This paper sets up a simple two-country overlapping generations model to explore the interplay between education, taxation, and labour mobility and to assess the impact of education policies on human capital formation and long-run welfare in both the sending and the receiving country. It emphasises the role of diminishing returns with respect to public spending on education in the welfare consequences of labour mobility. Emigration can improve the long-run welfare of the sending country when the elasticity of the education technology is low. Immigration augments the long-run level of human capital in the receiving country but can result in a level of long-run welfare lower than autarky.

Cet article démontre sous son jeu d’hypothèses (notamment la présence de gouvernements prédateurs) que le découpage spatial de l’activité publique -recettes et dépenses- peut avoir une efficacité en terme de taux de croissance. Dans un premier temps, on traitera de l’organisation horizontale du pouvoir politique. Les avantages de la décentralisation dus à des effets de proximité seront limités par un phénomène de myopie spatiale propre aux « petits » centres régionaux. Ensuite, l’article s’interroge sur la portée de ses résultats, positifs ou normatifs? Positivement, les propositions de l’article fournissent une explication des « frontières ». Mais du point de vue normatif, elles constituent plutôt un argument en faveur de l’abolition des frontières : en effet, l’instauration d’un « super-centre » hiérarchique, même prédateur, qui centraliserait et contrôlerait les décisions de régions fédérées (par libre consentement), peut réaliser un niveau de croissance supérieur; cette fois, c’est l’organisation verticale du pouvoir politique qui nous donne l’institution socialement efficace.

In this paper, we highlight the possibility of dynamically inefficient equilibria in a model with strictly convex production function at the firm’s level. Decreasing returns imply the existence of some pure profit and hence of an asset market. We endogenise the number of firms by introducing a sunk cost that is to be paid upon entering into the market; since this cost is assumed to be constant, the number of firms increases over time in response to population growth (and aggregate returns to scale are constant). It turns out that the growth of the number of firms reduces the rate used to discount future profits, allowing for dynamic inefficiency. We also consider the presence of a constant and exogenous probability of failure affecting firms.

The foreclosure of downstream firms is a major feature in the study of the strategic aspects of vertical integration. The main issue is that, however profitable it may seem for integrated firms to adopt this rising rivals’ costs strategy, foreclosure fails to appear in most models, unless integrated firms are assumed to be able to commit on this strategy. We propose a model based on the idea that foreclosure results from a technological choice. This approach allows us to find equilibrium vertical foreclosure without supposing any commitment capability to integrated firms. Foreclosure results from the adoption a technology that doesn’t rely on the (standard) intermediate good traded on the market, but on a different good, not compatible with the standard technology. The possibility of a (costly) adaptation of a nonstandard good to the standard technology is explicitly taken into account in the model.

La littérature récente sur l’articulation chômage-éducation a pour propriétés que l’effort éducatif (i) croît avec le taux de sortie du chômage et (ii) a des rendements croissants en raison d’une externalité positive. Le rôle de l’Etat consiste alors à inciter les agents à accroître l’intensité de leur formation pour réduire le taux de chômage et augmenter le flux de richesses produites. Ces propriétés contre intuitives sont liées au rôle de l’éducation qui consiste à accroître la productivité de ceux à qui elle est dispensée. Dans cet article, l’éducation est modélisée comme une durée et rend celui qui l’entreprend plus polyvalent au sens où maîtrise un plus grand nombre de technologies équiproductives. L’effort individuel décroît alors avec le taux de sortie du chômage et croît avec l’effort collectif en raison d’une externalité négative. Au niveau macroéconomique, la durée d’éducation privée est systématiquement trop élevée au regard d’une durée socialement optimale. La politique éducative de second rang consiste à réduire l’effort éducatif des agents lorsque le taux de chômage est « haut », et à l’augmenter lorsqu’il est « bas ».

Economists often compare two ways of work sharing: increase of part-time work and the reduction of the weekly work time. Most of the literature focuses upon the labour demand size. The aim of this paper is to tackle this question from the point of view of labour supply. We calibrate on French data a sequential job search model, which as two specific features: the characterization of job offers in terms of utility level which combines hourly wage rates with available leisure time and the fact that unemployment is not the only compatible state with a job search. Simulations of the model show that, for a given labour demand, the probability to be unemployed increases with the proportion of part-time jobs and decrease with the reduction of the weekly work time.

In 1997, the Christie’s sale of 20th century art works from the estate Victor and Sally Ganz netted more than $207 million, a record sum for a single-owner sale of art at auction. The paper presents estimates of the Ganzes’ financial returns from investing in art using records the Ganzes’ kept on the prices they originally paid for the works sold in 1997 and two earlier auctions in 1986 and 1988. Over the period 1948 to 1997 the Ganzes earned real rates of return ranging from 12 to over 21 percent for works sold at the three auctions. Overall, the Ganzes beat-often by a wide margin-the returns from diversified portfolios of common stocks. The empirical evidence shows that the Ganzes were not only lucky but skillful investors as well. Their financial success did not result from a few lucky purchases. They earned consistently high returns, regularly beating the stock market on works by different artists acquired at different time periods. I also found that buyers were willing to pay a price premium for works from the Ganz collection compared to “identical” works sold by others. For example, buyers paid between 25 and 90 percent more for prints from the Ganz collection than for otherwise identical prints. The likely source of this premium is the quality and prestige of the Ganzes’ collection itself not the recently acquired celebrity status of the collectors.

The aim of this article is to assess the ability of Calvo (1983) type nominal wage contract to generate a positive and long-lasting hump-shaped response of output to a monetary stimulus, as suggested in empirical studies. To this end, we develop a simple cash-in-advance model, in which stochastic nominal wage contracts are introduced. This reduces the negative effect of the so-called inflation tax such that monetary shocks have a positive hump-shaped effect on output. The variance decomposition analysis suggests that monetary shocks explain up to 40% of the total variance of output in the first quarter and have a long lasting effect, in our calibrated economy (namely the German economy). Further, the model also mimics the correlation between output and inflation and real balances observed in Germany. We also propose an evaluation of the effects of variations in the mean duration of contracts on these indicators.

This paper is a follow-up on Section 5 of Drèze, Malinvaud et al.’s 1994 position paper on “Growth and Employment: The Scope for a European Initiative”, in favour of policies aiming to sustain demand through investments, without aggravating public deficits. We build on several recent papers to investigate further the argument. We first briefly review a nonstandard theoretical model based upon contemporaneous thinking about incompleteness of markets, and its econometric validation. This analysis suggests that policies aimed at stimulating aggregate activity and supporting more optimistic expectations may be needed to achieve faster growth in economies suffering from persistent underutilisation of resources. We next elaborate on the principle of employment subsidies, with reference to housing. At times of severe unemployment, a correct evaluation of investment projects must take into account the wedge between the private and the social cost of labour. This labour cost distortion generates a discouting distortion. We briefly discuss both and derive implications for investment stimulation policies. We also review the main problems of implementation of a European investment program and report on a preliminary attempt at checking the applicability to housing in Wallony.

Public sales art catalogues include low and high pre-sale price estimates by experts. This makes it possible to analyze whether pre-sale estimates are unbiased predictors of realized prices. Unbiasedness is tested using a sample of some 1,600 lots of English silver auctioned by Christie’s and Sotheby’s. Results show that estimates are slightly (but significantly) biased and that experts do not use all the information that is available to them when they make their estimates.

We consider a market where consumers differ in risk aversion. Two firms sell products of uncertain quality. We characterize the Nash equilibrium in prices and show that, due to consumers’ heterogeneity, less reliable products are likely to coexist with more reliable ones in equilibrium. Moreover, choosing to increase the risk component is in some cases an equilibrium strategy.

The paper identifies and tries to account for the forms taken in selected art markets for the selling of paintings, as a response to specific features and constraints in the local regulatory environment. Our analytical histories cover 15th century Bruges, 16th century Antwerp, 17th century Amsterdam, and early 18th century London and Paris. They yield some evidence that : (1) restrictive guilds did not succeed in stifling innovation. though innovators were forced to take indirect routes and to adopt forms not always the most efficient; (2) where circumstances allowed a choice of auction form (English or Dutch) the method selected matched the prior experience of buyers (low or high respectively) ; and (3) in the single instance where guilds were open to cooperation across skill categories this coincided with a series of marketing experiments and a range of novel products.

Dans cette étude, il s’agit de caractériser le taux de change réel d’équilibre de long terme d’une petite économie ouverte à deux secteurs de production, dans laquelle les agents ont une durée de vie finie au sens de Blanchard (1985). Ce cadre théorique permet de relâcher l’hypothèse d’égalité entre le taux de préférence pour le présent et le taux d’intérêt mondial. Par ce biais, l’écart entre le taux d’intérêt et le taux de préférence pour le présent détermine la position financière nette de l’économie domestique vis-à-vis du reste du monde. Celle-ci conditionne en retour la réaction des principales variables économiques à une modification exogène du taux d’intérêt. L’impact d’une hausse du taux d’intérêt sur le taux de change réel d’équilibre dépend de la valeur des élasticités de la production par rapport au capital dans les deux secteurs, tandis que la consommation et le stock de capital se comportent différemment selon la position financière du pays.

L’introduction des profits dans les fonctions d’investissement s’inscrit dans le cadre du retour de l’argument empirique sur les spécifications proposées par Jorgenson. Selon la théorie de la profitabilité les entreprises ont une demande d’investissement croissante avec le rapport taux de profit de pleine capacité/taux d’intérêt afin de se prémunir contre l’incertitude de la demande ou de gagner des parts de marché (effet de clientèle). La théorie des contraintes financières définit une offre d’investissement dépendant des profits réalisés, du ratio d’endettement et du taux d’intérêt réel anticipé. On estime un modèle de déséquilibre d’investissement avec CES par le maximum de vraisemblance et le pseudo maximum de vraisemblance simulé; robustes au changement de méthode: les profits réalisés, la profitabilité, le ratio endettement/capital et la demande anticipée. Les contraintes financières ne s’exercent pas forcément lorsque le ratio d’endettement est élevé et la chute de l’offre d’investissement est plus forte que la chute de la demande en phase de récession. Le report des contraintes financières est plutôt négatif (comportement « rationnel » vs « extrapolatif »).

Le marché constitue sans aucun doute l’un des principaux objets d’étude et de réflexion de la théorie économique. A ce titre, il est intéressant de constater que le terme “marché” est pratiquement absent de la majorité des écrits de Gérard Debreu, et plus particulièrement de la Théorie de la Valeur. Cet article se propose alors d’expliquer cette absence singulière.

This paper reviews the literature on ticket pricing in the entertainment industry. All along, I try to evaluate whether ticket markets outcomes are consistent with theoretical predictions. Overall, the literature provides a good understanding for observed variations in ticket prices. The literature, however, fails to explain situations where prices do not vary. We have but a poor understanding for why prices often do not vary over the run of a show, why more popular shows do not charge more and why most venues are scaled in just a few sections. I also review the empirical literature of price discrimination in ticket markets. By contrasting the theoretical and the empirical literatures, the paper identifies a set of promising directions for future research.

La présente étude propose d’examiner la fécondité d’une modélisation économétrique des déterminants de la pauvreté au Burkina Faso en 1994–95. Dans cette optique, après avoir examiné les aspects conceptuels et méthodologiques relatifs à la modélisation des déterminants de la pauvreté et la dimension sociale du développement burkinabé, ce papier incorpore deux dimensions analytiques nouvelles. Tout d’abord, il suggère une articulation spécifique des causes des faibles niveaux de vie aux modes de participation au marché du travail. Ensuite, plusieurs approches quant à la modélisation des déterminants de la pauvreté sont successivement proposées: modèle logistique multinomial des déterminants de la distribution du niveau de vie selon les quintiles, la participation au marché du travail étant exogène; modèle où le choix des groupes socio-économiques est endogène, ce qui implique une analyse des déterminants du niveau de vie spécifique à chaque groupe. Cette approche analytique met en évidence l’importance des choix méthodologiques, l’existence de facteurs communs – modulables selon le genre du chef de ménage et le milieu – quant à l’explication de la pauvreté selon les segments du marché du travail, en même temps que la présence de spécificités liées aux hypothèses adoptées et aux groupes socio-économiques considérés.
