NOTE. This chapter gives the membership of the IAU Divisions in force until the end of the XVIIIth General Assembly.

The full theory of polarized SiO maser emission from the near-circumstellar environment of Asymptotic Giant Branch stars has been the subject of debate, with theories ranging from classical Zeeman origins to predominantly non-Zeeman anisotropic excitation or propagation effects. Features with an internal electric vector position angle (EVPA) rotation of ∼π/2 offer unique constraints on theoretical models. In this work, results are presented for one such feature that persisted across five epochs of SiO ν = 1, J = 1 − 0 VLBA observations of TX Cam. We examine the fit to the predicted dependence of linear polarization and EVPA on angle (θ) between the line of sight and the magnetic field against theoretical models. We also present results on the dependence of mc on θ and their theoretical implications. Finally, we discuss potential causes of the observed differences, and continuing work.

Core-accretion theory predicts that the formation of giant planets predominantly occurs at the dense mid-plane of the inner ∼50 AU of protoplanetary disks. However, due to observational limitation, this critical region remains to be the least charted area in protoplanetary disks. With its great sensitivity, ALMA recently started to image optically thin line emissions arisen from the mid-plane of the inner 50AU in nearby disks, which unlocks an exciting new path to directly constrain the physical properties of the giant planet formation zone through gas tracers. Here we present the first spatially resolved observations of the 13C18O J=3-2 line emission in the TW Hya disk. We show that this emission is optically thin even inside the CO mid-plane snowline. Combining it with the C18O J=3-2 images and the previously detected HD J=1-0 flux, we directly constrain the mid-plane temperature and optical depths of the CO gas and dust. We report a mid-plane CO snowline at 20.5 ± 1.3 AU, a mid-plane temperature distribution of 27+4−3×(R/20.5AU)-0.47+0.06−0.07 K, and a gas mass distribution of 13+8−5×(R/20.5AU)-0.9+0.4−0.3 g cm−2 between 5-20.5 AU in the TW Hya protoplanetary disk. We find a total gas/mm-sized dust mass ratio of 140 ± 40 in this region, suggesting that ∼2.4 earth mass of dust aggregates have grown to > cm sizes (and perhaps much larger).

On August 17, 2017 LIGO/Virgo detected a binary neutron star via gravitational waves. We observed 70 sq-degrees in the LIGO/Virgo spatial localization with the DECam on the 4m Blanco telescope covering 80% of the final map. Our group independently discovered an optical counterpart in NGC 4993. We searched our entire imaged region: the object in NGC 4993 was the only viable candidate. Our observations of NGC4993 show complicated morphology but simple star formation history. Our x-ray and radio observations indicate an off-axis jet as afterglow. Our high-cadence optical and infrared spectra show a source that must be described by at least two components, one of which is dominated by the r-process nucleosynthesis elements characteristic of a kilonova. Our modeling of the light curve demonstrates such a model in which 0.05 M⊙ of material is ejected from the system. Finally, we discuss the first standard siren measurement of H0.

At present two concurrent paradigms of solar energetic particle (SEP) origin exist: acceleration directly in the flare site or by the shock wave of coronal mass ejection (CME). Active discussions on a relative role of flares and coronal mass ejections for SEP acceleration and propagation are continuous until now. In my opinion only future observations of solar high energy γ–emission with better spectral, spatial and temporal resolution may clarify this issue. In my report I discuss possible signatures of the flare and shock acceleration processes. What is a picture provided by the current instruments? What can we expect to observe with a perfect instrument in high energy gamma rays in one or another case on a time scale of impulsive and long decay flare phases?

In this paper I discuss the general role of the IAU General Secretary, and reminisce on the XXIst IAU General Assembly in Buenos Aires, Argentina in 1991, where a fire disrupted proceedings on the final days.

Solar Energetic Particles (SEPs) are high-energy particles ejected by the Sun which consist of protons, electrons and heavy ions having energies in the range of a few tens of keVs to several GeVs. The statistical features of the solar energetic particles (SEPs) during different periods of solar cycles are highly variable. In the present study we try to quantify the long-range dependence (or long-memory) of the solar energetic particles during different periods of solar cycle (SC) 23 and 24. For stochastic processes, long-range dependence or self-similarity is usually quantified by the Hurst exponent. We compare the Hurst exponent of SEP proton fluxes having energies (>1MeV to >100 MeV) for different periods, which include both solar maximum and minimum years, in order to find whether SC-dependent self-similarity exist for SEP flux.

I present examples of how chemo-dynamical N-body simulations can help understanding the structure and evolution of the inner Galaxy. Such simulations reproduce the observed links between kinematics, morphology and chemistry in the bar/bulge region and explain them by the self-consistent cohabitation of a number of components. Galactic archaeology, applied to simulation snapshots, explains the sequence in which the stars of the various components were formed. The thick disc stars form earlier than those of the thin disc and in a much shorter time scale. The bar in the thick disc is horizontally thicker than that of the thin disc and has a different vertical morphology. The Galaxy’s inner disc scalelength is much smaller than what is expected from nearby galaxies of similar stellar mass.

The IAU is like an old house: Each of the IAU General Secretaries brings her/his individual skills, trying to fix it up. After the collective efforts of several General Secretaries, the house is hopefully kept in reasonable overall shape. But each General Secretary is also in principle responsible for everything, which means that priorities for the way you spend your time must be set – remembering that surprises may occur at any moment.

In my case, I’d like to single out five major initiatives taken during my term, which have probably proved useful in the longer term.

A characteristic pattern of solar hard X-ray emission, first identified in SOL1969-03-30 by Frost & Dennis (1971), turns out to have a close association with the prolonged high-energy gamma-ray emission originally observed by Forrest et al. (1985). This identification has become clear via the observations of long-duration γ-ray flares by the Fermi/LAT experiment, for example in the event SOL2014-09-01. The distinctive features of these events include flat hard X-ray spectra extending well above 100 keV, a characteristic pattern of time development, low-frequency gyrosynchrotron peaks, CME association, and gamma-rays identifiable with pion decay originating in GeV ions. The identification of these events with otherwise known solar structures nevertheless remains elusive, in spite of the wealth of EUV imagery available from SDO/AIA. The quandary is that these events have a clear association with SEPs in the high corona, and yet the gamma-ray production implicates the photosphere itself, despite the strong mirror force that should focus the particles away from the Sun We discuss the morphology of these phenomena and propose a solution to this problem.

The regular solar observations are operated at Huairou Solar Observing Station (HSOS) since 1987, which make the construction of long-term magnetic field datasets available to understand solar magnetic field and cycles. There exist some inconveniences for solar physicist to use these data, because the data storage medium and format at HSOS experienced some changes. Additionally, the processes of magnetic field calibration are not easy to deal with for who are not familiar with these data. Here shows that the magnetic field of HSOS are further processed toward international standards, in order to explore HSOS observations data for scientific research.

In 2005 we suggested a relation between the optimal locus of gas giant planet formation, prior to migration, and the metallicity of the host star, based on the core accretion model, and radial profiles of dust surface density and gas temperature. At that time, less than 200 extrasolar planets were known, limiting the scope of our analysis. Here, we take into account the expanded statistics allowed by new discoveries, in order to check the validity of some premises. We compare predictions with the present available data and results for different stellar mass ranges. We find that the zero age planetary orbit (ZAPO) hypothesis continues to hold after a two order of magnitude increase in discovered planets, as well as the prediction that planets around metal poor stars would have shorter orbits.

The recent revelation that there are correlated period derivative and pulse shape changes in pulsars has dramatically changed our understanding of timing noise as well as the relationship between the radio emission and the properties of the magnetosphere as a whole. Using Gaussian processes we are able to model timing and emission variability using a regression technique that imposes no functional form on the data. We revisit the pulsars first studied by Lyne et al. (2010). We not only confirm the emission and rotational transitions revealed therein, but reveal further transitions and periodicities in 8 years of extended monitoring. We also show that in many of these objects the pulse profile transitions between two well-defined shapes, coincident with changes to the period derivative. With a view to the SKA and other telescopes capable of higher cadence we also study the detection limitations of period derivative changes.

NOTE. This chapter gives the membership of the “old” Commissions (listed by Commission number), as they were re-affiliated to the new Divisions that were established at the XXVIII GA in 2012. These Commissions ceased to exist at the XXIX GA and replaced by the new Commissions (se Chapter IX of these Transactions). The membership of the new Commissions was highly provisional and incomplete at the time of the XXIX GA (August 2015), therefore it is not reported here and it will be published in the next issue of the Transactions B.

The Milky Way is a barred galaxy whose central bulge has a box/peanut shape and consists of multiple stellar populations with different orbit distributions. This review describes dynamical and chemo-dynamical equilibrium models for the Bulge, Bar, and inner Disk based on recent survey data. Some of the highlighted results include (i) stellar mass determinations for the different Galactic components, (ii) the need for a core in the dark matter distribution, (iii) a revised pattern speed putting corotation at ~6 kpc, (iv) the strongly barred distribution of the metal-rich stars, and (v) the radially varying dynamics of the metal-poor stars which is that of a thick disk-bar outside ~1 kpc, but changes into an inner centrally concentrated component with several possible origins. On-going and future surveys will refine this picture, making the Milky Way a unique case for studying how similar galaxies form and evolve.

We present the results of prompt optical follow-up of the electromagnetic counterpart of GW170817 by the Transient Optical Robotic Observatory of the South Collaboration (TOROS). We detected highly significant dimming in the light curves of the counterpart over the course of only 80 minutes of observations obtained ~35 hr after the trigger with the T80-South telescope. A second epoch of observations, obtained ~59 hr after the event with the EABA 1.5m telescope, confirms the fast fading nature of the transient. The observed colors of the counterpart suggest that this event was a “blue kilonova” relatively free of lanthanides.

In the current paper we describe results of an extensive and refined analysis which shows that the beaming leads to considerable changes in the model line ratios and brightness estimates. For example, beaming shifts the locus of the brightest masers to the lower values of the gas densities. Recent theoretical paper by Leurini et al. (2016) presented extensive consideration of the Class I methanol maser (MMI) pumping. Their study allowed to distinguish only 3 of 4 MMI pumping regimes found in Sobolev et al. (2005) and Sobolev et al. (2007) on the basis of analysis of observational data combined with theoretical considerations. The regime when the line from the J−2 − (J − 1)−1E series is the brightest was missing in Leurini et al. (2016) results. This may be explained by considering the fact that the authors did not take into account considerable beaming effects.

New simultaneous X-ray and radio observations of the archetypal mode-switching pulsar PSR B0943+10 have been carried out with XMM-Newton and the LOFAR, LWA and Arecibo radio telescopes in November 2014. They allowed us to better constrain the X-ray spectral and variability properties of this pulsar and to detect, for the first time, the X-ray pulsations also during the X-ray-fainter mode. The combined timing and spectral analysis indicates that unpulsed non-thermal emission, likely of magnetospheric origin, and pulsed thermal emission from a small polar cap are present during both radio modes and vary in a correlated way.

AGILE is a space mission of the Italian Space Agency dedicated to γ-ray astrophysics, launched in 2007. AGILE performed dedicated real-time searches for possible γ-ray counterparts of gravitational wave (GW) events detected by the LIGO-Virgo scientific Collaboration (LVC) during the O2 observation run. We present a review of AGILE observations of GW events, starting with the first, GW150914, which was a test case for future searches. We focus here on the main characteristics of the observations of the most important GW events detected in 2017, i.e. GW170104 and GW170817. In particular, for the former event we published γ-ray upper limits (ULs) in the 50 MeV – 10 GeV energy band together with a detailed analysis of a candidate precursor event in the Mini-Calorimeter data. As for GW170817, we published a set of constraining γ-ray ULs obtained for integrations preceding and following the event time. These results allow us to establish important constraints on the γ-ray emission from a possible magnetar-like remnant in the first ~1000 s following T0. AGILE is a major player in the search of electromagnetic counterparts of GW events, and its enhanced detection capabilities in hard X-ray/MeV/GeV ranges will play a crucial role in the future O3 observing run.
