William Lacy Swing is the Director General of the International Organization for Migration (IOM). He has held the office of Special Representative to the UN Secretary-General for the Democratic Republic of Congo (2003–2008) and Western Sahara (2001–2003), and headed the UN Mission for the Referendum in Western Sahara. This followed a long career in the United States Department of State, during which he served as ambassador six times.

Khaled Abu Awwad is the General Manager of the Israeli-Palestinian Bereaved Families Forum. Roni Hirshenson is the Forum's president and one of its founders. Established in 1995 with an Israeli office in Tel Aviv and a Palestinian office in A-Ram (north of Jerusalem), the Bereaved Families Forum is a grassroots organization of Palestinian and Israeli families who have lost family members to the violence in the region. These families have united in a joint mission to prevent further bereavement by working for peace and reconciliation. The Forum has received several international awards in recognition of its work, including the Eisenhower Medallion, the Three Cultures Award, the Solidar Silver Rose Award and the Common Ground Award. Professor Peter Wallensteen is the Dag Hammarskjöld Professor of Peaceand Conflict Research at Uppsala University, Sweden, and is also ResearchProfessor of Peace Studies at the Joan B. Kroc Institute for International PeaceStudies, University of Notre Dame, USA. He is the director and founder of theUppsala Conflict Data Program (UCDP), which since 1982 has recorded ongoingviolent conflicts and collected information on an expanding range of aspects ofarmed violence, including conflict dynamics and resolution. The UCDP data areone of the most widely-used data sources on global armed conflicts, and itsdefinition of armed conflict is becoming a standard in conflict studies. Masood Khan has been Pakistan's Ambassador to the People's Republic of China since September 2008. From March 2005 to September 2008, Ambassador Khan served as Pakistan's Permanent Representative to the United Nations Office and other International Organizations in Geneva. As an official of Pakistan's Ministry of Foreign Affairs, he has served in Islamabad and abroad for thirty years. In 2009, he was promoted to the highest rank – that of Federal Secretary – in Pakistan's civil service. Earlier, among other functions, he worked as the Ministry of Foreign Affairs' Director-General for the United Nations and for Disarmament, and as its spokesman. Over the years, he has acquired expertise in multilateral diplomacy, security and disarmament issues, human rights, humanitarian diplomacy, and social development. He has also specialized in international conferences, having held several leadership positions, such as President of the Conference on Disarmament, President of the 6th Review Conference of the Biological Weapons Convention, Coordinator of the Group of the Organisation of Islamic States in Geneva, Chairman of the International Organization for Migration Council, Chairman of the International Labour Conference Reform Committee, and Chairman of the Drafting Committee of the 30th International Conference of the Red Cross and Red Crescent.

A sense of self-perceived collective victimhood emerges as a major theme in the ethos of conflict of societies involved in intractable conflict and is a fundamental part of the collective memory of the conflict. This sense is defined as a mindset shared by group members that results from a perceived intentional harm with severe consequences, inflicted on the collective by another group. This harm is viewed as undeserved, unjust and immoral, and one that the group could not prevent. The article analyses the nature of the self-perceived collective sense of victimhood in the conflict, its antecedents, the functions that it fulfils for the society and the consequences that result from this view.

The often highly complex and fluid nature of displacement on the ground makes coverage of IDPs' needs a difficult task, and a flexible response is required to fit different contexts. The ICRC's humanitarian response is guided by the vulnerability and the needs of all people affected by armed conflict and violence – including, of course, IDPs, whose vulnerability is often (but not automatically) exacerbated by their particular situation. The protection and assistance of IDPs therefore naturally lies at the heart of the ICRC's mandate and activities. In identifying and responding to needs, the ICRC looks at the whole context in which internal displacement occurs, as well as all the people affected. The aim is to promote self-reliance among vulnerable communities so as to avoid displacement, or to strengthen their capacity to host IDPs. Nevertheless, where needed, the ICRC also fills gaps by providing emergency aid in IDP camps, coordinating with other international organizations in order to optimize response.

Progressive democratization, the presence of a military superpower and the dream of an international order maintained by an international authority do not enhance the appearance of conventional armed conflicts. However, the discovery of new frailties that can be exploited by aggressors, the proliferation of motives – including ideological motives – for waging war, and the spread of technologies that can be used in new forms of warfare have led to war and armed conflicts breaking out of their classic mould, becoming hybrid and going beyond their previous boundaries. The author argues for an updated polemology which endeavours to explain the mechanisms of these new types of warfare.

Since the constituent Conference in October 1863, which gave birth to the Red Cross,1 the International Conference of the Red Cross and Red Crescent has met on thirty occasions. The first meeting took place in Paris in 1867 and the thirtieth in Geneva in November 2007. What contribution has the Conference made to the development of international humanitarian law and humanitarian action? What are the main challenges that the Conference has had to face? Where has it succeeded and where has it failed? These are the questions that this article seeks to answer.

Calls have been made in recent years for the legal distinction between international and non-international armed conflicts to be removed. Also as of late, confusion regarding the applicable legal regime has been created by so-called transnational conflicts involving non-state entities. These situations do not fit naturally into the two traditional types of armed conflict recognized by IHL from 1949 onwards. The present article centres on how the legal divide that still exists between international and non-international armed conflict can be explained historically. It aims to further the discussion on whether such a distinction is still relevant, as well as on how certain situations could be classified in the existing typology of IHL.

The International Conference is based in particular on the long-established National Society auxiliary role and partnership with States. The importance of the Conference is clear from the Movement's Statutes. In practice, not all National Societies have taken full advantage of the opportunities provided by the International Conference for interaction and relationship-building with their own authorities. Practical ways are suggested to help National Societies participate more actively in the Conference and to use it to good benefit before and afterwards. The International Conference itself could increase its relevance by making more of its specific function with respect to international humanitarian law.

The use of the term ‘victim’ as an identity can have different implications, depending on who is using it, claiming it, rejecting it or attributing it to others. Its negative connotations may have an impact on the person or persons concerned. This implies that the term should be used with some care and insight. The article analyses the use and function of the word ‘victim’ at different levels in the work and actions of the International Committee of the Red Cross (ICRC). Noting the extent to which the term is or is not used with caution, it points to the evolution in awareness from a certain institutional discourse to the current careful wording displayed in research and publications. The article stresses the importance of aid workers being able to recognize the potential and active identity of a person beyond the institutional label as ‘victim’, as this constitutes an important step in respecting that person's human dignity.

At the end of 2008, the number of people internally displaced by conflict, generalized violence or human rights violations across the world stood at 26 million, a record high since the IDMC started to monitor internal displacement in 1998. This high figure remains in spite of the growing recognition and implementation of the Guiding Principles on Internal Displacement. This article presents the findings of the latest IDMC survey on trends in internal displacement, challenges faced by displaced populations, and the measures taken to address these.

This article presents an overview of the various mechanisms to improve the situation of people affected by armed conflict. Some are anchored in international humanitarian law, but numerous actors are increasingly contributing to its implementation outside the original framework established for that purpose. Human rights monitoring bodies, the diverse organs and agencies of the United Nations and regional organizations, and governmental and non-governmental organizations are seeking to address situations of armed conflict. However, humanitarian action unattached to any political agenda and combining protection and assistance is often the only remedy for the plight of the victims of armed conflicts.

This article presents the findings of a long-term study of the circumstances of displaced persons in Khartoum and Bogotá. It explores the similarities and differences between these contexts and how they have evolved. The study shows that while the two situations raise fairly similar issues, the policy decisions taken differ widely, impacting on how various actors cope with the phenomenon.

Although international humanitarian law has as its aim the limitation of the effects of armed conflict, it does not include a full definition of those situations which fall within its material field of application. While it is true that the relevant conventions refer to various types of armed conflict and therefore afford a glimpse of the legal outlines of this multifaceted concept, these instruments do not propose criteria that are precise enough to determine the content of those categories unequivocally. A certain amount of clarity is nonetheless needed. In fact, depending on how the situations are legally defined, the rules that apply vary from one case to the next. By proposing a typology of armed conflicts from the perspective of international humanitarian law, this article seeks to show how the different categories of armed conflict anticipated by that legal regime can be interpreted in the light of recent developments in international legal practice. It also reviews some actual situations whose categorization under existing legal concepts has been debated.

The International Conference of the Red Cross and Red Crescent (‘International Conference’) is one of the few international fora in which governments take part on an equal footing with other entities. The origins of the International Conference, and its capacity to adopt decisions that are binding on both National Red Cross and Red Crescent Societies and on governments in their dealings with National Societies as their auxiliary partners, give rise to special considerations concerning state participation. This article provides an overview of the models for participation in the assemblies of other international organizations, and how problematic cases have been dealt with in various fora. The authors then examine the participation of states and other political entities in the International Conference, as well as the controversial cases that have put the Conference to the test.
