The United States, and the world, is in the grips of a coronavirus pandemic, and in the United States, we are facing a crisis of faith in the fairness of our political institutions, particularly the ability of Black Americans to live without the fear of dying at the hands of the police for going about their daily lives. Race has been and continues to be intertwined with American government and politics, in general, and how the United States approaches crises, in particular. Racial minority groups have been scapegoats for the failings of American policy makers to deal with numerous crises historically and at present. Race and racism are also at the foundation of the origins of American political science. The racism at the roots of our discipline’s founding have created a blindness to the significance and importance of the field of Race, Ethnicity, and Politics (REP) to the study of politics, democracy, and how American society reacts during a crisis. Our discipline is also at an inflection point that requires us to acknowledge its racist origins, confront its continued influence on the present, and finally to move forward in recognizing the importance of REP to the health and future of the discipline.

Although scholars of representation have examined variation in voter support conditional on shared demographic traits, we know little about how voters respond to candidates who belong to multiple racial categories. Multiracial candidates challenge how we think about and study representation. I theorize that multiracial categories provide mixed information about how well a candidate adheres to group norms of identity, resulting in a multiracial advantage across groups, but a disadvantage within groups. A conjoint survey experiment on 786 White, Black, Asian, and Hispanic voters and a separate analysis of support for a multiracial candidate in a real-world election support these claims. Thus, multiracial candidates have the advantage of building coalitions with voters from other groups, but they are disadvantaged when appealing to co-racials with strong racial identities. These findings demonstrate that future research on representation must engage multiracial elites.

Divided societies have long been seen as terrible terrain for democracy. Yet some countries in South and Southeast Asia have managed to overcome ethnic and religious rifts and establish lasting democracy, as in India, while other countries in these regions have seen such deep divisions underpin durable authoritarianism, as in Malaysia. We trace these differences to divergent definitions of the nation that prevailed in struggles for independence and that continue to provide a political resource in ongoing political struggles. Where the national community was defined as inclusive in both ethnoreligious and popular terms, democracy has proven stronger. Alternatively, where the foundational national bargain was more exclusive with respect to salient identity cleavages and popular classes, authoritarianism has been reinforced. Founding types of nationalism not only help explain regime types in India and Malaysia but in countries across southern Asia, offering novel insight into how to understand ongoing battles to shape the nation and the people’s political position within it. In an era of rising nationalist fervor and eroding support for democracy, understanding the conditions under which nationalism either promotes democracy or bolsters authoritarianism is of critical importance to political scientists, activists, and policymakers alike.

The day-to-day behaviors of undocumented immigrants are significantly affected when local law enforcement officials do the work of federal immigration enforcement. One such behavior, which has been widely discussed in debates over so-called sanctuary policies, is that undocumented immigrants are less likely to report crimes to the police when local law enforcement officials work with U.S. Immigration and Customs Enforcement (ICE) on federal immigration enforcement. However, the mechanism that explains this relationship of decreased trust in law enforcement has not yet been systematically tested. Do undocumented immigrants become less trusting of police officers and sheriffs when local law enforcement officials work with ICE on federal immigration enforcement? To answer this, we embedded an experiment that varied the interior immigration enforcement context in a survey (n = 512) drawn from a probability-based sample of undocumented immigrants. When local law enforcement officials work with ICE on federal immigration enforcement, respondents are statistically significantly less likely to say that they trust that police officers and sheriffs will keep them, their families, and their communities safe; will protect the confidentiality of witnesses to crimes even if they are undocumented; will protect the rights of all people equally, including undocumented immigrants; and will protect undocumented immigrants from abuse or discrimination.

How do representative institutions diffuse from one polity to another? I investigate the effect of the Dominican order on the transition from autocratic to representative city government in medieval Europe. I argue that the order’s practices of representation diffused to local lay politics because of the persistent interaction between Dominican monks and urban elites. Using a difference-in-difference design, I offer evidence that the presence of Dominican houses fostered the development of representative city government. My findings highlight the important role that religious institutions can play in the diffusion of political institutions and principles.

In recent years, a growing body of political science scholarship has shown how territorial expansion and Indigenous dispossession profoundly shaped American democratic ideas and institutions. However, scant attention has been paid to Indigenous thinkers and activists who have reshaped the colonial and imperial facets of democracy. I reconstruct the writings of the Oneida thinker and activist Laura Cornelius Kellogg (1880–1947). I contend that Kellogg offers a political theory of “decolonial-democracy,” which challenged settler-imperial domination by bringing together a project of Indigenous self-determination with reimagined democratic narratives, values, and institutions. The first and second sections place Kellogg in pan-Indigenous debates within the Society of American Indians and among non-Indigenous Progressive reformers, in order to show how she brings together a pan-Indigenous and social-democratic critique of American democracy. The third section interprets her landmark 1920 pamphlet Our Democracy and the American Indian as a counter-narrative of the American founding read through the disavowed influence of the Haudenosaunee confederacy, a return to which she casts as a basis for democratic and Indigenous renewal. The final section outlines her vision of Indigenous self-government as “Indian communism” in the form of her “Lolomi Plan.” In sum, I trace a counter-politics envisioning a form of relational self-determination within a confederated, multinational political order, as well as the difficulty of bringing decolonization together with democracy in practice.

In 2018, the U.S. Supreme Court adopted a “right-to-work” (RTW) legal regime for the entire government workforce (Janus v. AFSCME). While many predict lower union membership, few have considered how Janus will challenge the overall cost-sharing strategy that unions use to ensure their affiliates’ organizational maintenance and survival. Using the National Education Association (NEA) as our empirical example, we develop and test a theory we call “financial solidarity,” which posits that union organizational maintenance hinges on the transfer of resources from affiliates in strong labor states to those in weaker labor states. We demonstrate that this system is in effect by showing that most NEA revenue originates from dues and fees paid by teachers in strong labor states and then by examining the causal effect of labor law retrenchment on affiliates’ reliance on their national union between 2005–2018. We find that the NEA transfers an additional $6–10 per member and is significantly more likely to make a political contribution in an affiliate’s state in the aftermath of retrenchment. These findings highlight that unions are maintained on an organizational model that relies on a balance of strong and weak state labor laws. By upending that equilibrium, Janus threatens to undermine the power of labor in American politics.

Democratic citizens confront a range of problems framed as “security” issues, in policy areas such as counterterrorism and migration control, which place substantial political pressure on democratic norms. We develop a normative theoretical framework for assessing whether and how policies that curtail democratic governance standards in the name of security can be justified as politically legitimate. To do so, we articulate a novel normative account of legitimacy, which integrates insights from both democratic and realist traditions of thought to illuminate the complementary contributions of democratic and security standards to political legitimacy. We further elaborate a framework for applying this theoretical account to political practice in the form of a policy-focused “security test” for legitimacy in democratic states. Finally, we explore how this test may be deployed to help resolve policy dilemmas in democratic practice, by examining its application to a case study of national policy on irregular boat arrivals in Australia and Canada. Through this analysis, we contribute to the development of both richer theoretical understandings of the complex modern value of political legitimacy, and clearer action-guiding principles for balancing competing demands of legitimacy within securitized democratic policy regimes.

Conventional wisdom holds that landed elites oppose democratization. Whether they fear rising wages, labor mobility or land redistribution, landowners have historically repressed agricultural workers and sustained autocracy. What might change landowning elites’ preferences for dictatorship and reduce their opposition to democracy? Change requires reducing landowners’ need to maintain political control over labor. This transition occurs when mechanization reduces the demand for agricultural workers, eliminating the need for labor-repressive policies. We explain how the adoption of labor-saving technology in agriculture alters landowners’ political preferences for different regimes, so that the more mechanized the agricultural sector, the more likely is democracy to emerge and survive. Our theoretical argument offers a parsimonious revision to Moore’s thesis that applies to the global transformation of agriculture since his Social Origins first appeared, and results from our cross-national statistical analyses strongly suggest that a positive relationship between agricultural mechanization and democracy does in fact exist.

We seek to explain variation in the descriptive representation of Muslim minorities in national legislatures, relying on an original data set that includes 635 seats filled by Muslim-origin MPs in the lower chambers of national parliaments of twenty-six European polities in three legislative cycles between 2007 and 2018. We argue that the image of a polity as a union of multiple ethnocultural groups, reflected in concrete state policies and institutional arrangements, may be conducive to better descriptive representation of Muslim minorities, who were not originally envisioned as one of the communities constituting the nation. The results of multivariate regression analysis provide support for our hypothesis that the extent to which ethnocultural diversity is recognized and institutionalized helps explain variation in the levels of descriptive representation of European Muslims. We supplement our findings with congruence testing in four brief case studies: Belgium, France, the Netherlands, and Bulgaria.

Scholarship concerning American government visibility has focused on the state’s growing submergence, yet these accounts contrast with racial and ethnic politics research focusing on the American state’s conspicuousness in the lives of people of color. Attending to this disconnect, I ask how government visibility varies across racial groups. Combining interviews and quantitative analysis within a policy feedback framework, I argue that five public policy trends have created a racial split in the American state’s visibility. For whites, submerged state policies have grown alongside the rising visibility of racialized poverty policies and taxation. As a result, whites are less aware of how government benefits them and more aware of how government uses tax dollars to fund programs perceived as solely benefitting racial others. For people of color, the decline of civil rights legislation has contrasted with criminal legal policies that have made the criminal legal system a uniquely visible manifestation of government in their lives. To demonstrate the political importance of this racial divide, I uncover a racial heterogeneity in people’s political trust attachments, wherein white trust is connected to welfare attitudes, while trust among people of color is associated with feelings about the police.

Relying on post-election surveys, we analyze how class and union membership condition voters’ abandonment of mainstream Left parties and the alternatives chosen by former mainstream-Left voters in the period 2001–2015. Inspired by Przeworski and Sprague’s Paper Stones (1986), our analysis shows that Left parties face a trade-off between mobilizing workers and other voters and that unionization renders workers more loyal to Left parties that mobilize non-workers. By contrast, unionization does not render non-workers more loyal to Left parties that mobilize workers. Union membership increases the likelihood that workers who abandon the mainstream Left continue to vote. It also increases the likelihood that voters abandon the mainstream Left in favor of radical Left parties rather than Center-Right parties. Finally, we show that workers are more likely to abandon mainstream Left parties in favor of radical Right parties than non-workers and that union membership does not affect their propensity to do so. We conclude that reversing the decline of working-class organization should be a long-term objective of mainstream Left parties.

How do resource-poor Black populations participate in the policy process? And what are the interpretive impacts of their participation? Using multiyear qualitative data on mass school closures in two large U.S. cities—in which nearly 90% of the population targeted were Black and low-income—I investigate how 1) the school district and local organizations provide resources for those affected to participate in the policy process; 2) affected participants interpret their engagement as contributing positively to the development of civic skills and perceptions of internal efficacy but negatively to their perceptions of politics, policy, and future participation; and that 3) these negative attitudes persist even among those who secure success in fighting the policy. I conceptualize this last phenomenon as indicative of “collective participatory debt” and raise serious questions about the utility of participating while poor and Black in American democracy.

Academics and political pundits alike attribute rising support for right-wing political options across advanced democracies to the working classes. In the United States, authors claim that the white working class offered unprecedented and crucial support for Donald Trump in the 2016 election. But what is the evidence for this claim? We examine all of the available academic survey data gathered around the election, along with a number of surveys from prior elections. We test four common claims about the white working class in 2016: (1) that most Trump voters were white working-class Americans; (2) that most white working-class voters supported Trump; (3) that unusually large numbers of white working-class voters switched from Obama in 2012 to Trump in 2016; and (4) that white working-class voters were pivotal to Trump’s victory in several swing states. We find that three of the four are not supported by the available data, and the other lacks crucial context that casts doubt on the idea that Trump uniquely appealed to working-class Americans. White working-class Americans have been supporting Republican presidential candidates at higher rates in recent elections, but that process long predates 2016, and narratives that center on Trump’s alleged appeal obscure this important long-term trend.

Voting is a democratic virtue and an important mechanism for citizens to let their voices be heard. However, citizens do not participate in politics at equal levels, with consequences for their political power. While turnout gaps between different socioeconomic groups are well researched, the biggest gap in many Western European countries today has been overlooked: that between the children of immigrants (minority youths) and the majority population. I argue that existing theories fall short in addressing this gap because they do not attend to the distinctly political forces that shape citizens’ relationships to politics. Building on the policy-feedback literature, and analyzing seventy-one in-depth interviews with minority and majority youths in Denmark, I show that because these groups are targeted very differently in policy and political discourse, they have substantially different conceptions of politics and their status as citizens. Many minority youths react to anti-immigrant political messages by dissociating from politics, but I warn against interpreting their quiescence as political apathy. Instead, dissociating from politics can be a strategy to reclaim power over their self-understanding and can be experienced as empowering. These findings challenge classic conceptualizations of political engagement and open discussion about how to understand political behavior in increasingly diverse societies.

The collapses of the interwar and Bretton Woods monetary regimes have been understood as evidence that international monetary regimes fail when sudden economic shocks destabilize the political coalitions or shared ideas underpinning them. But while these histories are important, other monetary regimes, such as the Sterling Area and Latin Union, disintegrated over long periods of time. If exogenous shocks do not account for varied patterns of destabilization, what does? Using the tools of comparative-historical analysis, I argue that these patterns are the result of strategic choices made by hegemonic powers, choices that are in turn governed by the historical-structural foundations of regimes. From these foundations emerge alternative leadership strategies and membership behaviors responsible for endogenous macro-institutional effects that drive the observed regime trajectories. Regime leaders may establish visibly unequal collective arrangements that maintain their positions but leave a system vulnerable to overt internal resistance and sudden breakdown. Or leaders may reject collective arrangements in order to secretly discriminate among members, slowly building dysfunction into a system, driving its gradual abandonment by members and institutional decline. The analysis both suggests that more equal state power may improve long-run regime performance, and also locates structural vulnerabilities in contemporary regimes.
