Dissemination of knowledge of the Geneva Conventions is not merely a long-term task—it is a permanent one. One age group succeeds another ; generation succeeds generation ; the students become teachers and forgotten lessons of the past fade into the background of a past which is itself forgotten.

On 17 December 1996, the delegate of the International Committee of the Red Cross was one of the 600 guests at a reception hosted by the Japanese ambassador in Lima. When the commando unit of the Túpac Amaru Revolutionary Movement (Movimiento Revolucionario Túpac Amaru — MRTA)carried out its spectacular hostage-taking operation and the ICRC delegate made himself known to the commando unit, wondering whether in so doing he was acting as an intermediary was hardly at the forefront of his mind: he was content to take action because the situation so demanded and because the physical integrity of hundreds of people was under threat. I was that delegate. In doing what I did at that moment, I was merely repeating the humanitarian act performed by hundreds of ICRC delegates throughout the world, that of Henry Dunant at Solferino and of many others elsewhere — that is, helping the victims of violence. This is what being a neutral intermediary is all about: placing oneself voluntarily in the midst of a confrontation and lending a helping hand. In that sense, the term “intermediary” is perfectly suited for defining the action of the ICRC per se and its humanitarian base. Within the organization, the term means something more specific, as distinguished from protection and assistance, and designates a function which involves serving as a messenger between conflicting parties, for humanitarian reasons and in the absence of any other intermediary. This is where a certain amount of confusion and a number of difficulties arise, some inherent in the very role of intermediary and others arising from the circumstances themselves.

Cartagena de Chairá, 15 June 1997: the five Russian helicopters churned up clouds of dust as they deposited their precious cargo —70 soldiers of the government army who had been defeated and captured by the guerrillas nine-and-a-half months earlier. The spectacular landing in the jungle hideout gave them their first taste of freedom and marked the end of an episode in the war which had humiliated the military high command and kept the whole country in suspense. Hence the rejoicing was all the greater as the 70 soldiers, who had been presumed dead, were finally reunited with their mothers in an emotional scene, and the whole of Colombia briefly savoured the sweet illusion that peace was just around the corner. In front of international observers and countless journalists, the guerrilla commanders completed the handover of the soldiers to the ICRC with a moving ceremony. Then the soldiers boarded the helicopters again. Accompanied by an ICRC delegate and a member of the National Reconciliation Commission, they were flown to the army base at nearby Larandia, where the military leadership gave them an official reception with a brass band and laid on a buffet meal.

The subject I shall deal with is one that traditionally comes up for discussion, to the point of growing stale. Innumerable resolutions and recommendations on “Red Cross and Peace” have been voted by delegates to International Red Cross Conferences. One might even say that this type of recommendation, which of course is addressed to all responsible governments, has become a feature of every Red Cross gathering.

The paper quoted below was submitted, under agenda item 21, to the League Board of Governors at its Mexico meeting in October 1971. We take pleasure in bringing it to the knowledge of our readers, in view of the importance and topical aspect of nature conservancy to which the Red Cross is known to be giving increasing attention in various countries. Several National Societies are drawing up plans for the protection and improvement of the environment. Others have already taken action and some co-operate with other organizations concerned about the subject and which often conduct their own publicity campaigns.

Further on, we give extracts from another communication which was presented by Professor Maurice Marois to the same meeting of the Board of Governors. It deals with the same problem as viewed by the Institut de la Vie from the angle of its own work for the protection of nature.

El 13 de octubre de 1995, la Conferencia de Examen de la Convención sobre Ciertas Armas Convencionales aprobó, en su primera fase en Viena, un nuevo Protocolo IV titulado «Protocolo sobre armas láser cegadoras». La Convención de 1980 contiene una Convención marco (en la que figuran disposiciones técnicas como aplicabilidad, entrada en vigor y enmiendas) y varios Protocolos anexos que versan sobre las normas esenciales relativas a ciertas armas. Aunque se debatió el empleo de muchas armas durante las etapas preparatorias de esta Convención, en 1980 sólo se aprobaron tres Protocolos. Sin embargo, la estructura elegida permite insertar nuevos Protocolos, a fin de incluir armas futuras cuyo uso sea necesario prohibir o reglamentar de otro modo.

El Comité Intemacional de la Cruz Roja (CICR) participó muy activamente en el desarrollo del nuevo Protocolo IV.

The celebration of the Centenary of the Red Cross brought to the fore not only new aspects of the Red Cross ideal and action on the threshold to the second centenary of its existence, but also the men who played a decisive role in its history. Moreover, appropriate tribute was paid to those who are today in charge of the future of the Red Cross and who, in these troubled times, each day assume new and heavy responsibilities.

Vers le 15 août, date de mon départ pour la Russie, les organisations de secours se trouvaient dans une extrême incertitude touchant le problème de la famine.

Il venait d'être déclaré publiquement, sur la foi de prévisions déjà anciennes, que la récolte serait suffisante, non seulement pour satisfaire aux besoins de la population, mais encore pour permettre l'exportation d'une certaine quantité de blé ; dans certains milieux, on allait même jusqu'à prévoir la liquidation des organisations étrangères de secours pour le commencement de l'hiver.

La science médicale avance à grands pas; pour un nombre toujours croissant de maladies, on est au clair quant à leurs symptômes et à leurs causes. Plusieurs d'entre elles peuvent faire l'objet d'un traitement efficace. Parallèlement, des progrès s'accomplissent dans les services réservés aux soins des malades. Chaque année un nombre croissant d'hommes se font traiter dans les hôpitaux, surtout quand il s'agit de cas graves. Aussi se rend-on compte toujours davantage de l'importance qu'il y a à donner des soins aux malades le plus vite possible après le début de leur maladie.

En 1981, la XXIVe Conférence internationale de la Croix-Rouge déplorait (Résolution VI) que dans plusieurs conflits armés des dispositions fondamentales des Conventions de Genève étaient violées et que ces violations avaient pour conséquences d'entraver les activités du Comité international de la Croix-Rouge. Or, en dépit de l'appel solennel lancé par la Conférence pour remédier à cette situation, des réticences, voire une certaine mauvaise volonté à respecter pleinement ces règles fondamentales continuent de se manifester. Sous prétexte d'exiger la réciprocité, l'application des dispositions conventionnelles est parfois subordonnée à des marchandages et les prisonniers euxmêmes sont traités en otages, voire en instruments de chantage. Ces prises de position sont inacceptables. Le texte suivant est destiné à faire le point sur ces questions.

Le médecin se trouve aujourd'hui, face à face avec trois formes de guerre :— la guerre conventionnelle, utilisant les armes du second conflit mondial, depuis plus perfectionnées ;— la guerre atomique ;— la guerre subversive, à laquelle le développement des armes nucléaires et la guerre idéologique donnent, par contrecoup, une importance particulière. Elle est concomitante des autres.

L'état sanitaire de l'Orient de l'Europe continue à préoccuper le Comité d'hygiène de la Société des Nations et une nouvelle conférence sanitaire internationale s'est réunie fin mars à Varsovie, une année après celle à laquelle le Comité international avait eu l'occasion de participer par l'envoi de deux délégués. La conférence de mars 1922, plus importante que celle d'avril 1921, a réuni des représentants de la plupart des Etats de l'Europe et a voté différentes résolutions pour lesquelles elle a demandé l'appui de la conférence de Gênes en vue d'une action immédiate et énergique.

Dans l'Europe de la première moitié du XIXe siècle, chaque armée signalait ses services sanitaires par un drapeau d'une couleur différente: il était blanc en Autriche, rouge en France, jaune en Espagne, ailleurs noir. Parfois, ces emblèmes variaient d'un corps de troupe à l'autre. En outre, aucun signe particulier ne permettait de distinguer les fourgons sanitaires des autres échelons du train, et rien ne permettait d'identifier à distance les membres des services de santé.

La Croix-Rouge internationale est une collectivit–é formée de trois éléments. Le plus ancien est le Comité international de la Croix-Rouge (CICR), fondé en 1863 par cinq personnalités genevoises à la suite de la publication du livre d'Henry Dunant: Un Souvenir de Solférino. Le second él–ment est constitué par les Sociétés nationales de la Croix-Rouge, du Croissant-Rouge dans les pays musulmans, du Lion-et-Soleil-Rouge en Iran. Ces Sociétés sont au nombre de 114. Il ne peut y en avoir qu'une par pays. (Il existe en Israël une société de secours analogue à une Société de la Croix-Rouge. Mais elle n'a pu encore ≖tre accueillie au sein de la Croix-Rouge internationale, car elle utilise un emblème particulier — l'étoile juive — que les Conférences internationales n'ont pas admis). Enfin il y a la Ligue des Sociétés de la Croix-Rouge, créée en 1919, qui groupe l'ensemble des Sociétés nationales. Elle a aussi son siège à Genève. Ses tâches sont différentes de celles du CICR, mais les deux institutions sont liées par un accord et collaborent étroitement dans certains cas. Le CICR coopère aussi fréquemment avec les Sociétés nationales, qui entretiennent des relations directes avec lui.
