As international migration has grown worldwide, the issue of how to assure the political rights of citizens living abroad has attracted much scholarly attention. One concern has been that if vote-buying is widespread in home countries, this practice could be exported to external elections. Although there have been numerous studies focused on electoral participation in external voting, there has been no systematic test of whether vote-buying is occurring across borders. This study aims to address this question by focusing on the 2018 federal elections in Mexico. Our list experiment shows that in our sample, approximately 32 per cent of Mexican immigrants in the United States experienced vote-buying during the electoral campaign. Furthermore, a multivariate analysis shows that the people most susceptible to vote-buying were living in areas where there was a high concentration of Mexican immigrants. The study results point to the importance of cross-border networks, which have been built between countries sending and receiving immigrants, in facilitating vote-buying across borders.

American trade policy under the Trump administration can be summed up in one expression, “America First,” which the US president himself has repeated many times. Driven by a rejection of multilateralism, the United States has adopted numerous measures designed to maintain or stimulate domestic industry or to tighten economic policies both domestically and towards foreign trading partners. Reflecting isolationist and nationalist economic theories, these measures are the anchor for a return of economic frontiers to the United States. Yet the United States is at the heart of globalization and cannot completely isolate itself without risking an economic meltdown. This is all the more true since it has been the driving force behind the creation of the multilateral trading system since the end of the Second World War. This change of economic vision by one of the world’s greatest powers can only be a turning point in the recent history of international economic relations. As such, one may wonder whether America First and the set of measures adopted in its name also foreshadow a phase of retreat for international trade law or whether, on the contrary, they are an opportunity for reform of an area of the law that has been struggling to evolve for several decades.

This article examines Canada-US relations through their shared membership in a pluralistic security community (PSC). While the bilateral relationship has been turbulent for decades, the Trump presidency has damaged the Canada-US PSC by (1) exacerbating a decades-long trend of weakened shared identity and mutual trust between Canadians and Americans, and (2) undermining the democratic norms and institutions that uphold American domestic stability and Canadians’ expectations of peaceful change. Assessing the combined implications of the decline in shared identity, mutual trust and democratic stability, I argue that the Canada-US PSC cannot endure if the United States does not also consider Canada's national and security interests or if the United States itself poses a threat to those interests. Given current trends, the future absence of war in North America may reflect American domination over a weaker and dependent Canada rather than their continued membership in a bilateral PSC.

Cet article vise à brosser un portrait de l’évolution des politiques et des relations commerciales canado-américaines en replaçant au cœur de l'analyse la variable du « nationalisme économique ». Il s'appuie sur l'approche « nationaliste » en économie politique internationale, qui permet de comprendre tant le protectionnisme que la libéralisation et surtout, le passage de l'un à l'autre ou la combinaison des deux. Le nationalisme économique constitue une tendance lourde des relations commerciales canado-américaines, qui auront été caractérisées depuis 1867 et au-delà par une tension continuelle entre protectionnisme et libéralisation.

Cet article vise à identifier et analyser les idées qui ont accompagné l’émergence et la victoire de Donald Trump. Nous nous intéressons tout particulièrement au paléoconservatisme, un courant idéologique jusque-là méconnu, qui a néanmoins su articuler les frustrations et aspirations d'une partie importante de l’électorat américain. Critique des élites économiques et politiques associées aux deux grands partis, le paléoconservatisme prône un nationalisme identitaire qui menace de bouleverser l’équilibre déjà fragile entre les variantes libertarienne et socialement conservatrice qui dominent au Parti républicain depuis quelques décennies.

There has been much talk about the retreat or even death of multiculturalism. Much of this discussion confounds multiculturalism with explicit policy under that name. I argue in this paper that liberal law itself, in particular majority-constraining constitutional law, requires multiculturalism, understood as multiple ways of life that cannot and should not be contained by a state that is to be neutral about individuals’ ultimate values and commitments. The workings of legal multiculturalism are demonstrated through a comparison of benchmark jurisprudence on gays in America and Muslims in Europe. An interesting difference is that for Muslims, liberal law has also functioned as constraint, not only as resource, especially in the post-2001 period of heightened integration concerns.

In the United States, state-based efforts to curtail the spread of methamphetamine (“meth”) have targeted domestic producers through heightened regulation of precursor chemicals used in the clandestine meth-production process. This article examines the impact of these efforts on the exercise of police power in a rural community affected by methamphetamine. As the author shows, the targeting of local meth production has incorporated residents of rural communities into the policing process by variously encouraging and requiring them to adopt a new way of perceiving the local landscape, centred around methamphetamine. Under the new legislation, previously benign objects such as cold medicine, batteries, and drain cleaner have been re-signified as objects with criminal potential that residents of rural communities are called upon to police. This has led to the expansion of police power within and beyond the formal domains of law enforcement. Through the targeting of local production, civic volunteers, pharmacists, retail clerks, natural resource officers, and others have been drawn into the policing of the meth problem. This reveals a key dynamic in the localization of police power: as police power is localized, the local is reimagined in terms of police power.

Governmental programs that regulate the introduction of biotechnologies on a given territory rely on a registration process, a decision-making process that aims to identify, evaluate, and minimize the risks associated with the introduction of a product or substance. The registration process includes risk assessments that are presented as being neutral, empirical, and strictly scientific. Nevertheless, many value judgements occur during an assessment, given that “normative questions” are inevitably raised. However, an analysis of Canadian, American, and European regulatory frameworks reveals how these regulations treat and even resolve certain normative questions. By doing so, they highlight the role of legislative, regulatory, and administrative rules, as well as their potential to arbitrate the scientific and ethical content of the registration process.

Introduction. Bacterial canker, caused by Pseudomonas syringae pv. syringae, is a destructive disease where stone fruit trees are cultivated. The efficacy of nitrogen and calcium fertilization on bacterial canker susceptibility was evaluated in stone fruits. Materials and methods. Field experiments were conducted to study the efficacy of foliar applications of calcium nitrate, and ground fertilization with CAN-17 plus low-biuret urea foliar spray on bacterial susceptibility in ‘Riegel’ peach, ‘French’ prune and ‘Nonpareil’ almond growing in ring nematode-infested and nematicide-fumigated soils. Host susceptibility was evaluated by measuring the length of lesions developed following inoculation with P. syringae pv. syringae. Results and discussion. Foliar applications of Ca(NO3)2 significantly increased leaf nitrogen and bark calcium concentrations in peach trees growing in both fumigated and nonfumigated areas. Peach trees growing in nonfumigated areas developed significantly longer lesions than trees growing in fumigated areas. However, Ca(NO3)2 foliar applications had no effect in decreasing peach susceptibility to bacterial infection in both nonfumigated and fumigated areas. After inoculation, diseased prune trees developed significantly longer lesions than healthy trees. Leaf and bark calcium concentrations of diseased prune were significantly increased after Ca(NO3)2 foliar sprays, but again the treatments did not significantly affect prune susceptibility to bacterial infection. However, nitrogen fertilization with CAN-17 and urea significantly increased the bark nitrogen concentration of almond trees, and these trees had significantly smaller lesions than those not receiving nitrogen fertilization. Foliar application of calcium (Nutri-Cal) did not affect almond susceptibility to bacterial canker. Collectively, these data support the previous hypothesis that increased susceptibility of stone fruits to P. syringae pv. syringae under nematode infestation conditions is mediated by both nitrogen effects and nitrogen-independent effects, and application of ammonium nitrogen may have some beneficial effects in reducing stone fruit susceptibility to bacterial canker where ring nematode infestation prevails.

Introduction. Bacterial canker,caused by P. syringae pv. syringae,is an important disease of stone fruit worldwide. The possibilityof P. syringae pv. syringae infectionthrough leaf scars and lenticels was evaluated in cherry, peachand prune. Materials and methods. Laboratory and fieldinoculations were performed using cherry, peach and prune stemsto evaluate leaf scar age, chilling and freezing-thawing on bacterialinfection through leaf scars and lenticels. Results and discussion. Increasingleaf scar age was associated with significant decreases in diseaseincidence and length of lesions resulting from leaf scar inoculationwith Pseudomonas syringae pv. syringae incherry, peach and prune. A significant reduction in incidence andlesion length was observed after 4 h of air exposure, and both measuresof infection were reduced to essentially 0 by 2 days of exposure. Prolongedchilling temperature (2.2 °C) prior to leaf removal had no cleareffect on disease incidence of leaf scar infection, but significantlydecreased lesion length due to leaf scar infection. Cherry was more susceptibleto P. syringae pv. syringae infectionthrough leaf scars than peach and ‘French’ prune. The leaf scar inoculationresults were consistent with the previous studies. The disease incidenceof lenticel infection caused by bacterial inoculation in ‘French’prune was very low, but significantly higher than the water control.Freezing-thawing significantly increased both the disease incidence andthe lesion size via lenticel infection. The lenticel inoculationdata suggest that P. syringae pv. syringae infection throughlenticels is possible under field conditions.

Introduction. Bacterial canker, caused by Pseudomonassyringae pv. syringae, is a damaging disease of stone fruitworldwide. The effects of rootstock, temperature and incubation duration on bacterialcanker in peach were assessed using both field and laboratory inoculation assays.Materials and methods. Both field and laboratory experiments were conductedto study the effects of rootstock, temperature and incubation duration on disease severityin peach. All inoculations were achieved with P. syringae pv.syringae strain B3A. Bacterial inoculations were applied to 1-year-oldshoots of peach trees [Prunus persica (L.) Batsch]. After inoculation,the inoculated shoots were allowed to incubate either under field conditions or in a coldroom at different temperatures [constantly at 0 °C, constantly at 14.4 °C, and in afluctuating temperature regime of 12 h at 0 °C (night) and 12 h at 14.4 °C (day)] forexcised shoots. The lesions were determined 1 to 6 weeks after inoculation to determinethe effect of incubation duration. Results and discussion. The fieldexperiment using peach grafted on three rootstocks (Nemaguard, K119-50 and P30-135) showedthat shoots on Nemaguard developed the longest lesions and shoots on K119-50 the shortestamong all three rootstocks. Shoots on Nemaguard had significantly lower bark calcium andhigher nitrogen concentrations than those on K119-50 and P30-135. A negative correlationwas found between lesion length and bark calcium concentration and the [calcium/ nitrogen] ratio. Laboratory experiments with excised shoots on Nemaguard, K119-50,P30-135, Lovell and Guardian rootstocks growing in a second orchard showed inconsistentresults. Shoots from Nemaguard developed significantly smaller lesions than those onK119-50 and P30-135. Shoots on Guardian and Lovell also developed significantly smallerlesions than those of shoots on K119-50 and P30-135. Temperature fluctuation duringincubation (0 °C to 14.4 °C) had no effect on shoot lesion length compared with thoseincubated constantly at 14.4 °C, but produced significantly longer lesions than shootsincubated constantly at 0 °C. These inconsistent results suggest that, in the absence ofmajor predisposing factors (i.e., ring nematodes or low soil pH),rootstocks may play a minor role in peach susceptibility to bacterial canker even underfavorable disease development conditions.

Introduction. Consumers and processors value tomatoes with high fruit sugarcontent; however, most breeding and cultural practices negatively impact this trait. Wildtomato species can accumulate two- to three-fold more fruit sugar than cultivars and areproving to be valuable both as a source of high-sugar loci to broaden thegenetic base of currently produced cultivars, and as research material to understand thistrait. Synthesis. While cutting-edge genomic approaches have taught us muchabout fruit phenotypes, it is still important to assess fruit enzyme activities andmetabolic fluxes in lines with contrasting fruit sugar accumulation. These metabolicfunctions are closest to the ripe fruit sugar trait. In this review, we focus ourattention on the biochemical pathways, especially starch biosynthesis, that may influencetomato fruit sugars. We try where possible to put this information into a physiologicalcontext because together they influence yield. We compare and contrast sugar metabolism incultivars and wild tomato species and identify factors that may influence differences intheir fruit size. Conclusion. Although difficult, we show that it is possibleto develop fruit with high horticultural yield and use the breeding line ‘Solara’ as anexample. In addition, we suggest avenues of further investigation to understand theregulation and control of fruit carbohydrate content.

Introduction. Bacterial canker, caused by Pseudomonas syringae pv. syringae, is a devastating disease of stone fruit worldwide. The effects of mineral nutrients and freezing-thawing on bacterial canker susceptibility were evaluated using potted peach trees in an attempt to understand predisposing factors in bacterial canker of stone fruit. Materials and methods. A split-plot experimental design with randomized complete block main plots (i.e., inoculations associated with freezing-thawing or nonfrozen pretreatments) and subplots of trees with the seven treatments (i.e., solutions deficient in N, P, K, Ca, Mg or Fe, respectively, and a full nutrient control) was adopted to study the effect of mineral deficiency and freezing-thawing on peach susceptibility to bacterial canker. Results and discussion. Phosphorus deficiency was the only treatment to significantly decrease lesion length that developed after inoculation with P. syringae pv. syringae, compared with the control trees that received full nutrients. Nitrogen and potassium deficiency treatments significantly decreased bark nitrogen and potassium concentrations accordingly, but had no clear effect on lesion sizes. Inoculation during freezing-thawing cycles significantly increased lesion length. In another independent experiment, nitrogen deficiency significantly increased the number of P. syringae pv. syringae leaf scar infections, but the subsequent infection was limited to a few millimeters. Nitrogen-deficient trees, which had higher [carbon / nitrogen] ratios, developed lesion sizes equivalent to trees provided with full nutrients. Collectively, these data suggest that, in the absence of other major predisposing factors (i.e., low soil pH or ring nematodes), mineral nutrients may play a minor role in the susceptibility of peach to bacterial canker.

The goal of this literature review is to identify key issues in the patterns of medical care utilization of services for seniors as a contribution to the National Consensus process on designing and delivering health care reforms which foster seniors' independence (Shapiro & Havens, 2000). A search strategy used to identify the relevant literature since 1985 focussing mainly on peer-reviewed journal articles is described and the results of the search strategy are summarized. Key articles are identified, analysed and synthesized based on Canadian and American evidence covering patterns of institutional care, physician use, ambulatory care and the determinants of utilization of these services.

Little comparative research exists on health experiences and conditions of minority groups in Canada and the United States, despite both countries having a racially diverse population with a significant proportion of immigrants. This article explores race and immigrant disparities in health and health care access across the two countries. The study focus was on middle and old age given the change and increasing diversity in health and health care policy, such as Medicare. Logistic regression analysis of data from the 2002–2003 Joint Canada/United States Survey of Health shows that the joint effect of race and nativity on health outcomes – health differences between native and foreign-born Whites and non-Whites – is largely insignificant in Canada but considerable in the U.S. Non-White native and foreign-born Americans within both 45-to-64 and 65-and-over age groups experience significant disadvantage in health status and access to care, irrespective of health insurance coverage, demographic, socio-economic, and lifestyle factors.

Introduction. In-package biofumigation with the volatile-producing fungus Muscodor albus was tested to control fungal decay in organic table grapes stored at a commercial packinghouse. Materials and methods. Sachets containing two different amounts of activated M. albus culture were inserted into shipping boxes containing approximately 4.5 kg of ‘Thompson Seedless’ or ‘Red Seedless’ table grapes. The volatiles were contained inside the boxes either by wrapping pallets of the boxes externally with plastic film after pre-cooling (pallet wrapping) or by using a modified atmosphere liner inside each box. Decay incidence was evaluated after 7 weeks of storage at 0 °C. Results. The M. albus sachets reduced decay incidence among ‘Red Seedless’ table grapes in both wrapped pallets and boxes with liners. In this cultivar, the modified atmosphere liner alone reduced decay incidence by about 70% and the M. albus treatment in the liner further reduced decay incidence, regardless of the amount of M. albus used. The combination of the M. albus sachet and the modified atmosphere liner proved to be the most effective decay control treatment. Decay incidence was lower among ‘Thompson Seedless’ table grapes and a significant decay control was only observed after the grapes had been allowed to warm up after storage with the 50-g rates applied inside the liner. No adverse effects were associated with the treatment or the liners. Discussion. Based on our results, biofumigation with M. albus sachets is compatible with the commercial handling of organic table grapes and could provide significant improvement in their shelf life.

Introduction. Fruit production is faced with water shortage, especially in areas with a Mediterranean climate characterized by a very long, dry and hot summer. Thus, the growers under such conditions must manage irrigation carefully by finding new strategies, including water stress management. Materials and methods. Effects of water stress (WS) and crop load (CL) on the carbon assimilation rate, fruit growth, crop yield and fruit quality (size and soluble solids content) were evaluated in a 7-year-old ‘Elegant Lady’ peach orchard (Winters, California, USA). The experimental design consisted of a completely randomized block factorial design with 2 × 3 factors: irrigation with two levels (control and WS trees) and crop load with three levels (light, commercial and heavy). Results and discussion. Both CL and WS affected fruit growth during the last stages but not early on. Crop load did not affect trunk water potential (TrWP) which, however, was significantly reduced by WS throughout the day and the season. The stomatal conductance (gs), transpiration rate (E) and CO2 assimilation rate (A) were not affected by CL, but they were reduced by WS. There were poor correlations between TrWP and either gs or A in control trees, indicating relatively poor coordination between leaf functions in peach trees under optimal conditions. Both WS and CL delayed the harvest date through their effect on ripening. Water stress significantly reduced the average crop fresh yield but hardly affected crop dry yield. Both WS and CL affected the distribution of fruit size categories, with the proportion of large fruit decreasing with the increase in crop load and the severity of WS. Conclusion. Water stress reduced fruit fresh weight and fruit fresh yield but not fruit dry weight or dry yield. Crop load reduced fruit fresh and dry weights and yields. Crop load had a negative effect on soluble solids content, while WS had a positive effect. Thus, CL reduced fruit size and soluble solids content, while WS reduced size but improved soluble solids concentration.

Introduction. The chemical fruit thinning of apple trees carried out after flowering is a current practice used to improve fruit size and quality, to ensure the return of flowering and to reduce the biennial bearing. Our work studied the effectiveness of two particular chemical thinners (Accel and carbaryl) applied to three apple tree cultivars, and their effects on the fruit yield and quality. Materials and methods. Two identical experiments were undertaken on mature apple trees in 1995 and 1996. They made it possible to test spraying after flowering of Accel and carbaryl at three different concentrations and applied to the three `Empire', `Jan-A-Red' and `Braeburn' apple tree cultivars. The effect of the chemical substances was evaluated with parameters of fruit set, fruit quality and yield. Results and discussion. For the three apple tree cultivars studied, the spraying of Accel and carbaryl made it possible to reduce the fruit set and to improve the apple yield, pH and soluble solids concentrations. However, the treatments did not affect the fruit seed number, the fruit length and diameter, or the [fruit length / fruit diameter] ratio. Conclusion. With the concentrations used, Accel and carbaryl were effective for thinning the three apple tree cultivars tested. These chemical thinners increased yield and improved certain parameters of the apple quality.
