In 1997, several of Asia's economies collapsed and the international community was called in to help mend the ailing region. The crisis attracted a great deal of attention among both the scholarly and policy communities. At that time, it seemed that the Asian miracle had come to an abrupt end. Places such as South Korea enjoyed a prosperous run though suffered a dubious demise. Later developers in Southeast Asia and China, having just emerged from out of the starting gate, quickly stalled in their attempts to ride the wave of Asia's postwar economic dynamism. Fortunately, things would not remain dour for too long. Some countries, such as Taiwan and Japan, made it through the crisis relatively unscathed. Both China and South Korea quickly rebounded. Southeast Asian countries, such as Malaysia, Indonesia, and Thailand, adapted and have consequently begun new growth trajectories. In the end, it seemed that the most severe and lasting casualty of the 1997 crisis was the East Asian developmental state model itself. To be sure, the more recent literatures on East Asian political economy have taken a sharp turn, wherein terms like “booty capitalism” and “crony capitalism” have quickly come to replace more laudatory titles such as the “East Asian Miracle.”

No country in Asia has more experience with democratic institutions than the Philippines. Over more than a century—from the representational structures of the Malolos republic of 1898 to the political tutelage of American colonial rule, from the cacique democracy of the postwar republic to the restoration of democracy in the People Power uprising of 1986—Filipinos know both the promise of democracy and the problems of making democratic structures work for the benefit of all. Some 100 years after the introduction of national-level democratic institutions to the Philippines, the sense of frustration over the character of the country's democracy is arguably more apparent than ever before. On the one hand, the downfall of President Joseph Estrada in January 2001 revealed the capacity of many elements of civil society to demand accountability and fairness from their leaders; on the other hand, the popular uprisings of April and May 2001—involving thousands of urban poor supporters of Estrada—highlighted the continuing failure of democratic structures to respond to the needs of the poor and excluded. Philippine democracy is, indeed, in a state of crisis.

Concepts of regionalization and regionalism have dominated discussions of emerging global orders. With the rise of the European Union (EU), scholars have begun to look for similar multilaterally negotiated regional organizations in the Asia-Pacific region.

Media censorship is the hallmark of authoritarian regimes, but much of the motivation and practices of autocratic media censorship still remain opaque to the public. Using a dataset of 1,403 secret censorship directives issued by the Chinese propaganda apparatus, I examine the censorship practices in contemporary China. My findings suggest that the Chinese Communist Party (CCP) is gradually adjusting its censorship practices from restricting unfavorable reports to a strategy of “conditional public opinion guidance.” Over the years, the propaganda apparatus has banned fewer reports but guided more of them. However, this softer approach of regulating news is not equally enforced on every report or by different censorship authorities. First, the party tends to ban news that directly threatens the legitimacy of the regime. In addition, due to the speed with which news and photographs can be posted online, the authorities that regulate news on the Internet are more likely to ban unfavorable reports, compared with authorities that regulate slower-moving traditional media. Lastly, local leaders seeking promotions have more incentive to hide negative news within their jurisdictions than their central-level counterparts, who use media to identify misconduct among their local subordinates. Taken together, these characteristics create a strong but fragmented system of media regulation in contemporary China.

East Asia has increased its formal institutional linkages in both the economic and security arenas. This article addresses three questions concerning this expansion. First, why has the number of institutions increased? Second, why is there so little overlap in the purposes and memberships of these many new bodies? Third, why have most regional institutions achieved such limited policy successes? The article demonstrates that the bulk of the new economic institutions represent collective responses to generalized pressures from globalized finance, whereas the new security bodies deal with regionally endogenous problems of a highly particularistic character. Furthermore, most regional bodies in East Asia still reflect the preeminence of individual state strategies rather than any collective predisposition toward multilateralism per se. East Asian regionalism thus represents a complex “ecosystem” of institutions whose future is likely to see the enhancement of some and the diminution of others through a process referred to here as “institutional Darwinism.”

After the downfall of President Suharto in 1998, communal violence occurred in several Indonesian provinces, producing an image of the country as one characterized by strong ethnic politics. In this article, I propose that this image is mistaken. The political salience of ethnicity has subsided greatly as a new democratic system has settled into place. Overall, Indonesia is a weakly ethnicized polity. Ethnicity still counts in arenas such as local elections, but what prevails is a soft form of ethnic politics, with few of the deep disputes about ethnohistory or cultural policy that occur in more ethnicized polities. Moreover, rather than producing ethnic polarization, democratization has created powerful new norms of compromise. I present this overarching argument by advancing nine general theses on Indonesian ethnic politics and by pointing to explanations concerning institutional crafting, historical legacies, and the deep architecture of politics, notably the prevalence of patronage. Rather than positing definitive answers, I propose new questions and frameworks for investigating the weakness of ethnic politics in contemporary Indonesia.

This article examines how postindustrial pressures and political changes have shaped recent social policy reforms in Japan and South Korea. Postindustrial pressures are categorized into exogenous and endogenous factors: exogenous being economic globalization and internationalization, endogenous being changing family and gender relations and demographic shifts such as population aging and declining birthrates. I argue that we need to attend more closely to the interactions between postindustrial and political factors to explain social and welfare policies in these countries. The conventional view on East Asian welfare states no longer adequately explains recent social welfare policy changes in the region.

This article deals with the problems of North Korean defectors currently living in South Korea. In the past, most such defectors came from privileged groups in the North Korean population, and their adjustment to the new environment did not pose a significant problem. However, from the mid-1990s, defectors began to come from the far less privileged groups. They experience serious problems related to jobs, education, crime, and social adjustment. Recent years have seen a dramatic but not always openly stated change in the official South Korean attitude toward defectors: from a policy explicitly aimed at encouraging defection, Seoul has moved to the policy of quietly discouraging it. There are fears that encouraging defection will undermine the policy of peaceful engagement with the North. There is also the perception that refugees are outsiders, not quite adjustable to the conditions of South Korean society and thus a social and budgetary burden.

Among the most interesting questions in Thai politics today is how to account for the rise and (until recently) the success of Thaksin Shinawatra and his Thai Rak Thai party. This article describes and analyzes some of the factors that contributed to the rise and success of Thaksin and Thai Rak Thai, arguing that neither Thaksin's personal assets nor the effects of the crisis are enough to explain Thai Rak Thai's rise and success. It focuses instead on the 1997 changes to Thailand's constitution. These institutional reforms were crucial because they altered Thailand's political-institutional landscape in fundamental ways. The reforms provided new opportunities and incentives for political actors that Thaksin and his party adeptly took advantage of. The argument presented is that the key reforms that helped pave the way for the rise of Thaksin and Thai Rak Thai were those reforms that helped reduce the number of political parties and that increased the power of the prime minister relative to coalition partners and intraparty factions.

In opposition to a free trade pact with China, Taiwan's Sunflower Movement erupted in spring 2014 and occupied the national legislature for twenty-four days. Drawing from the recent debates on the relation between social movements and the state, I elaborate a revised polity model that focuses on the effects of elite disunity, threat, and movement strategy. The Sunflower Movement originated from a tactical misstep by the ruling party that created an immediate sense of threat from proposed closer economic ties with China, thereby facilitating protest mobilization. Student protesters were able to seize the national legislature because of an internal split within the ruling party and support from the opposition party. However, the failure to further exploit these favorable opportunities exposed the movement to government repression. Fortunately for the movement, the disunity among elites helped the activists manage a dignified exit, which they could claim as a success.

Malaysia's twelfth general elections, held on March 8, 2008, dealt a stunning blow to the incumbent Barisan Nasional regime. For the first time since 1969, the coalition did not receive its customary two-thirds majority in the lower house of parliament. Moreover, the opposition was able to form governments in five out of eleven peninsular Malaysian states. This article uses electoral, economic, and demographic data to test a number of potential explanations for these outcomes. Evidence indicates that the regime's decreased majority is the consequence of non-Malay voters' rejecting the incumbent regime in favor of secular opposition parties.

Scholars have long argued that institutional context significantly influences business strategy and economic performance. Research on the relationship between institutions and business strategy, however, has overwhelmingly focused on the decisions of larger, established corporations, mostly neglecting the strategic thinking of smaller, more entrepreneurial ventures. This article seeks to correct this bias by focusing the analysis directly on the critical decision of small-scale entrepreneurs to move from the informal and largely unregulated sector into operation as formal companies. Using a unique dataset and ranking of provincial governance institutions from Vietnam, the authors show that improvements in institutions make firms more likely to choose the formal sector from the start and, for those who do not, to spend less time in the informal sector. The study also finds that property rights have a more salient impact on formalization than other types of institutions.

Informal connections play an important role in regimes all across the world, but among China's political elite, it is particularly factional affiliation that is said to structure contention over who will rule and who will fall victim to a purge. This article identifies two approaches to measuring factional ties in the literature: the exploratory approach traces alliance ties through qualitative assessment of insider sources, while the structured approach uses publicly available data to infer factions from shared characteristics. The article combines the two by arguing that informal politics is better conceptualized as a process of alliance formation shaped by an underlying social (network) structure. Among the structured approaches, coworker networks best capture the latter, but this can be further refined by noting the number of instances of working together, or by taking into account promotions that have occurred while the two individuals were coworkers.

The Asian values debate has been long on speculative advocacy but short on empirical validation, with statistical tests emerging only lately. This study explores two questions: whether Asians indeed hold distinct cultural attitudes when compared with non-Asians and whether these cultural attitudes and beliefs identified as Asian values form coherent dimensions among Asians. The study first identifies four dimensions of Asian values based on a review of various Asian values discourses: familism, communalism, authority orientations, and work ethic. The findings from the empirical analysis based on multilevel models and factor analysis return mixed support for the Asian values hypothesis. Although East Asian respondents do exhibit strong work-related values compared with those from other regions, commitment to familial values and authoritarian orientations are actually lower among East Asians. Also, while preference for strong leadership and parental duty do turn out to form distinct sets of attitudes among South and Southeast Asians, the four dimensions do not constitute a clear value complex in the minds of East Asians.

Indonesia's 1999 decentralization law gave local governments in Indonesia an unprecedented opportunity to adopt prodevelopment policies. In this article, we study whether decentralization has in fact generated improved economic performance in Indonesia. Using a synthetic case control methodology, we argue that Indonesian decentralization has had no discernable effect on the country's national-level economic performance. To explain why not, we use subnational data to probe two political economy mechanisms—interjurisdictional competition and democratic accountability—that underlie all theories linking decentralization to better economic outcomes. Our findings suggest that extreme heterogeneity in endowments, factor immobility, and the endogenous deterioration of local governance institutions can each undermine the supposed development-enhancing promises of decentralized government in emerging economies such as Indonesia.

Globalization pressured a rebirth of the state in Korea, but in an unexpected direction. Whereas the welfare state retrenched in Western Europe under pressures of the borderless global economy, the Korean state reinvented itself into the guardian of public welfare. That regime shift occurred when the “Asian crisis” struck in 1997 to end the developmental state's way of growth. Previously, the state channeled subsidized bank loans to the chaebol firms (monopolistic conglomerates in strategic industries) and the chaebol company welfare to its workforce in order to secure industrial peace in strategic growth sectors. This de facto class bargain, partly forced by the developmental state and chaebol firms and partly prodded by organized labor, crumbled with the Asian crisis. No longer too big to fail, the chaebol firms plunged into downsizing and restructuring in order to raise profitability, thus precipitating a profound social crisis. The rules and norms of lifetime employment and promotion by seniority gestated during Park Chung Hee's authoritarian rule (1961–1979), and labor's acquiescence—if not consent—to the chaebol-led hypergrowth strategy collapsed as the crisis damaged a third of Korea's top thirty business conglomerates in 1997 and 1998.

Confucianism has been considered mainly to have had a negative influence on capitalistic development since Max Weber's theory on non-Western societies became widespread. However, in this article, we champion the positive role of Confucianism and attempt to explain Confucianism as providing fundamental “significance” to social development by imbuing it with religious significance. We present the self-sacrificing work ethic and zeal for education that characterizes Confucianism as having become the foundation for Korea's economic growth. In particular, we examine the religious significance inherent in the Confucian value of “filial piety” and illustrate how the value came to be a powerful economic motivator during the process of industrialization. The religious tendency of filial piety, which attempts to “remember” and “represent” one's ancestors, acted as an important spiritual ethos in Korea's social development centered on economic growth. Filial piety did not stop at being an ethical standard; it was the fundamental basis for macrosocial dynamism that was closely linked to the development of capitalism in Korea.

South Korea, the newest member to join the OECD's Development Assistance Committee, has signaled that it will become a major donor of official development assistance (ODA). Having had its own history of being a large recipient of ODA, South Korea claimed that it will provide aid from the recipient's perspective. Using panel data covering twenty-three years (1987–2009) and 154 recipient countries, we examine whether South Korea's ODA reflects the recipient nation's humanitarian needs more than the donor's interests. We ask three questions: (1) What are the major determinants of South Korea's ODA allocation? (2) Has South Korea's ODA policies changed over different time horizons—that is, years, political regimes? (3) Does South Korea exhibit different standards of allocating ODA for different groups of recipient countries? We find that South Korea provides more aid to higher-income developing countries with higher growth rates, which shows the tendency to serve the donor's economic interests. When we examine the data by time periods, we do not find significant differences over decades or political regimes. However, when we reexamine the data based on recipients' income levels, we find that the relationship between per capita income of the recipient country and ODA allocation is negative only for the middle-income or lower-middle-income group recipients and positive for the rest. This finding suggests the possibility that South Korea's ODA policy may have a dual-track structure.

This article examines the impact of recent economic and political change on collective and individual labor rights in East Asia. Deploying a new index for measuring de jure and de facto labor rights, the article presents new comparative data on labor rights in the region. Democratization has produced stronger collective labor rights in much of the region, but labor laws in most countries still fall far short of international labor standards. East Asia's labor laws offer similar levels of protection for individual labor rights to the rest of the world when firing costs are taken into account, and low regional averages are primarily an effect of Singapore's extremely weak individual labor rights. Few countries have revised their labor laws in the direction of greater labor market flexibility. However, the distance between law and practice is wide, so improvements in laws are not necessarily reflected on the ground. Flexibility enters through the back door of ineffective labor law enforcement, which in turn has affected the organizing efforts of unions.

Reciprocal trade agreements (RTAs) have proliferated rapidly in Asia in recent years, an unprecedented phenomenon in a region in which state-led institution-building efforts were largely unsuccessful during the Cold War years. In this article, we investigate the qualitative provisions of RTAs in Asia, focusing on agreements that are professedly geared toward trade liberalization through reciprocal exchanges of trade concessions. We build on the concept of credible commitment—that states “tie their hands” through international agreements and thus signal strong commitment to trade liberalization. We argue that a broad range of agreement provisions will affect an RTA's ability to achieve its primary objective: trade liberalization. We present a coding scheme that measures the strength of a wide variety of provisions in the legal texts of RTAs. Using quantitative analysis, we analyze the impact of various components of Asia's RTAs on participants' trade flows.
