En el vocabulario de las relaciones internacionales, «neutral» y «humanitario» son adjetivos empleados muy a menudo. Esto demuestra la importancia de los atributos propios de la neutralidad y de todo lo que puede designarse con el término «humanitario».

Paradójicamente, sin embargo, ni la neutralidad ni la acción humanitaria están libres de críticas.

Las organizaciones no gubemamentales francesas, como Médicos Sin Fronteras (MSF), a veces encuentran que hay incompatibilidad entre la neutralidad y la justicia. Otros expertos estudian la neutralidad desde el punto de vista de su eficacia en relación con determinados objetivos, como los que se asignan a las fuerzas de las Naciones Unidas. En lo que se refiere al aspecto humanitario, se ha cuestionado fundamentalmente el humanitarismo y el «todo humanitario».

Remontándonos en la historia de la humanidad, comprobamos que el ideal que siempre se ha buscado es establecer relaciones pacíficas entre pueblos y naciones; sin embargo, la historia está llena de guerras y matanzas. Los registros documentales, la tradición oral y el testimonio silencioso de los emplazamientos arqueológicos revelan una palmaria historia de crueldad y violencia de los seres humanos con sus semejantes. No obstante, las manifestaciones de compasión, misericordia y ayuda mutua no son menos antiguas. La paz y la guerra, las relaciones de buena vecindad y la agresión, la brutalidad y las actitudes humanitarias también coexisten en el mundo contemporáneo.

La labor primordial en los tiempos modernos consiste en romper ese círculo vicioso y poner término a la guerra y a la violencia, un objetivo que resulta vital, pues se relaciona estrechamente con la necesidad de evitar el desastre ecológico que amenaza a todo el planeta y a sus habitantes.

El jurado puso de relieve la notable calidad de su obra, contribución importante al conocimiento del derecho internacional humanitario.

El jurado del Premio Paul Reuter, presidido por el señor Paolo Bernasconi, miembro del Comité Internacional de la Cruz Roja, está integrado, además de por miembros de la Administración del CICR, por los profesores Luigi Condorelli y Giorgio Malinverni, de la Universidad de Ginebra.

The ICRC actively developed its relief operation in Algeria in June. Acute medical and sanitary problems are facing its delegates, especially in Oran. As reported earlier the ICRC has sent a medical team of three to the Moslem city of Oran, where medicines, surgical instruments and equipment, and dietetic milk for new-born children, are most urgently needed. Following urgent requests by its delegates on the spot the ICRC immediately despatched by air two tons of dietetic powdered milk: Two further shipments were also sent by the French Red Cross, one of eight crates of sugared concentrated milk, the other of one and a half tons of standardised milk.

In May the ICRC delegate-general for Africa, Mr. F. Schmidt, accompanied by the regional delegate for Southern Africa, Mr. N. de Rougemont, and a medical delegate, Dr. A. Vischer, carried out a new series of visits to places of detention in Rhodesia.

It is well known that African societies are shaped by custom and tradition. African thought, deeply imbued with humanism, has given birth to concepts and practices that place these societies among the world's humanitarian civilizations. With the advent of the colonial era and the establishment of institutions based on foreign values, the manifestations of African ideas was put into abeyance. Subsequent independence, while giving African States the opportunity to participate alongside other nations in constructing a universal civilization, paradoxically brought the continent face to face with a dilemma in regard to economic, political, social and cultural matters: the choice between the wholesale adoption of foreign, particularly European, models, or a radical return to ancestral traditions. However, humanitarian concerns are among the few that can—and should—transcend such Manichean considerations.

The Office of the United Nations High Commissioner for Refugees (UNHCR) was set up in 1951 with the main function of providing protection for refugees. This mandate corresponded to the task immediately confronting it, that of solving the refugee problem affecting Europe in the aftermath of the Second World War.

Aussi loin que l'on remonte dans l'histoire de l'humanité, l'existence de relations pacifiques — entre les individus comme entre les nations — a toujours constitué un idéal. Pourtant, cette histoire abonde en guerres et conflits sanglants. La tradition orale, les documents que nous possédons et le témoignage muet des sites archéologiques attestent de manière irréfutable de la cruauté et de la violence des hommes à l'égard de leurs semblables. Tout aussi anciennes, cependant, sont les manifestations de compassion, de clémence et de charité. En 1981, la XXIV Conferencia Internacional de la Cruz Roja deploraba (VI Resolución) que, en varios conflictos armados, se violasen disposiciones fundamentals de los Convenios de Ginebra y que esas violaciones fuesen un obstáculo para las actividades del Comité Internacional de la Cruz Roja. Ahora bien, a pesar del solemne llamamiento que hizo la Conferencia a fin de poner coto a esta situación, se sigue manifestando cierta resistencia, incluso poca voluntad para respetar plenamente estas normas fundamentales. So pretexto de exigir la reciprocidad, la aplicación de disposiciones convencionales está a veces supeditada a negociaciones y los mismos prisioneros son tratados como rehenes, incluso como instrumentos de chantaje. Esta actitud es inaceptable. A continuación se puntualizan estas cuestiones. (Red.)

Los Convenios de Ginebra se aplican sin condición de reciprocidad. Puede ser que esta afirmación sorprenda, si pensamos que los tratados concertados en beneficio de súbditos de los Estados contratantes se basan precisamente en la reciprocidad.

The part played by army medical officers in the beginnings of the humanitarian movement that led to the foundation of the Red Cross 125 years ago is all too often unrecognized. Until the foundation of societies for the relief of the wounded brought their names into the limelight, their writings were hardly known outside their small professional circle, although they had taken part in international exchanges that were in themselves remarkable. Their position was made all the more difficult by their feeling bound to protest at the shortcomings of a service of which they were active members, but in whose decisions they had no voice.
