Selon un certain nombre d'auteurs — en particulier Hardcastle et Chua, dont un article figure dans la présente livraison de la Revue — un droit international à l'assistance humanitaire devrait être établi au plus tôt, pour autant qu'il n'existe pas déjà.

Tant au travers de l'action menée sur le terrain par les Sociétés na-tionales que par le soutien qu'elle-même apporte, sur le plan international, à l'action de ses membres, la Fédération internationale des Sociétés de la Croix-Rouge et du Croissant-Rouge figure parmi les principales organisations qui fournissent une aide humanitaire aux victimes de catastrophes naturelles. Les discussions engagées sur la nécessité d'établir un droit international à l'assistance, s'il n'existe pas encore, ou sur sa légitimité, s'il existe déjà, suscitent au sein de la Fédération une réflexion plus générale, axée sur les problèmes de fond qui sont au cceur même de Faction humanitaire menée aujourd'hui à travers le monde, loin du tumulte des champs de bataille.

Japan is a country where nature is by no means benign and where men are often sorely tried by the violence of the elements; in addition, the configuration and population distribution add further to the difficulties.

Glancing through the 196 numbers of the Bulletin international des Sociétés de la Croix-Rouge certain major themes stand out significantly. Some of these were already described in its first issue of October 1869, then can be met with again throughout the years until this last number of October 1918 devoted almost entirely to wartime activities in 28 belligerent or neutral countries and to interventions on behalf of victims. The account which follows, however incomplete it may be, will at all events describe the successes, hopes and preoccupations of a decisive period in the history of our movement.

Son muchos los Estados que han debido afrontar, a lo largo de su historia, situaciones de disturbios interiores y tensiones internas, tan graves a veces que hicieron peligrar sus intereses esenciales. Esas situaciones, que se caracterizan por actos de rebelión y de violencia cometidos por facciones más o menos organizadas contra las autoridades, o entre las propias facciones, se distinguen de las calificadas como conflictos armados no intemacionales, en que la intensidad de tales actos es mayor. Para poner fin a esos enfrentamientos y restablecer el orden perturbado, las autoridades se sirven, con frecuencia de considerables efectivos policiales e, incluso, de las fuerzas armadas. Esto da necesariamente lugar a una alteración del estado de derecho, caracterizada por graves violaciones en gran escala de los derechos humanos, que causan sufrimientos generalizados entre la población.

Después de consultar a los organismos internacionales y las organizaciones no gubernamentales concernidos, los Estados representados en la Conferencia de Ottawa, o sea, el «Grupo de Ottawa», nan acordado incrementar la cooperación y la coordinación de los esfuerzos para luchar contra las minas antipersonal, basándose en las preocupaciones y objetivos siguientes:

1. La comprobación de que los elevadísimos costos humanitarios y socioeconómicos que causa el empleo de minas antipersonal requieren la intervencion urgente de la comunidad internacional para prohibir y eliminar este tipo de armas.

A few hours before leaving for Sarajevo last May, Frédéric Maurice let us have the final pages of an article for the Review. He wanted to mull over his text and polish it, but fate decided otherwise, since he lost his life in tragic circumstances on 19 May 1992, on the outskirts of Sarajevo.

The work of the Red Cross is born of a high ideal, from which it continually draws fresh life, but as it primarily consists of practical actions, frequently improvised, there is a serious risk that in the haste of charitable action and in spite of the purity of one's intentions, one may deviate from the guiding principles and unity of thought may diminish, the more so as the institution takes root in every corner of the world. It is therefore particularly necessary that the Red Cross possesses a well-defined and firmly established doctrine.

Over the years the Americas have made significant contributions to the development of international humanitarian law. These include three nineteenth-century texts which constitute the earliest modern foundations of the law of armed conflict. The first is a treaty, signed on 26 November 1820 by the liberator Simón Bolívar and the peacemaker Pablo Morillo, which applied the rules of international conflict to a civil war. The second is a Spanish-American work entitled Principios de Derecho de Genres (Principles of the Law of Nations), which was published in 1832 by Andrés Bello. This work dealt systematically with the various aspects and consequences of war. The third is a legal instrument, signed on 24 April 1863 by United States President Abraham Lincoln, which codified the first body of law on internal conflict under the heading “Instructions for the Government of Armies of the United States in the Field” (General Orders No. 100). This instrument, known as the Lieber Code, was adopted as the new code of conduct for the armies of the Union during the American Civil War.

At the outbreak of the Second World War, international humanitarian law was made up of the various Hague Conventions of 1907 and the two 1929 Geneva Conventions, none of which dealt in a satisfactory manner with the risks faced by the civilian population. Experience during the war made a major revision of international humanitarian law a priority after 1945. This articles traces the history of that endeavour up to the adoption by a diplomatic conference, on 12 August 1949, of the four Geneva Conventions for the protection of war victims. Particular emphasis is laid on the link between the ICRC's wartime experience with the inadequate law of the day and the negotiations for new legal provisions. The second part of the article identifies the major advances represented by the 1949 Geneva Conventions, one of the more important being the fact that the law's scope was extended to non-international armed conflicts. Though making no claim to perfection, the new Geneva Conventions nevertheless laid a sound basis on which adequate solutions may be found when military considerations and humanitarian exigencies clash.

Voici plusieurs dizaines d'années que le CICR s'attelle périodiquement à la difficile tâche de réeévaluer sa ligne de conduite dans des situations de violence interne. Entre 1872, date de sa première offre de services aux parties à un conflit armé non international, 1918, date de sa première visite à des dàtenus de sàcurità, et ce jour le CICR a accumulé une riche expérience. II a étendu progressivement son mandat à des situations où la souffrance humaine requérait de sa part une intervention qu'il n'aurait pas envisagee quelques annees auparavant.

La société de l'information qu'on nous promettait hier est en train d'advenir. Et dans cette société du tout-médiatique, les bouleversements entraînés par l'essor des technologies de l'image, toutes catégories confondues, obligent l'ensemble de ce qu'on appelait jadis «la presse» à se redéfinir, à réinventer sa déontologie et ses méthodes de travail. Ce n'est qu'en replaçant l'image dans le mouvement global de l'information, et notamment dans son rapport avec l'écrit, qu'on peut en mesurer l'enjeu. Notre vision du monde est de plus en plus façonnée par les images télévisuelles et photographiques qui dominent l'espace public. Si grande est l'influence de l'image que Ton peut affirmer, avec de nombreux analystes, qu'elle est en passe de remplacer la réalité: n'existe aujourd'hui que ce qui est authentifié, certifié, valorisé par la caméra et l'écran de télévision. Dans la ronde des images, tout ce qui n'est pas filmé, photographié, diffusé est par conséquent aussitôt anéanti, réduit à l'inexistence sociale. Mais quel est done le secret de la force irrésistible des images?

Las sucesivas misiones efectuadas en febrero y comienzos de marzo de 1991 por el presidente del CICR, señor Comelio Sommaruga, en Gran Bretaña, Francia, Jordania y Estados Unidos se enmarcaron bajo el signo de la movilización humanitaria suscitada por las secuelas inmediatas y futuras para las víctimas del conflicto en Oriente Próximo.

En ese mismo lapso, el presidente del CICR realizó sendas visitas oficiales a Suiza, Italia y Brasil.
