The tenets of medical ethics laid down in the Hippocratic Collection are discussed together with their practical limits. The essential dilemmas considered have not changed fundamentally.

Through the evolution of the conscious mind in the human species, nature became aware of itself and can thus, for the first time in more than three billion years of natural evolution, influence and even, to some degree, take control of its own future development according to intentional goals. Since these goals are, at the same time, inevitably our own wishful visions, our species becomes not only nature's managing agent but also morally responsible for the future of nature, including our own future. This essay tries to draw conclusions from evolutionary, ecological, cultural, anthropological and moral perspectives. It not only asks about the place of human beings in nature as some kind of alien intruder, but seeks to understand human cultural evolution as part of nature, as the consequent continuation of natural evolution having become not only self-organized but self-guided and responsibly self-controlled.

Science is not taken for granted any longer. Society, politics and the media frequently pose critical questions tending to censorship or at least control of science. How does science react? On the one hand it cannot exist and develop without freedom: on the other hand this does not mean freedom to amass knowledge at any price and without restrictions. Thus, the scientist must balance freedom and ethical and social responsibility. This paper will reflect on the question of the limitations of science; who should control what and on which criteria

The science system of Western civilization is facing irreversible transformations. These transformations will affect the relationship between the public image of science and the actual practice within the sciences. In a situation in which scientists are increasingly asked ‘what have you lately done for us’, the alleged purity and objectivity of the sciences have to be reconsidered and we have to rethink the place of people in the knowledge produced by the sciences. Bringing together insights from social and historical studies of science, this article argues for the awareness of a more local, historically and socially contingent knowledge production, which – due to this local embeddedness – can lead to a socially more robust science.

The economic crisis in Southeast Asia has provoked a debate on the economic and political culture of the region. Is Asian capitalism really suffering from structural deficiencies or does it only signify the imposition of western ethnocentric values? Inside Southeast Asia, public discussion on the issue of corruption has erupted, involving culturally specific notions of what is acceptable or not. Likewise, unbridled exercise of power increasingly faces an indigenous demand for more accountability of the powerholders. The reform debate that is conducted between Southeast Asians themselves seems to be more promising than western calls for democracy and economic transparency.

Many of the nations of Europe have at some time traced their origins to barbarian tribes that settled inside the Roman Empire in the 5th and 6th centuries. In the course of the 19th and 20th centuries the Early Middle Ages were, as a result, manipulated to racist ends. Not surprisingly, scholars who have worked on the period since 1945 have been concerned to undermine earlier interpretations. In this they have been helped by increasing archaeological evidence and by changes in methodology. The current interpretation of the period is one that emphasizes variety – an emphasis which itself reflects present concerns in Europe.

Plankton are microscopic organisms living in the sea. They are responsible for more than half of the biological production of our planet. They also influence global climate, fisheries and pollution. Understanding the ever-changing distribution of plankton in the ocean is one of the grand challenges of science. The scope of the problem has been well documented in the 20th century, and new research tools should greatly accelerate progress in the 21st century. A particularly promising tool is mathematical simulation of the ecosystem, in which the demographics of plankton populations are derived from the growth and behaviour of individual organisms, each responding to its immediate environment. These use new computer codes, based on the Lagrangian Ensemble method, which are at the leading edge of complexity simulation. When integrated on massively parallel computers they can simulate the individual histories of millions of plankters for several decades. These ‘virtual plankton ecosystems’ help us to understand the complex processes responsible for the ever-changing patterns of planktonic life in the ocean.

In this paper I would like to draw on some of the European Science Foundation's past and present initiatives to illustrate how we might build on its strengths – and overcome its weaknesses – in order to capitalize on European scientific potential during one of the most important periods in Europe's recent history. In effect, I would like to set out my personal vision for the European Science Foundation (ESF). This is certainly a fitting time to be looking forward. We are not only on the brink of a new millennium, the ESF is also celebrating its 25th anniversary this year and should take stock of its past achievements and assess how these can be used to enhance European science over the next two and half decades. More crucially, Europe's social, political and economic landscape is undergoing one of its most radical upheavals, spearheaded by the euro and other facets of European union. These developments will inevitably have a major impact on how science is organized, funded and conducted. Like it or not, science is inextricably linked to Europe's socio-economic environment. The challenge is to develop a strategy, and the associated structures and resources, to place science at the heart of the ‘new Europe’.

The post-war European credo – never again a Europe given over to totalitarian terror and war, but a Europe of peace and freedom – led to the creation in May 1949 of the Council of Europe with the clear political and ideological alignment to build a Europe of common values (democracy, human rights and the Rule of Law), to which the practice of market economy was added. The promotion of those fundamental values constituted the Council's specific mandate and raison d'être together with ever-increasing cooperation patterns. After the end of the Cold War, the organization became the pre-eminent European political institution welcoming, on an equal footing and in permanent structures, the democracies of Europe freed from communist oppression. The Kosovo conflict calls for a hardening of the European resolve to base its future on the defence of human dignity, respect for the individual, the Rule of Law and pluralist democracy, indispensable in fostering a common European identity. Setting-up of regional and European cooperation and integration structures has been an important step forward, but must be complemented by the conviction and determination to forge a common European destiny.

Ten non-violent revolutions are considered, characteristic for the second half of the 20th century, that profoundly changed our world and our perception of it. Perhaps the most important of those, the demographic revolution, resulted in unprecedented changes both in population size and structure. An attempt is made to analyse the ‘big perhaps’, some of the incompletely comprehended economical, medical, social, ethical and political consequences of present and projected demographic changes.

here is a long and beneficial tradition of international collaboration in science and technology. There are, however, trends working against collaboration, and tensions between (for example) collaboration and competition, and European integration and increasing emphasis on national competitiveness. It is therefore important to have a clear understanding of when and in what form international collaboration is desirable. This paper considers these issues, drawing lessons from CERN – the European Laboratory for Particle Physics. CERN, which pioneered European collaboration, is now becoming in a sense a world organization. Physicists from 47 countries will participate in experiments at CERN's next project, the Large Hadron Collider (LHC), which is set to be the first megascience project constructed by a global partnership, driven ‘bottom up’ by the scientists involved. CERN's experience with the LHC could provide an excellent precedent for other projects.

The geography and history of the minorities living under Islam is the subject of a new book by the noted French scholar Xavier de Planhol. This article sets Planhol's work in the context of 14 centuries of Islamic rule over non-Muslim groups. Islam itself was initially the religion of a minority, a fact that helped determine its treatment of Jews, Christians and some other groups as tolerated ‘Peoples of the Book’. Islam conceived of a society in which non-Muslims had a place, as second class citizens, whereas medieval Christendom saw the Jew or Muslim as an outsider who could not be part of society in a real sense. For the Jews in particular, the meeting with Islam was enormously stimulating, and occasional derogatory remarks about Jews, or bouts of persecution, bore no comparison with western anti-Semitism.

The modern world system also comprises a global constellation of languages, arranged in hierarchies and linked by multilingual individuals. The communication value of a language depends on the proportion of the people who speak it, multiplied by the proportion of multilingual speakers. The special characteristics of languages make them into hypercollective goods. In the West language is identified with state. A language of supercentral communication will permit the nations of the European Union to communicate and will exist in a dynamic, precarious balance with the indigenous languages.

Climatic impacts on human health can be direct or indirect. Direct impacts include variations in physical comfort, heat and cold stress, frostbite and – specifically in response to stratospheric ozone depletion – sunburn, sunstroke, skin cancer and (possibly) cataracts. Direct impacts also include death and injury from floods, storms and other extremes of weather. Photochemical air pollutant levels and pollen levels are affected by climate and have been related to asthma, other respiratory problems, and allergies. Through its influence on biological disease agents, climate variability has a major impact on infectious disease emergence and re-emergence, by affecting pathogen maturation and vector reproduction and altering host and vector habitats. Climate change is also predicted to alter regional agricultural yields, with downturns most likely in low-latitude countries where food insecurity often pre-exists.

Developments in biology have raised important questions concerning the ethical basis on which these developments can be applied to human life and to the ecology of the world. This article explores these questions.

The so-called New Biology has given us revolutionary insights into the nature of life and created an upsurge of popular interest in biology. However, it has also fostered an impression of ‘genetic determinism’ which been eagerly put to use in political ideology.

Far from being a simple and monolithic notion, man's biological identity embraces several closely related – but nevertheless partially autonomous – facets. Both the molecular identity and the easily identifiable body and face morphology derive quite directly from a unique set of genes. But the latter interacts, in a highly complex way, with a unique life-history in the progressive moulding of all the individual characteristics of brain functioning that underlie an individualized and evolving mental life, with the attitudes and behaviours that express it.

Traditional humanism emphasized equal rights for all human beings, and consequently the similarity of human beings. Recently it has been pointed out that postmodernism, which can be considered as a modern humanism, focuses on the diversity of mankind. In this paper it is claimed that these two aspects – sameness and diversity of human beings – are both essential to humanism. The history of linguistics, which is closely correlated with the history of humanism, demonstrates that the focus has constantly shifted between uniformity (universality) and diversity.
