der anderen Seite waren insbesondere sein Berliner Fachkollege Theodor Mommsen sowie der Begründer der Marburger Schule des sogenannten Neukantianismus, der Philosoph Hermann Cohen.

Most of the subjects concerned with Israel, such as the location of the military and militaristic culture, are heavily distorted in comparison to other themes prevalant in the discourse and the debates in the social sciences, very much like the other issues linked with the Jewish-Arab conflict and Jewish-Arab relations (Kimmerling, 1992). Ideological and value loaded considerations blur the issue, making even the usage of the term ‘militarism’ in the canonical textbooks a taboo in Israel. The main purpose of this paper is three-fold: 1) to present a brief survey of the present state of the literature on so-called ‘civil-military relations’ in Israel, from which 2) a revision can be made of the overall impact of the Jewish-Arab conflict and the militarization of Israeli society. This will be followed by 3) a reformulation of the effect of militarization on the institutional and value spheres of the Israeli collectivity.

Devant le public, on ne peut jamais être soi-même, on joue au contraire certains rôles conditionnés dans telles situations par telles équipes désignées ou celles, virtuelles, dont on est membre (c'est-à-dire des équipes qui n'existent qu'à travers l'anticipation que font les acteurs des comportements qu'auraient tous leurs membres s'ils étaient présents ou à la place de l'acteur considéré).

When we raise the question of how ethnic groups are formed, how they evolve and how they persist over time, it is here as elsewhere good practice to start by interrogating the classical contributions to sociology. Of the sociological classics, Max Weber provides unquestionably the most significant early discussions and the most explicit contribution on ethnicity. Michael Hechter (1976, 1978) has, most directly perhaps, drawn attention to Weber's contribution and in turn tried to resolve, by means of his concept of the ‘cultural division of labour’ what he saw as difficulties in Weber's typology of class and status groups. Hechter thus addressed a theme arising from Marxist debates on class, race and ethnicity (e.g., Bonacich, 1972, 1973) in the early seventies that in recent years has reached a high level of maturity (e.g., Wolpe, 1986). Neither Hechter's thesis nor the Marxist discussion, however, deal with what I believe lies at the core of Weber's conception of ethnicity.

Much literature has been written on why men rebel. However, the whole of human history can be characterized as a reason for why men rebel; the last four thousand years have presented us with one sorry set of oppression and exploitation after another. Basically, normal life for human beings has consisted of small groups of people taking advantage of larger groups of people. The real puzzle is why the larger groups of people don't rebel against the smaller groups of people more often. Perhaps the most important question is not why men rebel, but how they rebel. How does an individual gain the confidence or courage to take the tremendous risks involved in a rebellion? How does a rebellion sustain itself against the powers of the established regime?

Transformations of society-wide organizing principles or, ‘systemic’ features, of property relations are rare historical occurrences and constitute crucial aspects of social change. The recent architectonic rearrangement of the societies of East-Central Europe is especially remarkable as it represents a move away from a unique, very large-scale, comprehensive social experiment concerning the use of state power in establishing and maintaining putative ‘socialist property’ as a ‘systemic’ principle. The ongoing move away from that experiment—the post-state-socialist transition—is a vector with an unmistakable point of departure and a quite nebulous direction.

It is a commonplace observation of most sociology textbooks and of many historical discussions that the label or name ‘sociology’ was invented by Auguste Comte in the 1830s. I will raise no dispute concerning this, since none is possible, but I will strongly confront an often made corollary from this observation, namely that the discourse or conceptual frame of sociology was also invented or formulated by Auguste Comte. I will maintain that such a conclusion is preposterous.

James Harrington gilt nach den Arbeiten von John Pocock als zentrale Figur der Vermittlung des von Hans Baron so bezeichneten Denkens des ‘civic humanism’ von den Theoretikern der italienischen Stadtrepubliken der frühen Neuzeit (Bruni, Machiavelli, Guicciardini, u.a.) zu den Liberalen und Republikanern in England und Amerika im 18. Jahrhundert. Iain Hampsher-Monk behauptet sogar, sein Einfluß im 18. Jahrhundert überstrahle den von Hobbes und Locke. Dabei sind seine Theorien im 18. Jahrhundert durchaus selektiv rezipiert worden, wie normal in Fällen der Rezeption unter veränderten historischen Bedingungen. Harrington schrieb zur Zeit des englischen Commonwealth, als nach der Hinrichtung von Charles I die Republik unter Cromwell prekär stabilisiert war. Im 18. Jahrhundert wurde sein Name besonders mit der Maxime ‘that power follows property’ verknüpft, die—hier als Annäherung formuliert—eine Abhängigkeit der Verteilungsstruktur politischer Macht von der Eigentumsstruktur postuliert und sowohl analytischen Wert beansprucht als auch normativ gewendet werden kann: die politische Macht geht aus den Eigentumsverhältnissen hervor, und um die Politik zu stabilisieren, ist die Verteilung politischer Macht den Eigentumsverhältnissen anzumessen.

I would like József Böröcz, to speak of continuity in the East European transition—a continuity that links the post-communist status quo with the communist status quo ante. The message of this note is, however, different if not contrary to Böröcz's main proposition epitomized by his illuminating concept of the ‘winking-oppressive’ variant of state socialism.
