This article focuses on three central impediments to police reform in Argentina, each of which has generated an important, yet distinct, paradox. First, although advocates of federalism argue that police reform facilitates innovation, in practice, reform efforts at one level of government in Argentina have been sabotaged by officials at other levels of government. Second, although electoral pressures have pushed police reform onto the policy agenda, these same pressures have also obstructed reform efforts because politicians depend on illicit party-police networks for campaign financing. Third, despite copious evidence of police involvement in criminal acts, Argentina's crime wave has energized conservative civil society groups whose demand for a heavy-handed response to crime has derailed the most promising attempts to restructure the police force.

Se sostiene que el apoyo de las mujeres fue determinante para el triunfo de Bachelet, cuestión que se corrobora tanto a nivel de encuestas en términos de intención de voto como de resultados electorales finales por comuna.

In many Latin American countries, indigenous populations have recently exhibited rapid growth. Many scholars recognize that this indigenous population resurgence is due to a combination of demographic processes, such as births, deaths, and migration, as well as changing racial-ethnic identities. However, there is little quantitative data verifying the relative importance of these two types of processes for indigenous population growth. We seek to fill this gap by quantifying the relative contribution of both mechanisms in Brazil's indigenous population resurgence. Our findings indicate that during the 1990s, race-ethnic reclassification was more important than demographic processes. This varied regionally, in that identity change was most important in northeastern and southeastern Brazil. These findings bear implications regarding indigenous movements, identity politics, and prospective indigenous population growth in Brazil and elsewhere.

Despite its important role in the construction of imagined communities throughout the region, the study of silent cinema in Latin America has barely gone beyond an initial stage of unearthing national and regional cinemas to a more comparative and critical study of trends and ideologies from a transnational perspective. This essay outlines such a comparative history by using the spatiotemporal metaphor of triangulation as a framework for theorizing the politics of criollo aesthetics, and by combining a diachronic examination of major trends with synchronic close readings of paradigmatic films. The periodization and selection of films respond, in turn, to a broader consideration of how ideology, aesthetics, and economics intersect in the evolution of filmic practices in Latin America during the silent era. Finally, in the conclusion, I argue that the most important legacy of this period of Latin American cinema on subsequent filmmaking in the region is not so much the elaboration of a criollo aesthetics, which would not survive beyond the silent period, but rather the development of the strategy of triangulation, whereby Latin American filmmakers navigated a global cinematic landscape from a position of marginality.

The Catholic Church of Peru supported the use of oral contraceptives between 1967 and 1976, believing that doctrine was compatible with controlling one's fertility. Yet the church did not treat fertility control only as a means to limit births or as an individual prerogative. Rather, it framed distribution of the pill within an education plan to promote the duties of responsible parenting. Joseph Kerrins, a U.S. Catholic physician, began the program in a poor area of Lima. By the late 1970s, the program operated in nineteen parishes. The program thrived even after the 1968 encyclical De Humanae Vitae, thanks to the support of priests, Peruvian and U.S. government agencies, physicians, and users of the program's services. Catholic family planning has been a more pragmatic and creative enterprise than hitherto believed. This article explores these developments within the context of the cold war and the transformations of the Catholic Church in 1960s Latin America.

The authors discuss the various ways in which liberationist Catholicism and the Catholic charismatic movement in Brazil take positions in the overall globalizing and homogenizing cultural forces in universal Catholicism and wider society. They argue that in their discourses and practices, these two contemporary Catholic movements refer to notions of both local and global and identify with specific parts of global Catholicism by confronting processes of syncretism, acculturation, and inculturation. Through an analysis of the meaning of tradition and roots, the use of music, and the practice of pilgrimage, the authors show how both movements manage the construction of distinctive religious cultures and forms of inculturation in the context of tension between the local and the global.

Rio de Janeiro's bailes funk, or funk dance parties, with their often intensely violent and aggressively sexualized nature, are fundamental expressions of the culture of the city's favelas, or squatter towns, with tremendous significance for enormous crowds of poor, young people who attend them. This article draws on ethnographic research and participant observation, conducted by the author throughout years of living in the favela of Rocinha, and close readings of funk lyrics to explore the utopian impulse at the core of the baile funk experience, especially in community dances sponsored by gangsters held in the streets of favelas. Like some other cultural expressions of African diaspora communities, these bailes conjure up and sustain a morally and politically charged musical space that joins the young people together, emotionally elevating them above the harsh conditions of their lives into a spiritual state that makes available to them the feeling of living in a better world.

This article proposes a conceptual framework to discuss the left and left turns in Latin American politics. It then proceeds to argue that winning elections—the recurrent criterion for these turns—might generate tremendous enthusiasm but is also a restrictive benchmark. Other indicators I discuss here include the left's agenda-setting capacity, its redefinition of the political and ideological center, and its incipient challenge of the liberal setting of politics as actors experiment with post-liberal arrangements.

Numerous studies on the determinants of foreign direct investment flows in Latin America underscore the importance of risk- and cost-mitigating institutions that support good governance, political and economic freedom, and demonstrate a credible commitment to economic reform by regional governments. This study tests these variables against market size, macroeconomic policy, and factor controls to assess which combinations of variables explain the distribution of foreign inflows. Using a time-series cross-sectional data set of fifteen Latin American economies from 1985 to 2003, the study concludes that past performance on the current account provides sufficient commitment by regional governments and that regime, good governance, and reform variables are, by comparison, inconsistent predictors of foreign direct investment.

What interests of Latin American women create distinctive attitudes toward justice system equality that differ from those of Latin American men? Building on recent work on general justice system bias and using 2003 Latinobarómetro data, I test this question in three Central American countries (Costa Rica, El Salvador, and Nicaragua) using two sets of attitudes toward justice system performance (equal punishment and equal treatment). Women are significantly more likely to believe that the criminal justice system provides unequal treatment before the law than are men, while women and men express the same level of belief that the justice system provides equal punishment. Evidence indicates that women connect unequal treatment to economic factors and follow a conflict model of criminal justice, which posits these attitudinal differences as a function of the group's subordinate position in society.

Brazil's constitution (1988) granted municipalities the responsibility of providing social services. Many observers anticipated that this newfound authority would produce policy diversity, as local governments would tailor programs to constituents' needs. Instead, many municipalities chose to replicate programs made famous elsewhere. What explains this diffusion of social policies across Brazil? In particular, what motivates policy makers to emulate “innovative” policies? This study compares three approaches that seek to explain political behavior: political self-interest, ideology, and socialized norms. It draws on two policies, Bolsa Escola, an education program, and Programa Saúde da Família, a family health program, in four exemplary cities, to uncover the mechanisms that led to diffusion. Surprisingly, political incentives, such as electoral competition, cannot explain diffusion. Rather, ideology and socialized norms, transmitted through social networks, drive policy emulation. Diffusion occurs when politicians are ideologically compelled to replicate these programs and when policy specialists seek to demonstrate that they follow professional norms.

Partiendo de la discusión reciente sobre la integración económica en dos regiones periféricas, Asia y América del Sur, este artículo evalúa si existen condiciones de convergencia económica en el ámbito de los grupos denominados Asociación de Naciones del Sudeste Asiático más China, Japón y la República de Corea (ASEAN+3, por sus siglas en inglés) y el Mercado Común del Sur (Mercosur), que puedan llevar a una mayor integración monetaria o financiera en ambas regiones. Por una parte, se analizan los aspectos históricos e institucionales de la construcción de los acuerdos de integración regional, destacando los elementos económicos y políticos que están favoreciendo o dificultando un mayor acercamiento económico-financiero entre los países miembros de los dos bloques regionales. Y, por otra, utilizando el referente analítico de la teoría de áreas monetarias óptimas, se estima si ambas regiones obtendrían ventajas al abandonar su autonomía en la gestión macroeconómica, especialmente en lo que se refiere a la política monetaria y cambiaria, a cambio de una adhesión a un sistema monetario coordinado internacionalmente.

Desde una perspectiva cualitativa, el artículo (i) analiza cómo un grupo de migrantes españoles de alta calificación percibe, valora y representa su espacio vivido y cómo construye un sentido de lugar en la Ciudad de México, (ii) explora la identificación de este grupo con la ciudad y los lugares de residencia, sus relaciones interpersonales, de ocio, así como los vínculos con el país de origen y sus intenciones de estancia y (iii) evalúa hasta qué punto sus valoraciones, percepciones e identificaciones son válidas para entender los procesos migratorios y de asentamiento en el país de destino. El artículo se basa en un trabajo de campo realizado en la Ciudad de México desde mayo a septiembre de 2005 que consistió en veintinueve entrevistas en profundidad con migrantes españoles de alta calificación. El artículo concluye que estas personas mantienen vínculos con los lugares de proximidad, aunque no necesariamente impliquen un sentido claro de pertenencia y, en todo caso, estos vínculos geográficos sólo explican parcialmente las intenciones de estancia en México.

In this article, I outline a framework to examine women's lives in eastern Guatemala, how multiple forms of violence coalesce in their everyday lives, and how these become normalized so as to become invisible and “natural.” Women in western Guatemala, mostly indigenous, have received the attention of scholars who are interested in unearthing the brutality of state terror and its gendered expressions in Guatemala. My discussion builds on previous research conducted among indigenous groups in Guatemala and renders a depiction of the broad reach of violence, including expressions that are so commonplace as to become invisible. I argue that an examination of multiple forms of violence in the lives of women in eastern Guatemala, who are nonindigenous, exposes the deep and broad manifestations of living in a society engulfed in violence, thus depicting the long arm of violence.

This article accounts for the role that partisan divisions played in shaping variation in mass preferences for market-oriented policies in Latin America during the 1990s. Most of the existing studies on attitudes toward market reforms have focused on issues such as the timing of reforms, the presence of economic crises, and how economic performance shaped citizens' preferences. Fewer studies have investigated whether partisan cleavages translated into divergent preferences toward market reforms. Were there systematic differences between left- and right-wing voters in their preferences toward market reforms? Did left-wing voters oppose these policies and right-wing voters favor them? Which of these structural transformations—state retrenchment or trade liberalization—witnessed greater mass polarization along partisan lines? This article answers these questions with the use of a mass survey on public opinion about market reforms conducted by Mori International in eleven Latin American countries in 1998.

Throughout the 1980s one of the Reagan administration's most contested foreign policy initiatives was that toward Central America, where it attempted to defeat the Salvadoran guerrillas and overthrow the Sandinista government of Nicaragua. Reagan's policy was challenged by civil society organizations, whose efforts to undermine support for Reagan's policy came to be known as the Central American Peace and Solidarity Movement (CAPSM). What were the origins of this movement? I argue that previous explorations of the CAPSM's emergence are inadequate because they neglect the role played by Central Americans as purposive actors in the movement's rise and development. This article documents the ways in which Nicaraguans and Salvadorans, both in Central America and in the United States, played crucial roles in this transnational movement's creation and growth.

Previous research suggests that Mexican female migrants face more barriers than their male counterparts. However, few studies examine how the educational characteristics of female migrants differ from those of male migrants and how selectivity may have changed in the context of evolving gender dynamics in both countries. This study uses U.S. and Mexican census data from 1960 to 2000 to compare the educational attainments of recent Mexican immigrants to Mexican nonmigrants. Both male and female immigrants are positively selected—that is, more educated than nonmigrants in Mexico—and that selectivity increased from 1960 to 2000. Women are more highly selected than men throughout the past four decades, but earlier female migrants tended to have more education than more recent female migrants, who tend to come from the middle of the educational distribution.
