A major socio-political change has engulfed Hungary these past few years. This has been accompanied by a considerable growth in, and structural change of, crime which is now the object of open debate : Does it, for example, reflect an anomic society where human values are threatened ?

Ten years after a report to the U.N. Congress detailing the growing importance of international crime, the author asks what danger it brings and how we can try, both on the national and international level, to smother it by building compliance systems rather than by perpetuating the faith in deterrence systems.

In proposing a widened concept of social control, the author supports the microcriminological theory of rational choice by the offender, and illustrates on the macrocriminological level, the hypothesis that social control has structural effects on the distribution, evolution, and severity of crime rates.

When one speaks of penal « inflation » and of the danger that the penal system is losing its role in the regulation of human conduct, one should not be concerned with the severity of the intervention, but with its excessive use, since it is that which creates an attitude of defiance with regard to the law. Criminalisation only has meaning when it is supported by broad consensus and when it can be proven that it contributes to the respect of the norm.
