Parole laws, passed by most state legislatures at the turn of the century, provide for the release of prisoners before the expiration of their maximum sentence and for their supervision during their transition to free society. This article explores the early years of the parole system in Illinois. While the Illinois parole law indicated that parole agents would watch over ex-prisoners and aid in their rehabilitation, the state instead relied on private individuals, businesses, and voluntary organizations to supervise parolees. Agreements forged between prison officials and these supervisors illustrate the extent to which the private sector took on the functions of the state during the Progressive Era. As a result, employers and voluntary organizations developed a range of surveillance practices to maintain control over former prisoners, using informal systems of assessment and notions of success to evaluate the parolees in their charge. Though the parole system represented innovation on the part of the Illinois state government—a nod to emergent rehabilitative frameworks in penology—the reliance on voluntary organizations and businesses wove older class and gender ideals into this newer, purportedly more scientific and objective institution. This essay illuminates the everyday challenges of life on parole, tracing the experiences of ex-prisoners during the process of reentry and exposing the constant negotiations between employers, voluntary organizations, prisons, and parolees.

The suffrage and birth control movements are often treated separately in historical scholarship. This essay brings together new research to demonstrate their close connections. Many suffragists became active in the birth control movement just before and after the passage of the Nineteenth Amendment in 1920. The roots of suffrage arguments were deeply embedded in the same ideas that were foundational to the birth control movement: bodily freedom and notions of what constituted full and participatory citizenship. Beginning in the 1840s, women's rights reformers directly connected the vote to a broad range of economic and political issues, including the concept of self-ownership. Wide-ranging debates about individual autonomy remained present in women's rights rhetoric and were then repeated in the earliest arguments for legalizing birth control. The twentieth-century birth control movement, like the suffrage movement before it (which had largely focused only on achieving the vote for white women), would then grapple with competing goals of restrictive racist and eugenic arguments for contraception alongside the emphasis on achieving emancipation for all women.

Between May 1890 and January 1891, members of Congress debated a bill whose sponsors claimed it would shore up voting rights throughout the nation, especially in the South. The Federal Elections Bill of 1890 never became law, but the debate over it drew Americans’ beliefs about voting, race, and the South back to the forefront of U.S. politics. Historians have relied mostly on two types of sources in their explorations of how Americans viewed the bill: newspapers and the words of political leaders. But 202 letters that individuals around the nation sent to Senator George Frisbie Hoar (R-MA) during the bill's nine-month life in Congress open a new window into the debate. These letters challenge the traditional history of the Federal Elections Bill and the late nineteenth century by revealing that issues historians traditionally have limited to the Reconstruction Era, in fact, still mattered profoundly to Americans in 1890.

Global mass migration was one of the most defining features of the Gilded Age and the Progressive Era. But so was intense xenophobia. This article offers a new definition of xenophobia and examines how xenophobia helped to drive some of the most defining features of the Gilded Age and the Progressive Era, including progressive reform, white supremacy, the expanded capacity and power of the nation-state, and the growth of U.S. global power and influence. It draws a connection to contemporary America, where, under the Trump administration, xenophobia is transforming a wide range of public policies, legitimizing racism and white supremacy, and impacting U.S. foreign relations.

This essay, originally delivered as the SHGAPE Presidential Address in April 2019, takes as a starting point the fiftieth anniversary of William Appleman Williams's The Roots of the Modern American Empire: A Study of the Growth and Shaping of Social Consciousness in a Marketplace Society. It finds that Williams's claims about the agrarian roots of the modern American empire remain an important corrective to imperial denial, including to the stubborn idea of the American heartland as a locus of isolationist impulses, as a place better characterized as endangered by global forces than as a wellspring of power. Broadening out beyond Williams's export-centered analysis, this essay highlights some of the multi-directional links that connected the rural heartland to the wider world in the late nineteenth and early twentieth centuries. By turning a seemingly local history inside out, it draws attention to longer histories of settler colonialism, the import side of trade ledgers, transimperial solidarities, and the networks of anticolonial resistance that emerged in land grant colleges. In addition to reframing nationalist mythologies more precisely as white nationalist mythologies, it concludes that there is no going back to the heartland of myth because it never existed in the first place.

In 1870, the New York State Suffrage Association published a pamphlet titled “Woman as Inventor.” White suffragists distributed this history of female invention to prove women's inventiveness, countering arguments that biological disabilities justified women's legal disabilities. In the United States, inventiveness was linked to the capacity for original thought considered crucial for voters, making female inventiveness relevant to the franchise. As women could and did receive patents, activists used them as government certification of female ability. By publicizing female inventors, counting patents granted to women, and displaying women's inventions, they sought to overturn the common wisdom that women could not invent and prove that they had the ability to vote. Although partially successful, these efforts left undisturbed the equally common assertion that African Americans could not invent. White suffragists kept the contemporary Black woman inventor invisible, relegating the technological creations of women of color to a primitive past. White suffragists created a feminist history of invention, in words and objects, that reinforced white supremacy—another erasure of Black women, whose activism white suffragists were eager to harness, yet whose public presence they sought to minimize in order to keep the woman voter, like the woman inventor, presumptively white.

Over 2,000 Radcliffe College students, administrators, and alumnae irregularly involved themselves in World War I (WWI) activism. While most matriculating and matriculated Radcliffe members collectively contributed to war work, their individual records illuminate peculiar paradoxes that challenge historical concepts of America's WWI culture. Radcliffe females generally assumed war tasks untethered to their professional experiences and political aspirations. Many undergraduates and graduates contended that they chose, circumscribed and concluded war-connected work at their discretion—not Radcliffe's and/or America's. Moreover, domestic efforts designed to awaken Americans' war patriotism and activity encountered a decidedly dormant and indulgent Cambridge college compound. Not until fall 1918—over a year into U.S. belligerency—did Radcliffe's campus completely mobilize for ‘selfless' war service. Radcliffe's WWI-related chronicles—including its members’ post-hostilities humanitarian activity—suggest that “coercive voluntarism” and “complete citizenship” were not ubiquitous forces in WWI America.

U.S. opinion of the Second Boer War (1899–1902) was highly divided. The debate over the war served as a proxy for fights over domestic issues of immigration, inequality, and race. Anglo-American Republicans’ support for the British was undergirded by belief in Anglo-Saxon racial superiority. Caucasian but non-Anglo Democrats and Populists disputed the Anglo-Saxonist assumptions and explicitly equated the plight of the Boers to the racial and economic inequalities they faced in the United States. They utilized Anglophobia, republican ideology, and anti-modernist jeremiads to discredit their opponents and to elevate an alternative racial fiction: universal whiteness. Reports written by the celebrity journalist Richard Harding Davis while covering the Boer War, along with a wide array of other sources, illustrate the discursive underpinning of the debate. They also suggest the effectiveness of the pro-Boer argument in reshaping the racial opinions of some Anglo-Saxon elites. Although Davis arrived in South Africa a staunch supporter of transatlantic Anglo-Saxonism, he came to link the Boers with the republican values and frontier heritage associated with the U.S.’ own history. The equation of the South African Republic's resistance against the British Empire with that of the U.S.’ own war of independence highlighted contradictions between Anglo-Saxonism and American exceptionalism. As a result, Anglo-Saxonism was weakened. Davis and others increasingly embraced a notion of racial identity focused on color. Thus, public reaction to the Boer War contributed to the ongoing rise of a new wave of herrenvolk democratic beliefs centered on a vision of white racial hybridity across the social and political divisions separating Americans of European descent.

This article examines the formative years of flight in the United States and argues that Pan-Americanism served as a guiding ideology in the development of the nation's early aeronautic endeavors. With the advent of the airplane at the turn of the twentieth century, U.S. Pan-Americanists believed that aviation would provide a solution to the sociological and practical problems that hindered the development of international unity among the American republics. By physically transporting individuals, products, and cultural media rapidly across the hemisphere via the sky, aircraft would unite the peoples of Latin America and the United States and promote inter-American cooperation. To see the Pan-American potential of aircraft fulfilled, Pan-Americanists cooperated with private U.S. aviation organizations to expound the value of flight and to generate interest in aviation across the Western Hemisphere. Although a variety of Pan-American initiatives were successfully undertaken during the 1910s, the outbreak of the First World War hindered the movement and ultimately led to the transformation of aviation into a tool of U.S. imperialism in Latin America. By examining the origins of U.S. aviation through the lens of Pan-Americanism, this article seeks to reevaluate the pervading imperial narrative of the history of U.S. aviation in the Western Hemisphere.

This article reconstructs the American career of the Manila-born author Ramon Reyes Lala. Lala became a naturalized United States citizen shortly before the War of 1898 garnered public interest in the history and geography of the Philippines. He capitalized on this interest by fashioning himself into an Oxford-educated nationalist exiled in the United States for his anti-Spanish activism, all the while hiding a South Asian background. Lala's spirited defense of American annexation and war earned him the political patronage of the Republican Party. Yet though Lala offered himself as a ‘model’ Philippine-American citizen, his patrons offered Lala as evidence of U.S. benevolence and Philippine civilization potential shorn of citizenship. His embodied contradictions, then, extended to his position as a producer of colonial knowledge, a racialized commodity, and a representative Filipino in the United States when many in the archipelago would not recognize him as such. Lala's advocacy for American Empire, I contend, reflected an understanding of nationality born of diasporic merchant communities, while his precarious success in the middle-class economy of print and public speaking depended on his deft maneuvering between modalities of power hardening in terms of race. His career speaks more broadly to the entwined and contradictory processes of commerce, race formation, and colonial knowledge production.

This article draws on a collection of crowdsourced biographical sketches of Black women suffragists to explore the contributions of these activists to the expansion of voting rights that accompanied the passage of the Nineteenth Amendment. It explores the motivations and strategies adopted by Black women suffragists and interracial alliances that emerged in the course of the suffrage struggle, comparing and contrasting the experiences of suffragists across racial lines.

The narrative of a second Gilded Age erroneously suggests that the current dynamics are repeating those of the late nineteenth century. Although they share certain important characteristics, these are profoundly different historical moments. Focusing on the history of capitalism and labor, and taking a global perspective, demonstrates that the two periods were bookends—the “before” and “after” to a lengthy period when the cruelest characteristics of corporate capitalism were temporarily constrained. The late nineteenth century saw the ascent of serious efforts to rein in the power of the new capitalism and force it to bow down to the needs of civil society. During the late twentieth and early twenty-first centuries, we are experiencing the decline of that effort as capitalists and their ideological and political supporters push to see how far they can go to ensure the unchallenged hegemony of corporate and property rights. The slow climb toward a more humane capitalism and the rapid descent away from it constitute two very different experiences.
