The COVID-19 pandemic is giving way to increases in military engagements in health-related activities at the domestic level. This article situates these engagements amid issues of continuity, change, and resistance in contemporary redefinitions of military health roles. It positions the COVID-19 pandemic as a pivotal moment in global health military practice. I identify three emerging trends within national military responses to COVID-19: (1) Minimal technical military support; (2) Blended civil-military responses; and (3) Military-led responses. The dynamics that underpin each type of military involvement follow context-specific military political legacies. These levels of involvement also relate to national public health approaches and the degree of capacity within health care systems. Each identified trend points towards specific trajectories for the future co-constitution of global and local civil-military engagements.

The question of when and how international orders change remains a pertinent issue of International Relations theory. This article develops the model of pragmatic ordering to conceptualise change. The model of pragmatic ordering synthesises recent theoretical arguments for a focus on ordering advanced in-practice theory, pragmatist philosophy, and related approaches. It also integrates evidence from recent global governance research. We propose a five-stage model. According to the model, once a new problem emerges (problematisation), informality allows for experimenting with new practices and developing new knowledge (informalisation and experimentation). Once these experimental practices become codified, and survive contestation, they increasingly settle (codification) and are spread through learning and translation processes (consolidation). We draw on the rise of the maritime security agenda as a paradigmatic case and examine developments in the Western Indian Ocean region to illustrate each of these stages. The article draws attention to the substantial reorganisation of maritime space occurring over the past decade and offers an innovative approach for the study of orders and change.

How do scenarios of dangerous futures imagined in the framework of the post-9/11 counterterrorism shape security institutions? Critical Security Studies (CSS)'s dominant answer is that state apparatus are significantly transformed by the use of new technologies of prediction that are very prolific in imagining potential risks. The present article questions this technologically determinist thesis. Introducing the notion of weak field in the study of pre-emption, it argues that the political sociology of transnational fields of power can help us in historicise and assess more precisely the impact of imagination over power and control in the pre-emptive era. The article analyses NATO's reaction to 9/11 as a case study. It shows how the fabrication of potential terrorist threats by NATO's practitioners, that served to justify the pre-emptive use of the collective self-defence clause of the Washington Treaty (Article 5), evolved into an ambiguous support for NATO's military policing of the Mediterranean basin and into its involvement in migration control.

This article explores our experiences of conducting feminist interpretive research on the British Army Reserves. The project, which examined the everyday work-Army-life balance challenges that reservists face, and the roles of their partners/spouses in enabling them to fulfil their military commitments, is an example of a potential contribution to the so-called ‘knowledge economy’, where publicly funded research has come to be seen as ‘functional’ for political, military, economic, and social advancement. As feminist interpretive researchers examining an institution that prizes masculinist and functionalist methodologies, instrumentalised knowledge production, and highly formalised ethics approval processes, we faced multiple challenges to how we were able to conduct our research, who we were able to access, and what we were able to say. We show how military assumptions about what constitutes proper ‘research’, bolstered by knowledge economy logics, reinforces gendered power relationships that keep hidden the significant roles women (in our case, the partners/spouses of reservists) play in state security. Accordingly, we argue that the functionalist and masculinist logics interpretive researchers face in the age of the knowledge economy help more in sustaining orthodox modes of knowledge production about militaries and security, and in reinforcing gendered power relations, than they do in advancing knowledge.

The international community is as ubiquitous as it is elusive and its universalist pretensions remain unchallenged in political and academic discourse. In response, this article turns to Bottici's work on political myths. Against the notion of myths as falsehoods, we argue that they create their own sphere of shared social and political reality. The analysis centres on the case of Cambodia, a country that served as an experiment of liberal interventionism. It draws on archival and field research on two consecutive international interventions, a review of public statements by international actors, and interviews with Cambodian actors and activist. We argue that to understand the ideas actors use to orient themselves as they press for change, it is necessary to consider how decades of engagement with the myth have shaped the political imaginary. Our empirical analysis points to three different phases in the use of the myth: Its production during UNTAC, the reinforcement of its narratives through subsequent legal, aid and development interventions, and finally its contemporary use in a post-liberal context. We observe that Cambodian actors increasingly engage the myth to question the terms of transnational cooperation for democracy. Our work has implications for assessments of the legacies of liberal peacebuilding.

Declarations of independence continue to be commonplace in international affairs, yet their efficacy as means towards statehood remains disputed in traditional international legal and political thinking and conduct. Consequently, recent scholarship on state recognition and emerging statehood suggests that the international persistence of such declarations should be understood in the context of broader international processes, narratives, and assemblages of state creation. Such suggestions, however, risk reifying declarations’ effectiveness more in relation to international structure(s) than to independence movement's own agency. This article, therefore, calls for a reframing of declarations of independence as a ritual in international relations. It argues that participating in the international ritual of independence declaration forms an attempt to ‘fuse’ the movement's political practice with international recognition, serves to express an internal belief in ‘redemption’ through the ‘ascension’ into the ‘celestial’ existence of recognised statehood, and offers an opportunity to internally bolster political community through political performance. Ritual theory, thus, uncovers how the global persistence of independence declarations cannot be explained merely through discrete oppositions of non-recognition versus recognition, belief versus reality, and/or non-state versus state community, and instead opens up new space for understanding the contradictions characterising the international political (in)significance and persistence of statehood declarations.
