Can democratic participation reduce inequalities in citizenship produced by policing? We argue that citizen participation in policing produces a paradox, which we call asymmetric citizenship. For some citizens, expanding participation in policing expands citizenship by enhancing state responsiveness to demands. Yet citizen participation in policing often produces demands to repress marginalized groups, thereby contracting their citizenship rights. We theorize that formal spaces for citizen participation in policing produce asymmetric citizenship through three mechanisms: (1) defining some groups as “virtuous citizens” and labeling marginalized groups as “security threats,” (2) gatekeeping to amplify the voice of “virtuous citizens” while silencing marginalized groups, and (3) articulating demands for police repression of marginalized groups to protect the rights of “virtuous citizens.” We illustrate the framework through a qualitative analysis of São Paulo’s Community Security Councils. Our analysis elucidates mechanisms through which democratic participation can reproduce, rather than ameliorate, inequality in policing.

There are at least two politically salient senses of “representation”—acting-for-others and portraying-something-as-something. The difference is not just semantic but also logical: relations of representative agency are dyadic (x represents y), while portrayals are triadic (x represents y as z). I exploit this insight to disambiguate constructivism and to improve our theoretical vocabulary for analyzing political representation. I amend Saward’s claims-based approach on three points, introducing the “characterization” to correctly identify the elements of representational claims; explaining the “referent” in pragmatic, not metaphysical terms; and differentiating multiple forms of representational activity. This enables me to clarify how the represented can be both prior to representation and constituted by it, and to recover Pitkin’s idea that representatives ought to be “responsive” to the represented. These points are pertinent to debates about the role of representatives, the nature of representative democracy, and the dynamics of revolutionary movements.

Governments rely more and more on experts to manage the increasingly complex problems posed by a growing, diversifying, globalizing world. Surplus technocracy, however, usually comes with deficits of democracy. While especially true in liberal regimes, authoritarian states often face parallel dynamics. Recent trends illustrate how technocratic encroachment on civil society’s prerogatives can provoke populist backlash. Such cycles can build toward crises by eroding the legitimacy citizens invest in regimes. Surprisingly, by throwing both the need for and limits of expertise into sharp relief, the politics of COVID-19 create a novel opportunity to disrupt these trends. We assess how this opportunity may be unfolding in two crucial cases, the United States and China, and, more briefly, South Korea. We conclude by sketching some theoretical considerations to guide a geographically expanded and temporally extended research agenda on this important opportunity to slow or reverse a trend plaguing modern governance.

Though not above an occasional appeal to the “experience of fathers,” Hobbes was not a patriarchalist in his view of the family. Rather, he quite deliberately represented the family as a small Leviathan, and he used it to illustrate the principles of Hobbesian political science. In the family, as in the state, there is a mutual relationship between protection and obedience; sovereignty is undivided, based on necessity, and justified by performance; authority is absolute and derives from consent. In the state of nature, Hobbes views the family in structure and function as a small state. In commonwealth, the family sovereign relinquishes his absolute power over wife, servant, and child, but he is still entitled to obedience and honor for having raised and educated his children. The content of family education consists of the principles of Hobbesian political science, and the children thereby are properly receptive to sovereign power as they leave the family, whether for the university or for independence.

Hobbes's conception of the family is derived from the patria potestas of republican Rome, and not from common law. His use of the family is fully integrated with his political theory, and it is designed to reinforce both the theory and practice of Leviathan.

Sino-Soviet border fighting in early 1969 had many causes. The two Damansky Island incidents, moreover, were quite different in level of conflict and outcome. Only an investigation of the details of the incidents, together with a composite analysis of domestic, foreign policy, and international political variables suffices to determine what actually happened and why. Fitting the pieces together reveals that the Chinese caused the March 2 incident, while the Russians initiated fighting on March-14. The first incident involved only local forces; the second included regular army forces of several thousand and heavy equipment.

The history of the border conflict since 1954 is traced and found to have entered a critical stage in 1966, with the outbreak of the Cultural Revolution and increased Soviet military readiness. The 1964 border negotiations aborted because the Chinese wished no agreement then; but no insurmountable obstacles stand in the way of a definitive border agreement. A combination of local excesses, regional power struggle, and national-level policy changes motivated the Chinese to initiate action on March 2. The Soviets caused the March 14 incident primarily for revenge and as the opening move in forcing the Chinese into new border talks.

When during the debate on a motion of censure in October 1962 Paul Reynaud challenged the government from the rostrum of the National Assembly with a scornful: “Here and nowhere else is France!”, the issue was well joined. To Reynaud, perennial deputy during three republican regimes, General de Gaulle's projected referendum appeared as a two-fold attack upon French republican traditions. If adopted, the proposal to elect the President of the Republic by popular suffrage would divest the Assembly of its role as the sole bearer of national sovereignty. Moreover, to seek approval for such a change of the constitution of 1958 without a prior vote of parliament deprived both houses of any participation in the amending process.

In 1958, as President of the Consultative Constitutional Committee, Reynaud had insisted that the possibilities of any direct appeal to the electorate be carefully circumscribed and hedged by parliamentary controls. He had obtained official assurances that the referendum would never be used by the executive as a means of arousing popular opinion against the elected assemblies. The final text of the constitution had incorporated proposals by the Consultative Committee which strengthened the position of parliament whenever either a referendum or presidential emergency powers might create a plebiscitarian situation.

The few case studies of participation in local elections display distinct patterns, but the measurements lack comparability with each other or with national election voting studies. By application of the methodology, variables, and categories of the presidential election studies to a Toledo city election, the composition of the electorate is compared with that in presidential elections and some sharp contrasts which appear to have significant implications are observed. Some data calculated from Merriam and Gosnell's classic Non-Voting reveal some developments since 1923. From two prominent characteristics of municipal elections, nonpartisan form and low turnout, a few hypotheses about participation in city elections are deduced and examined. The data support the general proposition that most of the psychological, demographic, and socioeconomic variables display comparable amplitudes in city and presidential elections, but their significance is much greater in city elections, because the low voting level makes their impact proportionately greater.

Machiavelli is presented as the founder of modern political science, with due regard to the fact that he never spoke of “political science.” His usage of “prudence” and “art” in The Prince is examined to see whether, as founder, he was a teacher or a ruler of future generations. His comprehensive attack on classical political science is outlined and developed through two essential points, the cycle and the soul.

Speech and dialogue are the heart of politics: nearly every political institution in the world involves verbal communication. Yet vast literatures on political communication focus almost exclusively on what words were spoken, entirely ignoring how they were delivered—auditory cues that convey emotion, signal positions, and establish reputation. We develop a model that opens this information to principled statistical inquiry: the model of audio and speech structure (MASS). Our approach models political speech as a stochastic process shaped by fixed and time-varying covariates, including the history of the conversation itself. In an application to Supreme Court oral arguments, we demonstrate how vocal tone signals crucial information—skepticism of legal arguments—that is indecipherable to text models. Results show that justices do not use questioning to strategically manipulate their peers but rather engage sincerely with the presented arguments. Our easy-to-use R package, communication, implements the model and many more tools for audio analysis.

We provide an instrumental theory of extreme campaign platforms. By adopting an extreme platform, a previously mainstream party with a relatively small probability of winning further reduces its chances. On the other hand, the party builds credibility as the one most capable of delivering an alternative to mainstream policies. The party gambles that if down the road voters become dissatisfied with the status quo and seek something different, the party will be there ready with a credible alternative. In essence, the party sacrifices the most immediate election to invest in greater future success. We call this phenomenon tactical extremism. We show under which conditions we expect tactical extremism to arise and we discuss its welfare implications.

Leveraging novel experimental designs and 2,160 months of Constituency Development Fund (CDF) spending by legislators in Ghana, I examine whether and how fairer elections promote democratic responsiveness. The results show that incumbents elected from constituencies that were randomly assigned to intensive election-day monitoring during Ghana’s 2012 election spent 19 percentage points more of their CDFs during their terms in office compared with those elected from constituencies with fewer monitors. Legislators from all types of constituencies are equally present in parliament, suggesting that high levels of monitoring do not cause politicians to substitute constituency service for parliamentary work. Tests of causal mechanisms provide suggestive evidence that fairer elections motivate high performance through incumbents’ expectations of electoral sanction and not the selection of better candidates. The article provides causal evidence of the impact of election integrity on democratic accountability.

Many institutions—including American federal bureaucracies and legislatures world-wide—are characterized by one set of actors who possess the right to determine which policies will be enacted and an opposing set of actors who possess the right to delay the enactment of those policies. However, this interaction is not well understood. We provide a model that shows that a modest procedural right to delay but not veto the enactment of policies affords considerable influence over the policy agenda, so long as policymaking is time-consuming and time is scarce. In an application to the US Senate, our model exhibits properties that are consistent with common empirical claims about partisanship, polarization, and gridlock. It also justifies the considerable variation in the amount of delay imposed on the passage of various bills and the historic reluctance of the Senate to adopt reforms that would expedite the tedious cloture process.

This paper analyzes Vincent Ostrom's major work, The Intellectual Crisis in American Public Administration, which he offers as providing paradigmatic direction for public administration and political science. The analysis urges caution as to that theory's status, especially from five analytic perspectives. Basically, attention is directed at the methodology or mode of inquiry associated with Ostrom's grounding of his argument in public choice theory, with special attention to the role of values. The adequacy of major assumptions of Ostrom's argument as descriptions of reality also is evaluated. Moreover, the critical lack of content in several key concepts is established. In addition, the analysis shows how opposite and simultaneous courses of action are implied by the argument. Finally, attention is directed at how Ostrom's argument can lead to unexpected consequences, even some that are opposite those effects Ostrom intends.

Mass political participation increases as nations become more economically developed. In Part I of this study we attempted to identify the significant social experiences which explain the high levels of participation in economically developed nations. We formulated and explored the following general theory:

Economic development alters the social structure of a nation. As nations become more economically developed, three major changes occur: (1) the relative size of the upper and middle classes becomes greater; (2) larger numbers of citizens are concentrated in the urban areas; and (3) the density and complexity of economic and secondary organizations increases. These social changes imply political changes. Greater proportions of the population find themselves in life situations which lead to increased political information, political awareness, sense of personal political efficacy, and other relevant attitudes. These attitude changes, in turn, lead to increases in political participation.

The theory can be presented schematically in the following form:

We were able to demonstrate that individuals' levels of social status and organizational involvement were strongly and consistently related to their levels of political participation. The survey data from five nations showed, further, that organizational involvement was more strongly related to participation, and more consistently from nation to nation, than was social status.

In more than half of the democratic countries in the world, candidates face legal constraints on how much money they can spend on their electoral campaigns, yet we know little about the consequences of these restrictions. I study how spending limits affect UK House of Commons elections. I contribute new data on the more than 70,000 candidates who ran for a parliamentary seat from 1885 to 2019, and I document how much money each candidate spent, how they allocated their resources across different spending categories, and the spending limit they faced. To identify the effect on elections, I exploit variation in spending caps induced by reforms of the spending-limit formula that affected some but not all constituencies. The results indicate that when the level of permitted spending is increased, the cost of electoral campaigns increases, which is primarily driven by expenses related to advertisement and mainly to the disadvantage of Labour candidates; the pool of candidates shrinks and elections become less competitive; and the financial and electoral advantages enjoyed by incumbents are amplified.

This paper uses statistical analysis to consider what factors influence the way senators vote and how important these influences are. The answers are specific statements about individual senators' decision processes, and quantitative estimates of the weights applied to the different variables in these models. The form of the voting models and the variables in them were developed from hypotheses about individual decision-making and descriptions of the legislative process. Examples of the variables are the preferences of the senator's constituency, the opinions of his party leader, and the views of the President. Quantitative measures of the variables were obtained from state demographic characteristics and by Guttman-scaling the votes on passage of the amendments to specific bills considered in 1961 and 1962. Linear regression analysis of these Guttman scales was then used to test the hypotheses and estimate the coefficients in each senator's voting model. After the results from these analyses are discussed, the explanatory power of these models on individual bills is evaluated by comparing the vote they estimate with those predicted using two alternative models.

Lewis Frye Richardson's simple differential equations model of armaments races has been long criticized for its lack of incorporation of the goals of nations. Using the mathematics of optimal control theory, the authors formulate a model which incorporates national goals into an “arms balance” objective function. The goals used are based on the traditional concerns in the balance-of-power literature. From an objective function together with the Richardson model an optimal armaments policy is derived. The United States-Soviet, NATO-WTO, and Arab-Israeli arms races are used as empirical examples, and the parameters in the model are estimated by means of functional minimization techniques. The optimal control model is further examined for its equilibrium and stability properties. The equilibrium and stability conditions are assessed with respect to the empirical examples. The findings are that while the United States and the Soviet Union in direct confrontation pursue strategies that lead to a lack of equilibrium and stability, when taken as part of NATO and WTO, the major powers and their alliance partners do pursue stable and equilibrium strategies. The Israeli policy is found to lead to equilibrium and stability while the Arab policy does not.

Most contemporary theorizing that addresses questions of democracy and difference is framed by broadly constructivist claims. Yet when it comes to thinking about democratic state intervention into social relations of difference, political theorists tend to stress reactive strategies, overlooking the role that democratic states play in helping shape and reinforce social definitions of difference. Exploring the case of the construction of racialized difference in the American city, the author makes the case that arguments for tolerating, for recognizing, and for deliberating across extant differences are insufficiently attentive to the role states play in making difference. Institutional efforts to deal with difference democratically should target the points at which it gets produced, aiming not simply to modify the effects of social definitions of identity and difference—but to democratize the processes through which these are defined and redefined.

A current debate within the field of U.S. politics revolves around the extent to which the electorate is nationalized, that is, responds to national-level political forces. We provide additional evidence to help resolve this debate. Using the variance-components model of political effects developed by Stokes, we analyze presidential, senatorial, gubernatorial, and congressional races for the period 1962–1984. The results indicate that presidential races are highly nationalized, and congressional races largely localized. Senate and gubernatorial races are found to have a large state-level component to them. The analysis is also split into two segments to ascertain if a change in political effects is seen during this relatively short time frame; no such differences are found. We conclude that nationalization is not a process that can be understood from evidence provided by congressional races alone. Our results suggest that constituencies respond to political forces in a complex way, reacting to factors that are most relevant to a particular electoral contest.
