Mrs. Monia Ammar is a Tunisian judge. Currently, Magistrate Counselor at the Cassation Court, she is a Human rights & IHL’s teacher at the Higher Institute of the Judiciary. She is the head of the Arab Center for International law "ACIL" based in Tunisia. She was appointed as the Regional IHL Coordinator of the MENA region at the ICRC regional office in Cairo / Egypt (2014/2016). In 2010, she was elected as the head of the Arab Women IHL committee in the Arab Woman Organization. She was also elected In 2007 as a Chair of the Human Rights Arab Independent Experts’ Commission in the LAS. As an expert in international laws especially, IHRL, and IHL, Ms. Monia Ammar is a trainer in several related disciplines. Monia Ammar is a writer of many articles and Co-writer of books on human rights, women’s rights etc.

Lorraine AndersonHigh Commissioner of Canada to Cameroon and Ambassador to Chad

Lorraine Anderson is an international lawyer with over twenty years of experience providing strategic legal and policy advice and services to governments, NGOs and intergovernmental organizations. She is currently High Commissioner of Canada to Cameroon and designated Ambassador to Chad. Prior to these positions, she was the Director of Program Integrity and Employment Equity at the Canadian Human Rights Commission. She was also the Chief of Staff to Canada’s Ambassador for Women Peace and Security and has served as the Legal Advisor to Canada’s Permanent Mission to the UN in Geneva. She has also held legal and policy positions in the legal bureau and human rights division of Global Affairs Canada. Before joining the federal government, she worked for the United Nations Country Teams in Liberia and Guyana providing legal, coordination, policy, and programming services and support. Lorraine earned her law degree at Osgoode Hall Law School and has a LLM from Columbia University School of Law, with an IHL focus. She has a Specialized Honours Bachelors of Arts Degree in Public Policy and Administration from York University.

Cécile AptelDeputy Director of the UN Institute for Disarmament Research, Switzerland

Cécile Aptel is the Deputy Director of the UN Institute for Disarmament Research. Previously, she was chief in the UN Human Rights’ Office work, and before that, director and acting under-secretary general for partnerships at the International Federation of the Red Cross and Red Crescent Societies. Beforehand, she led the establishment of the UN Mechanism on Syria (IIIM) and was the senior advisor to the UN High Commissioner for Human Rights. Earlier in her career, she worked in Africa, the Balkans, the Middle-East and North America, providing strategic legal and policy advice notably at the UN International Criminal Tribunals, the International Center for Transitional Justice, the International Commission for Lebanon, UNICEF and NGOs. A professor of international law, Dr Aptel has taught at the Fletcher School, Harvard and the Centre for Human Rights in Pretoria. Her recent research and writing focuses on international and transitional justice and child rights.

Adama DiengFormer Under Secretary General, UN Secretary General Special Adviser Prevention of Genocide, Senegal

From July 2012 to July 2020, Adama Dieng served as the United Nations Secretary General Special Adviser on the Prevention of Genocide with the rank of Under Secretary General. Before this appointment, he served as the Registrar of the United Nations International Criminal Tribunal for Rwanda (ICTR) for nearly twelve years. He began his professional career at the national level in Senegal and served as Registrar of the Regional Court  of Tambacounda and later Registrar of the Supreme Court of Senegal. In July 1982, he started his international career by joining the International Commission of Jurists (ICJ) in Geneva as legal adviser. In October 1990 he became the Secretary General of the International Commission of Jurists (ICJ) till 2000. As an international lawyer and well acclaimed human rights expert he played a key role in the establishment of the African Court on Human and Peoples’ Rights as well as the drafting of the African Union Convention on Preventing and Combating Corruption. Previously, he served in various capacities including but not limited to: United Nations Independent Expert on Haiti; Chairperson of the Editorial Group to assist the International Panel of Eminent Personalities to investigate the 1994 Genocide in Rwanda and Surrounding Events (IPEP); Former Envoy of the United Nations Secretary General to Malawi for mediation between the Government and the Opposition. He has also served as Trial Observer and Head of numerous human rights fact-finding missions around the world. He is an Honorary Chair of the World Justice Forum, former President of the Martin Ennals Foundation. He has received many honorific distinctions and awards for his contribution and achievements in the field of human rights and humanitarian law. He authored many publications on various subjects including human rights, international criminal law, refugees law. He has a long standing relationship with the ICRC dated back since 1980. Currently he serves as a member of the United Nations Internal Justice Council and of the Zayed Award of Human Fraternity.

Gloria GaggioliDirector of the Geneva Academy of International Humanitarian Law and Human Rights

Gloria Gaggioli is the Director of the Geneva Academy of International Humanitarian Law and Human Rights and an Associate Professor at the Law Faculty of the University of Geneva. She is also member of the board of Geneva Call. She has researched and taught in several Universities in Denmark, France, Sweden, Switzerland and the United States and published in various fields of public international law. She is currently leading a research project funded by the SNSF on ‘Preventing and Combating Terrorism and Violent Extremism: Towards a Legal-Empirical Approach’. Her work has focused notably on issues related to the interplay between international humanitarian law and international human rights law, the right to life and the use of force, including the conduct of hostilities, law enforcement and self-defence. Prior to joining the University of Geneva, she served as Legal Adviser in the legal division of the International Committee of the Red Cross.

Emanuela-Chiara GillardSenior Fellow at the Institute for Ethics Law and Armed Conflict at the University of Oxford

Emanuela-Chiara Gillard is a Senior Fellow at the Institute for Ethics Law and Armed Conflict at the University of Oxford, and a Consulting Associate Fellow of the International Law Programme at Chatham House.  Her most recent work has focused on the law, policy and practice of humanitarian relief operations, including the rules regulating such operations, and the tensions raised by sanctions and counter-terrorism measures.  Emanuela regularly provides advice and training to states, UN agencies and non-governmental organisations.  From 2007 to 2012 Emanuela was Chief of the Protection of Civilians Section in the Policy Branch of the Office for Coordination of Humanitarian Affairs, and for seven years before that she was a Legal Adviser at the International Committee of the Red Cross. She holds a B. A. in law and an LL. M. from the University of Cambridge.

Associate Professor, Director of the Public Interest and Human Rights Legal Clinic, co-director of the International Law Research Group and member of the Academic Committee of the International Law Master’s at University of La Sabana (Colombia). She coordinates the Observatory of the Special Jurisdiction for Peace. Holds a law degree from Javeriana University (Colombia); a Master in Human Rights from Externado University (Colombia); an LL.M. in International Legal Studies from NYU and is pursuing her Ph.D. at UNAM (Mexico). She has advised and extensively published in matters of international law and transitional justice for more than 15 years. She has represented Colombia and Bolivia before the Inter-American Court of Human Rights in more than 10 cases. As part of the Office of the High Commissioner for Peace, she participated in the Colombian peace process. She presided the Colombian Academy of International Law and is a professor at prestigious national and foreign universities.

Mariana Salazar Albornoz is Professor of International Humanitarian Law, International Criminal Law and Public International Law at Universidad Iberoamericana in Mexico City. She is a Member of the Inter-American Juridical Committee of the OAS (2019-2022) and Academics Programs Associate at the Auschwitz Institute for the Prevention of Genocide and Mass Atrocities (since 2019). From 2005 to 2018 she worked at the Ministry of Foreign Affairs of Mexico, where she was Coordinator of Public International Law and, previously, Director of International Humanitarian and Criminal Law and of Economic, Social, and Cultural Rights. She was the Technical Secretary of Mexico’s Inter-Ministerial Committee on International Humanitarian Law (2010-2016) and Mexico’s Focal Point to the Latin American Network on Genocide and Mass Atrocity Prevention (2012-2018) and to the Global Network for Responsibility to Protect (2018). A former practitioner in law firms in Mexico City, Ms. Salazar holds a Law Degree from Universidad Iberoamericana (2001) and a Master’s Degree in International Law from the Graduate Institute of International Studies in Geneva (2004). She writes on issues of international law, atrocity prevention, armed conflict and human rights and is a member of the International Law Association and of the Mexican Council on Foreign Relations.

Soliman M. Santos Jr.Judge of the Regional Trial Court (RTC) of Naga City in the Bicol region of the Philippines

Soliman M. Santos Jr. is presently a Judge of the Regional Trial Court (RTC) of Naga City in the Bicol region of the Philippines. He is one of the few Filipino lawyers with an expertise in IHL and is a leading contributor to a new field here of peace lawyering and lex pacificatoria or ‘law of the peace makers.’ It is both as a peace advocate and as a legal scholar that he had developed familiarity with, including through actually engaging on a landmine ban and other IHL norms, the two main Moro liberation fronts in Muslim Mindanao, Southern Philippines. As a consultant to the then Philippine National Red Cross (PNRC) IHL National Committee, he was the main drafter of Republic Act No. 9851, the ‘Philippine Act on Crimes Against International Humanitarian Law, Genocide and Other Crimes Against Humanity.’ He is the author and editor of a number of books.

Dr Orly Stern is a researcher, consultant and lawyer, focusing on armed conflict, gender and law. Orly has worked and researched in countries including Somalia, Iraq, northern Nigeria, South Sudan, Sierra Leone and Central African Republic. She had consulted for various international organizations, governments, research institutions and NGOs. Orly holds a PhD in international humanitarian law from London School of Economics, and a Masters in international human rights law from Harvard Law School. She is currently a visiting fellow of practice with the Oxford Institute for Ethics, Law and Armed Conflict, Blavatnik School of Government, Oxford University. She has held a senior fellowship with the Harvard Humanitarian Initiative and has taught international criminal law at the University of Cape Town. Her book, ‘Gender, Conflict and International Humanitarian Law: A Critique of the Principle of Distinction’, was awarded the International Committee of the Red Cross’ inaugural prize for best published work on international humanitarian law in Africa.

Prior to her legal education, she obtained a Diploma certificate in nursing. With over 20 years of experience, teaching both undergraduate and post graduate students, Folake Tafita has progressive experience in teaching and research in international humanitarian law, reproductive and sexual health law, medical law, health law and policy, research ethics, clinical legal education and the law of torts. She has presented her research works at both local and international conferences, some of which have appeared in international journals. She is also a member of many learned societies.

Yvette joined the Australian Red Cross IHL program in 2011 and has been Head of the IHL department since 2014. In this role she leads a dedicated team of over 150 staff and volunteers who work closely with stakeholders that implement, apply and interpret IHL in Australia; and assist Australian organisations with operations in conflict zones to understand and utilise these laws and related humanitarian policy issues. Yvette has held the positions of Secretary and Chair of the Asia Pacific National Society Legal Adviser’s Network and has also been the ad-interim common law legal adviser for the International Committee of the Red Cross (ICRC) in Geneva. Prior to joining the International Red Cross Red Crescent Movement, Yvette worked as an Adjunct Teaching Fellow in the Bond University Law Faculty and as a commercial litigator in Melbourne. Yvette is admitted to practice as a Legal Practitioner to the Supreme Court of Victoria and High Court of Australia.
