Despite ubiquitous references to ‘ethnicity’ in both academic and public discourse, the history and politics of this concept remain largely unexplored. By constructing the first transnational and interlingual conceptual history of ethnicity, this book unearths the pivotal role that this concept played in the making of the international order. After critiquing existing accounts of the ‘expansion’ or ‘globalisation’ of international society, the chapter proposes to rethink the birth of the international order through a scrutiny of its major concepts. Fusing Reinhart Koselleck’s method of conceptual history with the philosophical writings of G. W. F. Hegel and Jacques Derrida, the chapter theorises the emergence of the international order as a dialectical process that both negated and preserved existing imperial hierarchies. The concept of ethnicity is ejected by this dialectical process as a residual category – an indigestible kernel of difference and particularity – that cannot be internalised by the work of sublation.
This chapter ties together the narratives presented in the book’s three substantive chapters to provide an overview of the conceptual history of ethnicity. The chapter then unpacks the ideological functions performed by this concept in service of the international order, and recaps how the emergence of ethnicity contributed to both the negation and preservation of imperial hierarchies. Drawing inspiration from Carl Schmitt’s discussion of ‘nomos’, the chapter concludes by proposing a speculative notion of ‘ethnos’ as the foundational ordering of beings.
This chapter explores how the conceptual shift from ‘tribes’ to ‘ethnic groups’ contributed to the dismantling of the standard of civilisation. Whereas the binary distinction between civilised nations and primitive tribes reinforced the imperial hierarchy between European and non-European peoples, the concept of ethnicity is characterised by a cultural relativism that acknowledges the formal equality of all peoples. The chapter also shows how these conceptual changes enabled the reimagining of the international order as an ‘anarchical’ system populated by sovereign nation-states: at the very moment that anthropologists were moving away from colonial notions of ‘primitive society’ and ‘ordered anarchy’, IR theorists were adopting this vocabulary to conceptualise their own object. In this way, IR effectively accumulated the functions of colonial anthropology as the scientific vehicle for the study of the modern state’s primitive ‘other’. The chapter wraps up with a discussion of indigenous rights and their relationship to minority rights.
This chapter traces how the concept of ethnicity emerged as a depoliticised alternative to nationality. By the end of the nineteenth century, the triumph of nationalism as the hegemonic source of state legitimacy had resulted in the politicisation of the nation concept. This conceptual linkage of ‘nation’ with ‘state’ opened up a terminological vacuum: If nationhood implied statehood, what label should be given to those stateless nations and national minorities that had neither a state of their own nor the political capacity to acquire one? Against this backdrop, the chapter traces how an embryonic concept of ethnicity was articulated to fill in the terminological void. The chapter’s empirical focus is on the early twentieth-century academic literature on nationalism and the establishment of the world’s first international minority rights regime after the First World War. The argument also has significant implications for debates surrounding the conceptual distinction between ‘civic’ and ‘ethnic’ nationalism.
This chapter demonstrates how the emergence of ethnicity led to the ‘domestication’ of race. During the nineteenth century, ‘race’ was an incredibly malleable term that could be used to describe both vast transnational populations differentiated by physical characteristics and smaller national communities such as the French or the Jews. With the emergence of a sharper divide between the biological and sociocultural spheres in the early twentieth century, this polyvalence came to be seen as a problem. To specify the meaning of race with greater precision, a cluster of new ethnos-based terms (ethnic group, ethnicity, ethnie, ethnos) was coined around the turn of the century. One important consequence of this conceptual shift was the effacement of the transnational stratum of race: there is no global ethnic line comparable to the global colour line. The chapter concludes with a discussion of how a pluralised concept of civilisation has filled in for the suppressed transnational stratum of race.
By constructing the first transnational and interlingual conceptual history of ethnicity, Ethnos of the Earth reveals the pivotal role this concept played in the making of the international order. Rather than being a primordial or natural phenomenon, ethnicity is a contingent product of the twentieth-century transition from a world of empires to a world of nation-states. As nineteenth-century concepts such as 'race' and 'civilisation' were repurposed for twentieth-century ends, ethnicity emerged as a 'filler' category that was plugged into the gaps created in our conceptual organisation of the world. Through this comprehensive conceptual reshuffling, the governance of human cultural diversity was recast as an essentially domestic matter, while global racial and civilisational hierarchies were pushed out of sight. A massive amount of conceptual labour has gone into the 'flattening' of the global sociopolitical order, and the concept of ethnicity has been at the very heart of this endeavour.
Clozapine therapy presents a risk of agranulocytosis, necessitating monitoring of white blood cell count. The detection of benign ethnic neutropenia (BEN), in which neutropenia can be present without an increased risk of infection, is particularly important in preventing unnecessary withdrawal of clozapine. BEN is strongly linked to the CC homozygote of the single nucleotide polymorphism rs2814778 in the atypical chemokine receptor-1 (ACKR1) gene.
Aims
We introduced voluntary genetic testing for BEN in one of our clozapine clinics, with the aim of assessing the prevalence of undiagnosed BEN in patients on clozapine.
Method
We offered genetic testing for BEN to patients undergoing medium- and long-term clozapine treatment, and conducted a comparative analysis of neutrophil counts across three identified groups: those previously diagnosed with BEN, those with newly discovered BEN and those confirmed by genetic testing not to have BEN.
Results
We conducted genetic testing for BEN on 108 patients. Of these, 16 were already registered as having BEN and had the CC homozygote. A further 26 patients (24% of the cohort) who were previously not diagnosed with BEN by standard haematological monitoring were found to have the CC homozygote on genetic testing. Unadjusted mean neutrophil counts were lowest for those with previously diagnosed BEN (2.5 × 109/L, 95% CI 2.2–2.8; P < 0.001 v. other groups), but those with newly discovered BEN had mean counts that were significantly lower (4.1 × 109/L, 95% CI 3.6–4.7) than those with TT and CT genotypes (5.1 × 109/L, 95% CI 4.7–5.4; P = 0.006).
Conclusions
Undiagnosed BEN was common in our naturalistic cohort. The integration of genetic testing into standard monitoring would enhance the management of clozapine therapy, potentially allowing for the safe reintroduction or continuation of clozapine in patients with hitherto unrecognised BEN. All current and prospective clozapine patients should be genetically tested for BEN.
This chapter explores how identities were forged and developed under the Merovingians, from the creative fiction of ‘Frankishness’ to more personal identities defined by gender and social status. It examines how identities can appear different through stories, laws, dress, and language, highlighting the importance of how people defined and presented themselves according to need and circumstance. It takes seriously the contention that identity formation fed into discourses of power because they structured hierarchies and issues of inclusion and exclusion.
This chapter presents the political organisation and power dynamics during the reign of Kigeri Rwabugiri, the last king of precolonial Rwanda. At the end of the nineteenth century, European overrule, under the form of German colonisation and missionary activity, profoundly modified political dynamics.
This chapter explores the relationship between natives and migrants in the territory transferred from Germany to Poland in 1945 using contemporaries’ memoirs. It shows that migration status and region of origin served as salient identity markers, structuring interpersonal relations and shaping collective action in the newly formed communities. Statistical analysis is used to demonstrate that indigenous villages and villages populated by a more homogeneous migrant population were more successful in organizing volunteer fire brigades than villages populated by migrants from different regions.
Godwin Mbikusita-Lewanika, the founding president of Zambia’s first nationalist organisation, is now remembered as a staunch supporter of colonial rule. Such figures are not uncommon and are often termed “loyalists,” a term that is usually understood in the literature as a fixed category that either dwindled in the face of racial oppression or was a choice shaped and hardened by conflict. Lewanika, however, moved easily between different sides, reinventing himself as an anticolonial nationalist, trade unionist, colonial loyalist, and Lozi traditional monarchist as circumstances warranted. The tumult of the mid-twentieth century opened up new opportunities and Lewanika seized roles that were not previously available. Biographies of anticolonial nationalists often argue they turned to political action when their education and ambitions clashed with the highly-circumscribed roles available under colonialism. Lewanika’s life was the opposite. He carved out a prominent place for himself in the colonial order and then in independent Zambia.
This chapter introduces cases motivating the book and presents a three-step argument about the effects of forced migration on societal cooperation, state capacity, and economic development. It reviews evidence from post-WWII displacement in Poland and West Germany, discusses the applicability of the findings to other cases, and highlights the main contributions of the book.
This chapter provides the historical background necessary to understand the book’s empirical analysis. It discusses the political decisions that led to the displacement of Germans and Poles at the end of WWII and challenges the assumption that uprooted communities were internally homogeneous. It then zooms in on the process of uprooting and resettlement and introduces data on the size and heterogeneity of the migrant population in postwar Poland and West Germany.
Rwanda has been the subject of much research following the genocide against the Tutsi ethnic group in 1994. Moving beyond recent histories which examine Rwanda's past predominantly through the lens of this tragic event, Filip Reyntjens utilises a longue durée framework to provide new insights into historical developments over the last hundred and fifty years. Tracking the foundations of modern Rwanda from the mid-nineteenth century to the present day, this study offers the first comprehensive examination of both the political continuities and ruptures which have shaped the country. Reyntjens examines the 19th century precolonial polity, colonisation from the end of the 19th century; the revolution of 1959-1961 followed by independence in 1962; and the 1994 genocide followed by the seizure of power by the Rwandan Patriotic Front (RPF). Across these periods of dramatic transition this study demonstrates the role of both political constancy and change, allowing readers to reshape their understanding of Rwanda's political history.
Traveller and Black communities are among the most distinctive populations in Ireland. Although they occupy opposite ends of the spectrum of visible difference, hair is a site at which their perceived differences converge. In Ireland, the racial and aesthetic dimensions of Traveller and Black hair have contributed to the marginalization of the two groups. Traveller hair was historically associated with dirtiness and poverty, and Traveller women’s hair, traditionally worn long, was often perceived to be old-fashioned, gaudy, or indicative of sexual availability. Meanwhile, Black hair, which departs from white hair in texture and direction of growth, has been denigrated, and distinctively Black hairstyles have been disparaged. This chapter examines hair culture in the writings of contemporary authors Dr. Rosaleen McDonagh, a Traveller dramatist and activist, and Emma Dabiri, a Nigerian-Irish author and academic. Their portrayals of minority hair culture reveal histories of institutionalized racism and crinicultural (hair-related) discrimination, but they also present affirmative depictions of beauty and empowerment that dismantle older, demeaning representations.
Each year, millions of people are uprooted from their homes by wars, repression, natural disasters, and climate change. In Uprooted, Volha Charnysh presents a fresh perspective on the developmental consequences of mass displacement, arguing that accommodating the displaced population can strengthen receiving states and benefit local economies. Drawing on extensive research on post-WWII Poland and West Germany, Charnysh shows that the rupture of social ties and increased cultural diversity in affected communities not only decreased social cohesion, but also shored up the demand for state-provided resources, which facilitated the accumulation of state capacity. Over time, areas that received a larger and more diverse influx of migrants achieved higher levels of entrepreneurship, education, and income. With its rich insights and compelling evidence, Uprooted challenges common assumptions about the costs of forced displacement and cultural diversity and proposes a novel mechanism linking wars to state-building.
Focusing on the field’s structure, this chapter shows that African journalists use the ethnic conflict frame to cover African atrocities. This frame is deployed by African journalists even though they and scholars argue that it is stereotypical and oversimplifies complex social processes. This chapter contextualizes its use within Africa while pushing against simplistic readings of its existence. It argues that this frame engages in the politics of who is African while relying on specific collective memories about political manipulation of identity, colonial subjugation, and the war on terror discourse.
In the social, historical, and political context of Xi Jinping’s China, particular forms of racialization and racial capitalism have emerged in Altay Prefecture, the homeland of ethnic Kazakhs on China’s northwest border. This study examines the husbandry industry in Altay Prefecture to elucidate how Xi’s China has built a mode of racial capitalism through the management of Kazakh land, ethnicity, and culture. Within the framework of a case study, I employ document collection and participant observation methods to gather data that are then interpreted through critical policy analysis. The research shows that Kazakhs have been racialized based on their mobile pastoral traditions, enslaved in the “debt economy,” and exploited through husbandry policies and programs. The particular ways in which husbandry has been restructured and assimilated into Chinese industrial production chains exploit and reproduce the Kazakh-Han hierarchy and segregation. This close look at racial capitalism in Altay sheds light on the operations of Xi’s ecological civilization and war on poverty policies in an ethnic minority border region and discusses how they align with the broader geopolitics of the Belt and Road Initiative in Central Asia and Eastern Europe.
This study explores the impact of vulnerability appeals during the COVID-19 pandemic using a nationally representative, preregistered survey experiment (N = 4,087) conducted in mid-2021. We explore whether providing citizens with information about the vulnerability of ethnic minority and disabled citizens to COVID-19 fosters empathy and increased support for behavioral restrictions. We observe minimal statistically significant or substantive effects, although the presence of subtle effects cannot be entirely ruled out. We identify some limited indications that individuals with disabilities exhibit increased support for restrictions when exposed to information about the vulnerability of disabled people to COVID-19, but these effects are inconsistent. Therefore, our findings provide limited evidence to confirm or rule out that using vulnerability appeals alone is effective for influencing public attitudes toward behavioral restrictions. The findings point toward avenues for future research, including a closer examination of heterogeneous responses to public health messaging among population subgroups.
Research studies involving human subjects require collection of and reporting on demographic data related to race and ethnicity. However, existing practices lack standardized guidelines, leading to misrepresentation and biased inferences and conclusions for underrepresented populations in research studies. For instance, sometimes there is a misconception that self-reported racial or ethnic identity may be treated as a biological variable with underlying genetic implications, overlooking its role as a social construct reflecting lived experiences of specific populations. In this manuscript, we use the We All Count data equity framework, which organizes data projects across seven stages: Funding, Motivation, Project Design, Data Collection, Analysis, Reporting, and Communication. Focusing on data collection and analysis, we use examples – both real and hypothetical – to review common practice and provide critiques and alternative recommendations. Through these examples and recommendations, we hope to provide the reader with some ideas and a starting point as they consider embedding a lens of justice, equity, diversity, and inclusivity from research conception to dissemination of findings.
