The case was referred to the Court in accordance with the provisions applicable prior to the entry into force of Protocol No.11 to the Convention for the Protection of Human Rights and Fundamental Freedoms (“the Convention“)1 by the European Commission of Human Rights (“the Commission“) on 30 October 1999 (Article 5 § 4 of Protocol No. 11 and former Articles 47 and 48 of the Convention).

On February 22, 2011, the Energy Ministers and representatives of eighty-six countries, including energy producers, consumers, and transit countries, met in Riyadh, Saudi Arabia for an Extraordinary Ministerial Meeting of the International Energy Forum (‘‘IEF’’) where they approved and signed a new charter for the IEF (‘‘IEF Charter’’). The IEF Charter creates an ‘‘enhanced IEF framework to sustain and reinforce the commitment of producer and consumer states to the informal dialogue’’ promoted through the IEF process.

Opinion 2/13 of the Court of Justice of the European Union (CJEU) declared the draft agreement on European Union accession to the European Convention on Human Rights (ECHR) incompatible with the Treaty on European Union. The Opinion comes toward the end of a long and gradual process of incorporating human and fundamental rights principles into the legal system of the European Community and its successor, the European Union. Opinion 2/13 sends the Commission back to the drawing board on what has long been seen as the capstone of that process—EU accession to the Strasbourg human rights regime as an external check on human rights protection within the European Union.

On June 27, 2017, the Grand Chamber of the European Court of Human Rights (GC) delivered its judgment in Satakunnan Markkinapörssi Oy and Satamedia Oy v. Finland. It was the first time that the GC considered whether the application of data protection law to the publishing activities of a media outlet had violated the right to freedom of expression under the European Convention on Human Rights (Convention). In its judgment, the GC found that a prohibition on two companies publishing the taxation data of 1.2 million identifiable individuals had not violated the right to freedom of expression.

In 2021, Hong Kong's electoral system underwent its most significant reform since the People's Republic of China (PRC) resumed the exercise of sovereignty over Hong Kong on July 1, 1997. By a decision adopted on March 11, 2021 to “improve the electoral system of the Hong Kong Special Administrative Region and develop a democratic system suited to the actual situation of the Hong Kong Special Administrative Region” (HKSAR), the National People's Congress (NPC) decided to amend the methods of selecting the Chief Executive of the HKSAR and forming the Legislative Council of the HKSAR (LegCo). The existing Election Committee would be reformed and given a pivotal role in the elections of the Chief Executive and LegCo members. A new candidate qualification review committee would be established to qualify all candidates. The Standing Committee of the National People's Congress (NPCSC) was empowered to amend the first two annexes of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China (Basic Law), which specify the methods for selecting the Chief Executive and forming the LegCo. The HKSAR would amend local election laws to implement the reforms and organize future elections in accordance with the law. The Chief Executive would submit timely reports to the Central People's Government. The NPC Decision was adopted with 2,895 votes in favor and one abstention.
