This paper reports findings from research into the possibility that mobility-related social exclusion could be affected by an increase in access to virtual mobility – access to opportunities, services and social networks, via the Internet – amongst populations that experience exclusion. Transport is starting to be recognised as a key component of social policy, particularly in light of a number of recent studies, which have highlighted the link between transport and social exclusion, suggesting that low access to mobility can reduce the opportunity to participate in society – a finding with which this research concurs. Following the identification of this causal link, the majority of studies suggest that an increase in access to adequate physical mobility can provide a viable solution to mobility-related aspects of social exclusion.

This paper questions the likelihood that increased physical mobility can, by itself, provide a fully viable or sustainable solution to mobility-related aspects of social exclusion. Findings from both a desk study and public consultation suggest that virtual mobility is already fulfilling an accessibility role, both substituting for and supplementing physical mobility, working to alleviate some aspects of mobility-related social exclusion in some sectors of society. The paper incorporates an analysis of the barriers to and problems with an increase in virtual mobility in society, and concludes that virtual mobility could be a valuable tool in both social and transport policy.

The purpose of the paper is to capture a few vital features of the Swedish voluntary sector and to place them in an international perspective. The size and composition of the Swedish voluntary sector are discussed against the background of dominating theories in voluntary sector research. Special attention is also given to the role of the sector in the field of social welfare.

The authors present results from comparative research projects on the voluntary sector carried out in the latter part of the 1990s. It is shown that the size of the Swedish sector is as large as in other industrialised countries, although the composition and the form of the sector differs when compared to many other countries.

In weighing the importance of the sector, the authors point out that voluntary organizations make a crucial contribution in certain areas and combining work for interest and values with contributions for members and others. The characteristics of voluntary organizations and new trends within the field of social welfare are presented with the help of three ideal types.

Finally, the authors discuss some conceivable scenarios for the future of the Swedish voluntary sector.

The belief that drug addiction is the motor behind much property crime has been a key part of recent UK drug policy. Review of the literature shows that the empirical evidence does not support this view. It also demonstrates that the fundamental weakness of existing research is its failure to address the question of causality properly, relying mainly on uni-directional mechanistic ‘cause-and-effect’ models. It is suggested that the drug–crime link needs to be conceived in the context of the interaction and inter-relation of a range of factors operating at different levels and as part of a set of complex processes. The implications for policy are that a reliance on improving access to treatment is likely to be of limited effectiveness in reducing drug-related crime and that an emphasis on tackling social exclusion may be more fruitful. Future research needs to explore further the notion of causality outlined in this paper. It must also examine emerging patterns of polydrug use and look at minority ethnic groups and women.

This article reflects on the process and outcomes of modernisation in adult social care in England and Wales, drawing particularly on the recently completed Modernising Adult Social Care (MASC) research programme commissioned by the Department of Health. We begin by exploring the contested status of ‘modernisation’ as a descriptor of reform. We then outline some of the distinctive features of adult social care services and suggest that these features introduce dynamics likely to shape both the experiences and outcomes of policy ambitions for modernisation. We then reflect on the evidence emerging from the MASC studies and develop a model for illuminating some of the dynamics of welfare governance. Finally, we highlight the emerging focus on individualisation and on user-directed and controlled services. We argue that the current focus of modernisation involves a reduced emphasis on structural and institutional approaches to change and an increased emphasis on changes in the behaviours and roles of adult social care service users. This focus has implications for both the future dynamics of welfare governance and for conceptions of citizenship.

The concepts of poverty, social exclusion and deprivation are widely employed but often problematic. This paper discusses some problems with prominent interpretations of these concepts and how Amartya Sen's capability approach can provide a conceptual framework that can overcome these problems. It is argued that the capability approach can reflect the many ways that human lives are blighted and that it thus offers a promising framework for poverty analysis. Six insights for poverty analysis provided by the capability approach are discussed.

This article focuses on the design of frontline work in public agencies involved in the delivery of activation programmes and services. More specifically, it raises the following questions: should we think of activation work as an administrative function or as a form of professional service provision? And does the design of activation work matter in terms of the effectiveness of activation services? In answering these questions, the article provides a meta-analysis of two strands of literature. First, we analyse the available literature reporting on studies of activation frontline work and its organisation and management in public agencies responsible for delivering activation programmes. Secondly, we look at those studies of the effectiveness of activation that focus on the impact of characteristics of frontline work and its organisation and management on activation policy outcomes. We conclude that although the desirability of a professional design of activation work meets relatively wide support among scholars, the feasibility of this professionalisation project is highly contested. In addition, the debate on the nature of the activation profession has only just started. Finally, evaluation studies show that activation work characteristics do affect the outcomes of activation programmes. Against this background, we conclude that a more prominent place of activation work on the research agenda of social policy scholars is recommendable.

Nowadays many more young children experience non-maternal childcare than in the past. From a theoretical perspective, the effect this may have on their cognitive and behavioural development is unclear. This paper uses data from the UK for a sample of children in the Millennium Cohort Study, whose mothers were working when they were nine months old, to test how different forms of childcare at an early age play a role in the production of cognitive skills and the behavioural development of young children (measured at age three). The results show that formal group care is positively associated with school readiness test scores. But, unlike previous research, we find no association between formal group care and problem behaviour. Grandparent care, which has received negative attention in the past, is shown to be positively associated with vocabulary test scores, but also positively related to problem behavioural scores.

‘Consensual’ methods, which seek to establish poverty lines by reference to the views of society as a whole, are an important recent development. Three variants are recognised: those which require the public to estimate an adequate minimum income; those which ask people to specify a list of necessary items and those which ask what level of benefits the public is prepared to fund. This paper suggests that attempts to operationalise the consensual approach have been frustrated by their reliance on survey methodology. Some thoughts are offered on a possible methodology, based on the use of qualitative techniques, which would first explore consensus on the definition of poverty and then, if appropriate, seek directly to determine a socially approved budget standard.

In most European countries a ‘childcare gap’ exists: that is, a discrepancy between the demand for and provision of childcare. Among the countries that are succeeding in closing the gap are the Nordic welfare states. Hence, knowledge about how childcare provision in these countries has developed is of wide interest. This article stresses the importance of studying how the interactive processes of changing provision and demand explain the building up and the closing of national childcare gaps. Although there are similarities in the development of Nordic childcare services, some differences stand out. The comparison indicates that complex societal processes interact in shaping provision and demand. These dynamics are explored in more detail in the Norwegian case, where the interactive processes have produced an ever-increasing demand for childcare. The demand side is crucial, particularly the role of mothers in generating momentum for policy change. Mothers' changing labour market patterns and their demand for childcare are important driving forces for policy change.

One frequently used direct measure of deprivation and poverty is the objective relative deprivation index (O-RDindex), developed by Mack and Lansley (1985). One assumption underlying the O-RDindex is that respondents can distinguish between what that they cannot afford and what they do not want. This assumption contradicts the subjective usage of the concept relative deprivation (S-RD), which suggests a connection between economic circumstances, choice of reference group and consumption preferences.

The present analysis supports the S-RD assumptions. People with limited access to economic resources are more likely to say they ‘do not want’ various consumable items. The results indicate a subjective bias that leads to underestimation of the incidence of O-RD among those suffering from the greatest economic hardship. However, it is also concluded that asking people to differentiate between choice and economic constraint improves our measurement of O-RD and decreases the risk that relatively well-off individuals will score high on the O-RDindex due to peculiar prioritising of consumption. Yet it is still the case that the social mechanisms related to S-RD most probably lead to underestimation of O-RD.

The focus of this article is upon the recent revival of interest in human agency within both sociological and social policy debates. There is a striking resonance between the increasing attention paid to individual behaviour within normative debates about welfare and the concern of some sociologists with the moral and ethical dilemmas that confront the individual in contemporary society. These two sets of arguments are not compatible. Indeed the analyses they present are contradictory. Moralists such as Etzioni, Field and Mead share a belief in the need to restructure welfare in ways that encourage and reward responsible behaviour. In contrast, sociologists such as Bauman, Beck and Giddens suggest that such endeavours could prove to be both futile and dangerous.

Attempts to address issues of agency face formidable obstacles and arouse genuine fears that they will serve to endorse a punitive and atavistic individualism. It is these fears, however, which have constrained and confined the debate about welfare in the post-war years. The revival of agency creates opportunities for a social science which is more sensitive to the activities of poor people whilst reflecting more fully the difference and diversity which characterises contemporary British society.

The concept of the ‘social investment state’ refocuses attention on the productive function of social policy eclipsed for some time by the emphasis on its social protection or compensation roles. Here we distinguish between different social investment strategies, the Nordic ‘heavy’ and the Liberal ‘light’, with particular reference to the inclusive growth approach adopted in Australia. In 2007, social democrats in Australia returned to government with a clear mandate to reject the labour market deregulation and other neoliberal policies of its predecessor, and to tackle entrenched social and economic disadvantage in Australian society. For the last five years, social investment and inclusive growth has been at the centre of the Australian social policy agenda. Against this background, the article examines and critically assesses the (re)turn to ‘social investment’ thinking in Australia during Labor's term in office (2007–13). Analysis focuses not just on what was actually achieved, but also on the constraining role of prevailing economic and political circumstances and on the processes that were used to drive social investment reform. In many ways, the article goes some way to exposing ongoing tensions surrounding the distinctiveness of ‘social investment’ strategies pursued by leftist parties within the (neo)liberal state.

In many industrialised countries information and communication technology (ICT) is now being seen as a ready means through which governments can address issues of social exclusion. Indeed, in the UK this perspective has been quickly translated into a multi-billion pound policy agenda aimed at using ICT for socially inclusive purposes. Yet, beyond rhetorical concerns over bridging the perceived ‘digital divide’ and alleviating disparities between the information ‘rich’ and ‘poor’, little critical consideration has been given to how technology is being used by governments to achieve socially inclusive aims. This paper therefore examines the UK government’s ICT-based social policy drive through official documentation, policy statements and political discourse – considering the ‘problems’ that it sets out to address, the substance of the policies, and the perceived rationales and benefits for doing so. Having explored the official construction of these policies, the paper then examines how well founded this policy framework is in terms of achieving its stated aims of widening access to ICT and effectively facilitating ‘social inclusion’. The paper concludes by developing a critical perspective of such ICT policies which reveals deeper economic rationales informing this ostensibly ‘social’ policy programme.

Since 2009, the UK has witnessed marked increases in the rate of sanctions applied to unemployment insurance claimants, as part of a wider agenda of austerity and welfare reform. In 2013, over one million sanctions were applied, stopping benefit payments for a minimum of four weeks and potentially leaving people facing economic hardship and driving them to use food banks. Here we explore whether sanctioning is associated with food bank use by linking data from The Trussell Trust Foodbank Network with records on sanctioning rates across 259 local authorities in the UK. After accounting for local authority differences and time trends, the rate of adults fed by food banks rose by an additional 3.36 adults per 100,000 (95% CI: 1.71 to 5.01) as the rate of sanctioning increased by 10 per 100,000 adults. The availability of food distribution sites affected how tightly sanctioning and food bank usage were associated (p < 0.001); in areas with few distribution sites, rising sanctions led to smaller increases in food bank usage. In conclusion, sanctioning is closely linked with rising food bank usage, but the impact of sanctioning on household food insecurity is not fully reflected in available data.

‘Creaming’ and ‘parking’ are endemic concerns within quasi-marketised welfare-to-work (WTW) systems internationally, and the UK's flagship Work Programme for the long-term unemployed is something of an international pioneer of WTW delivery, based on outsourcing, payment by results and provider flexibility. In the Work Programme design, providers’ incentives to ‘cream’ and ‘park’ differently positioned claimants are intended to be mitigated through the existence of nine payment groups (based on claimants' prior benefit type) into which different claimants are allocated and across which job outcome payments for providers differ. Evaluation evidence suggests however that ‘creaming’ and ‘parking’ practices remain common. This paper offers original quantitative insights into the extent of claimant variation within these payment groups, which, contrary to the government's intention, seem more likely to design in rather than design out ‘creaming’ and ‘parking’. In response, a statistical approach to differential payment setting is explored and is shown to be a viable and more effective way to design a set of alternative and empirically grounded payment groups, offering greater predictive power and value-for-money than is the case in the current Work Programme design.

The discussion of health inequalities in Britain (e.g. in the Black Report) has been conducted largely on the basis of social class mortality differentials measured by achieved social class and not by social class of origin. It is shown in this paper that social class mortality differentials by achieved social class are not invariant to the rate of social mobility and that the use of them is likely to result in a biased measure of trends in health inequalities when the absolute rate of social mobility varies over time. It is further shown that if, as is likely, health status is a factor systematically affecting the probability for an individual of upward or downward social mobility, then an increase in the rate of social mobility may well result in constant or widening social class mortality differentials by achieved social class even if the differentials are narrowing when measured by social class of origin. It is claimed that this process may well explain why the observed social class mortality differentials, which are measured by achieved social class, have not fallen in Britain during the post-1945 period.

Comparative welfare state research has devoted little attention to the social rights of migrants or the ethnic/racial dimension, even though societies are becoming more ethnically diverse through international migration. Using data from the Luxembourg Income Study for the UK, the USA, Germany, France, Denmark and Sweden, this article represents an initial attempt to compare the social rights of migrants and citizens across welfare regimes. We examine the substantive social rights of migrants and ethnic minorities by focusing on their participation in social transfer programmes, and the impact of transfers on their ability to maintain a socially acceptable standard of living compared with the rest of the population. The analysis shows that there are major disparities between how migrant and citizen households fare in welfare states, and that the discrepancies widen for migrants of colour. When the analysis is confined to citizen households, the results largely correspond to the expected performance of welfare regimes. However, when migrants are incorporated into the analysis, intra-regime variations stand out in the case of the liberal and social democratic countries.

This article argues that to provide adequate historical explanations for the maltreatment of children in institutional care it is necessary to ground the analysis fully in the context of the concept of child abuse and definition of childhood that existed at the time, something that many studies fail to do. Drawing primarily on the experience of the Irish industrial schools prior to the 1970s, while most commentators suggest that children were removed into care and treated cruelly because they were poor, there were also many children who entered the industrial schools who had been abused by their parents and welcomed being protected, and the community played a key role in supporting such actions. Children were treated harshly in the industrial schools not only due to their poverty but because they were victims of parental cruelty, which was perceived to have ‘contaminated’ their childhood ‘innocence’. They were treated as the moral dirt of a social order determined to prove its purity and subjected to ethnic cleansing. Prevention of such abuse today requires a radical reconstruction of the traditional status of children in care, while justice and healing for survivors necessitates full remembrance of the totality of the abuse they experienced, and that those responsible are made fully accountable.

Most debate on home ownership and risk has focused on the management of mortgage debt. But there are other risks for home buyers in settings where housing dominates people's wealth portfolios: where the investment dimensions of property are at a premium; and where housing wealth is, de facto, an asset base for welfare. This article draws from qualitative research with 150 UK mortgage holders to assess the character, extent and possible mitigation of this wider risk regime. The analysis first explores the value home buyers attach to the financial returns on housing. Next we document the extent to which home equity is earmarked and used as a financial buffer. Finally, reflecting on the merits and limitations of this tactic, we conclude by asking whether – in the interests of housing and social policy, as well as with a view to managing the economy – there is any need, scope or appetite for more actively sharing the financial risks and investment gains of housing systems anchored on owner-occupation.

In the last decade, UK public agencies have increasingly been required to collaborate with non-state providers to deliver welfare services. Third sector organisations are now providers of services from early years to old age, taking a growing role in children and young people's services in socially deprived neighbourhoods. National policy has recognised third sector expertise in working with marginal groups of people. However, changing relationships with the state have drawn community organisations into new, often uncomfortable, organisational arrangements, affecting their work and their roles in relation to service users and community stakeholders.

This article examines recent changes from a third sector perspective, drawing on data from a study of community-based organisations providing children and young people's services in deprived localities. It considers the changing environment of ‘new localism’ affecting these organisations, focusing on recent plans for local area commissioning of services.

The article identifies some progress in supporting community services in deprived areas but illustrates how the continuing emphasis on competitive contracts and centrally driven frameworks undermines collaborative work and community trust. It argues that such mechanisms may serve short-term state interests but devalue the very community-level work, which is increasingly being promoted to address challenging social problems.
