Peasants in general, and rural rebels in particular, were mercilessly ridiculed in the satirical cartoons that proliferated in European cities from the mid-nineteenth century. There was more to these images than the age-old hostility of the townspeople for the peasant, and this article comparatively explores how cartoons of southern Italian brigands and rural Irish agitators helped shape a liberal version of what was modern by identifying what was not: the revolting peasant who engaged in “unmanly” violence, lacked self-reliance, and was in thrall to Catholic clergymen. During periods of unrest, distinctions between brigands, rebels, and the rural populations as a whole were not always clear in cartoons. Comparison suggests that derogatory images of peasants from southern Italy and Ireland held local peculiarities, but they also drew from transnational stereotypes of rural poverty that circulated widely due to the rapidly expanding European publishing industry. While scholarly debates inspired by postcolonial perspectives have previously emphasized processes of othering between the West and East, between the metropole and colony, it is argued here that there is also an internal European context to these relationships based on ingrained class and gendered prejudices, and perceptions of what constituted the centre and the periphery.

This introduction presents the main topics and analytical concerns of the contributions to this Special Issue about ethnicity and migration in coalfield history in a global perspective. From the nineteenth century the development of industrial and transport technologies required the supply of coal-based energy in every part of the world. Nineteenth- and early twentieth-century globalization, including colonialism, would not have been possible without coal. Coalmining operations were launched in all world regions, and to enable exploitation mine operators had to find, mobilize, and direct workers to the mining sites. This quest for labour triggered a series of migration processes (both from nearby and far away) and resulted in a broad array of labour relations (both free and unfree). This introduction points to the variety of constellations analysed in the different contributions to this Special Issue. These cover cases from Africa (Nigeria, Zimbabwe), Asia (China, Japan), the Americas (USA, Brazil), Turkey, the Soviet Union, and western Europe (France, Germany), and a broad range of topics, from segregation, forced labour, and subcontracting to labour struggles, discrimination, ethnic paternalism, and sport.

In nineteenth-century restaurants and cafés, customers’ tips provided the income of an increasing number of waiters and waitresses. Not only did employers refrain from paying serving staff a fixed wage, the latter had to share their employers’ general expenses, while some even had to pay a fee for the privilege of working. Exploring newspapers, pamphlets, reports, and union sources, the article discusses in a comparative way how and why these practices were deployed in Amsterdam, Brussels, Vienna, London, and French and German cities. As a result of the overcrowding of the labour market in hospitality, hiring workers became not only a cost-free transaction, it even developed into a source of income. Serving staff paid for the opportunity to collect tips, even if their increasing number reduced individual income. However, as a result of the tipping system, such staff often managed to secure higher “wages” than they would normally have earned.

Although it seems that slaves in Brazil in the nineteenth century had a better chance of achieving freedom than their counterparts in other slave societies in the Americas, studies also show that a significant proportion of manumissions there were granted conditionally. Freedom might be dependent on a master’s death, on a master’s daughter marriage, on continued service for a number of years, etc. The article thus focuses on controversies regarding conditional manumission to explore the legal and social ambiguities between slavery and freedom that prevailed in nineteenth-century Brazilian society. Conditional manumission appeared sometimes as a form of labor contract, thought of as a situation in which a person could be nominally free and at the same time subject to forms of compulsory labor. In the final crisis of abolition, in 1887–1888, with slaves leaving the plantations in massive numbers, masters often granted conditional manumission as an attempt to guarantee the compulsory labor of their bonded people for more years.

This article provides a general background to the case studies in this Special Issue by highlighting some general themes in the history of migration to coalfields worldwide. All over the world, mining companies have struggled with labour shortages and had to find ways to recruit sufficient numbers of mineworkers. The solutions adopted ranged from the involvement of part-time peasant miners, organized mediation by labour contractors, and systems of forced labour, to state regulation of national and international migration. The importance of these kinds of “intervening institution” in mobilizing labour for the coalmines is illustrated by examples from different parts of the world. Efforts to find new workers for the mines often resulted in the recruitment of ethnic groups of a lower social status, not only because they were rural and unskilled, but also because they were considered inferior from a cultural or ethnic viewpoint. In this respect there was a huge difference from the migration and settlement of skilled miners, like those from Britain and other countries. Ethnic differences were often closely related to differences in skill and social status. Although there are many instances of inter-ethnic solidarity and cooperation, depending on the time-frame and circumstances, these differences could have a profound effect on social relations in mining communities.

Working conditions and labour unrest among service employees in the hotel and restaurant sector have, for a long time, have not been at the centre of attention of labour historians, especially in Italy. However, from the late nineteenth century a considerable number of cooks and waiters in Italian cities began to organize in order to improve their working conditions and to create alternative, cost-free forms of employment. From the early twentieth century, the trade unions of the employees of hotels and restaurants (grouped together in a National Federation in 1907) attempted to achieve these goals by means of strikes and demonstrations, some of them remarkably militant. Using a broad range of primary sources and quantitative data, this paper will first describe the characteristics of the working conditions of workers in hotels and restaurants in Italy; second, it will analyse the evolution of organizations, demands, and strike action by these staff from the beginning of the twentieth century to the advent of fascism. Distinguishing two waves of mobilization (1902−1907/1908 and 1919−1920), this paper aims, firstly, to highlight the similarities and differences between union actions by hotel and restaurant employees, on the one hand, and those of other workers on the other. Secondly, it focuses on the ways that the strikes induced serving staff to feel like “real” workers in terms of the outlook and behaviour of industrial workers.

This article discusses how residents of early twentieth-century Rio de Janeiro, Brazil, defined vagrancy. Commentators on the 1890 Penal Code sought to explain the terms of the article related to vagrancy, article number 399, and its application. Evaristo de Moraes, a lawyer, essayist, and public intellectual at that time, similarly dedicated several works to this topic, as did journalists and literary writers who worked in the press. But these debates in the lettered realm were not isolated from the views and actions of average citizens, a phenomenon that one can observe by reading the criminal proceedings against women who were arrested for repeat offenses against anti-vagrancy laws. In the interventions and arguments of the accused and their defenders, it is possible to observe how vagrancy took on new meanings and how, over the course of time, the relationship between these women and the world of work evolved.

In 1980, thousands of metalworkers from the region of greater São Paulo known as the “ABC” region carried out one of the most intense and lasting strikes in the history of the Brazilian working class. For forty-one days, striking workers resisted the repression that bosses and the nation's military regime mounted against them, which contributed to the collective worker mobilization that spread throughout the spaces of the city – especially the streets of the São Bernardo do Campo neighborhood. Expelled from factories and major public spaces, workers were able to maintain the strike mainly in the neighborhoods where they lived, thus politicizing the spaces and relationships of their daily lives and redefining the geography of collective mobilization. This article analyzes aspects of this process, highlighting the importance of workers’ social networks to the notable (re)appropriation of urban space that characterized the strike movement.

In scholarly writings, the term “agrarian labour” is used variously. It can refer to a very specific set of productive activities – the cultivation of crops and animal husbandry – but it can also have the much broader connotation of rural or non-urban labour. These different uses can be confusing, especially in comparative research. This paper starts from the French comparative agriculture school and its conceptualization of three nested scales of analysis – the “cropping system”, the “activity system”, and the “agrarian system”. It tests these ideas in a comparison of labour employed in the production of indigo dye in two colonial systems (British India and the Dutch East Indies). The article concludes that this approach helps counteract monocausal explanations of labour relations in terms of agro-environmental determinants, the force of colonial capitalism, or local work cultures. It also promotes agriculture-sensitive readings of social transformations by comparing social orders that comprise both agricultural and non-agricultural labour relations.

In March 1964 the entire African labour force at Wankie Colliery, “Wangi Kolia”, in Southern Rhodesia went on strike. Situated about eighty miles south-east of the Victoria Falls on the Zambezi River, central Africa’s only large coalmine played a pivotal role in the region’s political economy. Described by Drum, the famous South African magazine, as a “bitter underpaid place”, the colliery’s black labour force was largely drawn from outside colonial Zimbabwe. While some workers came from Angola, Tanganyika (Tanzania), and Nyasaland (Malawi), the great majority were from Northern Rhodesia (Zambia). Less than one-quarter came from Southern Rhodesia (Zimbabwe) itself. Although poor-quality food rations in lieu of wages played an important role in precipitating female-led industrial action, it also occurred against a backdrop of intense struggle against exploitation over an extended period of time. As significant was the fact that it happened within a context of regional instability and sweeping political changes, with the independence of Zambia already impending. This late colonial conjuncture sheds light on the region’s entangled dynamics of gender, race, and class.

This article explores the experiences of white workers on the Copperbelt in Northern Rhodesia during World War II. Much of the existing literature on the region focuses on African labour, yet the boom that began in the copper-mining industry also attracted thousands of mobile, transient European workers. These workers were part of a primarily English-speaking labour diaspora with a global reach that linked mining centres around the world. The experience of this workforce generated seemingly contradictory trends of labour militancy, political radicalism, and racial exclusivity. A focus on two significant events during this period will seek to examine how these trends shaped events on the Copperbelt: the 1940 wildcat strikes and the 1942 arrest and deportation of white mineworkers’ union leaders. These events shed light on the international world of European labour and illustrate how the Copperbelt was linked to other mining centres around the world.

Between 1957 and 1984, Belgian consumers were represented by two comparative testing organizations: Test-Achats and the Union Féminine pour l’Information et la Défense du Consommateur. These two consumer organizations were fundamentally dissimilar in terms of their staff, their audience, and their ideological framing of consumer interests. Only the “politically independent” Test-Achats joined the International Organization of Consumer Unions (IOCU), even though it was initially smaller and weaker than the Union Féminine, the social-democratic alternative for consumers. A comparative analysis of Belgian organized consumerism reveals how, after 1957, the consumer interest was gradually reframed to fit a hegemonic definition. A private and commercial model of consumer representation was actively promoted over and against a public model through a complex transatlantic dialogue. Moreover, I argue that the international connections – or lack thereof – of the two organizations are essential to explain their success (or failure). The diffusion of organized consumerism during the 1950s and 1960s was financially and ideologically connected with the Keynesian-Fordist regulatory framework. The attack on embedded liberalism in the late 1970s thus posed serious challenges. Mapping the choices and trajectories of Belgian consumer activists in an international context helps us to understand these challenges better.

This article focuses on the varied workforce in and around the Enugu Government Colliery, located in south-eastern Nigeria and owned by the British colonial state. Opened in 1915 at Udi and in 1917 at Iva Valley and Obwetti, the mines were in a region with a long history of slave raids, population shifts, colonization, and ensuing changes in local forms of political organization. The mines brought together an eclectic mixture of forced and voluntary unskilled labor, prisoners, unskilled contract workers, and voluntary clerical workers and artisans. Moreover, the men were from different ethno-linguistic groups. By taking into account this complex background, the article describes the gradual process by which this group of inexperienced coalminers used industrial-protest strategies that reflected their habituation to the colonial workplace. They organized strikes against the village men, who, as supervisors, exploited them in the coalmines. Their ability to reach beyond their “traditional” rural identities as “peasants” to attack the kinsmen who exploited them indicates the extent to which the complex urban and industrial environment challenged indigenous identities based on locality as well as rural status systems and gender ideologies. One of the major divisions to overcome was the one between supposedly backward “locals”, men who came from villages close to the mine, and more experienced “foreigners” coming from more distant areas in Nigeria: the work experience as “coalmen” led “locals” to see themselves as “modern men” too, and to position themselves in opposition to authoritarian village leaders. The article thus traces the contours of the challenges confronting a new working class as it experimented with unfamiliar forms of affiliation, trust, and association with people with whom it shared new, industrial experiences. It investigates the many ways that “local” men maneuvered against the authoritarian control of chiefs, forced labor, and workplace exploitation by “native” and expatriate staff.

The arrest and prosecution in 1945 of a small group of London anarchists associated with the radical anti-militarist and anti-war publication War Commentary at first appears to be a surprising and anomalous set of events, given that this group was hitherto considered to be too marginal and lacking in influence to raise official concern. This article argues that in the closing months of World War II the British government decided to suppress War Commentary because officials feared that its polemic might foment political turmoil and thwart postwar policy agendas as military personnel began to demobilize and reassert their civilian identities. For a short period of time, in an international context of “demobilization crisis”, anarchist anti-militarist polemic became a focus of both state fears of unrest and a public sphere fearing ongoing military regulation of public affairs. Analysing the positions taken by the anarchists and government in the course of the events leading to the prosecution of the editors of War Commentary, the article will draw on “warfare-state” revisions to the traditional “welfare-state” historiography of the period for a more comprehensive view of the context of these events.

The prevalence and persistence of labor contractors in China’s mining industry during the first half of the twentieth century is frequently attributed to foreign management’s avoidance of directly managing Chinese laborers. However, in Japanese-controlled Fushun Coalmine, Japanese management’s reliance on labor contractors over four decades (1907−1945) represented an expansion in management’s reach in labor management. In this article, I examine the period of Japanese control (1907−1932), during which Japanese mine managers resorted to bureaucratic means to control labor contractors. Using labor process theorists, particularly Richard Edwards, to read company archival documents, I argue that salient features of the Chinese labor market, namely Chinese migrant labor’s mobility and international competition for Chinese labor, compelled Japanese managers to extend control over labor contractors.
