There is unprecedented domestic and international interest in Turkey's political past, accompanied by a societal demand for truth and justice in addressing past human rights violations. This article poses the question: Is Turkey coming to terms with its past? Drawing upon the literature on nationalism, identity, and collective memory, I argue that the Turkish state has recently taken steps to acknowledge and redress some of the past human rights violations. However, these limited and strategic acts of acknowledgment fall short of initiating a more comprehensive process of addressing past wrongs. The emergence of the Justice and Development Party as a dominant political force brings along the possibility that the discarded Kemalist memory framework will be replaced by what I call majoritarian conservatism, a new government-sanctioned shared memory that promotes uncritical and conservative-nationalist interpretations of the past that have popular appeal, while enforcing silence on critical historiographies that challenge this hegemonic memory and identity project. Nonetheless, majoritarian conservatism will probably fail to assert state control over memory and history, even under a dominant government, as unofficial memory initiatives unsettle the hegemonic appropriation of the past.

The development of post-socialist cities has emerged as a major field of study among critical theorists from across the social sciences. Originally constructed under the dictates of central planners and designed to serve the demands of command economies, post-socialist urban centers currently develop at the nexus of varied and often competing economic, cultural, and political forces. Among these, nationalist aspirations, previously simmering beneath the official rhetoric of communist fraternity and veneer of architectural conformity, have emerged as dominant factors shaping the urban landscape. This article examines patterns, processes, and practices concerning the cultural politics of architecture, urban planning, and identity in the post-socialist city. In addition to assessing the main contours of this burgeoning field of research, this article highlights how this special issue of Nationalities Papers contributes to a broader understanding of contemporary cultural and political change in post-socialist urban settings.

In August, a new language law in Ukraine allowed cities and regions to elevate the status of any minority language spoken by at least 10% of their population to “official” alongside Ukrainian. I argue that the law fails to protect genuine linguistic minorities and is likely to further undermine linguistic diversity in certain Ukrainian regions. More important, the law prolongs the vicious circle between Ukraine's lack of democracy and its politicians’ reliance on identity cleavages to gather votes. I argue that the continuing exploitation of identity divides is increasing the popularity of extreme right parties and widening the gap in policy preferences between Ukrainian and Russian speakers. However, the current ethno-regional cleavages do not stand for irreconcilable identity attachments and their impact can be mitigated. The EU could contribute to this outcome by providing expert opinions on minority and language rights; demonstrating a commitment to Ukraine's territorial integrity and independence to de-securitize the minority rights discourse; and increasing individual-level contacts between the EU and Ukraine to promote a broader European identity.

Research into some 30 families has revealed blank spaces in the history of many of these families, most of which date from the Stalin period. My thesis is that the internal policy of the Soviet state, with its repression and stigmatization of victims and their families, contributed to making certain pages of Soviet history disappear from family memories, or be reinterpreted within these memories. The policies of physical and symbolic stratification of the new “communist” society and stigmatization of broad social groups tended to create a gap between the social outcasts and their families. Families were impelled to “purge” their past and to eliminate the elements that could make them discreditable: to change names, surnames, and fathers’ names, to destroy the documents and photographs containing information about repressed people and to forget relatives lost from sight in the political turmoil. With the disappearance of eyewitnesses, firsthand memories that had not been transmitted to subsequent generations fell out of family history. These memory omissions result in these pages of family history being entirely wiped out, or lead to fragmented and impersonal memories.

The Western Balkans have seen rapid changes since the end of the violent conflicts in the 1990s. The European Union (EU) has been one of the main drivers for change, focusing on the political, economic and social transformation of the region to prepare the countries for membership in the Union. This introduction to the special issue will clarify the key terms and their interaction in the Western Balkans. EU enlargement has never before been this complex and inter-connected with processes of state-building and democratization. The focus on conditionality as the main tool of the EU in the region has had positive and negative effects. It can be argued that the EU is actively involved in state-building processes and therefore the term EU Member State Building will be used to explain the engagement of the Union with the countries in the region. This paper will discuss the concept of EU Member State Building, its potential and its pitfalls. It will be demonstrated that the stabilization of the region is unlikely to take place without an active role for the EU; however, the current approach has reached its limits and it is time to think about alternative options to integrate the Western Balkans into European structures.

Actors who endeavor to withstand the rapid stream of history need to adapt to new developments and changing environments. Turkey's foreign policy, with its regional and international dimensions, is a reflection of such a search for adaptation to the new international climate. Turkey's status in international relations has risen in recent years, thanks to its new foreign policy. To comprehend the multidimensional proactive foreign policy of Turkey, we need to consider new analytical approaches and concepts. Any analysis of Turkey's foreign policy requires thinking in novel ways, through which we can move beyond the current deadlocks and vicious circles in this area of study. One of the key explanatory principles of Turkish foreign policy - probably the most significant one in this period – is “humanitarian diplomacy”.

Today's pictures of Belgrade are not much different from late-nineteenth-century descriptions: messy streets, uncompleted infrastructure projects, lack of coordinated urban plans and strategies. No doubt all of this shows that the weak Serbian society never raised sufficient funds to invest in a glamorous-looking capital city. The most frequent excuse to justify the poor-looking conditions of the national capital has been found in the nation's struggle to fulfill an uncompleted project for national unification. For more than two centuries, the modern Serbian elite has remained unsatisfied with current national boundaries. This paper will address the question of how those unfulfilled national aspirations can be detected in the urban fabric of Belgrade.

This paper investigates the clash of (language) ideologies in Estonia in the post-Communist period. In an analysis of changing Western recommendations and Estonian responses during the transition of Estonia from Soviet Socialist Republic to independent state, we trace the development of the discourses on language and citizenship rights. Different conceptions of the nation-state and of how citizenship is acquired, together with different approaches to human rights, led to disagreement between Estonian political elites and the political actors attached to international institutions. In particular, the Soviet demographic legacy posed problems.

We use a context-sensitive approach that takes account of human agency, political intervention, power, and authority in the formation of (national) language ideologies and policies. We find that the complexities of cultural and contextual differences were often ignored and misunderstood by both parties and that in their exchanges the two sides appeared to subscribe to ideal philosophical positions. In the following two decades both sides repositioned themselves and appeared to accommodate to the opposing view. In deconstructing the role of political intervention pressing for social and political inclusion and in documenting the profound feeling of victimhood that remained as a legacy from the Soviet period and the bargain that was struck, we hope to contribute to a deeper understanding of the language ideological debates surrounding the post-Communist nation-(re)building process.

The post-conflict space in Bosnia and Herzegovina has been marked by a multiplicity of statebuilding projects: in addition to the much-analyzed internationally-led statebuilding process, parallel Bosniak, Bosnian Serb and Bosnian Croat statebuilding trajectories exist. They seek to undermine and challenge the international statebuilding venture by appropriating and adapting the liberal statebuilding processes. This is carried out through the institutions and processes of governance put in place by international statebuilders to subvert the statebuilding trajectory. Focusing on the local appropriation of processes and institutions of governance, the paper maps out the repertoires of contention entailing boycotts, walk-outs, protests and refusals to co-operate in an attempt to explain and understand how local contention vis-à-vis the international statebuilding trajectory is carried out.

Russia's Armenians have begun to form diaspora institutions and engage in philanthropy and community organization, much as the pre-Soviet “established” diaspora in the West has done for years. However, the Russian Armenian diaspora is seen by Armenian elites as being far less threatening due to a shared “mentality.” While rejecting the mentality argument, I suggest that the relationship hinges on their shared political culture and the use of symbols inherited from the Soviet Union in the crafting of new diaspora and diaspora-management institutions. Specifically, “Friendship of the Peoples” symbolism appears to be especially salient on both sides. However, the difference between old and new diasporas may be more apparent than real. The Russian Armenian diaspora now engages in many of the same activities as the Western diaspora, including the one most troublesome to Armenia's elites: involvement in politics.

Reading the psychological literature on memory, there is little doubt who plays the leading roles on this stage. The radiant hero in the limelight is Remembering, attracting all attention, support and sympathy. The shady villain is Forgetting, the trouble maker who is lurking behind the scenes, always ready to counteract Remembering and thwart its achievement. There are various scenarios in which this plot is acted out. Typically, Remembering is forced to use all kinds of tricks to resist the villain's assaults and to guard the treasure – the accumulated wealth of past experience and knowledge. While Remembering strives to defend this precious treasure, maintaining it as untouched as possible, Forgetting never tires of trying to steal and destroy it (or at least to damage or, insidiously, to distort and falsify it). In this way, the conflict about the treasure of the past takes on still another dramatic dimension: it becomes a struggle for truth. (Brockmeier 2002, 15)

This paper explores the relationship between the urban cultural landscape of Bucharest and the making of post-socialist Romanian national identity. As the capital of socialist Romania, central Bucharest was extensively remodelled by Nicolae Ceauşescu into the Centru Civic in order to materialize Romania's socialist identity. After the Romanian “Revolution” of 1989, the national and local state had to deal with a significant “leftover” socialist urban landscape which was highly discordant with the orientation of post-socialist Romania and its search for a new identity. Ceauşescu's vast socialist showpiece left a difficult legacy which challenges the material and representational reshaping of Bucharest and constructions of post-socialist Romanian national identity more broadly. The paper analyzes four attempts to deal with the Centru Civic: developments in the immediate post-1989 period; the international architectural competition Bucureşti 2000; proposals for building a Cathedral of National Salvation; and the Esplanada project. Despite over 20 years of proposals central Bucharest remains largely unchanged. The paper thus deals with a failed attempt to re-shape the built environment in support of national goals.

After the fall of socialism, besides the attempts to reach national reconciliation, radical reconfigurations and reinterpretations of the past were used to negotiate local, national and transnational identities and strengthen national agendas. In most of the formerly socialist countries, the historical interpretation significantly resembles the struggle over the legitimacy and authenticity of this representation. The author argues that in post-socialist Slovenia instead of the anticipated democratization and break with ideologically predestined historical work after 1989, at least three competing politically contaminated ways of interpreting the past gained momentum: the so-called liberal-conformist position, which insists that we have to look at the future and forget the traumas of the past; the revisionist standpoint which, at least in Slovenia, is the most aggressive one; and the objectivistic approach practiced by most Slovenian historians after 1991. To do that the author investigates how collective memories are mobilized in general, formal and in particular more personalized and/or emotional narratives and traces the changes in Slovenian memorial landscape divided into categories: the authoritarian type, defined by a desire for direct colonization of the interpretation of the past related to the Second World War; the conciliatory type that tries to achieve “reconciliation”; the conflicting type that clashes with the iconography of an existing partisan monument as an alternative interpretation.

The construction of New Belgrade as the new capital of socialist Yugoslavia was the most symbolic modernizing act initiated by the country's communist government. Yet, its precise meanings were suspended between the complicated and permanently transitory concepts of socialist Yugoslavia's federalism and its international aspirations. Focusing on three characteristic “snapshots” of the city's physical development, this paper analyzes how New Belgrade and its most important buildings represented the shifting concepts of socialist Yugoslavia as a multiethnic community and its even more changeable place in the world. The first snapshot deals with the years immediately following World War II, during which New Belgrade was conceived as the seat of a centralized Stalinist state in close alliance with the USSR. The second deals with the effects of Yugoslavia's break from the Soviet bloc in 1948, especially its rapprochement with the West and the start of the decentralization of the federal state. Finally, the third explores the late socialist period: the dwindling of New Belgrade's role as the political heart of the federation, and at the same time its emergence as a locus of Yugoslavia's ambition to play a leading role in international relations, especially through its activity in the Non-Aligned Movement.

This article explores the debate on local ownership in Bosnia and Herzegovina by examining the limits of international community support for reform in a divided political environment in which decision-makers and politicians have little to no interest in reform themselves. After a short review of the key issues and arguments regarding ownership in BiH, the example of education reform is presented to demonstrate the role of the OSCE as an external actor in this reform sector, and the lack of any reform progress in this field in the absence of external pressure. The article closes with reflections on whether or not external organizations can make any systemic-level impact in such a hostile reform environment, and whether the OSCE can still play a constructive role in Bosnia.

The processes of peace-building and democratization in Bosnia and Herzegovina (BiH) were instituted on 14 December 1995 by the Dayton Accords, which brought an end to the Bosnian War. While claiming their objectives to be reconciliation, democracy, and ethnic pluralism, the accords inscribed in law the ethnic partition between Bosnian Serbs, Croats, and Muslims by granting rights to “people” based on their identification as “ethnic collectivities.” This powerful tension at the heart of “democratization” efforts has been central to what has transpired over the past 16 years. My account uses ethnographic methods and anthropological analysis to document how the ethnic emphasis of the local nationalist projects and international integration policies is working in practice to flatten the multilayered discourses of nationhood in BiH. As a result of these processes, long-standing notions of trans-ethnic nationhood in BiH lost their political visibility and potency. In this article I explore how trans-ethnic narod or nation(hood) — as a space of popular politics, cultural interconnectedness, morality, political critique, and economic victimhood — still lingers in the memories and practices of ordinary Bosnians and Herzegovinians, thus powerfully informing their political subjectivities.

Politics in Hungary since 1989 has been focusing on nation-building. Each government has had a license to articulate what it is to be Hungarian, in the public realm with public funds. While current political debates are heated and focus yet again on defining Hungarian national identity, this article takes a distance from contemporary politics. It studies a situation ten years earlier, when the current government party Fidesz -which took a landslide victory in the 2010 general elections after eight years of socialist-liberal government - was in office for the first time from 1998 to 2002. Exploring the debate from the perspective of architecture, it reveals how Fidesz sought to mark their space and express their sense of nationhood in Budapest around the millennium. Beside publicly sponsored institutions and commemoration, architectural forms became contested as they were used to express nationality. The National Theatre, Millennium Park and House of Terror Museum, each broke with the urban flow in the left-leaning metropolis while representing the Fidesz discourse on Hungary. The article, besides analyzing postcommunist nation-building, reflects on the interconnection between architecture, politics and memory in an urban symbolic landscape. It discusses how myths of nationhood can be represented in the cityscape.

The article analyzes the “sacred” dimension of the Ukrainian “Orange revolution”, its festive or carnivalesque quality, and properties of a communal ritual. The author argues that Ukrainian citizens who protested against the stolen elections in Kyiv found themselves in the liminoid situation of temporary egalitarian utopianism. This situation resulted in the emergence of communitas, and engendered a powerful feeling of the birth of a civic-republican Ukrainian nation. The festive nature of the “Orange revolution”, sanctioned by the overwhelming confidence in fighting for the rightful democratic cause, reinforced the impression of renewing the society along Western liberal democratic patterns.

Cyprus has been divided for far longer than it has been united. There have been many attempts to reconcile conflicting parties but without remarkable success. The two communities — Greek Cypriots and Turkish Cypriots — see the solution to the “Cyprus problem” in opposite terms. Although recent public opinion surveys have concluded that the most preferred option for the Turkish Cypriots would be “independence of the TRNC” and “reunification of the country”, for the Greek Cypriots, there is much less information about the legitimacy of these competing regimes and their respective claims. This paper seeks to fill this gap by identifying different legitimacy sources and their effect on the course of conflict settlement. Somewhat paradoxically it appears that those most strongly identifying themselves with the Republic of Cyprus, and approving the regime legitimacy of the Greek Cypriot government, are actually for status quo and not for the reunification of the country which makes the return to the partnership state mission impossible.

This paper examines the interplay between internal and external actors in the process of democratization and state-building in Albania and Kosovo. It does so by using David J. Smith's “quadratic nexus” that links Brubaker's “triadic nexus” – nationalizing states, national minorities and external national homelands – to the institutions of an ascendant and expansive “Euro-Atlantic space”. The main argument of this paper is twofold. First, it argues the nexus remains a useful framework in the study of state-and nation-building provided that it moves beyond the “civic vs. ethnic” dichotomy. Today, many states with a mixture of civic and multi-ethnic elements involve this relational nexus. Second, while comparing Albania and Kosovo, this paper argues that all the four elements of the nexus have a different impact on the process of state- and nation-building and their relationship is more conflictual in Kosovo than in Albania.
