The ability to measure objectively how an animal perceives its home environment is essential for improving the housing and husbandry conditions of laboratory animals. Chewing at cage bars by a rodent may reflect the animal's desire to escape from its home cage and thus provide a measure of the relative aversiveness or inadequacy of different housing conditions from the animal's viewpoint. To assess whether bar chewing by laboratory mice is an escape behaviour, adult male and female ICR-(CD-1) mice were housed individually or in same-sex groups of three in modified shoebox-type cages. Cages had two sets of external bars in the side walls, an equivalent set of bars fixed internally and a Perspex lid. One set of external bars opened daily, allowing the mice to escape into a larger arena. All mice showed a strong preference for chewing at external bars over those that were internal to each cage. After one week of experience, mice also preferred the external bars that opened daily to those that did not open. Behaviour directed towards the cage lid declined over time as the mice experienced the new escape route in the cage side. Interest in the external bars correlated positively with time since last escape. Results confirm that bar chewing reflects an attempt to escape the cage and explore the surrounding area and may provide a suitable behavioural measure of perception of the cage environment for use in welfare assessment.

The aim of this paper is to analyse the intention to purchase animal welfare-friendly meat products and determine the factors explaining this intention. Additionally, a model of the intention to purchase animal welfare-friendly meat products has been developed based on the Theory of Planned Behaviour (TPB). This model has been specified as a two-equation multivariate ordered probit model and estimated using data from a survey conducted in Spain in 2008. Results indicate that one of the most important factors associated with the intention to purchase animal welfare-friendly meat products was consumer self-identification with ethical issues. Second, findings suggested that, as the Theory of Planned Behaviour states, other factors related to the intention to purchase these products were attitudes, subjective norms and perceived behavioural control.

A single solution to promote higher animal welfare across the whole EU is unlikely due to significant regional differences and because what is most appropriate for each region depends on many factors. Based on analyses of eight member and candidate EU countries, this paper provides a conceptual framework, an ‘animal welfare roadmap’, which can be used to assess the stage of maturity of a country in farm animal welfare policy development and identify appropriate policy instruments and indicators to monitor progress towards higher animal welfare. The ‘roadmap’ consists of five sequential stages: increasing compliance with legislation; raising awareness; product development; mainstreaming; and integration of animal welfare with other issues. For each stage, specific policy instruments are identified alongside the category of stakeholders most likely to be influential in the implementation of each instrument. The policy instruments used to achieve these stages are those used by government departments/agencies, private enterprises, academic bodies or non-governmental organisations who formulate standards for animal welfare. These are supported by indicators best suited to document their effectiveness. Although we have emphasised how different situations and contexts within the EU mean that there is no single optimal policy instrument for the EU as a whole, but rather appropriate policy instruments should be selected according to the stage of development of a country or sector, we do propose a harmonised choice of indicators to allow benchmarking of changes at the EU level with regard to progress towards animal welfare.

This review article summarises the evidence for an effective management protocol for footrot to sheep, the welfare and economic benefits of such a protocol and its likely uptake by farmers. Over 90% of lameness in sheep in England is caused by Dichelobacter nodosus, the aetiological agent of footrot. Farmers can recognise lame sheep both from video clips and when examining their own sheep but make a separate decision about whether to catch lame sheep. Only farmers who catch and treat mildly lame sheep immediately report a low prevalence of lameness (< 5%). From a within-farm clinical trial, treatment of sheep lame with footrot with parenteral antibiotic and topical spray led to over 90% recovery from lameness within 10 days whilst only 25% of sheep treated with foot trimming and topical spray recovered in 10 days. In parallel, a within-farm clinical trial with approximately 800 ewes was run for 18 months to test the hypothesis that rapid appropriate treatment led to reduced prevalence of lameness. Ewes were stratified and randomly allocated to one of two groups. The prevalence and incidence of lameness decreased in the treatment group, where lame sheep were treated with parenteral and topical antibacterials within three days of being observed lame, but remained at approximately 8% in the control group where lame sheep were treated with trimming hoof horn and topical antibacterial spray when the farm shepherd considered them sufficiently lame. Sheep in the treatment group had a higher body condition and produced more lambs that grew faster. The net economic benefit to all sheep (whether lame or not) in 2006 was £6 per ewe put to the ram. A group of 265 farmers were asked about their satisfaction with methods to manage footrot. Satisfied farmers reported a prevalence of lameness of ≤ 5% and used rapid individual treatment. Dissatisfied farmers reported a prevalence of lameness of > 5% and used whole-flock footbathing and vaccination. Overall, farmers stated that their ideal managements would be footbathing and vaccination. One explanation for this apparent inconsistency is that farmers want effective vaccines and footbaths; an alternative explanation is that this is an example of cognitive dissonance, where subjects adopt a belief because it is their current practice despite evidence that it is not effective. We conclude that farmers can identify lame sheep and that rapid treatment of individual sheep lame with footrot with intramuscular and topical antibacterials is currently the most effective control of interdigital dermatitis and footrot in sheep but that in future effective measures that prevent footrot would be ideal.

The release of animals from captivity frequently leads to a period of erratic movement behaviour which is thought to expose the animal to a high risk of mortality. Twenty-six foxes which had been reared at a wildlife hospital or captive-bred, were radio-collared when nearly full-grown and released without site acclimation. Immediately after release there was an erratic phase of behaviour, during which the foxes travelled widely and movement parameters were markedly elevated. For those foxes which survived, a second phase was entered after an average of 17.2 days, during which one small area only was used, and movement parameters were much reduced. In a second study, nine foxes were released following site acclimation in a pre-release pen; this process postponed but did not eliminate the phase of high movement activity.

This pattern of movement was compared with the dispersal behaviour of wild-reared foxes. It was concluded that released foxes, despite being proficient in other aspects of behaviour, were moving and behaving in a markedly abnormal manner and this resulted in a high death rate. The results are used to discuss methods of improving rehabilitation techniques.

Housing of farrowing and lactating sows in farrowing crates can cause a number of welfare problems. Recently, alternative farrowing pens have been developed which allow the sow to turn around and move freely. In this experiment a conventional farrowing crate (C; 5.0 m2; the sow is crated permanently), the Trapez pen (T; 6.7 m2; with a crate opened two days after farrowing) and a modified FAT2 pen (F; 6.7 m2; loose-housing system with nest and dunging area), were compared. The behaviour of sows was recorded from 6 hours ante partum to 24 hours post partum and analysed for duration of birth, number of posture changes, activities indicating nest building and piglet crushing. Sows were inspected for skin lesions at days 5 and 23, post farrowing. There was a tendency for longer birth duration and restlessness during farrowing when sows were crated. Sows in F and T crushed more piglets than sows in C but only few sows were concerned. In C more sows had severe injuries on the udder and on the limbs than in F and T. It can be concluded that the health and behaviour of farrowing and lactating sows are negatively affected when being housed in conventional pens with crates and slatted flooring. Further development is required to minimise piglet crushing in loose-housing systems.

This paper reviews the debate that is currently taking place in the field of philosophy of mind on different conceptual models of consciousness. More and more philosophers argue that the explanation of subjective phenomena requires two complementary perspectives of understanding, known as the first- and third-person perspectives. The third-person perspective (ie conventional objectivity) accounts for the physical, functional aspects of consciousness, while the first-person perspective addresses the subjective, experiential aspects of consciousness. It is suggested that each of these conceptual perspectives may facilitate a different type of research in the study of animal emotion. Within the conventional, third-person perspective, a growing enthusiasm for issues of animal consciousness has led to sophisticated physical and cognitive models of animal emotion. The potential of the firstperson perspective, however, to provide a basis for models of animal subjective experience has remained largely unexplored. The paper concludes with a brief review of the author's recent experimental work on concepts of animal behavioural expression. The high reliability and repeatability of such concepts indicates that the first-person perspective may provide a valid research perspective in its own right.

The behaviour of two groups of sheep was observed when they were placed in a pen on wooden slats and/or on straw bedding for 48h. When sheep were placed in the pen and not given a choice of slats and straw, the proportion of scans spent standing and lying by one group of sheep were not affected by floor surface, whereas another group lay down more on the straw than on the slats during the first 24h in the pen. There was more movement when on straw than on slats. When given a choice of either slats or straw for 48h, the sheep spent more than half of the scans on straw. The study showed that sheep show a preference for lying down on straw compared with wooden slats. However, sheep will lie down on wooden slats. Although straw is, quite rightly, recommended as a suitable surface for lying, there was little evidence in this study that slats provide an unsuitable surface for a slaughterhouse lairage pen.

Shooting is widely used to reduce the abundances of terrestrial wildlife populations, but there is concern about the animal welfare outcomes (‘humaneness’) of these programmes. Management agencies require methods for assessing the animal welfare outcomes of terrestrial wildlife shooting programmes. We identified four key issues in previous studies assessing the animal welfare outcomes of shooting programmes: (i) biased sampling strategies; (ii) no direct ante mortem observations; (iii) absence of quantifiable parameters for benchmarking; and (iv) no evaluation of explanatory variables that may cause adverse welfare outcomes. We used methods that address these issues to assess the welfare outcomes of a European rabbit (Oryctolagus cuniculus) shooting programme in south-eastern Australia. An independent observer collected ante mortem (distance, timing and outcome of each shot fired) and post mortem (locations of bullet wounds) data. The ante mortem data were used to estimate three critical animal welfare parameters: apparent time to death (ATTD); instantaneous death rate (IDR); and wounding rate (WR). The post mortem data were used to evaluate the location of bullet wounds relative to the Australian national standard operating procedure (SOP). For rabbits, the mean IDR was 0.60, ATTD was 12 s and WR was 0.12. A large proportion of rabbits (0.75) were shot in the cranium or thorax, as required by the SOP. Logistic regression indicated that the proportion of rabbits wounded and missed increased with shooting distance. Hence, reducing shooting distances would increase the humaneness of European rabbit shooting programmes. Our approach enables the animal welfare outcomes of terrestrial shooting programmes to be independently quantified.

Foxes have been kept in captivity in Europe for the purpose of fur production for 70-80 years. In comparison with the main domesticated animal species, this is a very recent intervention. This paper reviews available evidence concerning the welfare of farmed foxes in relation to housing and management. The bulk of the literature relates to early handling of cubs, with the intention of reducing their subsequent fear of humans, and to simple changes in the cage environment that may provide environmental enrichment for foxes. Fear of humans appears to be a significant and pervasive problem, and the barrenness of cages is also a cause for concern. The extent of abnormal behaviours and reproductive failure, both indicative of quite severe welfare problems, is not sufficiently documented. Some housing and management practices are less detrimental than others; nonetheless, the evidence suggests that the welfare of farmed foxes is poor.

In this study, pig producers were identified whose practices exceeded the basic legal requirements and government recommendations for pig welfare. This novel approach was part of a larger project investigating the feasibility and benefits of the inclusion of some animal-based welfare outcome measures into the main UK pig-farm assurance schemes. A set of pig-keeping-system descriptor scores were devised through consultation with stakeholders, whereby a finishing pig farm would be classified on a scale of 1 (legislation compliance) to 5 (highest level of welfare provision) for six different elements of pig husbandry which can influence pig welfare (environmental enrichment, foraging behaviour, thermal comfort, physical comfort, tail docking and floor space provision). Animal-based observations were used to assess the welfare of a sample of between 67 and 220 pigs on 15 UK finishing pig farms, which were also classified according to the system descriptors. Scores achieved when assessing the environmental enrichment and physical comfort elements were significantly positively correlated with a qualitative assessment of good mood of the pigs and a measure of their oral manipulation and significantly negatively correlated with the prevalence of tail lesions and swollen bursae. However, there were wide variations in the prevalence of animal-based welfare outcome measures between farms with the same system descriptor score. These system descriptors are therefore not sufficient to be used alone to provide assurances on welfare. It is suggested that a combined approach of system descriptors and animal-based welfare outcome measures may be useful for providing assurances on higher levels of welfare.

In The Netherlands, laying hen chicks are often reared without litter on the raised slatted area of a barn system or confined in the aviary system during the first two to five weeks after hatching, with chick paper or chicken wire on the floor. In the absence of a suitable pecking substrate, chicks may redirect their pecking behaviour to other birds, which possibly increases the risk of developing feather-pecking behaviour. The aim of this study was to determine whether housing on wood-shavings (WS treatment; n = 15 groups) as compared to housing on chicken wire (CW treatment; n = 15 groups) between day 1-20 could reduce feather pecking in adult birds. After day 20, all chickens were allowed wood-shavings as litter. Behavioural observations showed that CW chicks performed significantly less ground-pecking behaviour compared with WS chicks up to day 20. More CW chicks showed gentle feather pecking at day 7 and 14 as compared to WS chicks, and more CW chicks pecked at the feeder or drinker than WS chicks up to day 20. CW chicks showed rebound behaviour: the day after they were introduced to wood-shavings they displayed more ground-pecking behaviour compared to the WS chicks. Later on in the rearing period no noticeable differences between treatments were found in frequency of gentle and severe feather-pecking bouts. During laying, more gentle feather-pecking bouts were observed in CW than in WS groups but no differences in severe feather-pecking bouts were observed, nor in feather damage at the end of the trial. The results indicate that hens can display substantial flexibility in their pecking behaviour and that, despite more gentle feather pecking in CW hens in laying, the absence of substrate in early rearing does not increase the risk of developing severe feather-pecking behaviour when adult.

Looking at the issues from an economic perspective, we examine four approaches to the improvement of farm animal welfare: legislative initiatives, and initiatives driven by producers, consumer choice (labelling), and food companies (Corporate Social Responsibility; CSR). We take as our starting point the assumption that to obtain the best possible improvements in animal welfare, a combination of all four approaches will be needed. The main focus of the paper is to show that (and how) economics and other social sciences can play an important role in determining how to design and implement these approaches most effectively. We argue that insights from animal welfare science on what constitutes an improvement in animal welfare, and how such improvements are best measured, are a necessary input to the economic analyses. Economic analyses can guide the form and extent of welfare legislation so as to set decent minimum standards of animal welfare. To exploit producer-driven animal welfare opportunities, understanding the relationship between animal welfare, productivity and other product or production characteristics is essential. To make best use of initiatives driven by consumer choice and CSR, the focus needs to be on, not simply aspects of animal welfare for which consumers are known to be willing to pay, but also other welfare dimensions viewed as essential by animal welfare experts. Finally, recent, rapid developments in the marketing of animal welfare-friendly products have demonstrated the need for more knowledge about the ways in which consumers perceive the different kinds of information used in labels and CSR strategies.

The influence of an environmental enrichment programme on the searching behaviour of separate groups of male and female bush dogs at Edinburgh Zoo was evaluated. The enrichment programme involved hiding food in specially constructed wood-piles and other appropriate places in the bush dogs’ enclosures. Behavioural data were recorded morning and afternoon for 20 consecutive experimental days and were compared to pre- and post-enrichment programme data, representing basal conditions. Data were collected over a 10-period for both pre and post enrichment phases. Activities were recorded under seven behavioural categories. There was no significant difference between sexes in the proportion of time spent performing searching behaviour so data were pooled. The enrichment programme appeared to cause an increase (P < 0.01) in searching behaviour from initial basal conditions of 2.7per cent to 6.1 per cent of total recorded data points. There was a subsequent decrease in searching behaviour (P < 0.01) to 2.5 per cent when basal conditions were reinstated. All dogs showed increases in searching behaviour when enrichment and basal data were compared. The effectiveness of the enrichment programme in terms of increasing the proportion of time spent in searching behaviour showed a significant decline (P <0.005) over time, probably relating to the dogs increasing proficiency at finding food. It is suggested that the enhanced levels of searching behaviour represent an improvement in welfare.

As the profile of farm animal welfare rises within food production chains, in response both to consumer demand and greater ethical engagement with the lives of animals, animal welfare is increasingly being commodified by various foodchain actors. That is to say that, over and above regulatory or assurance scheme compliance, welfare conditions and criteria are being used as a ‘value-added’ component or distinctive selling point for food products, brands or even particular manufacturers and retailers. We argue in this paper that such a commodification process has major implications both for the way in which farm animal welfare is defined and assessed (with greater emphasis being placed either on those welfare elements that lend themselves to commodification processes or on those that respond to consumer interpretations of what ‘good’ welfare might be at a particular time) and for the ways in which farm animal welfare is articulated and presented to food consumers as a component of product value or quality.

Introduction

Guidelines have been formulated by the European Community (EC 1986) to cover housing conditions for laboratory animals. These guidelines are based essentially on common practice of housing laboratory animals and on limited data concerning relations between housing conditions and either animal growth or development of pathologies. Further information on this subject is required to optimize housing conditions of laboratory animals.

1080 (sodium fluoroacetate)-baiting programmes are an important and often the only option for reducing the impact of invasive vertebrate pests on biodiversity and agricultural production in Australia and New Zealand. These programmes are generally recognised as being target specific, and environmentally and user safe. Nevertheless, although 1080 has few recognised long-term side-effects, its potential to disrupt endocrine systems has been recently raised, and there is some conjecture regarding the humaneness of 1080 for certain target species. However, the assessment of the humaneness of any vertebrate pesticide must be commensurate with its mode of action, metabolism, target specificity, and operational use. This has not always occurred with 1080, particularly regarding these aspects, and its overall effects. The actual risk faced by non-target species during baiting operations is not accurately reflected simply by their sensitivity to 1080. 1080 is not endocrine-disrupting or carcinogenic, and because of the lag phase before signs of poisoning occur, the time from ingestion to death is not a reliable indicator of its humaneness. Moreover, functional receptors and neurological pathways are required to experience pain. However, as 1080 impairs neurological function, mainly through effects on acetylcholine and glutamate, and as this impairment includes some pain receptors, it is difficult to interpret the behaviour of affected animals, or to assess their ability to experience discomfort and pain. This has implications for assessing the merits of including ameliorative agents in 1080 baits aimed at further improving welfare outcomes. We also suggest that the assessment of the humaneness of any vertebrate pesticide should follow the ethical pest control approach, and on this basis, believe that the use of 1080 to reduce the detrimental impacts of invasive vertebrates is ethical, particularly with respect to the expectations of the wider community.

Until recently, little attention has been focused on the influence of social interactions and the presence of conspecifics on stereotypic pacing in captive carnivores. This study examined the effect of adding a visual barrier between two tiger (Panthera tigris) exhibits on stereotypic pacing behaviour. Continuous sampling was used to record the duration of time tigers spent pacing and the total number of pacing bouts. The results show a significant decrease in stereotypic pacing for the group of six female tigers after obstruction of the view of neighbouring tigers. These results suggest that the opportunity for tigers to view conspecifics in other exhibits may influence time spent pacing therefore it is felt that the design or renovation of tiger exhibits should take the visibility of neighbouring individuals into account.

In most parts of the world, male pigs are castrated shortly after birth to prevent the production of meat with an unpleasant odour called ‘boar taint’. However, public concerns regarding surgical castration are on the increase and it is becoming an important animal welfare issue due to the pain associated with the process. In addition, pork production from entire males is more desirable as it is 5-12% more efficient than that from castrates. Therefore, this study was conducted to investigate genetic opportunities to stop castration and produce boar-taint-free pork from entire males as a long-term cost-effective solution to the problem. The main compounds responsible for boar taint are androstenone and skatole. The genetic aspects of these two main boar-taint components were investigated in purebred pigs of a commercial sire line as well as crossbreds of three sire lines. The comparison of crossbreds suggests that significant genetic differences can be expected in the market hogs due to different sire line choices. Heritabilities for the three components ranged from 0.25 to 0.64. Their genetic correlations with production traits were close to zero or favourable. Model calculations using these parameters suggest that it is possible to reduce the concentrations of the main boar-taint components below thresholds for boar taint. This way, pork can be produced from males without castration and problems of boar taint can be eliminated in approximately four generations of genetic selection.

The relationship between the socio-economic status of working equine owners and the welfare status of their animals is yet to be documented. The aim of this study was to provide an approach to understanding socio-economic status, quality of life and working aspects of working horse owners, in order to establish their social vulnerability index and to determine how these measures correlate with the welfare state of their horses. Seventy-two owners and their urban working horses (n = 122) were studied. Owners’ socioeconomic and educational status was established together with their quality of life perception and multi-dimensional poverty index. The animal welfare index was constructed using animal-based measures. Whilst over 90% of owners were considered vulnerable, only 28.3% of horses were classified as being in a poor welfare state (eg presence of lesions and morphology not adequate for draught type). There were no significant correlations between owners’ factors and the animal welfare index. We conclude, therefore, that social vulnerability of owners does not necessarily imply that their animals will be in a poor welfare state.
