The Universal Declaration of Human Rights (UDHR) is thought to have shaped constitutions profoundly since its adoption in 1948. The authors identify two empirical implications that should follow from such influence. First, UDHR content should be reflected in subsequent national constitutions. Second, such reflections should bear the particular marks of the UDHR itself, not those of the postwar zeitgeist more broadly. The authors examine the historical evidence at various levels to identify and untangle the UDHR's impact. In a macro analysis, they leverage an original data set on the content of constitutions since 1789. They explore historical patterns in the creation and spread of rights, and test whether 1948 exhibits a noticeable disruption in rights provision. The authors build a multivariate model that predicts rights provision with constitution- and rights-level covariates. To gain further analytic leverage, they unearth the process that produced the UDHR and identify plausible alternative formulations evident in a set of discarded proposals. The authors further test the plausibility of UDHR influence by searching for direct references to the document in subsequent constitutional texts and constitutional proceedings. The evidence suggests that the UDHR significantly accelerated the adoption of a particular set of constitutional rights.

Authoritarian regimes repress to prevent mass resistance to their rule. In doing so, regimes’ security forces require information about the dissidents who mobilize such resistance. Political competition, which fuels partisan rivalries, offers one solution to this problem by motivating civilians to provide needed information to security forces. Yet civilians share information about any political opponents, not just dissidents, which creates a challenge for regimes that want to target dissidents. Drawing on novel archival data from the immediate aftermath of the 1973 coup that brought Augusto Pinochet to power in Chile, a period that included civilian collaboration with repression, this article presents evidence that close pre-coup political competition is associated with more frequent repression and more targeting of non-dissidents. The author uses pre-coup democratic elections to measure political competition and addresses the challenge of estimating political preferences unaffected by repression. Qualitative evidence and further quantitative tests probe implications of the partisan rivalry mechanism and account for alternative explanations.

This article provides a systematic examination of the role of security considerations in shaping mass preferences over international economic exchange. The authors employ multiple survey experiments conducted in the United States and India, along with observational and case study evidence, to investigate how geopolitics affects voters’ views of international trade. Their research shows that respondents consistently—and by large margins—prefer trading with allies over adversaries. Negative prior beliefs about adversaries, amplified by concerns that trade will bolster the partner's military, account for this preference. Yet the authors also find that a significant proportion of the public believes that trade can lead to peace and that the peace-inducing aspects of trade can cause voters to overcome their aversion to trade with adversaries. This article helps explain when and why governments constrained by public opinion pursue economic cooperation in the shadow of conflict.

We know more about why laws on violence against women (vaw) were adopted than about how much and in what ways these laws affect society. The authors argue that even weakly enforced laws can contribute to positive social change. They theorize the expressive power of vaw legislation, and present evidence for a cautiously optimistic assessment of current trends on violence against women and the ways that vaw laws affect social norms. Focusing on a time of major legal change related to vaw in Mexico, this article explores trends in behavior and attitudes related to violence by analyzing four waves of the National Survey on the Dynamics of Household Relations (endireh), which include detailed interviews with thousands of Mexican women. The authors find that over this period, the share of women experiencing intimate-partner abuse declined, attitudes condoning violence shifted, reporting rates rose, and most women learned about legislation to protect their rights. These changes are consistent with the authors’ expectations about the expressive power of anti-violence legislation.

Do individuals previously targeted by genocide become more supportive of other victimized groups? How are these political lessons internalized and passed down across generations? To answer these questions, the authors leverage original survey data collected among Holocaust survivors in the United States and their descendants, Jews with no immediate family connection to the Holocaust, and non-Jewish Americans. They find that historical victimization is associated with increased support for vulnerable out-groups, generating stable political attitudes that endure across generations. Holocaust survivors are most supportive of aiding refugees, followed by descendants, especially those who grew up discussing the Holocaust with their survivor relatives. An embedded experiment demonstrates the steadfastness of these attitudes: unlike non-Jews or Jews without survivor relatives, survivors’ and descendants’ views toward refugees do not change after reading an in-group versus out-group–protective interpretation of the “never again” imperative. Histories of victimization can play an ameliorative role in intergroup relations.

Two dominant explanations for ethnic bias in distributional outcomes are electoral incentives and out-group prejudice. This article proposes a novel and complementary explanation for the phenomenon: variation in legibility across ethnic groups. The author argues that states will allocate fewer resources to groups from which they cannot gather accurate information or collect taxes. The argument is supported by original data on state aid from the 1891/1892 famine in the Russian Empire. Qualitative and quantitative analyses show that districts with a larger Muslim population experienced higher famine mortality and received less generous public assistance. The Muslims, historically ruled via religious intermediaries, were less legible to state officials and generated lower fiscal revenues. State officials could not count on the repayment of food loans or collect tax arrears from Muslim communes, so they were more likely to withhold aid. State relief did not vary with the presence of other minorities that were more legible and generated more revenue.

This article examines how rebels govern after winning a civil war. During war, both sides—rebels and their rivals—form ties with civilians to facilitate governance and to establish control. To consolidate power after war, the new rebel government engages in control through its ties in its wartime strongholds, through coercion in rival strongholds where rivals retain ties, and through cooptation by deploying loyal bureaucrats to oversee development in unsecured terrain where its ties are weak. These strategies help to explain subnational differences in postwar development. The author analyzes Zimbabwe's Liberation War (1972–1979) and its postwar politics (1980–1987) using a difference-in-differences identification strategy that leverages large-scale education reforms. Quantitative results show that development increased most quickly in unsecured terrain and least quickly in rival strongholds. Qualitative evidence from archival and interview data confirms the theorized logic. The findings deepen understanding of transitions from conflict to peace and offer important insights about how wartime experiences affect postwar politics.

The share of basic services that NGOs deliver has grown dramatically in developing countries due to increased receipt of aid and philanthropy in these countries. Many scholars and practitioners worry that NGOs reduce reliance on government services and, in turn, lower demand for government provision and undermine political engagement. Others argue that NGOs prop-up poorly performing governments that receive undeserved credit for the production, allocation, or welfare effects of NGO services. Using original surveys and a randomized health intervention, implemented in parallel to a similar universal government program, this article investigates the long-term effect of NGO provision on political attitudes and behavior. Access to NGO services increased preferences for NGO, relative to government, provision. However, political engagement and perceptions of government legitimacy were unaffected. Instead, the intervention generated political credit for the incumbent president. This study finds that citizens see NGOs as a resource that powerful government actors control, and they reward actors who they see as responsible for allocation of those resources.

Why do communities with larger shares of ethnic and racial minorities have worse public goods provision? Many studies have emphasized the role of diversity in hindering public outcomes, but the question of causality remains elusive. The authors contribute to this debate by tracing the roots of both contemporary racial demography and public goods provision to the uneven historical expansion of the state. Focusing on new historical data from Brazil, the authors show that more remote municipalities with lower levels of state capacity in the past were more frequently selected by escaped slaves to serve as permanent settlements. Consequently, such municipalities have worse public services and larger shares of Afro-descendants today. These results highlight the pervasive endogeneity of the relationship between ethnic demography and public outcomes. The failure to account for context-dependent historical confounders raises concerns about the validity of previous findings regarding the social costs and benefits of any particular demographic composition.

This article examines the consequences of the opium concession system in the Dutch East Indies—a nineteenth-century institution through which the Dutch would auction the monopolistic right to sell opium in a given locality. The winners of these auctions were invariably ethnic Chinese. The poverty of Java's indigenous population combined with opium's addictive properties meant that many individuals fell into destitution. The author argues that this institution put in motion a self-reinforcing arrangement that enriched one group and embittered the other with consequences that persist to the present day. Consistent with this theory, the author finds that individuals living today in villages where the opium concession system once operated report higher levels of out-group intolerance compared to individuals in nearby unexposed counterfactual villages. These findings improve the understanding of the historical conditions that structure antagonisms between competing groups.

Oil and gas discoveries in developing countries are often associated with shortsighted economic policies and, in response, with calls to insulate resource management from populist impulses. The authors report on a randomized experiment that tested methods to overcome this apparent tension between sound resource governance and democratic politics. Soon after Tanzania's discovery of major natural gas reserves, the authors invited a nationally representative sample of voters to take part in an intensive public deliberation of policy options, at an event featuring nationally recognized experts and small-group discussions. Democratic deliberation reinforced the public's strong preference for rapid spending of gas revenues, but also increased support for various prudential and economically orthodox measures, such as the independent oversight of gas revenues, limits on government borrowing, and selling gas abroad rather than subsidizing fuel at home. These effects were driven by deliberation per se, rather than a pure information treatment, and show no evidence of contamination by facilitator effects or peer effects in group deliberations.

Studies of electoral clientelism—the contingent exchange of material benefits for electoral support—frequently presume the presence of strong parties. Parties facilitate monitoring and enforcement of vote buying and allow brokers to identify core voters for turnout buying. Where money fuels campaigns but elections center around candidates, not parties, how do candidates pitch electoral handouts? The authors analyze candidates’ distribution of cash during an Indonesian election. Drawing upon varied data, including surveys of voters and brokers, candidates’ cash-distribution lists, and focus-group discussions, they find heavy spending but little evidence of vote buying or turnout buying. Instead, candidates buy brokers. With little loyalty or party brand to draw on, candidates seek to establish credibility with well-networked brokers, who then protect their turf with token payments for their own presumed bloc of voters. The authors find little evidence of monitoring of either voter or broker behavior, which is consistent with their argument that these payments are noncontingent.

Conventional theories of ethnic politics argue that political entrepreneurs form ethnic parties where there is ethnic diversity. Yet empirical research finds that diversity is a weak predictor for the success of ethnic parties. When does ethnicity become a major element of party competition? Scholars have explained the emergence of an ethnic dimension in party systems as the result of institutions, mass organizations, and elite initiatives. But these factors can evolve in response to an emerging ethnic coalition of voters. The author advances a new theory: ethnic cleavages emerge when voters seek to form a parliamentary opposition to government policies that create grievances along ethnic identities. The theory is tested on rare cases of government policies in Prussia between 1848 and 1874 that aggrieved Catholics but were not based on existing policies or initiated by entrepreneurs to encourage ethnic competition. Using process tracing, case comparisons, and statistical analysis of electoral returns, the author shows that Catholics voted together when aggrieved by policies, regardless of the actions of political entrepreneurs. In contrast, when policies were neutral to Catholics, the Catholic party dissolved.

Coethnics often work in the same industries. How does this ethnic clustering affect individuals’ political loyalties amid industrial growth and decline? Focusing on migrant groups, the author contends that ethnic groups’ distribution across industries alters the political allegiances of their members. When a group is concentrated in a growing industry, economic optimism and resources flow between coethnics, bolstering migrants’ confidence in their economic security and dissuading investments in local political incorporation. When a group is concentrated in a declining industry, these gains dissipate, leading migrants to integrate into out-groups with greater access to political rents. Analyses of immigrants near US coal mines in the early twentieth century support this theory. The article shows how ethnic groups’ distribution across industries shapes the evolution of group cleavages and illuminates how decarbonizing transitions away from fossil fuels may reshape identity conflicts.

Do existing theories regarding the impact of foreign migration explain preferences in non-oecd countries? The author adapts and applies explanations for opposition to migration in the Arabian Gulf, a significant region in global migration today, using a survey experiment implemented in Qatar. The results offer a rare validation of predictions from the labor market competition model, demonstrating that individual employment circumstances are important preference determinants. Additionally, while OECD citizens prefer high-skilled migrants, Qataris are indifferent about blue- versus white-collar workers. Mediation analysis suggests that this null effect is the result of competing cultural and economic concerns over the effect of differing classes of migrants on economic and social welfare. The novel context provides a critical test case of the labor market hypothesis and offers insight into how migration preferences in the Global South differ from the Western experience.

A growing literature investigates how historical state repression affects later political outcomes, but little attention has been given to whether violence during foreign occupation affects support for international cooperation. This article investigates this issue by analyzing the 1972 Danish referendum on membership in the European Economic Community (eec)—an organization seen at the time as being dominated by Germany. The analysis shows that municipalities that experienced more German-inflicted violence during the German occupation of Denmark (1940–1945) in World War II had a higher rate of no votes in this referendum. This effect seems to have worked through increased support for Danish far-left parties that were associated with the Danish resistance movement and that actively used anti-German sentiment in their campaigns against eec membership. The results suggest that foreign-inflicted violence can be a substantial hindrance for popular support for international cooperation and that political parties play an important role in translating historical grievances into mass political behavior.
