The idea of the serious game as a metaphor and as an actuality comes up in constantly in border surveillance. This article looks at two contrasting examples of interactive performances that we are asked (asked?) to take seriously (?): the US border–related reenactment pieces Pulpo and Oracle by Mexico City–based artist Yoshua Okón, and the “Caminata nocturna” created by the indigenous collaborators in the EcoAlberto tourism park. These case studies provide useful instances in which we can think about how technology and transculturation intervene in border spaces, and how those spaces are mediated by an uneasy flip between seriousness and vacilón, where gravity and levity are somewhat incongruously and overtly intertwined.

Early advocates of decentralization lauded it as a strategy for strengthening democratic institutions, but later scholarship has emphasized decentralization’s negative consequences, especially for political parties. This article argues that the impact of political decentralization on established parties is shaped by the context in which the reforms occur, with poor economic performance and limited programmatic differentiation making parties more vulnerable to the challenges posed by decentralization. The article explores how decentralization under such circumstances has contributed to party decay in Latin America, where declining support for established parties has been significant, in some places undermining democratic stability and governability. The article employs cross-national time-series analysis and case studies. The quantitative evidence indicates that political decentralization weakens existing parties in contexts of poor economic conditions and little ideological differentiation in the party system. Case studies elaborate the processes through which decentralizing reforms together with economic conditions and party linkages affect party systems.

Many Bolivians engage in corruption through intermediaries, like civil society representatives and lawyers, instead of paying officials directly. People vocally resent that intermediaries add an extra layer of costs and opaqueness to corruption but still choose to pay bribes through intermediaries that knowingly take advantage of them. Why do intermediaries facilitate corruption? While other studies on corrupt intermediaries find that they reduce uncertainty and transaction costs, this study contributes to corruption research by finding that intermediaries engage in cartel-like behavior by disproportionally helping officials and intentionally increasing uncertainty and costs for the average citizen. Ethnographic evidence from street markets in La Paz demonstrates that civil society actors like street vendors’ union representatives advance their careers by collecting and delivering bribes to specific bureaucrats. Collusive relationships between bureaucrats and intermediaries hide and perpetuate corruption, while giving the appearance of a transparent government that is responsive to civil society.

Following a sharp increase in the number of border arrivals from the violence-torn countries of Guatemala, El Salvador, and Honduras in the spring and summer of 2014, the United States quickly implemented a strategy designed to prevent such surges by enhancing its detention and deportation efforts. In this article, we examine the emigration decision for citizens living in the high-crime contexts of northern Central America. First, through analysis of survey data across Guatemala, El Salvador, and Honduras, we explore the role crime victimization plays in leading residents of these countries to consider emigration. Next, using survey data collected across twelve municipalities in Honduras, we evaluate the extent to which knowledge of heightened US immigration deterrence efforts influenced respondents’ emigration decision. Though a vast majority of these respondents were aware of the stricter US immigration policy regime, this awareness had no effect on their consideration of emigration as a viable strategy.

Although Brazil remains severely affected by civil violence, the state of São Paulo has made significant inroads into fighting criminality. In the last decade, São Paulo has witnessed a 70 percent decline in homicide rates, a result that policy-makers attribute to a series of crime-reducing measures implemented by the state government. While recent academic studies seem to confirm this downward trend, no estimation of the total impact of state policies on homicide rates currently exists. The present article fills this gap by employing the synthetic control method to compare these measures against an artificial São Paulo. The results indicate a large drop in homicide rates in actual São Paulo when contrasted with the synthetic counterfactual, with about 20,000 lives saved during the period. The theoretical usefulness of the synthetic control method for public policy analysis, the role of the Primeiro Comando da Capital as a moderating variable, and the practical implications of the security measures taken by the São Paulo State government are also discussed.

Political economy theory expects that changes in macroeconomic governance are often catalyzed by institutional factors, such as partisanship, elections, or International Monetary Fund (IMF) conditionality. I challenge and contextualize this view by incorporating the role of technocratic advisors into a domestic policy-making framework. I contend that presidents from countries with crisis legacies are more likely to appoint mainstream economists that pursue budget discipline. Employing an originally constructed dataset, the Index of Economic Advisors, I conduct an econometric test of sixteen Latin American countries from 1961 to 2011. I find that politicians are most likely to appoint mainstream economists who embrace fiscal rectitude in countries with inflation-crisis legacies. Furthermore, these crisis legacies are enduring given the severity of inflationary trauma relative to other types of domestic economic volatility in Latin America. In fact, these effects hold when controlling for both historical and contemporaneous shocks to unemployment.

How does the presence of a large group of remittance recipients in the electorate affect the way political parties in Latin America plan their vote-buying operations during electoral campaigns? Existing research claims that remittances bolster the political autonomy of recipients, allowing them to escape clientelistic networks and making them less attractive targets from the point of view of party machines. Although in the long run remittances may undermine the effectiveness of clientelistic inducements, parties still have strong incentives to distribute gifts and favors among these voters. Cross-national survey evidence and an original list experiment fielded in the aftermath of El Salvador’s 2014 presidential race support the view that remittances alter key attitudes and patterns of political behavior among recipients in ways that are relevant for the electoral strategies of party machines. In particular, remittance recipients are appealing targets for clientelistic exchanges due to the uncertainty of their turnout propensity and their distributive preferences.

Under new democratic regimes, civil society organizations (CSOs) alter their political strategies to better engage public officials and citizens as well as to influence broader political debates. In Brazil, between 1990 and 2010, CSOs gained access to a broad participatory architecture as well as a reconfigured state, inducing CSOs to employ a wider range of strategies. This article uses a political network approach to illuminate variation in CSOs’ political strategies across four policy arenas and show how the role of the state, the broader configuration of civil society, the interests of elected officials, and the rules of participatory institutions interact to produce this variation. Data for this article’s analysis come from a survey of three hundred CSO leaders in the Brazilian city of Belo Horizonte. The survey identified the strategies they employed to promote policy change and direct resource allocation in the arenas of participatory budgeting, health care, social services, and housing. Sociographs generated from survey results reveal a distinct clustering within each policy arena of the strategies employed by CSOs, providing further support to the usefulness of the analytical framework.

In 2011, Chilean students mobilized in the largest demonstrations since the country’s return to democracy. Students in some other Latin American countries have also carried out mass demonstrations in recent years. What explains students’ participation in mobilizations in Latin America? This article argues that financial grievances generated by neoliberal education policies and the massification of higher education are major causes of student protest participation. In addition, it shows how weak organizational linkages with ruling political parties increase the likelihood of mobilization. The theory is explored through a case study of higher education policy, student-party linkages, and student mobilization in Chile from 1990 to 2011. A statistical analysis of a survey of Chilean students demonstrates that a working-class background, using debt to finance education, and weak programmatic connections to parties in power are associated with higher levels of protest participation.

Since the mid-1990s, some rightist governments in Latin America have adhered to a strict market orientation while others have shown less attachment to doctrinaire neoliberal policies, a puzzle as rightists are expected to favor minimal government intervention in the economy. In an environment over the past two decades in which market-oriented policies, in general, have grown increasingly unpopular with many Latin Americans, we contend that rightists have less political cover to endorse neoliberal policies. Using panel data for eighteen Latin American countries from 1995 to 2015, we find that, because of the clarity of responsibility that occurs under political mandates and the unpopularity of market reforms, mandate-holding rightist governments will tend to go against their ideological preferences and decrease neoliberal policies. Our findings indicate that as presidential vote margins increase and responsibility for unpopular economic policies becomes clearer, rightist executives will be less willing to support such policies, but only to a point. The results suggest that clarity of responsibility can influence presidential decision-making concerning unpopular policies, especially microeconomic policies, but this influence diminishes as presidents become more electorally secure.

Coinciding with the shift to the left in Latin American politics, regional integration in Latin America accelerated during the last two decades. Yet, whereas support for European integration has been tracked systematically for decades, trend analyses of public opinion on Latin American integration are still missing. Combining data from eight Latinobarometer surveys on 106,590 respondents from seventeen South and Central American countries, this article provides the first longitudinal analysis of Latin Americans’ support for their continent’s economic and political integration. Using multilevel mixed-effects logistic regression, we reveal intra- and intersocietal trends and cleavages. Our results show that support rates are generally declining from high initial levels. Furthermore, while gender and educational gaps in public opinion remained stable over time, considerable shifts occurred with regard to political orientation: starting from the lowest initial values, the left surpassed the right—and, at least in the case of support for political integration, also the center—to become the political wing favoring integration most highly. This finding shows, contrary to prevailing ideas, that the political center is not necessarily the primary supporter of integration. When regionalism is increasingly driven by left-wing governments, public support for regional integration may also swing to the left.

El presente artículo, cuya base empírica es una entrevista estructurada a quince de las principales organizaciones nacionales de observación electoral latinoamericanas, muestra que los grupos de la sociedad civil de la región más activos en esta área han usado desde 2005 diversas herramientas de las nuevas tecnologías de la información y comunicación para hacer observación colectiva (lo que se conoce en inglés como crowdsourced election observation), ya sea para desarrollar proyectos especializados o para sustituir por completo sus herramientas de observación tradicionales. En opinión de los directivos de las organizaciones, las nuevas tecnologías han servido fundamentalmente para concienciar a la población general sobre la importancia de las elecciones e implicarla en sus actividades, y para abrir a la observación áreas que sin las nuevas herramientas hubieran sido impracticables. La observación colectiva afronta el reto de fijar un estándar comúnmente aceptado de verificación de la información recopilada, al menos potencialmente, por un conjunto de observadores desconocidos y que puede no haber recibido la suficiente capacitación.

Research in advanced industrialized democracies on social attitudes toward same-sex marriage suggests that intergroup social contact and positive media coverage play an important role in promoting tolerance and support for same-sex marriage. Using AmericasBarometer survey data for eighteen countries in 2010, 2012, and 2014, this article examines the ways in which individual-level Internet use interacts with news exposure, country-level quality of democracy, Internet penetration, and their association with support for same-sex marriage. The results suggest that not only is Internet use associated with greater support for same-sex marriage, but that among those who both use the Internet and pay more attention to the news, the positive effects are amplified. In addition, national level of democracy, economic development, and Internet use are also associated with overall higher probabilities of supporting same-sex marriage. We find that Internet use has a strong positive association with the probability of supporting same-sex marriage as the percentage of the national population on the Internet increases. These findings extend our understanding of social and political tolerance of same-sex marriage in Latin America.

This article contends that previous research has failed to consider resources that are systematically collected by way of informal taxation and channeled to support the provision of public services. Drawing on extensive ethnographic fieldwork in the markets for stolen auto parts and counterfeit clothing in Greater Buenos Aires, this article describes how state agencies informally tax these economies, and “follows the money” extracted. While a portion of these resources does end up in private pockets, the article shows that a greater share of the resources are directed toward enhancing state performance: welfare programs, everyday police duties, and political activities. An analysis of informal state financing schemes helps us to understand a state’s true capacities and its structural transformation over time.

O presente artigo se insere na linha de estudos sobre a baixa presença de mulheres na política brasileira. Nesse trabalho, testamos se a eleição de uma prefeita aumenta o número de mulheres disputando o próximo pleito para a prefeitura no mesmo município. A análise deste efeito contágio dialoga com outros trabalhos cujo foco é o momento da apresentação e seleção de candidatas como um dos filtros decisivos para viabilizar a eleição de mais mulheres em disputas eleitorais. Esse estudo tem como base de dados as eleições municipais para prefeito no Brasil entre 2000 e 2012. Chegamos à conclusão de que nos municípios em que houve a eleição de uma prefeita a probabilidade de ter candidatas lançando-se pela primeira vez na próxima eleição é 1,8 vezes maior em comparação com a última disputa eleitoral. Outra constatação é a de que os homens que concorrem ao pleito reagem de forma diferente à eleição de uma mulher. A pesquisa sugere também que, além de fatores mais conhecidos, como arranjos institucionais ou condicionantes socioeconômicos, eventos chaves, como a vitória de mulheres em eleições majoritárias, desencadeiam mecanismos de retroalimentação que resultam na ampliação do espaço das mulheres na política.

Desde o início do presente século, mudanças significativas ocorreram em relação à distribuição de renda na sociedade brasileira, que recentemente apresentou queda das desigualdades e crescimento das faixas intermediárias de rendimento. Com base nesta informação, junto ao crescimento econômico ocorrido no período, a interpretação mais conhecida a respeito dessas recentes mudanças no Brasil é aquela que afirmava estarmos diante do crescimento da classe média. O objetivo deste artigo é aprofundar essa discussão, através do prisma sociológico. Procuramos, por meio dos microdados das Pesquisas Nacionais por Amostra de Domicílios de 2002 a 2013, verificar a relação entre as recentes mudanças na distribuição de renda e a estrutura de classes no Brasil. Buscamos, assim, analisar se é possível encontrar modificações significativas no que se refere à desigualdade de rendimentos entre categorias sócio ocupacionais. Como resultado, apresentamos evidências de que, em vez de crescimento das camadas médias, seria mais correto falarmos em fortalecimento das classes assentadas no trabalho.

This article examines how the labor conditions of nurses in Nicaragua have evolved through twenty-five years of health care policy and regime transition, focusing on the period since the return to power in 2007 of the Frente Sandinista de la Liberación Nacional (FSLN). I ask whether the deterioration in nurses’ work-related well-being that were imposed by neoliberal health care restructuring have been redressed by the FSLN. I connect findings from interviews and focus groups with over fifty nurses to long-standing patterns in the gendering of care work, as well as the Sandinista track record in exploiting these patterns. Also relevant is the FSLN’s mutual antagonism with feminist movements and its incremental but pronounced turn toward a regressive stance on gender equality. Finally, a steady drift toward authoritarianism by the FSLN government constrains the capacity for nurses to collectively assert their interests as workers and professionals.

This article contributes to the current debate on social movements and popular politics in Latin America by exploring the trajectory of organizations within the unemployed workers movement in Argentina, also known as the piqueteros. Analysts agree that the recent history of this movement is characterized by a pronounced decline due to closing political opportunities. I suggest that a shift in the level of analysis toward organizational dynamics indicates a more complex scenario. While the influence of the movement as a political actor has declined, some piquetero organizations have in some aspects strengthened. I argue that this strengthening took place not despite the post-2003 context, but rather because of it. I advocate for an alternative conceptualization of piquetero groups, emphasizing their immersion in a particular political context and culture rather than their separation from it. I use interviews, participant observation, databases of contentious events, and a diverse literature to sustain my claims.

En abril del año 2015 se promulgó la ley que creó el acuerdo de unión civil en Chile. Este artículo investiga las principales ideas discutidas en el debate legislativo y del rol que cumplieron profesores de derecho de familia invitados como expertos al mismo. Proponemos que la participación de estos abogados fue marginal dentro y fuera del Congreso. Como consecuencia, la ley que creó el acuerdo de unión civil presentó serias falencias. En este artículo proponemos considerar las batallas intra-profesionales por el reconocimiento de un saber experto, como un factor clave en la formulación de políticas en materia de género y sexualidad. Y de paso, esperamos abrir un debate desde una perspectiva interdisciplinaria que reimagine al derecho de familia desanclado de relaciones diádicas, centradas en la atracción sexual y orientadas a la procreación.
