The camp and the city are both important for understanding the relationship between space and identity in the refugee experience of exile. In the Palestinian example, the camp has emerged as a potent symbol in the narrative of exile although only a third of refugees registered with UNRWA live in camps. Moreover, the city and urban refugees remain missing in most of the scholarship on the Palestinian experience with space, exile, and identity. Furthermore, there is little attention to how refugees understand the concept of the city and camp in their daily life. This article examines how Palestinian urban refugees in the Old City of Damascus conceptualized the relationship between the camp and the city. It illustrates how the concept of the camp remained necessary for the construction of their collective national identity while in Syria. However, the city was essential in the articulation of individual desires and establishing social distinction from other refugees. Thus, during a protracted exile it is in the interstice between the city and the camp, where most urban refugees in the Old City situated themselves, that informed their national belonging and personal aspirations.

This article provides a close reading of two popular Egyptian action films, al-Almani (The German, 2012), the first blockbuster since the 25 January 2011 revolution, and Qalb al-Asad (Lion heart, 2013), both starring Muhammad Ramadan as a socially produced proletarian “thug” figure. Made for Egyptian audiences, the films privilege entertainment over aesthetics or politics. However, they express distinct messages about violence, morality, and revolution that are shaped by their moments of postrevolutionary release. They present the police state in salutary yet ambivalent terms. They offer a rupture with prerevolutionary cinema by staging the failure of proletarian masculinities and femininities that rely on middle-class respectability in relation to sex, marriage, and work. Even as each film expresses traces of revolutionary upheaval and even nostalgia, cynicism rather than hopefulness dominates, especially in al-Almani, which conveys to the middle and upper classes the specter of an ever-present threat of masculine frustration. The form and content of Qalb al-Asad, by comparison, offer the option of reconciling opposing elements—an Egyptian story line with a less repressive conclusion if one chooses a path between revolutionary resistance and accepting defeat.

The post-1948 mass migration of Jews from Arab Muslim countries to Israel is widely seen by scholars as a direct result of decolonization and rising nationalism across the Middle East and North Africa, coupled with the emigration and immigration policies of regional powers. In this article I draw on local histories of northern Morocco to critique the existing literature. I apply new methods to reconceptualize that migratory experience as shaped by social and cultural processes, albeit ones that interacted with nationalist state policies. I provide a multilayered macro- and microanalysis of the process of Jewish emigration from northern Morocco and point to the transregional, interpersonal, communal, and institutional networks that jointly shaped the dynamic character and pace of migration to Israel (and to Europe and the Americas) among local Jews.

In this article, I make the claim that the time has come to re-situate the Gulf historically as part of the Indian Ocean world rather than the terrestrial Middle East. I explore the historical potential of thinking “transregionally” – of what it means to more fully weave the history of the Gulf into that of the Indian Ocean, and what the ramifications are for orienting it away from the terrestrially-grounded literature in which it has long been situated. The promise of an oceanic history, I argue, is both academic and political: first, it opens up the possibilities of new narratives for the Gulf’s past, suggesting new periodizations, fruitful avenues of historical inquiry, and new readings of old sources. But more than that, an oceanic history of the Gulf allows historians to push against the discourses of nativism that have pervaded the public sphere in the Gulf States.

Samy Elmaghribi was a mid-twentieth century Moroccan superstar. From his debut in 1948 through his professional zenith in 1956, the Jewish musician was a ubiquitous presence on radio and in concert. His popularity owed to his pioneering of modern Moroccan music and to his performance of Moroccan nationalism through song and on stage. Elmaghribi's brand of anti-colonial nationalism, however, was not that of any particular political party. Instead, he espoused what might be termed, “Moroccanism,” a territorial nationalism that placed Sultan Mohamed ben Youssef at its center. Like Elmaghribi, it enjoyed widespread support. This study demonstrates that a focus on musical culture gives voice to mainstream forms of Moroccan nationalism that have received little scholarly attention to date. It also points to the active participation of Jews in postwar MENA societies. Finally, this article reconsiders the dynamics of decolonization through study of Elmaghribi's career, which spanned colony and independent nation.

This paper explores the history of the alphabet revolutions in the Ottoman Empire and the Russian Empire, beginning in the 1860s and culminating with the new Turkish alphabet and the Soviet latinization movement in the 1920s. Unlike earlier works that have treated these movements separately, this article traces the origins of the alphabet revolutions to the 19th-century communications revolution, when the telegraph and movable metal type challenged the existing modes of knowledge production and imposed new epistemologies of writing on the Muslims in the Russo-Ottoman space. This article examines the media technologies of the era and the cross-imperial debates surrounding various alphabet proposals that predated latinization and suggests that the history of language reform in the Russo-Ottoman world be reevaluated as a product of a modernizing information age that eventually changed the entire linguistic landscape of Eurasia.

Based on interviews with Lebanese in over 150 mixed-religion marriages and their extended family members, I argue that sect may conceal or stand in for other forms of difference, including ideas about status and hierarchy related to class and regional origin in Lebanon. Because it is the most readily available discourse for understanding social difference, parents often use sectarian rhetoric to describe their concerns about a variety of problems they see in their children's chosen partners. By listening between the lines of parental objections, I suggest that expressions of bias against people of other sects may mask concerns with other forms of social difference, in effect reducing a complex and shifting social field of multiple axes of difference into sect. Rather than assume sectarianism's a priori importance, this approach allows me to bring other discourses of difference and analytic lenses to the foreground.

The emergence of Islamic television in the Arab Middle East is usually explained as part of a Saudi media empire fueled by neoliberal petro-dollars. This article, by contrast, takes seriously the role ideas played alongside changing political economies in the origins of the world’s first Islamic television channel, Iqraa. Focusing on the intellectual and institutional career of “Islamic media” (al-i’lām al-Islāmī) as a category from the late sixties onwards in Egypt, I argue that Islamic television is part of a broader decolonization struggle involving the modern discipline of mass communication. Pioneering Arab communication scholars mounted a quest for epistemic emancipation in which the question of how to mediate Islam became inextricable from the question of what made media Islamic. Drawing on historical and ethnographic research, I show how the idea of Islamic media involved a radical reconceptualization of the Qur'an as mass communication from God and of Islam as a mediatic religion. This positing of an intimate affinity between Islam and media provoked secular skepticism and religious criticism that continue to this day. I conclude by reflecting on how the intellectual history of Islamic media challenges dominant framings of epistemological decolonization as a question of interrogating oppressive universalisms in favor of liberatory pluralisms.

A vast array of narratives found in medieval historical chronicles and literary sources have referenced the particular ways in which the culture associated with the ‘Abbasid caliphate diverged from a binary model of gender. Despite debate about the historical accuracy of these early chronicles, the repeated references to the sixth ‘Abbasid caliph Muhammad al-Amin's non-heteronormativity indicate at least a kernel of truth. This article examines the collective memory construction of al-Amin in the Egyptian series Harun al-Rashid (1997) and two Syrian series, Abna’ al-Rashid: al-Amin wa-l-Ma'mun (The Sons of al-Rashid: al-Amin and al-Ma'mun, 2006) and Harun al-Rashid (2018). These contemporary portrayals of the life of al-Amin simultaneously illustrate the process by which history is altered by authorial perspective and the erasure of nonheteronormative space within the ‘Abbasid caliphate. My own authorial perspective inclines toward an interpretation of al-Amin as queer; through this lens, an inspection of wide-ranging accounts of al-Amin's life reveals the historical biases of his time and our current moment, too, as historians then and now variably recognize al-Amin's queerness in constructing collective memory. Some have argued that anti–al-Amin chroniclers may have engaged in historical revisionism and referred to al-Amin as queer to discredit the caliph, but ultimately, whether or not this is true, the current application of those early references by contemporary screenwriters is the most revealing historiographical decision, as his many representations serve as a mirror for our contemporary subjectivities, interests, and agendas. At a time when queer lives and experiences are notably absent from traditional historical narratives, this article proposes that regardless of the accuracy of the original sources, the absence itself in contemporary portrayals is significant, as patterns of exclusion yield tangible meaning. In this particular case, the ready elimination of queerness from contemporary narratives shows the ways in which queerness is vulnerable to erasure in favor of other, more politically expedient identity characteristics and values.

By using the narrative approach and linking it to feminist research ethics and critical race methodology, this article seeks to understand how non-literacy and poverty hinder low-income women's access to justice and how these women experience the Moroccan state. The state here acts as an oppressive and marginalizing entity in women's lives, but also offers the potential for empowerment. This ethnographic study tells the stories of three victims of gender-based violence to demonstrate that the state needs to (1) set up an efficient and responsive infrastructure for those lacking know-how and money; (2) institute proper training of state agents for implementation of laws and to prevent them from acting on personal opinions and attitudes with regard to women's rights; and (3) strengthen procedures so that state agents can respond expeditiously to the needs and grievances of citizens.

This article traces intersections between Turkey's relations with the League of Nations and violent homogenization in Anatolia in the two decades following World War I. It advances the argument that the strife for creating a homogenous population—a core element of Turkish nation building—was embedded in the international order. This is explained on two levels. First, the article stresses the role of international asymmetries on the mental horizon of the Turkish nation builders. The League's involvement in the allied plans to partition Turkey had the organization wrapped up in a mélange of humanitarian concerns, civilizing doctrine, and imperialist interests. Turkish nationalists wanted to avoid those imperialist pitfalls and overcome international minority protection by means of Turkification. They saw international humanitarianism as an obstacle to their nationalist line. Second, the article highlights the ways in which the League itself supported the Kemalists’ drive for Turkification, either directly, especially in the case of the “population transfer” between Greece and Turkey, or indirectly through prioritizing Turkey's sovereignty over minority concerns.

With the reinstatement of the parliament in 1908, the Ottoman state faced new challenges connected to citizenship. As a policy to finally make citizens equal in rights as well as duties, military conscription figured prominently in this new context. For the first time in Ottoman history, the empire's non-Muslims began to be drafted en masse. This article explores meanings of imperial citizenship and equality through the lens of debates over the conscription of Greek Ottomans, the largest non-Muslim population of the Ottoman Empire. In contrast to the widespread suggestion of the Turkish nationalist historiography on these matters, Greek Ottomans and other non-Muslim populations enthusiastically supported the military service in principle. But amidst this general agreement was a tremendous array of views on what conscription ought to look like in practice. The issue came to center on whether Greek Ottomans should have separate battalions in the army. All units would eventually come to be religiously integrated, but the conscription debates in the Ottoman parliament as well as in the Turkish and Greek language press reveal some of the crucial fissures of an empire as various actors were attempting to navigate between a unified citizenship and a diverse population.

This paper explores shifting notions of Algerian masculinities during the Dark Decade (approximately 1991–2002) as articulated through humor. Both in the period leading up to and during conflict, Algerian cartoonists and joke tellers played with socially accepted norms concerning male behavior. In the armed struggle, however, comedy reflected how the terrifying and random violence that characterized the conflict may have disturbed local gender relations and definitions. The conflict prevented men from practicing masculinity in preestablished ways, most notably through the protection of self, family, and community. The present article contributes to the broader literature on gender during the armed struggle as well as in the Middle East and North Africa more widely, to argue that humor, a critically under-considered aspect of the cultural lives of Algerians and men across the region, provided civilians with space to navigate changes in gender issues brought about by the harrowing circumstances of the Dark Decade.

This article examines the historical roots of juridical moral regulation in modern Egypt, assessing the relationship between modern law and shariʿa through the lens of the influence of the Islamic practice of ḥisba on courts and legislators. The article engages critically with scholarship on Islamic law and postcolonial theory regarding the impact of Western colonialism on law in Muslim societies and problematizes the understanding that shariʿa was secularized in the Egyptian legal culture through the translation of Western legal concepts. Instead, a different narrative is offered, one that recognizes the agency of local actors in the process of secularization and considers the influence of shariʿa in the legal development of contemporary Egypt.

The “new Arab woman” of the early 20th century has received much recent scholarly attention. According to the middle- and upper-class ideal, this woman was expected to strengthen the nation by efficiently managing her household, educating her children, and contributing to social causes. Yet, we cannot fully understand the “new Arab woman” without studying the domestic workers who allowed this class to exist. Domestic workers carried out much of the physical labor that let their mistresses pursue new standards of domesticity, social engagement, and participation in nationalist organizations. This article examines relationships between Arab housewives and female domestic workers in British Mandate Palestine (1920–1948) through an analysis of domestic reform articles and memoirs. Arab domestic reformers argued that elite housewives, in order to become truly modern women, had to treat maids with greater respect and adjust to the major socioeconomic changes that peasants were experiencing, yet still maintain a clear hierarchy in the home. Palestinian memoirists, meanwhile, often imagine their pre-1948 homes as a site of Palestinian national solidarity. Their memories of intimate relationships that developed between elite families and peasant maids have crucially shaped nationalist narratives that celebrate the Palestinian peasantry.

The 1917 promulgation of a new Ottoman family law is recognized as a landmark moment in the history of Islamic law by scholars of women and gender in the Middle East. Yet the significance of the 1917 law in the struggle over religious jurisdiction, political power, and Ottoman sovereignty has been overlooked in the scholarship on both Ottoman legal reform and World War 1. Drawing on Ottoman Turkish, German, French, and English sources linking internal interpretations of the law and external reactions to its passage, we reinterpret adoption of the family law as a key moment in the geopolitics of World War 1. We demonstrate that passage of the law was a critical turning point in the wartime process of abrogating the capitulations and eliminating the last vestiges of legal extraterritoriality in the Ottoman Empire. The law is situated in its wartime political context and the geopolitical milieu of larger Europe to demonstrate that, although short-lived, the 1917 family law was a centerpiece of the wartime struggle to define extraterritorial rights of the Ottoman Empire, the Great Powers, and their protégés within the empire.

This article examines the creation of the first privately-owned Muslim banks in the first half of the twentieth century and the legal debates they instigated among Muslim communities. Whether in Bosnia or India, these banks appeared suddenly in the years immediately before the First World War. They were envisioned as a way to free up Muslim capital for productive ends, and as the means to jumpstart a Muslim economic renaissance. Far from masking their interest transactions, the banks' founders and customers pointed to a range of Islamic legal rulings that justified interest levied on deposits and loans. These rulings varied from one geographic locale to the next, and were expressive of diverse Muslim institutional and legal histories. Yet in an age when the formerly diffuse discursive terrain around interest, usury, and the Islamic foundational sources was shifting towards a consensus that rejected any interest/usury distinction, some of these banks faced acute challenges, particularly in India. There, novel notions of interest-free Islamic economics were articulated from the interwar period, which rejected any form of Muslim interest-banking. In time, the earlier iteration of Muslim interest banking became overshadowed by the new paradigm of “Islamic banks” which purportedly eschewed all financial interest.

This article reconsiders military politics in Syria prior to the 1963 Baʿthi power grab in light of new sources. I undermine the presumptions that Baʿthi tactics of sectarian favoritism in the armed forces were unprecedented in post-independence Syria. I make the following arguments: first, attempts by the Sunni power elite to tame Syrian minorities were part of a broad sequence of events that spanned several regimes and informed politics in the Syrian officer corps; second, the various military strongmen who ruled Damascus intermittently from 1949 until 1963 distrusted minority officers and relied mainly on fellow Sunnis to exert control in the armed forces; and third, the combination of minority marginalization in Syrian politics and Sunni preferentialism inside the armed forces bred enmity and polarized sectarian relations in the officer corps.

During the final years of Ottoman rule and the three decades of British rule, Palestine witnessed the emergence of a community of professionally trained Palestinian Arab doctors. This study traces the evolution of the medical profession in Palestine against the background of the shifting cultural and symbolic capital of an expanding urban middle class and the educational possibilities that enabled this development. Palestinian Arab doctors are examined through a number of interconnected prisms: their activity in social, political, and professional regional networks, their modus operandi under British colonial rule, their response to Zionism and its accompanying influx of immigrant Jewish doctors, and their ability to mobilize collectively under a shared national vision.

The present article is a study of provincial administration in the nineteenth-century Ottoman Albania and Kurdistan. It examines the transformation of provincial administration in Dibra and Hazro after two towns’ hereditary rulers were exiled. Focusing on the employment patterns of the notables in exile as well as the ones who occupied the posts in the absence of the former, this study challenges the binary framework mostly employed in conceptualizing the making of the modern Ottoman state. Particularly, the employment of the notables exiled to the distant parts of the empire necessitates a revision in the presumptions about the origins of appointed Ottoman officials. By focusing on the partnership operating by means of employment, this study argues that the making of Ottoman state follows a trajectory of flexible centralization based on the partnership between the government and notables, terms of which were constantly negotiated.
