Depuis quelques lustres, on a pris l'habitude d'appeler « droit humanitaire » cette portion considérable du droit international public qui s'inspire du sentiment d'humanité et qui est centrée sur la protection de la personne.

La Revue internationale de la Croix-Rouge commence ici la publication d'un ouvrage récent, intitulé «Le Comité international de la Croix-Rouge», d'André Durand, ancien délégué général du CICR et auteur d'une histoire du CICR.

L'édition originale, en français, de ce travail a paru en 1980 dans les publications du Centre de Recherches européennes de l'Université de Lausanne, sous la direction du professeur Henri Rieben.

Au lendemain de la guerre qui vient de bouleverser le monde et où la Croix-Rouge s'est affirmée si puissante dans tous les pays, une réunion générale des Croix-Rouges de l'univers entier s'impose.

Quelques jours après la signature de l'armistice du 11 novembre, le Comité International de la Croix-Rouge laissait entendre qu'il convoquerait cette réunion à Genève aussitôt que les événements le permettraient.

Grey zones, lasting crises and forgotten conflicts are typical of our times. Even though certain conflicts come to an end, many do not because no solution is found for the underlying causes. The great majority of these conflicts are internal and involve non-State entities; they are civil wars. Such complex and interminable crises are a challenge not only for statesmen and diplomats but also for “humanitarians”, in particular the international organizations in charge of humanitarian action. The authors examine the causes and characteristics of such conflicts. They particularly highlight the fact that unending wars not only create short-term humanitarian problems but in the long run destroy civil society. What are the solutions to such conflicts? The authors call for a change of attitudes and a new approach to lasting crises and suggest various forms of action to be taken by the international community. While adequate measures for dealing with humanitarian issues have been found for traditional wars, lasting crises and forgotten conflicts are still awaiting a response by the humanitarian community.

Sa fondation, rappelons-le, répondait à la volonté de dirigeants de Sociétés nationales de la Croix-Rouge et de personnalités du monde médical, nourris de l'idéal wilsonien, de présenter aux Sociétés du monde entier des programmes d'activité dans l'intérêt général de l'humanité, d'harmoniser leurs efforts contre les fléaux du temps.

By way of introduction to their comments on the Tansley Report proposals on co-operation between their two institutions, the ICRC and the League refer to the legal and practical basis of their existing co-operation.

They co-operate at the highest policy-making levels, the International Red Cross Conference and the Council of Delegates. The Statutes of the International Red Cross provide that it shall be the duty of the Standing Commission between sessions of the Conference to ensure the co-ordination and harmony of the efforts of the International Committee and of the League (Article 10/3).

On 29 September 1976, during a ceremony held at the headquarters of ICRC, a commemorative tablet was unveiled in honour of the hundredth anniversary of the birth of a truly noble person, Eglantyne Jebb. A number of speeches were made during the ceremony, which was attended by officials and staff members of the International Union for Child Welfare and the ICRC, by representatives of the Swiss authorities, the city of Geneva and various international organizations. Several members of the family of Eglantyne Jebb were also present.

L'action pénale contre les personnes accusées d'avoir commis des crimes de guerre est un aspect fondamental du droit d'une victime à la justice. Toutefois, dans les conflits armés où des violations graves du droit international ont été perpétrées massivement, il est souvent nécessaire d'établir un équilibre entre le droit des victimes à obtenir justice de manière tangible et le besoin, pour l'Ètat territorial, de traiter les atrocités passées de façon à ne pas engendrer de nouvelles violences et à stimuler le processus de réconciliation. Dans de telles circonstances, une justice réparatrice associant des amnisties limitées à d'autres mécanismes de responsabilité peut constituer un moyen d'assurer l'État de droit tout en tenant compte de la complexité du processus de transition. Quand des États vivant une situation de transition prodament de telles amnisties, il est important d'établir si celles-ci seront reconnues par la communauté internationale.

L'article fait valoir que le droit international n'interdit pas aux tribunaux nationaux et internationaux d'accorder une amnistie limitée à ceux qui sont considérés comme «les moins responsabks » de la commission des crimes de guerre, lorsque l'amnistie est associée à des mesures de contrôle et vise à faciliter l'instauration d'une paix durable.

At dawn on 6 August 1945, four reconnaissance planes flew over the city and disappeared again without dropping any bombs. At 7:31 the sirens signaled the end of the alert. The inhabitants left their shelters and went about their business.

The regional delegate of the International Committee of the Red Cross (ICRC) for Southern Africa was in Angola from 9 to 26 October 1974. He was received by Vice-Admiral Antonio Rosa Coutinho, president of the Angolan Military Junta, and General Altino de Magalhães, chief military commander. With the long-heralded advent of the information age, the upheaval caused by the proliferation of visual technologies in a society dominated by the media is forcing the entire spectrum of what used to be called “the press” to redefine itself, to reassess its professional code of ethics and to devise new working methods. Only by examining the role played by images in the global flow of information—especially their relationship to the written word—can we fully grasp what is at stake. Our world view is increasingly shaped by the images, televised or in print, to which the public is constantly exposed. Indeed, so great is their power that one can say, along with many analysts, that they are beginning to replace reality: only what has been authenticated, certified and validated by being photographed or filmed and shown on television really exists. As these images bombard us from all sides, everything that has not been seen captured on film is reduced to oblivion. What makes the power of images so irresistible?

Images impart values. They attract or repel. They appeal to our imagination, play on our feelings and rouse us from our complacency: in other words, images stir our conscience because they purport to show us, in the raw, the unadorned, indisputable reality of things as they are. That is television's great ambition, that is its purpose; and that is what prompted Régis Debray to say that “television is fond of humanitarian stories since they are both human interest stories and moral tales”. Over the years, images of humanitarian action have invaded the media and fired people's imagination.
